>> reporter: we're live in san leandro where 880 southbound is now open after a major injury accident. we'll tell you what the northbound direction is looking like coming up. we have alternate routes for you but they are getting more crowded as people have heard about this crash and are jamming onto other freeways. >> reporter: we are live in santa cruz. one of the areas where a shark was sighted over the weekend.

you will hear from one man who says he nearly escaped an attack and what this has prompted rangers to do. also, richmond's first deadly police shooting in seven years. what can be seen on a surveillance tape moments before the gunfire. "mornings on 2" starts now. good morning. we have a team of reporters live along interstate 880 in the east bay where traffic is an absolute mess. just after 3:00 this morning, a crash involving ten cars injured nine people and it shut down both directions of the freeway. the southbound lanes reopened about 15 minutes ago and what you are looking at now, the northbound traffic just started moving through. that's because chp is letting drivers stuck all morning, at least get through this mess. ktvu's tara moriarty has been on the scene all morning, still very active. coming up in moments, she will tell us what the chp is saying

about the shutdown and sal will show us the best way to get around the gridlock. good morning. welcome to "mornings on 2." it is monday, september 15th. i'm tori campbell. >> good morning, tc. >> good morning, dave. >> i'm dave clark. let's talk more about weather and forecast. steve has your forecast. i did indeed. there will be system on the way for wednesday. that will give us additional cooling and maybe some rain to extreme northern california. first system usually weakens considerably. at least something is on the way. 50s and 60s on the temperatures. they haven't budged. very mild to warm for some. also out towarded brentwood. 57 san ramon. also danville, the breeze, trying. 22 at fairfield. holding steady there. 21 port chicago. a westerly at napa and oakland airport. fog will be on the increase. we'll get the cooler in here. high clouds to the north. a lot of low clouds coast and bay. we'll see partly sunny.

80s for most on the interiors. 60s and 70s. here's sal. we're continuing to follow developing news in san leandro where four lanes are reopened on 880 following a major injury crashs that snarled the morning commute -- crash that's snarled the morning commute. tara moriarty joins us now where some of the lanes are open. tara? >> reporter: yes, four southbound lanes are open. about 15 minutes ago, chp opened it up. it's already backed up because it was sort of like the flood gates opened. now the commute is trying to recover. if you take a look behind me here, you can see that there's some stuff on the roadway there. it looks like sort of a sheen of white. that's where the diesel fuel spilled from the rig big rig. crews still mopping that up. nine people have been injured in this crash. three in critical condition. shortly after 3:00 this morning, a victim in an suv first hit a big rig or a big

rit hit him-- big rig hit him. that's still under investigation. he was airlifted to the hospital all lanes had to be shut down in both directions at the marina boulevard exit. the driver of the big rig was swerving to miss an accident and went airborne over the median into oncoming traffic. >> he hit the center divide and just launched over it and broke pieces of concrete and everything out and then i hear him hit the sound wall. i believe it was the sound wall or a building down there and i hear the impact, kaboom! i'm like oh, god. please no, no, no. >> reporter: concrete splattered all over the northbound lanes hitting cars, cars hitting each other. we're not sure if the semi hit any of those cars. obviously, this is still under investigation. but the chp says ten vehicles total were involved in this crash. now we're still waiting to hear exactly when all of the northbound lanes will be open. but if you take a look here

live, you can see that they have a single lane open and they are letting some cars through. these are people that were stuck in the accident from the moment it happened. they've been sitting in traffic for three and a half hours. joining me live is andrea, he's an editor at ktvu. couldn't come to work today because you were stuck in traffic. what was happening? >> well, four later, finally the road opens up and we get to go through. on the way to work, i was in this area about 3:15. i thought it was construction, and -- so we slowed down until we saw smoke and saw the jaws of life and the everyone stopped. you could tell there was more than just construction. we didn't know it was an accident until the ambulances. the lifeflight chopper landed literally 50 yards to my left. it was just -- it was absolutely crazy. >> reporter: thank you for

joining us this morning. we know you kept busy for the four hours. playing video games or whatever it is [laughter] >> no. just getting ready to know everybody else. i'm surprised nobody was beating me up on my dodger jersey. someone said we're all stuck in traffic. there are no boundary lines. everyone was friends. >> reporter: all right. well, hey, i'm gonna close the door and let you get to work so the boss doesn't get mad. we're gonna toss it to sal. the traffic is an absolute nightmare and a lot of folks using 580, right, sal? >> exactly. we'll see how long it takes them to get here from there. let's talk about ktvu -- about newschopper2. i want to go right to newschopper2 and show you this because we can see it here. 880 northbound is open temporarily for the cars that were stuck in that backup here on northbound 880. you can see they are getting through. however, these are only the cars that were stuck in this

backup. not all of 880 is open. they want to let the picture like an true, our editor and jim wagner somewhere there, they are gonna let them out. southbound has been reopened. i want to show you some of the alternates here. 580 is actually a decent alternate. some people are using side roads to get on 880 after marina. southbound traffic heading down to the coliseum is beginning to get slow as well because of the closure but you can still make it to the oakland airport. bay bridge toll plaza has been moderate. 880 approach is a little lighter, as you might imagine. it's about a 20-minute drive into san francisco. 7:07. let's go back to the desk. >> thank you, sal. school has been canceled today in el dorado county as a major wildfire continues to threaten hundreds of homes. the 3,000-acre fire is burning north of sacramento. voluntary evacuations about

been advised for 400 homes. the fire exploded in size yesterday. the biggest concern is the heat and wind as the fire moves closer to homes. >> we're just ready. we're prepared. >> we're cutting down trees. making a control line. >> evacuation center has been sit up at a middle school in the area. heavy smoke from the fire has drifted into reno and the sacramento region. cause of the fire is under investigation. firefighters also battling a fast-moving fire in madera county. that fire started in oak hurst near bass lake. so far it's burned 320 acres and 21 homes. ten are completely destroyed. about 1,000 people have been told to evacuate and 500 homes are threatened. building inspectors will continue the investigation of a sudden collapse of a decked a an oakland hills home that injured nine people. it happened saturday night. several people gathered to

watch the boxing match. moments later, the deck collapsed. some fell 15 feet, some trapped under the debris. >> it was scary once we found out what was going on. a lot of people were yelling and screaming, especially the girls they were like -- really like, just hysterical. >> three women with broken bones. they are still in the hospital. again, building inspectors will be back at this scene today searching for the cause of the collapse. new warnings for swimmers, watch out for sharks in the santa cruz area. this after two recent sightings and one was a great white shark. ktvu's janine de la vega has more on the warnings and if you are allowed to go out into the water. good morning, janine. >> reporter: good morning, dave. seabright beach is a popular beach for locals and tourists. it's right next to the beach boardwalk in santa cruz. but park rangers want people to be aware that a shark was seen here. here is a map showing where two

recent shootings of the sharks occurred along the monterey coast. one happened at seabright beach in santa cruz. the other was at manrisa state beach. a shark with a white neck attacked a harbor seal yesterday, flipping it in the air. they say it was unclear if the seal survived but blood was seen in the water. state park rangers are looking into that incident and a shark attack the day before at manresa beach. a man was surfing 50 yards from the shore when a great white shark attacked. his surfboard was damaged he was knocked down in the water but was unharmed. >> caught by a second wave and barely got into it. i don't know what else popped in the air. i looked down and saw a shark. >> reporter: officials are working to confirm that report but out of an abundance of

caution, park rangers have posted signs at various beaches warning the public there have been shark sightings. they will remain posted for three days. >> we're swimming in the ocean. we had been spwimming out there for -- swimming out there for quite a while. one of my friends had a really odd feeling that maybe we shouldn't be out there anymore. we came in and no more nan two, three minutes, the rangers were coming by saying there was a great white shark warning. >> reporter: people are being advised not to swim, surf or participate in any water sports. we ran into one surfer this morning that told us he wasn't too terribly concerned and he still planned on going in the water and surfing this morning. reporting live in santa cruz, janine de la vega, ktvu channel 2 news. >> all right. thank you. 7:11. a silicon valley entrepreneur has launched a new competition to find a cure for aging. a menlo park investor has created a $1 million competition for a scientific

good morning. we still have are a look at 880 that is shut down here as you drive through. now, you can see 880 northbound. some of those lanes, which is on the left, are getting through. but those are the people who have been stuck for hours. southbound lanes have been reopened. you can see on the right. those are the people who had been stuck and they are kind of -- this is video of people hanging out in their cars. they finally got to leave. we'll give you more details on them and also show you some of the backup that's approaching 880 in san leandro when we come

back. let's go back to the desk. >> thank you, sal. 7:15. new this morning, secretary of state john kerry is at an international conference in paris focused on the fight against islamic state terrorists. he says so far nearly 40 countries, including several arab nations, have agreed to contribute to a worldwide fight to defeat the islamic militants. the terror group's latest beheading is adding to the urgency for an international coalition. >> we are peaceful people. we don't seek out confrontation but we need to understand, we cannot ignore this threat to our security and that of our allies. >> isis released a video over the weekend showing the bed heading of david haines. he was captured more than a year ago while working in a syria refugee camp. they are threatening to kill another british aide worker in the video. hillary clinton was in iowa

over the weekend for a political rally. she seemed to tease her supporters about whether she will run for president. >> it is true. i'm thinking about it. [laughter] >> hillary clinton and her husband, bill clinton, were with retiring senator tom harkin for his annual steak fund-raiser. the last time she was in iowa was in 2008 when she was running for president. a new report finds the wage gap between the rich and the poor is hurting california's revenue. according to the report from standard and poor, medium incomes are lower than they were in 2007 when the recession began, making consumers reluctant to spend. that means less tax revenue for states. the report fowpedz income for

the wealthiest americans are rising but that the wealthy were more likely to shield their income from taxes. 7:17. actress daniele watts claims los angeles police unlawfully detained her in a case of what she calls vash racial profiling. her husband posted these photos. the couple was in the car kissing when police showed up demanding to see i.d.s. now, miss watts was handcuffed when she refused to show her i.d. she thinks they were targeted because she's african-american and her husband is white. >> it's 2014. we have a black president. i'm a free person regardless of what color. he's a free person regardless of his color so to be accosted in that way, just triggered a lot of sorrow for our country. >> those officers were responding to a 911 call

complaining about indecent exposure. in a facebook post, watts's husband said they thought she was a prostitute and he was a john. a woman in new york is making up as the new miss america. >> it's a three-peat, miss new york! in the nfl. >> that's a unique performance. let's check in with sal and more about this terrible traffic situation on 880. >> that's right, tori and dave. talking about it since going on the air at 4:30. i want to show you newschopper2 pictures here of 880. southbound on the top there. those lanes are open permanently. northbound, these lanes are open to allow people who were stuck in this backup between the closure and the accident to get out. and there were bunches of people stuck there for more than two and a half hours. just a few moments ago we spoke to the person stuck in the backup for more than two hours. >> as i got closer, i saw smoke from the fire department, i guess, putting out some flames and it was like white smoke and then i could hear sawing, like the jaws of life.

>> that's our editor, andrew, on his way to work at jack london square. he finally got out. so are a lot of other people. brian flores has been talking to some of these people stuck again for more than two and a half hours. he will have a report on that coming up at 7:30. but i do want to mention. 880 is a huge mess out of union city and fremont heading up to hayward and san leandro because of this closure. let's talk about the bay bridge toll plaza. it looks like it's getting more crowded now. some people are beginning to get through and now it's backed up for a 30, 35 minutes gets into the area. just in case, i wanted to show you the alternate route here, 580 is not all that bad as you drive through san leandro. i can drag it around here and get rid of it. let's talk about 580. it's not too bad getting through san leandro and into oakland as an alternate route. big rigs are allowed to use the freeway for now. let's go to steve. a very good morning. clear inland for most. there is an increase in some of the fog.

we're waiting for the breezy. where is the breeze? it's been hot inland. very mild. almost tropical like. water temperatures continue to be very warm. there are signs of a cooler pattern. watch the fog increase. a weak little system. what? i mean, it's swinging far to the north. but the tail end of that is enhancing the fog bank. there is another one, this is ejecting out to the from main one. this could produce very light rain. probably mendocino county, lake county north. it will give us a cooler pattern. it would not be until wednesday. it's tapping into clouds. at least something is moving. 50s and 60s on the temperatures. fairfield, concord, lim, san jose and half moon bay. temperatures on the coast are mild because of that warm water. 57 foster city, la honda down to 50. that's la honda. menlo park 50. it's been a long night. i'm okay now. but it's been a rough week. >> okay. >> fairfield 22 miles an hour.

port chicago, 21. that's the strongest westerly or delta breeze i think since last week. we'll see if it holds. oakland, sfo has a component of a westerly breeze. bodega bay 62. monterey, half moon bay, 63 and we also have hurricane category 4 landfall around 9:45, 9:50. category 3 into the southern tip of baja. strongest hurricane to move in. what's the good news? it's accelerating northwest at 16 miles per hour. went in at 125. now 110. there were signs it might move into southern california. it only looks like the desert, all signs point towardsars. watch out. this could be -- toward arizona. watch out. this could be a week where they get a lot of rain. hot in southern california. for us the low clouds are increasing. so partly sunny, mix of some high clouds to the north and low clouds for us and the next

system coming in -- are you sitting down? light rain to the north. light rain. that wouldn't be until wednesday night. it will be cooler for us. maybe some drizzle. this is the cloud and rain right there. there's not a lot. it wouldn't be late wednesday or early thursday. but i think mendocino, cape mendocino, ukiah, clearlake north has the best opportunity. drizzle here. we have a couple of days to iron it out. partly sunny, cooler inland. a lot of low clouds here. 60s, 70s, and 80s. the inland temperatures taking a dip out of the 90s. been stuck there for four or five days. low clouds will continue. mostly cloudy on wednesday. cooler and breezy. then a warmup going into the weekend. >> all right, steve. 7:24. the time when because of the drought we're all being asked to save water. 2 investigates dozens of leaking pipes all over the bay area that took weeks even months to get fixed. detailed list from east bay mud shows 3100 reports of water leaks in the east bay alone in the first seven months of this

people who work to end domestic violence were honored at yesterday's giants' gail. it's the 17th year the giants held strikeout violence day. there was also a fund-raiser for an emergency shelter for domestic violence victims. the giants have helped raise $190,000 for the organization. all right, tori. well, a giants' fan very special wish was granted. that lady marked a major milestone at at&t park. it was her 100th birthday. >> we made a special jersey for you. >> yep. that's marie. she said there was no better way to celebrate turning 100 than to be surrounded by her family and cheering on her favorite team. she got a chance to meet her favorite players and even took a ride on the field with the mascot lucille. >> very happy day. what more can you ask for?

crash on interstate 880. brian flores has been talking with drivers who have been stuck for hours in the backup. we'll hear from him in moments. these are some of the folks trying to get around it. plus we'll have an update on sal on how you can get around that traffic mess. good morning. welcome back to "mornings on 2." i'm tori campbell. >> it's something. >> yeah. pretty bad. >> i'm dave clark. let's talk about your weather. steve, a change is gonna come. >> there is a change. low clouds. the breeze is picking up. one system moving into the north. there will be a strong one coming in on wednesday. that has an opportunity potential, potential, maybe some rain in northern california. for us, we do have the clouds and a little bit more of a delta breeze. 50s and 60s. some cooler weather is on the way even though the higher elevations, 1700, 2,000 feet are still really warm. we have to cool that down. east san jose is already 66. the breeze, though, 22 at travis. 20 at port chicago. if that holds, that will be a

cooler pattern. you can see the low clouds enhancing as the system moves into the north. partly sunny, it will be cool inland. a few high clouds to the north. 80s for most. the intear 60s and -- interior 60s and 70s. let's go to sal. traffic is a big mess along 880 this morning. but traffic is also backed up to many of the side streets and other freeways. ktvu's brian flores is live near castro valley with how long drivers have been sitting in parking lots. brian? >> reporter: hi, sal. good morning. what a mess as we have been talking about all morning. i can't -- you can't really say you can stand in the middle of a freeway. but that's what i'm doing. this is 238, the feeder freeway near washington avenue. eerily quiet from what i can describe it all because of the accident on 880 that tara has been talking about. traffic headed this direction is being diverted onto hesperian boulevard. some of the side streets are

backing up, mainly washington. but there was a long line of trucks that left moments ago. i want to go to video now. this is that quiet scene that i talked about of trucks that have been stuck before 880 for several hours. this is 238 westbound onto 880. it was a parking lot for several hours just east of the washington avenue exit. but once word got out that 88 was shut down. many commuter cars exited washington avenue leaving many of those trucks stuck on the freeway. we spoke with one truck driver who has been stuck on the freeway for several hours. >> i've been here for -- well, since a quarter to 4:00. so two and a half hours. almost three and a half. but -- and -- there's no sense of getting upset. a lot of these guys get excited about it. can't get excited about it. just relax and go with the flow. >> reporter: pretty goodatety dude about it -- goodatety dude

about -- attitude about it. some were standing outside of their cars on the freeway because there was nowhere else to go. as we take it back out here line. this is 238 westbound. this is northbound traffic being diverted onto his peeryan -- hesperian. cars stuck on 238 moving on 880 were able to move through. it's still closed down. it looks like traffic hopefully will be moving through. it probably won't be for quite a few hours. let's go to sal castanedo keeping an eye on traffic. it's been a mess. >> it sure has. a lot of the traffic, brian, has been taking 580 as an alternate. 238 is very slow. some people are taking 580 through san leandro. if you drive in oakland, you will see more people doing that. now, northbound 880 is backed up out of hayward. it's not all that bad.

southbound 880 heading south down to fremont. you will see slow traffic as usual. so this accident has not really affected many of the other commutes. as a matter of fact, now the bay bridge is back to its old slow self as some people are getting by. the ramp from 880 has filled in. also we have traffic backed up on 80 up to the 580 interchange. we have a big backup there approaching san francisco. i want to mention the south bay, 280 in san jose and 101 and 85 has been moderately heavy. that's been slow traffic. but we haven't had that many incidents in the south bay. let's go back to the desk. >> thank you, sal. we're getting a look at surveillance video showing a shooting by richmond police that left a 24-year-old man dead. ktvu's alex savidge is live this morning with more on the confrontation that was captured on camera. good morning, alex. >> reporter: good morning to you. that video will be key in this investigation. it offers the partial view of a scuffle between a richmond

police officer and the man who wound up being shot to death. this all happened outside of a liquor store. uncle sam's liquor on cutting boulevard. this was early sunday morning. the man killed was 24-year-old richard perez. police say that he attacked the officer. police say he was drunk, belligerent and uncooperative and got into a scuffle with the officer who was trying to get him to leave the store. that's when police say perez tried to grab the officer's gun during the fight and he was shot three times. before the shooting, the store clerk had been asking perez to leave because he says that the man was trying to steal liquor. so the clerk asked for help from the officer who happened to be outside. >> i tell him, can you please tell him -- i don't know. >> reporter: that clerk who witnessed much of what happened claims perez never reached for the officer's gun or at least he didn't see him do so.

this morning, the scene outside of the liquor store there is a memorial with candles and notes left for perez. this is where the shooting took place. people have been dropping by to write notes. perez was the first person to be killed by richmond police in seven years. officer who opened fire yesterday morning is on paid leave which is standard. we are alive this morning in richmond, alex savidge, ktvu channel 2 news. >> thank you. the coast guard helped rescue six people after their boat started to sink in the estuary. the six men arrived back to shore and our cameras were rolling. the operator of the boat called for help after the boat started to take on water. no one was seriously hurt. but according to the coast guard, the men refused to take a field sobriety test. one person was taken into custody. but the coast guard did not say why. 7:39. the body of an elderly woman was found after a fire at her

home in santa rosa. firefighters were called to the two-story victorian about 9:30 on saturday night. firefighters had a hard time fighting the flames because of piles of clothing, blankets and books inside. the woman's body was found under debris near the stove. that is where the fire is believed to have started. a fire at an abandoned school in pittsburg is considered suspicious. it started after 4:00 yesterday afternoon at the former central junior high school campus on stoneman avenue. the school's new campus is right next to the old one. 20 minutes before 8:00. it's not a 70 -- '70s thiller. it's real life -- thriller. it's real life. good morning. we're still looking at slow

traffic around the bay area and the crash in san leandro has not really dissuaded drivers from going there. san mateo bridge traffic is busy heading out to the peninsula. increase in low clouds and fog and a westerly breeze. eventually, that will cool down most inland locations. we'll have your monday forecast and talk about rain for northern california.

appeal his case. he's one of three americans right now being held in north korea. want to check in with sal, get another update on the situation on 880, just creating such a domino effect for such of the east bay. >> that's right. we've finally seen some progress here on 880 northbound. it looks like some of these lanes are now open on 880 north as you pass the accident scene. it went from all lanes at one point being closed to now only the two light rains are closed. northbound -- right lanes are closed. northbound 880, people are getting a good look at this crash. it's still backed up northbound into hayward. they are lifting this truck onto a flat bed right now and that's bound to cause rubbernecker delays. we've seen improvement. some of the lanes have been reopened. i want to put it on the map here, if you want to use 580, it's all of a sudden become very, very slow as you drive through san leandro. a lot of people are driving on 580 instead. if that's your normal commute, you have to give yourself extra

to flip over and spill grapes on the freeway on hip 101 in cloverdale around noontime yesterday. the driver apparently could not stop coughing and the big rig drifted off the road. about 25 bins spilled on the road. it took about three hours to clean it up. that driver was not seriously hurt. health official have a warning about measles for anyone who flew to seattle. a passenger that was contagious was at sea tack airport the night of september 6th and could have exposed other people on the airport train, in the north seattle terminal and baggage claim. most people have been vaccinated against measles but people at high risk include those who are not vaccinated, pregnant women, infants and anyone with a weakened immune system. it has been a miserable monday morning start to the commute for a lot of drivers in the east bay. but we've got some new information about that traffic

mess in san leandro on 880. we've been talking about this since 4:30. >> reporter: we're live in santa cruz, one of the areas where a shark was site sighted -- was sighted over the weekend. one man said he narrowly escaped from an attack and what this has prompted rangers to do. and we're updating a situation on interstate 880 in san leandro, where lanes have been reopened in some areas but there's still a big backup approaching the crash scene. i will tell you why that's happening -- coming up. increase in the clog even so some areas inland are -- fog even though some areas inland are sunny. there are many indications that even inland areas will begin to cooldown soon. we'll show you why.

they just pulled the semitruck out of here. we know some folks have been waiting in traffic for nearly four hours. we're on the northbound side. nine people we know have been injured in this crash. take a a -- take a lack at the video. there you go. three in critical condition. the chp says the driveert of the semi swerved it barreled through the median going airborne into oncoming traffic. a witness says he saw the truck slam into an suv before it crashed. that surf burst into flames. the driver -- that suv bust into flames. the driver had to be airlifted to the hospital. >> i see the truck just plow and like t-bone -- i think it was an suv. and the guy in the big rig, he was trying to get control of it. all of a sudden, i see him pitch it sideways heading for the center divide. i'm like lord, no.

>> reporter: concretes were all over the northbound lanes hitting cars. cars were hitting each other. we're not sure if this semi hit any of the cars. the chp says ten vehicles were involved in this crash and again we're being told that the northbound direction could be completely open here in a half- hour or an hour. now, the front part of that semi was taken away on a tow truck. they are still trying to get the second half of it where the trailer is. meantime, the chp is investigating a car that was found in the washington state offramp just a ways from here. they are trying to figure out if that car was involved in the crash, if perhaps we're looking at a hit and run. we'll keep you posted. we're live in san leandro, i'm tara moriarty. let's head back to sal. all right, tara. thank you. we're looking at some of the alternate routes. they are getting crowded. big rigs were allowed on 580

earlier. i got that question. it's unclear how long they will be allowed on 580. you will be in plenty of company on 580. here are the pictures that tear you are just showed us. northbound 880 getting through. but there is a backup because the two right lanes are closed. there is a rubbernecker backup. people are on 580. >> it's slow coming out of this area on 580 in san leandro near oakland. it's much slower than it normally is. a lot of people are doing that. i want to move to the peninsula where we had a crash northbound 101 at hillsdale and 101 is slow. 280 is a good alternate there. i want to go to 580. we usually talk about this commute a lot. it's been characteristically slow all the way through dublin and livermore and then a lot of people not even bothering with castro valley. they are using 680. this whole commute is very, very slow. let's go to the toll plaza now. that's about a 25, 30-minute delay at the pay gates.

occurred along the monterey coast. one happened at seabright. the other at manresa state beach. state park rangers said a shark with a white neck attacked a seal yesterday flipping it in the air. they say it was unclear if the seal survived but blood was seen in the water. state park rangers are looking into that incident and a shark attack the day before at manresa beach. a man was surfing 50 yards from the shore on saturday when a great white shark attacked. his surfboard was damaged and he was knocked down into the water but was unharmed. >> caught my second wave. barely got into it. i don't know where else it popped in the air. probably 10, 15 feet. i looked down and saw a shark. >> officials are working to confirm that report out of an abundance of caution, park rangers have posted signs at various beaches, warning the public there's been shark

at napa. west at sfo. i think you get the idea. partly sunny, clouds on the coast. low clouds increasing. higher cloud to the north. most locations inland will get out of the 90s into the 80s. 60s and 70s coast and bay. here's sal. right now we're looking -- we continue to follow developing news in san leandro where traffic is a big mess along 880 but traffic also may be backed up to some of the side streets as well. ktvu's brian flores is live along 880 this morning with what it looks like right now as well. >> reporter: hi, sal. i think dave mentioned it. it was a mess this morning. it remains a mess right now. but earlier we were along westbound 238 just before it hits 880. that was backed up. we take a look at northbound 880. it remains backed up as crews continue cleaning up that major accident this morning. now, i want to go to some video of what was an eerily quiet scene.

trucks were stuck for several hours. this was 238 westbound onto 880 westbound. it was literally a parking lot several hours. 238 was also affected this morning from an earlier noninjury accident near east 14th street. but many commuters, whether they were on 238, 880 or near 580 this morning. they were stuck in traffic. many of those drivers were also diverted onto 580 hesperian boulevard. many side streets were also backed up as a result of the accident this morning, but some commuters also some truck drivers were stuck on the road for several hours. >> been here for -- i've been here for -- well, since about a quarter to 4:00. so two and a half hours, three -- almost three and a half. but -- there's no sense in getting excited. a lot of guys get excited about it. can't get excited about t just relax and go with the flow. >> many commuters were stuck in the traffic including quite a few of our ktvu employees, in

fact, many commuters were -- when he they were stuck in traffic, were -- when they were stuck in traffic, they were napping. some were standing outside of their car because there really was nowhere else to go. that was earlier this morning. as we take it back out here live, we're two miles south of the marina exit. that's where tara moriarty is. northboundle 880 is -- northbound 8080 is gonna be a mess -- northbound 880 is gonna be a mess. all southbound lanes are closed. as we take a look at the traffic, it's gonna be a mess for quite sometime. sam, as we toss it back to you. 508 was a good alternate. is that still a good alternate? well, it's very crowded. westbound 580 -- westbound 580 as you drive through. it's very slow coming out of livermore. i think a lot of people are not using the castro valley area. they are just getting on 680 south and -- making the turn here. it's very, very slow as you

drive through. so 580 is -- to answer your question is still very slow. he was -- let me just get rid of this here, i will drag the map over to where brian was talking about. 580 in castro valley is slow right out of san leandro. that whole drive from the san leandro into oakland has been slow. people are basically avoiding 880 and you really can't blame them. let's go to the bay bridge toll plaza, it's backed up for a 25, 30-minute drive time into san francisco. you know who has been unscathed mostly. it's the south bay. 280, 101, they've pretty good. 85 and 17 also looking pretty good. 8:33. let's go back to the desk. new details coming in from richmond about the city's first deadly officer-involved shooting in seven years. ktvu's alex savidge joining us live to tell us about the surveillance video about what happened out there. good morning, alex. >> reporter: good morning. it's certainly not definitive

but this surveillance video offers a limited view of a scuffle that happened between a richmond police officer and the man he wound up shooting. that fight that ended with gunfire happened early yesterday morning outside of uncle sam's liquor store off you canning boulevard. the -- off cutting boulevard. the man killed was 24-year-old richard perez. police say perez was drunk and belligerent. when the officer approached to talk with him and then the two men began to fight. police say perez tried to grab the officer's gun and that's when he was shot three times in the chest. police insist, though, this deadly shooting was unavoidable. >> the suspect attacked the officer and physically grabbed his gun. the officer was able to stand up and the suspect came up after him. the officer fired his weapon. >> reporter: but the store clerk who witnessed much of what took place early yesterday morning has a differing version of events. he claims perez never reached

for the officer's gun during that fight, at least he didn't see him do so. before the shooting, that clerk had been asking perez to leave because he says he was trying to steal liquor from the store and that's why the officer was flagged down for help. this morning, outside that store, there are candles and notes left behind. a memorial set up by friends and family of the man who was shot. per reds was the first -- perez was the first person to be killed by richmond police in seven years. alex savidge, ktvu channel 2 news. >> thank you. 8:35. it was an historic night for 49er fans. 70,000 filmed levi stadium for the niners' first regular season game at their new home in santa clara. traffic remains the biggest concern for the 49ers and the turnovers. this was the latest test of traffic. many complained about big delays getting in and out of the parking lot. most fans taking mass transit

say things went fairly smoothly. nfl commissioner roger goodell was a notable know-show. he canceled his plans to attend the game at the last minute without any explanation. he has been widely criticized for his handling of the ray rice domestic violence case. yesterday, banners flew over three nfl stadiums say "goodell must go." many 49er stance attending the -- fans attending the game talked about their own team's decision to play ray mcdonald after his domestic violence arrest. >> he's a football player. he should be able to, you know, participate in his profession until he is found innocent or guilty. >> should mcdone tald be playing? no, he shouldn't be. my honest opinion, the nfl needs to adopt a policy, if you get in trouble, you are banned or suspended pending investigation. >> his arraignment originally expected today has been postponed. san jose police are still

investigating whether the 49er physically attacked his fiancee last month. lieutenant-governor gavin newsom and his wife have released a statement about the ray mcdonald controversy. "the 49ers continued' insistence on playing mcdonald during this criminal ongoing investigation is a painful affront to every victim of domestic violence. we strongly urge the 49er organization we grew up revering to do the right thing and bench him pending the outcome as his felony domestic violence investigation by san jose law enforcement." ray rice is expected to appeal his indefinite suspension from the nfl. he was initially suspended for two games. last week the punishment changed to an indefinite ban after tmz released this graphic video of rice punching his now- wife. the ravens terminated his contract.

rice's lawyers are expected to argue he received two different punishments for the same incident. and there was a surprise in another nfl domestic violence case. the panthers announced just before game time yesterday, any were benching defensive end greg hardy. no explanation on why the team decided not to let him play in carolina's win over the lions. he was convicted of domestic violence last summer but he claims he's innocent and plans to appeal the conviction. in minnesota, the vikings are expected to decide today if they will take further action against their superstar running back, adrian peterson. after he was arrested for child abuse. he did not play yesterday during minnesota's loss to new england. but his jersey was seen on fans around the stadium in minnesota. peterson was arrested and jailed over the weekend for allegedly injuring his 4-year- old son last may by brutally beating him with a tree limb. the vikings say they haven't

ruled out trading him. well, the nfl domestic violence scandal overshadowed many of sunday's games and that includes the 49ers' historic first regular season game at levi stadium last week. the 49ers had a rough night. they blew a 17-0 lead and ended up losing to the bears 28-20. kol inkaepernick had a rough game -- colin kaepernick had a rough game. he threw three interceptions. the 49ers are now 1-1. and then the oakland raiders, they had a miserable home opener. hawpe texans just pounded -- houston texans just pounded them before an angry sellout crowd. many raider fans even booed as they headed toward the exit in the third quarter when the raiders were down 27-0. the raiders have lost the first two games of the new season. all right. well, this is a little surprising.

without a contract since july. a strike would likely shut down bus and ferry service. and traffic is finally slowly starting to move again on interstate 880 in san leandro after an early-morning ten-car crash that shut down the freeway in both directions overnight. the chp says nine people were hurt including three people in critical condition after that crash. it happened near marina boulevard. ktvu's tara moriarty has been out there since 4:30 this morning. so what do you think, how long will this affect traffic out there? >> reporter: shouldn't be too much stronger. they just opened up another lane in the northbound direction. only one lane at this hour affected. we're waiting to hear. this right here is a chunk of concrete that went flying when the semi smashed through the median. if we pan to the right, you can see how it's been temporarily fixed with some metal. all lanes should be opening here soon. the holdup was the trailer from

the semi. it weighed so much t was a bit challenging. southbound traffic is now completely back to speed. so that is the good news. now, the chp said that nine people were injured in this crash. three in critical condition. happening shortly after 3:00 it this morning when the driver of the semi swerved to avoid a crash ahead of him near the marina boulevard exit. a witness says the truck hit an suv which burst into flames, then the truck stwerved barreled through the median going airborne to oncoming traffic. >> he hit that center divide and just launched. you know, over it and broke pieces of concrete and everything out. and then i hear him hit the sound wall. i believe it was the sound wall or building and i hear the impact. i'm like oh, god, please no, no, no. >> reporter: concrete flew all over the northbound lanes hitting cars. cars were hitting each other. we're not sure if the semi hit any of the cars. the chp says all of this is still under investigation but

to 40-minute drive time from this point into san francisco and for a while, the backup was lighter because people weren't getting through. but people have showed up here and this will be about a normal commute for a monday. also want to show you the traffic is going to be a little lighter than usual on 880. usually by now we have slow traffic passion the coliseum -- passing the coliseum. most of it is still stuck in hayward and union city heading north. it's nice if you are driving in from the coliseum area. i want to show you on the maps at 580 through san leandro, it's very slow as people have been avoiding 880, understandably so. if you drive 580 this morning. you will see a lot more cars on your commute. let's go to steve. kind of a cool shot. for those of you puttering around the house. it's lifted. there is a system coming in. there's more of a pronounced westerly breeze or the delta breeze. about 22 miles an hour.

that helps. the system is swinging in and taking the turn but the tail end of that is increasing the fog. that's ejectth out from the -- ejecting out from the stronger system. this one looks better for wednesday night thursday. we'll see if it holds. usually the first rain weakens considerably but this one may give us -- it will give us a cooler pattern. 50s, 60s on the temperatures. the breeze is okay. 20s. been there all morning long. has not changed. almost every location has a component of a west wind. 48 in tahoe the hot in southern california. a lot of 100s there. 57 in ukiah. fog is there. system moving into the north. the next one will be here midweek and partly sunny with some of that low cloud deck. overall temperatures coming down inland. they've been coming down a couple of days. but it's still mild with very warm ocean temperatures. pacifica 66. 73 oakland.
