"mornings on 2" starts now. we're in san jose, where police say someone killed a woman early this morning. ktvu's janine de la vega has been there since 4:30. coming up in two minute, she will tell us who may have possibly witnessed the violent crime. good morning. welcome to "mornings on 2." i'm tori campbell. >> i'm brian flores. dave clark has the day off today. let's get your day started off with weather and traffic. steve? >> i think temperatures will slide down a couple of degrees. there's dense fog. inland temperatures -- we started off the monday, way below average. but we're ending well above average. look for the dense fog, though, some of that has made it up to santa rosa and also into napa. reduced visibility. a little cooler coast and bay. the dense fog looks like it will be on the increase over

the next couple of days. there's a lot out here. it's just warm air aloft. michael in the santa cruz mountains, 77 degrees. some higher clouds might make it in here but over all look for a day that will be 90s through the interiors. 50s and 60s here. a little bit cooler for some. but not too much for others. calistoga a 7. 54 sebastopol. heeldsburg. 50. 8 on the breeze. not gonna do it. there are a couple of signs that we might see a cooler pattern. if are over there, some of that fog is thick, thick, thick. hot inland. one more day. fog near the coast. 60s to 90s. here's sal. steve, we are looking at a commute that is mostly good. we have a couple of trouble spots. let's go right to the eastshore freeway and traffic remains steady. we don't have -- you know, usually by now we have slow traffic. but this morning, it's not. we'll go on with that. that's good. bay bridge toll plaza is

becoming more crowded. still, the 880 approach isn't bad. it's about a 25-minute drive time into san francisco with no major problems. sonoma county, southbound 101, petaluma down to the marin/sonoma county line. there was an accident near the dump. southbound 101 is slow well back into petaluma. so if you are driving from petaluma to marin county, you need to give yourself an extra 10 or 15 minutes just to wait through all of the slow traffic. as a consequence, though, the rest of marin traffic seems pretty good. back to the desk. san jose police have two persons of interest in custody in an early-morning homicide. the victim, a woman, who police found lying on the street on north 15th street in an industrial area of the city. ktvu's janine de la vega has been on the scene since 4:30 this morning. janine, what are police telling you? >> reporter: well, right now, they have not given us any sort of update since we last talked to them. but people who i have spoken to

in this area on 15th street, which is an industrial area close to 101 and oakland road, tell me they are not surprised. they say this area is sort of rough. they've observed drugs. homeless people hang out here. it's a mix of commercial businesses that were closed at the time this happened. not a lot of people who may have observed what happened. just before 2:30 this morning, someone passing by on 15th street spotted a woman lying face down on the sidewalk. officers arrived and found her unresponsive and suffering from blunt force trauma. she was pronounced dead at the scene. officers roped off the area to investigate and collect evidence. so far they've not found a weapon. they are treating this as a williams but don't know how this woman was -- as a homicide but don't know how this woman was killed. >> there's blood. we can't get a good look at the body. there's wearing clothes. we don't know if there's stab wounds or gunshot wounds. we just know she has trauma. >> reporter: police have taken

two people away in handcuffs. they are calling them persons of interest in relationship to this homicide. officers believe they may have some valuable information. officers have also taken witnesses back to the police station to question them. they are trying to come up with a motive and the circumstances surrounding this crime. police tell us so far, those witnesses have been very forthcoming. they say that this victim appears to have been in her 40s and that she possibly was homeless. reporting live from san jose, janine de la vega, ktvu channel 2 news. >> all right, janine. thank you. we're also following developing news of a u.s. navy jet crash. the navy says a pilot is missing after two jets collided over the pacific ocean this morning. the other pilot was rescued. the jets were operating off p u.s.s. carl vincent. this is file video of the ship. it is based in san diego.

it just left on a nine-month deployment last month. a cruiser, destroyer and helicopters are searching the ocean for the second pilot. new this morning, the south african judge in the murder trial of oscar pistorius has now issued her final verdict. this is new video of the former olympic track star leaving the courthouse a few hours ago. the judge formally declared oscar pistorius is not guilty of premeditated furd in the fatal shooting of his first -- murder in the fatal shooting of his girlfriend. she did found him guilty of a lesser charge. she announced her decision while he stared straight ahead without showing any emotion. >> mr. pistorius, please stand up. the unanimous decision of this court is the following -- the accused is found not guilty and is discharged. instead he's found guilty of culpable homicide. >> now, culpable homicide is viewed as a negligent killing

in south african law. it's equivalent to manslaughter. pistorius faces a possible 15- year prison term when sentenced at a later date. the judge ruled there was no evidence to dispute oscar pistorius's claim that he mistook his girlfriend for an intruder when he shot and killed her in his home on valentine's kay last year. prosecutors called the day of reeva steenkamp a premeditated murder that followed a heated argument. oakland police are investigating what they say is the apparent accidental shooting of a 1-year-old boy. it happened around 12:30 yesterday afternoon outside a home on 77th avenue near bancroft. the boy was rushed to the hospital. his injuries are not life- threatening. he's expected to make a full recovery. police are trying to determine who owned the gun. a source tells ktvu there's been trouble at that house before and that three men were wounded there in a previous shooting. antioch police are hoping a new smartphone app will help the city crack down on crime.

the contra costa times reports the app will allow people to send tips, get safety alerts and file crime alerts. the app can be used to listen to the department's radio scanner traffic. police say they will continue to make improvements to the app but at this time, it cannot be used to send pictures or video. coming up on 7:08 now. a private investigator is examining the santa rosa junior police department amid claims of sexual harassment, discrimination and retaliation. the schools says it's taking these complaints seriously. one involves office workers exposed to child pornography seized in a case. there are also allegations that some employees padded their time sheets. an east bay goff instructor admitted he abused three young male students and later tried to hire a hitman to keep them from testifying against them.

32-andrew nisbet was -- 32-year- old andrew nisbet was arrested and faces 2 years in prison when -- 27 years in prison when sentenced next month. some people who park at meters in downtown walnut creek say they've been wrongly ticketed because of a technical glitch. ktvu's alex savidge is live to explain the problem and what the city is doing to fix it. boy, this can be so frustrating, alex. >> reporter: very frustrating. you can imagine. the city right now is working to fix the glitch with certain parking meters in the downtown area and the issue here is with these in-ground sensors embedded in the pavement. they tell the parking meter when a car leaves the spot. but apparently some are too expensive and in some -- sense sensitive and show a car still parked. so the red light goes on, that shows no time left and that

leads to drivers being wrongly ticketed. police say a car even parked too close by can accidentally trip the sensor. according to the contra costa times, a hundred drivers have been given tickets they didn't deserve this morning. one man told us he's skeptical of this technical glitch. >> sounds like a little bit of a scam, you know. i think it's another way of bringing in more revenue in an area that's already having problems with no parking up here, and people coming in to shop. it doesn't make it easy. >> reporter: keep in mind, this is not a widespread problem the glitch only affected about 1% of all of the meter transactions in walnut creek. right now, the city says it's working with the manufacturer to adjust the acceptstivity -- sensitivity settings. people who worked at any of

ten middle east countries have agreed to join the u.s. in fighting isis. arab nations, including saudi arabia, egypt, iraq, jordan and lebanon, all signed an agreement to do their share in the fight against isis. also known as isil. a new assessment from the cia estimates a number of islamic state fighters has grown to somewhere between 20 to 30,000 to cross iraq and syria. the mother of one of the american journalists beheaded by isis says she feels the u.s. government should have done more to try and free her son. james foley's mother, diane foley, told anderson cooper that the government discureged the -- discouraged the family's efforts to free him. >> we were just told that trust, that he would be freed

somehow. and he wasn't, was he? >> she says u.s. frill officials warned her not to raise ran some money or they could be prosecuted. u.s. commandos tried to rescue foley and others inside syria this summer but did not find them. a teenager who pleaded guilty to finding three high school students in ohio back in 2012 has been recaptured after escaping from prison. authorities say tj lane and two other prisoners escaped from a facility in lima, ohio last night. all three are back in custody. lane was founderty this morning -- was found early this morning about 100 yards from the facility at a church. he opened fire in a high school cafeteria and during his sentencing he yore a t-shirt reading "killer." >> we immediately contacted the victims' families of the school shooting, school officials and

other local law enforcement to ensure the safety of our county residents. >> investigators are now trying to figure out how the men climbed over the prison's fence. an american ebola survivor is helping another american infected with the virus. doctors treating dr. rick sacra in nebraska say he's responded well to aggressive treatment in the past week, including two blood transfusions from kent brantley. brantley received an experimental drug and revengesly recovered. there -- eventually recovered. there is a new petition to protect butterflies under the endangered species act. they move to santa cruz in october and stay through the winter months. in 1997, there were about 100,000 of them in the park. that number has drindled --

is forcing dozens of inmates to be moved. >> reporter: 60 will be moved to solano facilities. we don't know when the repairs here at the napa county jail will be completed. we did speak to administration this morning. you can see in front of the jail, we know some inmate services such as video visitation have been moved to the portal unit. a worker wrote to ktvu saying the building had been yellow tagged with no public allowed inside. no visitors. our source says they wonder how it's safe for staff and inmates. an official says the building is structurally sound and the inmates are always supervised. problems that pose a threat to safety have been mixed. >> the area inside the jail where staff and inmates are by and large safe for them to work and live in except for cosmetic issues that we're seeing, yes, after the earthquake we had loss of power, we did have

elevators that did not work. however, within 24 hours, we had repairs done on those items and we did fix those items. >> meanwhile, president obama has declared the quake zone a major disaster area. federal funding will now be allowed for state and local governments. it's estimated that the 6.0 quake caused more than $4million in damage. live from napa, i'm tara moriarty, ktvu channel 2 news. >> all right. thank you. in the meantime, pg&e is replacing some aging gas lines in napa due to the earthquake. the napa valley register reports pg&e has already begun work to replace gas lines on loss karnerosa avenue. they will start to replace lines in the meadowbrook neighborhood next week. pg&e says gas lines were not ruptured in the earthquake but the ground surrounding the pipelines has shifted dramatically. we put more information on the

emergency deck la clation for napa and how -- declaration for napa and how to receive assistance on our website. a man is fighting for his life after being found with several gunshot wounds near san francisco general hospital. police say the man in his 20s was found about 8:30 last night at 23rd and utah streets. before the man was located, police received reports of shots fired on elsworth street in bernal heights. police could not confirm whether the two incidents are related. anyone with information is asked to call san francisco police. police in richmond are investigating a shooting that left a 43-year-old san pablo man in critical condition. it happened shortly after 10:00 last night on ohio avenue. according to the contra costa times, the man was heard arguing with another man before shots were fired. police say shot spotter technology led officers to the scene. when they arrived, they found a man who a been shot several times.

he was -- who had been shot several times. he was airlifted to the hospital. no arrests have been made. a berkeley woman is pleading for help to find the killer of her fiance. it's been four years. she's hoping for leads. investigators say she was walking home with her fiance after celebrating his birthday when two men tried to rob them near the ashby b.a.r.t. station in berkeley. her fiance was shot and killed. she was punched in the face. police are still looking for those suspects. well, b.a.r.t. says it has discovered defective wheels on 20 of its cars fogging an incident last month. no one was hurt when the outer portion of a wheel fell off. the incident prompted b.a.r.t. to inspect all of its trains. it found that 23 wheels on 20 trains had manufacturing flaws that could allow the outer layer of the wheel to come off. 13 cars have been repaired. seven are still being worked

on. 7:36. some people stayed up late to preorder the new iphones but it sounds like many people had to wait much longer than they thought. and others are waking up disappointed. pam cook is in the studio with the problems on getting your hands on the latest gadgets. >> preorders started at midnight for the iphone 6 and 6 plus. they are supposed to start shipping next week. we're hearing that p iphone 6 plus -- that the iphone 6 plus is soed out for the first order -- sold out for the first order and won't ship for another four weeks. apple's online store had trouble when the orders began. some people report not being able to get through for a couple of hours. other people not at all. verizon customers seemed to have fewer problems. but some customers reported a lot of problems with the preordering. one of the features of the iphone 6 plus is that bigger screen. that's what people are trying to get their hands on. it has a 5.5-inch display.

7:42. billionaire pie crow soft co- founder paul alan is in a tug- of-war over a rare german military tank located here in the bay area. auctions america posted this video online of the panzer 4 tank. it went unsoemed during an auction -- unsold during an auction. the chronicle reports his company later paid $2.5 million for it. the company has filed a lawsuit in san mateo county accusing the tank's owner, the kollings foundation, of taking the money and keeping the tank. there's no response yet from the kollings foundation. police at the college of marin are investigating a major plot to steal $00,000 in federal aid. it's all according to the chronicle. at least 23 people are accused of posing as students.

two faculty members alerted the school about the scam. it mainly targets online programs. police say the people would enroll in classes and then apply for pell grant. pell grants don't require he repayment so the scammers would later drop out after getting the money. well, a top aide to the president of chabot college is in the spotlight after she allegedly forked her boss's signature on a -- forged her boss's 60 on a college-issued credit card. karen silva charged more than $9,000 including thousands of dollars worth of see's candy that she sold on campus for her own benefit. charges happened between december 2013 and march of this year. she's been a college employee for more than 20 years. she resigned in june after being confrontalled about the -- confronted about the purchases. a nevada woman who spent 30 years in prison for a killing she said she did not commit is out of jail this morning. this is a picture of 64-year- old cathy woods in court. she was convicted in the stabbing death of michelle

mitchell in 1980. she originally admitted to the crime but later recanted and maintained her innocence. earlier this week, the fbi revealed that dna on a cigarette butt in the garage where mitchell's body was found matched that of rodney halbower. he's linked to the murders of five women here in the bay area known as the gypsy hill murders. halbower is serving time in oregon for attempted murder. woods has been granted a new trial set to get underway next year. until then, she will live in southern california with her brother. hundred of bay area veterans are getting much- needed help. an event is being held at the alameda county fairgrounds. it runs through sunday. veterans and their families can get everything from entertainment, meals, hair cuts, legal help. the v.a. estimates there are more than 7,000 needy or homeless

the bay bridge toll plaza. westbound 580 is also a little bit slow right at 80 as you approach the toll plaza. back to the desk. >> thank you, sal. we begin this hour with developing news that we've been following since 4:30 this morning. san jose police have two persons of interest in custody in an early-morning homicide. the victim, a woman who police found lying on the street on north 15th street in an industrial area of the city. ktvu's janine de la vega just spoke to a man who witnessed the aftermath of this deadly attack. good morning, janine. >> reporter: good morning, tori. police are questioning those two people that they are calling persons of interest in this homicide. the woman's body is still lying here on 15th street near 101 and oakland road. you can see there are a lot of yellow evidence markers there close to the sidewalk on the street. crime scene technicians are collecting anything that may be valuable to the investigation. police say the woman was assaulted. they received a 911 call at around 2:30 this morning, that

there was an unresponsive person lying on 15th street. when officers arrived, they found a woman face down suffering from blunt force trauma. she died at the scene. police started searchth area for witnesses and evidence. we have -- searching the area for witnesses and evidence. we have observed them handcuff two people and they took him away. they are being called persons of interest. >> there appears to be the lady laying on the sidewalk there. i can see she's -- i don't know. there's blood running down the sidewalk in the gutter. it looks bad. >> reporter: the area is industrial with a mix of businesses. it's where many homeless hang out. police say the victim may have been homeless and appeared to be in her 40s. right now, there has not been an arrest in this case.

it is the city's 26th homicide of the year. janine de la vega, ktvu channel 2 news. >> all right. thank you. the investigation continues this morning into a single car crash in richmond that sent two people to the hospital overnight. it happened at 11:00 last night on san pablo avenue south of hilltop drive. police say a driver lost control and crossed all of the lanes before plowing through a fence and then hitting a tree. two people in the car were airlifted to the hospital and are listed in serious condition. oakland police are investigating what they say is the apparent accidental shooting of a 1-year-old boy. it happened around 12:30 yesterday afternoon outside a home on 77th avenue near bancroft. the boy was rushed to the hospital. but his injuries are not life- threatening and he is expected to make a full recovery. police are trying to determine who owned the gun. a source tells ktvu there's been trouble at the house before and that three men were

wounded there in a previous shooting. antioch police are hoping a new smartphone app will help the city crack down on crime. the contra costa times reports the app will allow people to send tips get safety alerts and even file crime reports. the app can be used to listen to the department's radio scanner traffic. police say they will continue to make improvements to the app but at this time, it cannot be used to send pictures or video. 8:05. a private investigator is now examining the santa rosa sun yore college police department -- junior college police department. the school tells the press democrat it is taking complaints seriously. one accusation, office workers exposed to child pornography and there's allegations that some employees padded their time sheets. a golf instructor agreed to a plea deal admitting that he abused three students and later

hired a hitman to keep them from testifying against them. he was originally charged with 75 felony counts but pleaded guilty to seven counts yesterday. three for abuse, one for child pornography and three for the solicitation of murder. he faces 27 years in prison when sentenced next month. we're getting a new look at what happens to guns recovered by the oakland police department. ab and i foundry has been melting scrap metal for years. that metal has been used for high rises in san francisco and levi stadium in santa clara. the oakland police department uses that facility to melt down hundred of weapons used to commit crimes. the guns are put into metal boxes, locked and sealed before being transported to the facility under tight security. >> these are weapons that can hurt somebody innocent. i'm glad to see them go. >> while most guns were seized

by officers, others were turned in during the gun buyback program. >> some people who mark at meters in downtown walnut creek say they've been wrongly ticketed because of a technical glitch. ktvu's alex savidge is live with more on what's causing the meters to reset and the new demand from drivers. good morning, alex. >> reporter: good morning to you. a frustrating situation for a lot of people as you can imagine. the problem here centers around these in-ground sensors that are embedded in the pavement in the parking spots in the downtown area. they are designed to wirelessly tell tell the meter when a car -- tell the meter when a car pulls out. the rhett lied goes off on the meter and those folks -- the red light goes off on the meter and those folks get a ticket wrongly. the city says a car parked too close can accidentally trip the

sensor. that's what they believe. according to the contra costa county times over the last few months about 100 drivers have been driven tickets they didn't deserve because of these malfunctioning mooters. drivers say it -- meters. drivers say it's frustrating to try to find a spot in the downtown area and avoid getting a ticket bought a technical glitch. >> you end up coming out with a ticket and you have no idea what happened. it's frustrating. >> reporter: while a fair number of people unfairly received tickets, the city wants to point out it's not a widespread problem by any stretch. it's 1% of all of the meter transactions here in walnut creek that were a result of malfunctions meters. right now the city says it's working with the manufacturer to adjust the sensitivity settings on some of those sensors in the area. it sounds as if drivers were unfairly given tickets are getting refunds from the city. we're live in walnut creek,

the navy says a pilot is missing after two jets collided over the pacific ocean this morning. the other pilot was rescued. the jets were with the aircraft carrier u.s. carl vinson which is on a mission in the asia- pacific region. this is file video of the carrier. it's based in san diego and just left on a nine-month deployment last month. the fa-18 hornets have not been recovered. a cruiser and helicopters are searching the ocean for that second pilot. the south african judge in the murder trial of oscar pistorius has now issued her

final verdict. this is video of oscar pistorius leaving the courthouse a few hours ago. the judge formally declared pistorius not guilty of premeditated murder in the fatal shooting. his girlfriend. however, the judge did find him guilty of a lesser charge. she announced her decision while pistorius stared straight ahead without showing any emotion. >> mr. pistorius, please stand up. the unanimous decision by this court is the following -- the accused is found not guilty and is discharged. instead, he's found guilty of culpable homicide. >> culpable homicide is viewed as a negligent killing in south african law and is equivalent to manslaughter. pistorius now faces a possible 15-year prison term when he is sentenced at a later date. the judge ruled there was no

the 880 approach is not bad which is exactly what we wanted. we're looking at san jose now and the road sensors do show slow traffic but it's better than it normally is on 101 especially. back to the desk. >> thank you. the napa earthquake weeks ago is now shaking things up at the napa county jail. tara moriarty is live in napa with the serious damage the jail got forcing dozens of inmates to be relocated. good morning. >> reporter: well, good morning. we received a tip from someone who works inside the jail who says that the problem is a lot worse than officials are letting on. the problem is that no one is allowed inside the building except for staff and inmates. the public has been banned because the building has been yellow tagged. we're told that the very worst damage is actually in a hallway that runs from medium to high risk offenders. that's where the wall separates from the floor more than a foot in some spots. it's so wide that the steel joints that were installed during retrofitting are exposed. officials say that engineers

the earthquake. the napa valley register reports pg&e has already begun work to replace gas lines in los karneros avenue. they will also replace them in the meadowbrook neighborhood next week. pg&e says gas lines were not ruptured in the earthquake but the ground sur surrounding the pipelines has shifted. president obama has declared a major disaster. the declaration is expected to make federal funds available to the state for repairs and to tribal groups and nonprofits in napa and solano counties. it's estimated that last month's 6.0 quake caused more than $400 million in damage. governor jerry brun also declared a -- brown also declared a statewide emergency shortly after the earthquake. and barbara boxer released this statement on the president's move "i think the -- i thank the president for his swift response in declaferring a major disaster

last night on ohio avenue. according to the contra costa times. the man was heard arguing with another man before shots were fired. police say shot spotter technology led officers to the scene when they arrived, they found a man who had been shot several times. he was airlifted to the hospital. no arrests have been made. b.a.r.t. says it has discovered defective wheels on 20 of its train cars following an incident last month. no one was hurt when the outer portion of a wheel fell off a moving train in pleasant hill august 26th. but the incident prompted b.a.r.t. to inspect all of its trains. it found 23 wheels on 20 trains had manufacturing flaws that could allow the outer layer of the wheel to come off. 13 cars have been repaired. seven are still being worked on. hundreds of people gathered in san francisco to remember a 14-year-old boy stabbed and killed last week.

many were dressed all in white yesterday morning at the funeral for rashawn williams. rashawn had just bought candy at a mission district market with one of his younger brothers when stabbed. police have arrested another 14- year-old in connection with the killing. a berkeley woman is pleading for the public's help to find the killer of her fiance. it's been four years since his death. amber nelson is handing out these fliers hoping for leads in the deadly attack on september 12th of 2010. investigators say she was walking home with her fiance after celebrating his birthday when two men tried to rob them near the ashby b.a.r.t. station in berkeley. her fiance was shot and killed and she was punched in the face. police are still looking for suspects. happening today, hundreds of bay area veterans are getting some much-needed help. the annual east bay standdown event is being held at the alameda county fairgrounds. it runs through sunday. strearts and their families can -- veterans and their families

after two jets collided over the pacific ocean this morning. this is not the right video. we do understand the other pilot was rescued. the jets were operating with the aircraft carrier u.s.s. carl vinson on a mission in the asia-pacific region. two people have been airlifted to the hospital after a late- night crash in richmond. it happened at 11:00 on san pablo avenue south of hilltop drive. police say a driver lost control and crossed all of the lanes before plowing through a fence and then sitting a tree. we want to update you on developing news since had:30. san jose police are investigating an early-morning homicide. ktvu channel 2 reporter, janine de la vega, just got new information moments ago. what have you learned? >> reporter: well, police have brought in a third person who they are calling a person of interest in for questioning. they are being interviewed at the police department while crime scene technicians have

been collecting evidence on 15th street which is an industrial area close to 101 and oakland road. the coroner is here right now. they just examined the body. now they are about to take it away. let's go to video we shot earlier. this all started just before 2:30 when someone passing by on 15th street spotted a woman lying face down on the sidewalk. officers arrived and found her unresponsive and suffering from blunt force trauma. she was pronounced dead at the scene. officers roped off the area to investigate and collect evidence. so far, they have no weapon. they are treating this as a homicide but don't know exactly how this woman was killed. homeless people who frequent the area and those who work on the street reacted to what happened. >> is it surprising? no, but you got that element that's hanging out and there's bound to be trouble. >> reporter: we captured video of two of the people being taken away in handcuffs. they are being called persons

of interest. sometime after that, they took in the third person. officers have also taken witnesses back to the police station for questioning. they are trying to come up with a motive and the circumstances surrounding the crime. police tell us so far those witnesses are being very forthcoming. they say this victim appears to be in her 40s and is possibly homeless. back out here live, i do want to show you, we're pointing the camera across the street from the homicide. this is carl's junior. i would say in the last five minutes, they put up some tape here and police officers are guarding this because they found a -- what appears to be a bloody paper towel and a little trail. they have no idea if this at all is related to the homicide that is across the street. but just in case, they've roped it off to collect evidence again to see if later there's some sort of connection. this is the city's 26th homicide of the year. reporting live from san jose. janine de la vega, ktvu channel

2 news. 8:46. 49% of bay area roads are in poor conditions. that caused drivers thousands of dollars a year. that's according to a report from the transportation research group called trip. the report says rough roads cost drivers in san francisco and the east bay more than $2200 a year in repairs, maintenance and extra gas. in san jose, drivers are paying more than $1700 a year. many drivers say they are not surprised by the findings. >> new tires, gas, by just sitting in traffic. i can understand why the number is high. >> the report also found drivers in san francisco and oakland waste an average of 61 hours a year in traffic and that poor roads contribute to a third of serious and deadly crashes. drivers who run red lights in south san francisco may not have to worry about getting a ticket in the mail. the san francisco examiner reports the south san francisco city council did not renew its

contract with an arizona company that operated red light cameras at two of the city's intersections. councilmembers decided not to renew the contract due to concerns about cost and whether the cameras were reducing the number of crashes. the cameras are still up at the intersections of el camino real with westborough boulevard and hickey boulevard but they are not operating. an upcoming construction project will shut down part of a bay bridge offramp. the folsom street offramp will close on the night of september 22nd. drivers can still use the exit to go to fremont street. but folsom will be closed. it won't open in the march of next year. it's part of a $3.5 million project to realign the offramp where it touches down in the city to accommodate pedestrians and development. we're following breaking news out of oakland where police are investigating a home- invasion robbery. according to a police tweet now, the investigation is happening on bay yostreet near

39th avenue. police are still on the scene. ktvu viewers are calling into the newsroom saying several streets are blocked off in the area. police also told viewers those streets could be closed for the next two hours. one person has been detained but they are still searching that area. and that police activity appears to be affecting traffic as well. sal joins us from the ktvu traffic center. >> and high street is the main street that goes up the hill there into a residential neighborhood. high street, i put it on the map here. high street runs up the hill and people come up to carson street to access highway 13 and the activity is going on here in a residential area in the laurel district here. so police stay away from the area. there's a church and a school nearby. and bayo street is one of the streets people use in the neighborhood to cut over. if you stay away from it -- 580 is busy.
