p.m. president obama expected to speak at any moment laying out his strategies to deal with islamic state of iraq and syria. this is a live look at the podium at the white house. >> we have received a look at some of his speech. he will announce air strike and to degrade and destroy the militants. good evening. i am julie haener. >> and i am frank somerville. >> the group islamic state of iraq and syria has one goal to establish an islamic state across the region. they gained momentum after the iraq war. isis became stronger during the civil war in syria and able to recruit more fighters. fighters began to take over territory in iraq and that led to the u.s. carrying out air strikes last month. the group has beheaded two

american journalists. the first was james foley. the second was steven sotloff. both were posted online for the world to see and sparked outrage. here now is the president. i want to speak to you about what the united states will do with our friends and allies to degrade and destroy isis. as commander in chief my highest priority is the security of the american people. over the last several years we have taken the fight to terrorist whose threaten our country. we talk out osama bin laden and much of al-qaeda's leadership. we targeted al-qaeda's affiliate in yemen and aliminated the top commander in somalia. we have done so while bringing 140,000 american troops home and drawing down our forces in afghanistan where our mission will end later this year.

thanks to our military and counter terrorism professionals america is safer. still we continue to face a terrorist threat. we can't erase every trace of evil from the world and small groups of killers have the capacity to do great harm. the case before 9/11 and that remains true today. and that is why we must remain vigilant as threats emerge. at this moment the greatest threats come from the middle east and north africa where groups exploit grievances for their own gains and one group is the islamic state. let's take two things clear. it is not islamic. no religion condones the killings of innocents and the majority of victims have been muslim and they are not a

state. it was formally al-qaeda's affiliate. it is recognized by no government. nor by the people. it is a terrorist organization. pure and simple and it has no vision other than the slaughter of all who stand in its way. these terrorists are unique. they execute captured prisoners. they kill children. they enslave, rape and force women into marriage. they threaten the religion minority with genocide. they took the lives of two american journalists. jim phony and steven sotloff. -- foley and steven sotloff so say pose a threat to the people of iraq and syria and the middle east and american

citizens, personals and facilities. they could pose a threat beyond that region, including to the united states. but we have not yet detected specific plotting against our homeland they have threatened leaders and allies. we believe thousands of foreigners joined them in syria and iraq. trained, these fighters could try to return to their home countries and carry out deadly attacks. i know many americans are concerned about these threats, tonight i want you to know that the united states of america is meeting them with strength and resolve. last month i ordered the military to take targeted action against them to stop its advances. we conducted 150 successful air strikes in iraq. they have protected american

personnel and facilities, killed fighters, destroyed weapons and given space for forces to reclaim key territory. these strikes have also helped save the lives of thousands of innocent men, women and children. but this is not our fight alone. american power can make a decisive difference but we can not do for iraqis what they must do for themselves themselves. that is why i insisted additional u.s. action depend on iraqis forming a government which they have now done. tonight with a new government in place and following consultations with ilies and congress i can announce american will roll back this terrorist threat. our objective is clear, we will

degrade and destroy them. first, we will conduct a systematic campaign of air strikes. working with the iraqi government we will expand our efforts so that we are hitting targets as iraqi forces go on offense. moreover we will hunt down terrorists who threaten our country. i will not hesitate to take action in syria as well as iraq. this is a principal of my perez dense. if you threaten -- presidency. if you threaten america you will find no safe haven. second, we will increase our support on the ground. in june i deployed several hundred to iraq to assess how we can best support iraqi security forces. now that those teams completed

their work and iraq formed a government we will send 475 service members to iraq. as i said before these american forces will not have a combat mission. we will not get dragged into another ground war in iraq but they are needed to support forces with training and intelligence and equipment. we will also support iraq's efforts to stand up to help sunni communities secure their own freedom. across the boarder in syria we wrapped up assistance to the opposition. tonight i call on congress again to give us additional authorities and resources to train and equipment these fighters. and the fight we cannot rely on a regime that terrorists its

own people. we must strengthen the opposition while prusuing the solution necessary to solve the crisis once and forall. third, we will continue to draw on our substantial capabilities to prevent attacks. we will redouble our efforts to cut off funding, strengthance defenses and stem the flow of fighters into and out of the middle east and in two weeks i will chair a meeting of the u.n. security counsel tamobilize the community around this effort. 4th, we will continue to provide humanitarian assistance to civilians who have been displaced. this includes sunni and shiah muslims and tons of thousands of christians. we cannot allow these

communities to be driven from their homelands. so this is our strategy and in each of the strategy american will be joined by broad coalition of partners. already allies are flying planes with us, sending arms to security forces and the opposition. sharing intelligence and providing billions of dollars in humanitarian aid. secretary of state john kerry was in iraq today meeting with the new government and supporting their efforts to promote unity and he will travel across the middle east and europe to enlist more partners in fight especially arab nations. this is american leadership at its best. we stand with people who fight for their own freedom and we rally other nations on behalf of our common security and

humanity. my administration secured support for this support here at home. i have the authority but i believe we are strongest as a nation when the president and congress work together. so i welcome support for this effort in order to show the world americans are united in confronting this danger. now, it will take time and any time we take military action there are risks involved. especially to the service men and women who care canny out -- carry out these missions. i want the american people to understand how this will be different from the wars in iraq and afghanistan. it will not involve american combat troops fighting on foreign soil. this will be waged through a steady effort to take out isis wherever they exist using our air power and our support for

forces on the ground. this strategy of taking out terrorists while supporting partners on the front lines is ones that we have pursued in yemen and somalia for years and it is consistent with the approach i outlined earlier this year, use force against anyone who threatens american's interest and mobile partners wherever possible. my fellow americans, we live in a time of great change. tomorrow marks 13 years since our country was attacked. next week marks six years since our economy suffered its worse set back since the great depression yet despite these shocks through the pain we felt and the grueling work required to bounce back, american is better positioned today to sees the future than any other -- seize the future than any other

nation on earth. energy independence is closer than it has been in decades. for all the work that remains our businesses are in the longest uninterrupted stretch of job reaction in history. despite all the divisions i see the grit and determination and common goodness of the american people every single day. and that makes me more confident than ever about our country's future. abroad american leadership is the one constant in an uncertain world. it is america that has the capacity and the will to mobilize the world against terrorists. it is america that rallied the world against russiangression and in support of the ukrainian government. america, scientists, doctors, our know how that could cure ebola. it is america that helped

remove and destroyed syria's chemical weapons. and it is america that is helping muslim communities not just in the fight against terrorism but in the fight for opportunity. america, our endless blessings bestow an enduring burden but we welcome our responsibility to lead. from europe to asia, from the far reaches of africa to the middle east, we stand for freedom, for justice, for dignity. these are values that guided our nation since its founding. tonight i ask for your support in carrying that leadership forward. i do so as a commander in chief who couldn't be prouder of our men and women in uniform.
