now a noon a rapper accused of kidnapping a woman and holder her captive, what the sheriffs department says about the case. they join others in a national fast food workers strike. scientists with a u.s. geological survey explain what they learned about the earthquake that struck napa over a week ago.

good afternoon everybody. i'm brian flores in for tori campbell. a rapper accused of kidnapping a woman and holding her hostage. tara is live. >> reporter: good afternoon, charles mitchell or mitchy slick he is known in the rapping world he did surrender to authorities two days ago. [ music ] >> reporter: the 40-year-old rapper seen here in a music video that briefly features oakland mayor was arrested on allegations that he kidnapped a woman in southern california and held her hostage at a home. >> the fact that we are concerned about the safety and security of the victim involved in this case. a lot of information we won't be providing at this point. >> reporter: neighbors gave us this cell phone video of the

raid on the home 11 days prior to mitchell's surround -- surrender. >> a loud speaker saying come out with your hands up. we know you're in there. >> reporter: neighbors have noticed a lot of foot traffic and one woman even reported suspicious activity. >> it was pretty bizarre. after the bust we are obviously all talking to each other. my kids saying it's a meth lab but to have somebody holding somebody hostage, no body would have ever thought of that. >> reporter: the rapper was booked in marin county jail on human trafficking, participating in a criminal street gang. last month he was nominate for the 2014 music awards for best hip hop album. we'll let you know if and when he posts bail. ktvu channel 2 news.

>> thank you. we are following breaking news that joan rivers has died. her daughter, melissa rivers just announced there. there were reports that joan would be taken offline support -- off life support this week. breaking news coming out this afternoon that joan rivers has passed away. she was supposed to be moved from intensive care unit. she was suffering from cardiac and respiratory arrest earlier this week after undergoing a procedure on her vocal cords. we'll continue to bring you the very latest on ktvu.com as well as news at 5:00 and 6:00 tonight. the killing of a high school freshman. rasean williams was stabbed to on tuesday evening. police arrested another teenage

boy in connection with the death. well iwilliams relatives believe it is a long standing threats over the internet. >> he didn't give a fight or anything. he put up with this. >> he was a football at sacred heart cathedral and attended man middle school. fast food workers are walking out of their jobs and taking to the streets. ktvu sal castaneda joins us with they are demanding and the action going on right now in oakland. >> reporter: as you might know today fast food workers have chosen today for a demonstration to demand a 15 dollars an hour wage. here in downtown oakland they blocked the street. there are about 100 protesters here. the movement started in new

york. today there were several protests there as well. organizers say workers in 150 cities will be demonstrating encouraged by president obama's recent mention of their cause on labor day. many workers say they want $15 an hour as their minimum wage. currently most earn $9, which is the minimum wage in california. even more important they say is the right to form a union. >> you could get, you know, maybe -- you get the 15 but then your boss only puts you on the schedule three days a week, you know? they take your hours away from you. the union would help protect you from that. >> reporter: chains have resisted the efforts saying most restaurants are owned by local franchisees who couldn't i ford the changes. they say it's bad for low skilled workers who would lose

their jobs to hired skilled workers. broadway is blocked. oakland police have guided the pro testers here. it has been a peaceful protest. police staying back. this is right in front of a burger king restaurant. they are standing in front of burger king on the street and they plan they say to continue their protest all day long. live in oakland, sal castaneda, ktvu news channel 2 news. environmentalists opposed train shipmented of crude oil. they rallied in richmond. around duodoes -- two dozen of them chained themselves and after a couple of hours they unlocked themselves and police sited and released them for trespassing. they say it put neighborhoods in danger because of the

potential for spills and fires. >> oil being moved through here shouldn't be moved. it's too dangerous to go through this town. it's too dangerous to go by homes and schools. the permit they are using that's allowing them to move this was illegal. >> the protest comes a day before the san francisco superior court over the rail shipments. they approved moving crude oil from rail to trucks. governor jerry brown will face off against neil cashcari. brown is heavy favored in the race however analysts say it could be an opportunity for cashcari to gain ground. >> he needs to get headlines after the debate. there won't be a good audience but if there could be something

tank that serves about 1800 customers in the area. customers have been dealing with water pressure problems as a result. for the first time since the earthquake hit scientists shared what they -- they learned. >> reporter: many of the scientists inside this building have spent the last ten days in napa studying how the earth moved. they discovered several take aways from the quake. the usgs says the quake that hit on the west napa fault produced a crack 6-miles long and moved the surface 18 inches north. scientists say a lot of damage was in napa because it sits in a bay son that has soft sediment. many of the buildings are unreenforced masonry buildings. some of it happened after the

quake. this research will allow them to see our fast the fault is moving and the information can be use today address in the area. the usgs happens to have seismic recorder which is in a masonry building. >> we actually recorded the strongest ground motions that were recorded in napa at that building. that building sailed towards the earthquake without any damage. that's an indication of if we do take the time and the energy and spend the money to retro fit our buildings they can with stand earthquakes very well. >> reporter: geo gists have been tracking this. they also used satellites to provide ground images during and after the quake. the usgs says aftershocks will continue to happen for months which is normal. they will continue to have

welcome back everybody. in the past 30 minutes u.s. attorney general erick hold are announce add civil rights investigation into the use of force by police in ferguson, missouri. he says the probe will also analyze stops and arrests by ferguson police. brown was killed by a white police officer. it sent off days of protest. ferguson city officials say they will fully cooperate with that. prank calls to 911 which are straining police resources. >> i have four bombs here on the premises and i have an entire family. >> the prank calls are known as swatting. someone calls in a fake

emergency which results in the s.w.a.t. team responding. the sheriffs department says someone called yesterday claiming to be held hostage. >> reported to be a 14-year-old juvenile was reporting that he was being held hostage in his house. his father had gone what suck and shot his mother and he was hiding inside the house. >> when officers arrived at the house they quickly realized it was a hoax. many of the calls appear to be made from the united kingdom making them harder to trace. speaking out on the topic of police tasers. they are considering have been police officers carry tasers. supporters say it could save lives and money. it is scheduled at 7:00 p.m. on addison street. arrested a ma sass therapist on sexual battery charges and they say there

could be more victims. investigators say 66 ville inappropriately touched some of clients. it happen happened at his home. supporters of a new policy say suspensions simply don't work as a form of punishment and cause many students to fail and drop out which can eventually lead to prison. >> the school as an institution doesn't listen to what parents and students are saying they need. when it comes to discipline that means they only punish. >> we really put the flag in the ground and said except in the most extreme circumstances we want to support our young people. >> the new policy limits suspensions to serious offenses such as being involved in violent activities or bringing drugs or guns to school. expected to visit an east

oakland school to campaign for tougher truancy laws. students skipped classes each year and a quarter million of kids missed 18 or more school days. harris calls the situation a crisis. she says students lose out on valuable class time while low attendance hurt school districts financially. a man suffered serious injuries after a pickup truck crash into two transit buses. it happened just before 6:00 a.m. on eastbound interstate 80. the chp says a transit bus crash into another bus that had stalled in the fast lane. the 53-year-old man then collided with the buses. he suffered broken bones. one bus passenger was also injured. a man accused of running a red light and leading police on a chase. it happened near flower avenue and petaluma hill road.

jonathan doubt lost control of his jeep and hit a rug cleaning business taking out a gas main and several weather line -- water lines. water customers in san jose are facing tighter restrictions and potential fines as part of efforts to -- the san jose water company sent out letters to customers warning them about water usage. under new restrictions people are not allowed to wash a vehicle with a hose that doesn't have a shut off nozzle. water that is recycled may not be used for decorative fountains. water landscaping more than every other day is in the allowed. people we spoke with say they are seeing residents make efforts to conserve. >> it's usually not private citizens i'm seeing. i'm seeing overnight water, the lawns, running out into the sidewalks. >> san jose water customers

could be fined up to $500 for violating the new rules. a wild fire west of clear lake in lake county has destroyed two buildings. it was first reported yesterday afternoon and both directions of highway 20 were temporarily closed. now, this video posted on the web site shows the thick smoke over the road there. the fire has grown to 90 acres and is 45% contained. so far no word on what type of structures burned but it is believed to have started from a car crash. sheriffs office advising people to stay away from areas right now. the fires which started from lightning strikes on august 11th has burned nearly 72,000 acres and still just 15% contained. a red flag warning in effect in the area until 10:00 tonight due to strong winds and low humidity. and winds will continue to be the primary concern for parts of northern california to

increase the fire danger. back here closer to home lots of sunshine here in the south bay showing you a little bit of haze but shaping out to be a fairly nice afternoon and probably a little bit warmer compared to yesterday. we still have fog out there. you can see it hugging the shoreline near parts of san francisco. santa rosa reporting overcast with that patch. you can pick out a closer look with fog towards south san francisco. it is right near ocean beach near the golden gate bridge as well. numbers updated for thursday afternoon. right now it is 70 degrees in san jose. santa rosa 64 and oakland checking in in the upper 60s. right now it's 68 degrees. for tonight patchy clouds. we have a live camera to show you. it is looking out towards sfo.

partly cloudy skies. no big changes for tomorrow. this weekend we'll warm things up a little bit heading into your saturday. we had the fog this morning clearing back to near the shoreline. mid-60s all the way to the 80s to right around 90 degrees. this area of low pressure gradually scoots out of the way. temperatures up a few degrees for basically today right on through saturday. in fact by saturday warmest locations inland easy back up into the upper 80s. i'm thinking a few low 90s as well. 892 -- 92 or 93 towards brentwood. santa rosa 80 degrees with partly cloudy skies. richmond 74. more around the bay. heading inland you'll find 90s towards brentwood. san jose about 80. here is a look ahead.

welcome back. take a look at the dow. it down almost 35,s andp, s&p down 6 and nasdaq is also down. several tech blogs say the band u 2 will perform at apple's big announcement next tuesday. it is for the structure being built where the event will take place. also reports u 2 shot a video starring the next generation iphone. a problem dealing with street names on sidewalks. the problem is that some of the

names being etched into the sidewalks are incorrect. for example at 2nd and howard streets howard is spelled back wards and the other street names have other names left out. some believe it curbs to make them compliant with the americans with disabilities act. >> there is a right slope, there's not going to be any kind of barriers that people in wheelchairs walkers are going to trip over. how you spell a street name is not really given highest priorities. >> they are checking sidewalk imprints with street signs. one of bay area's own named for the kennedy center honors. tom hanks is one of five performers being knowledged for their understand flown on american culture through the art. the 58-year-old actor director graduated from skyline high
