>> reporter: we're live in san jose where an arson investigator is on the scene of a fire that broke out at a business. we'll tell you what caught on fire and why this may be suspicious. firefighters scramble to save homes as they battle a dozen major wildfires across california. live coverage on one fire that's doubled in size in the past 24 hours. >> reporter: a new law goes into effect for both drivers and cyclists. it defines a safe passing distance. i will break down the law and tell you about the fines that go along with it. and two bay area middle school seniors arrested. the disturbing incident and why they are facing criminal charges. now. and you are looking live at firefighters on the scene of a fire that broke out early this morning at a business that sells wood pallets. janine de la vega is there and has spoken with them. coming up in minutes, she will tell us why they have called in an arson investigator. good morning. welcome to "mornings on 2." i'm tori campbell. >> i'm dave clark. let's talk about your weather and traffic. steve, i ducked outside. i did see some clouds. >> yes. >> okay. >> i'm waiting for you. >> okay. i thought you were gonna say it was cool. >> it is a little cool. >> patchy low clouds. but there's breaks in the clouds. there's not a lot. it probably won't stick around that long. temperatures are on the cool side for some. low 50s for a few. santa rosa is in there.

napa. both at 50. half moon bay is at 52. that's a little on the warm side. 52 menlo park. los altos hills, 57 degrees. higher elevations, i've seen about 20, 25. you get up around 1600, 2,000 feet. it looks pretty good today. we'll see an increase in the fog because ta-da this could be the first rain of the season. not today. not today. i know i'm teasing you. temperatures will be near seasonal averages to slightly below. they finally came down inland to the 80s. 70s for most around the bay. here's sal. right now traffic is moving along relatively well in many areas for the morning commute. that's why i used the word "relative." westbound 80 from the carquinez bridge to the macarthur maze,

27-minute drive. a little bit of slowing in richmond and el cerrito getting down to the oakland area. when you get down to the bay bridge tacoma, you will see a big backup there as you drive through. it's a 30-ment drive before you get to the san francisco side. i want to look at the north bay. southbound petaluma, and then in novato on highway 37. highway 4 has become slow all the way from antioch to concord with very few breaks. 680 is cloe from 642 to 24. back to the desk. we begin with a suspicious early-morning fire in an industrial area of san jose. it started around 2:00 this morning on mayberry road right near highway 101. ktvu's janine de la vega has been talking to investigators and witnesses since 4:30 this morning and joins us live to tell us why an arson investigator has been called to the scene. good morning, janine. >> reporter: yeah, it is still very smoky out here. i can feel it in my throat.

you can still see, even though the fire is out, smoke is rising. that's why firefighters are watching this commercial business here on mayberry road. it was closed at the time when the fire started this morning. that raises a red flag. that's why an arson investigator is here inside the rubble trying to figure out a cause. here is an incredible photograph taken by san jose fire department photographer craig rose. there were 30 to 40 feet high flames engulfing this business that sells wood pallets and boxes. we also have some cell phone video from a witness of what the fire looked like when it first started at 2:00 a.m. there was so much fuel for fire, that it grew to two alarms and caused firefighters to go into a defensive mode. they attacked it from the outside. there is a nearby auto body shop and vinyl wrapping business that was evacuated for safety. >> we were all panicking,

repeating stuff. running all over the place. my friend ran. he lost a slipper in the process. >> during that time, it was just -- there was two cars in the garage. we made sure he was evacuated easily. all four of us had to move actually about seven cars out of the building. >> reporter: those evacuees are talking about the cars at the business. they were clients of theirs. cars that were on the side of this pallet business were damaged but nobody was injured. right now, again, an arson investigator is conducting interviews and he's looking around again in the rubble to investigate what may have caused this fire. again, firefighters are keeping watch on the outside making sure nothing flares up. back out here line, you can see a backhoe has been brought in. that will be used to break up all of this charred rubble and, again, they want to make sure all of this heat escapes and

nothing flares back up. reporting live from san jose, janine de la vega, ktvu channel 2 news. >> thank you, janine. 7:05. new this morning, a liquor store in downtown san jose was damaged after a car crashed into it overnight. these are photos of the frash from one of our viewers -- crash from one of our viewers. it happened on 13th and taylor street shortly after 2:00 and that two cars were involved in the crash. an investigation is underway. the mexican government is sending military and commercial planes to help move out thousands of tourists stranded by hurricane odile. heavy rain flooded the streets and strong winds collapsed walls, toppled trees and brought down power lines. there were about 26,000 tourists in the area when the hurricane hit. we spoke to one of them, a man from castro valley by phone. >> we're on the first flow of the hotel. heard loud gushing of water and

we basically had 30 seconds to get out of the room. it was insane. >> he and his 11 friend are supposed to fly home today. he says they've been stuck in the hotel with no power, no running water and very little food. no deaths or major injuries are reported. the national hurricane center says the storm is weakening but there's still a threat of flooding and mudslides. and looting is being reported in the wake of the hurricane. hundred of people ransacked stores. one man said he was taking water and food for his children. it's unclear when power will be restored. he wanted to be prepared. the airport is expected to reopen in cabo san luis. yesterday, flights were canceled. power f.m. winds damaged some of the terminals. people rode out the storm in

the baggage area. if flights out of cabo resume today, officials say the sick and the elderly, they will be the first to leave. so far at least one flight to mexico from sfo has been canceled for today. fire crews all over the state are scrambling to save homes as the wildfire season heats you. right now there are dozens of fires burning in the state. brian hickey is live in em-- el dorado county is live with more. >> reporter: good morning, dave. this fire called the king fire burning off highway 50. this is the canyon that the south fork of the american river runs through parallel with highway 50. what you are seeing across the canyon is the north side of the canyon where this fire has burned unchecked pretty much for the last few days now. that's where we saw huge flames, huge columns of smoke rising from the fire. the big concern, however, is here on the south side where

crews are trying to save the town of pollack pines and the homes that line the canyon with spectacular views of the canyon. but the homes in imminent danger from the fire that's come roaring up for two days straight now. crews have managed to save all of the homes. no homes lost in the fire. but at the same time, rugged terrain. even on the -- during the cool nights when the humidity rises the temperature falls when you expect the temperature to lay down. we get a tense the toll the drought has taken on the the trees. latest number was 8,600 acres. only 5% contained. i did talk with a calfire battalion chief this morning and he said they made significant pro gross bolstering their containment lines on the pollock pines side of the fire. we expect those numbers to go

up. yesterday evening, afternoon, they shut down the westbound lanes of highway 50. we're right along highway 50. they've since reopened one of those lanes this morning. i will continue to monitor the situation. this has been very difficult for fire crews but amazing no homes have been lost. brian hickey, ktvu channel 2 news. >> our coverage continues at ktvu of the fires. you will find the latest  information on line and also on twitter and facebook. happening today, a new law goes into effect requiring drivers to give bicyclists a three-foot buffer when passing and violating this law could mean hundreds of dollars in fines. ktvu's katie utehs is live in san francisco with the details that drivers need to know. a lot of people are wondering if they need to have a measuring stick or something like that when they pass the cyclist. >> reporter: well, three feet. it's a yard's distance. most of us can gauge that but the rule of thumb, if it feels

too close, it probably is. but this new law law defines the safe -- law defines the safe passing distance as three feet. it's called the three-feet safety act that takes the ambiguity out of enforcement and california's bicycle coalition calls it another tool for officers. you are looking at video from a hit and run. on a narrow street, the driver failed to yield. the new law says if a driver cannot pass with a three-feet cushion, they need to wait until it's possible to do so. also cyclists must allow cars to pass them if they are holding up five or more vehicles. that's the same regulation as a person in a vehicle. cyclists wonder how often aggressive drivers will be cited. >> hopefully it will deter them. hopefully there's people out there that respect bike riders and they will obey it by the law. >> reporter: there are some

serious fans attached to citations. a base fine is $233 with court and administrative fees for a noninjury citation. for injuries, it's $959. there's some gray area in the law involving the bicycle lanes and if the three-foot rule would apply to bicycle lanes. coming up in our next report we'll delve into this more and hear drivers' thoughts on the new law. 7:12. was it just a simple mistake or was it making fun of a national tragedy on purpose? the growing outrage this morning over a sweatshirt. sold by a trendy retailer. up next, a couple in their 90s become victims of a violent

afternoon. a man and woman in their 40s went to the el cerrito home of paz and jaime nagal asking if they could take a clipping from a rare plant. the next day, the same couple came back asking for more clippings. once they got inside the house, that's when the violence started. >> he punch me here. he punch me there. she tried to cut me here, my jugular vein. >> after the woman was tied up, the woman escaped. she ran outside, climbed a fence and called for help. by the time the police got there, the suspects were gone. the suspect described with tall and thin with an unusual accent and got away in a blue two-door car. this week is national passenger child safety. while parents know how important seat belts are. a new study suggests some bend the rules which can have tragic

consequences. according to a new survey one in four parents admit they don't make their children buckle up every time they are in the care. the president of safe kids says the survey also found that nine out of ten parents allow their kids to use regular seat belts too soon. >> so many parents move their child out of a booster seat and into a seat belt before that child is really tall enough or to fit into a regular seat belt in a car. so parents, measure your child. >> a child who is 4'9" may be big enough to use a regular seat belt. you can tell it's a good feet if the last belt rides above their upper thighs and the shoulder belt lays across their shoulder and chest, not across their neck or face. as part of child passenger safety week, the california highway patrol is hosting free child passenger seat checkup events throughout the bay area.

and show you that traffic is gonna be backed up at the bay bridge toll plaza for about a 30-minute delay. there are no major problems getting into san francisco. also looking at the commute in oakland, northbound and southbound 880 traffic looks good. there is a bug on our screen. that's kind of weird when that happens. i digress. traffic is moving well in both directions. i think it's a spider. 7:18. let's go to steve. >> where is it, sal? >> right in the middle there. >> gives me the heebie-jeebies. low clouds around, patchy. cool. i know what you want to see. ken lawrence, you are directing. let's go to the computer. this is -- our first rain of the season. i hope so. my goodness. it's -- everything is pointing in that direction. kind of ups the opportunity to make it from about san francisco, oakland, concord north. we'll see the first rain of the season usually is a teaser. there's nothing behind that system. it will be one and done.

we have some patchy low clouds. there's not a lot but there is a little bit. 50s and 60s on the temperatures. santa rosa and even 50. napa is in there. half moon bay is at 50. most of the coast dealing with more clouds. 65 hayward. the higher elevations which were in the 70s a couple of days have come down. 50s, 60s. that's a sign that inland temperatures have cooled off. 52 gilroy. 59 in san jose state. fremont, 56. not much of a breeze. stronger towards the higher elevations but it's picking up a little bit. fairfield, port chicago, you get up around 2,000 feet. it's about 20, 25 out of the west for most. at the surface, there's not much so far. sfo west at 5. everyone else is calm. the breeze will pick up later. water temps are warm, warm. it's still churning over some of the land of baja, the storm

will fall apart. the system coming in will push a lot of that moisture towards arizona and new mexico and out of california. 52 in tahoe. 48 in chicago. 53 minneapolis. omaha, 49. bismarck 47. very cool. tucson is getting rain. it's heading towards phoenix. that's the leading edge of the system. they had a lot of rain and it looks like they are gearing up for another round. for us, it's patchy low clouds and tomorrow we'll focus our attention on this system. hopefully it gives us rain. the roof is off my house, of course it's gonna rain. i get it. patchy low clouds. nice to warm. this system look likes it will sleep in. light rain, not a lot. farther north better opportunity, farther south there will not be as much. it will be cloudy and cooler by the time we get to tomorrow. 80s. slightly below.

san jose, santa rosa, oakland, san francisco, running a little above. that system may give us a south breeze which could keep it mild until it goes through. the best bet for any precip and then after that we clear it out. breedz and warmer by the -- breezy and warmer by the weekend. we are following developments this morning after a deadly attack near the u.s. embassy in afghanistan. in 25 minutes we'll update what we've learned from nato about the bombing and who is claiming responsibility. but up next, the efforts to find dozens of ship wrecks off the san francisco coast and the hopes to solve some underwater mysteries.

san jose state police are investigating hundreds of thousands of dollars of missing tech equipment. it was bought as part of a $28 million campus upgrade with cisco system's nextgen

technology project. about $500,000 worth of wireless products were ordered and never delivered at least $300,000 of other equipment is also missing. the company is checking to see if it was shipped or disappeared after being sent out. 7:24. it could be months before the quake damage air traffic control tower at the napa airport reopens. but the airport was only closed four days. now, ktvu was given an exclusive look at the top of that tower. the windows were blown out during the quake. for now, controllers are working out of a small hut, using cell phones and hand-held radios to guide pilots taking off and landing. the chief out there says there's no radar. it's crowded. but the pilots and air traffic controllers are adjusting. >> i told him right from the beginning, it will be like camping and they are treating it as such. they are making the best out of a bad situation and doing a

fine job with it. i got an amazing group of people that i couldn't be more proud of. >> the conditions are expected to improve soon as equipment is being set up in a bigger, temporary tower. the controllers will work there until new windows are installed in the permanent tower. 7:25. federal researchers are exploring several underwater sites west of san francisco where many ships sank during the gold rush. the team team is using underwater equipment to examine and record the historic ship wrecks. it's believed more than 300 ships sank in a 1300-square mile area. >> everyone of these accidents, everyone of these sinks has its own story to tell. while participants have passed away, questions remain.

pretty good for the morning commute, inshould say. it's backed up for 30 minutes. there are no major problems. i want to mention that next friday, this friday coming up and also next friday, highway 37 is gonna be closed between 121 and highway 29 complete ly over the weekend for paving work that will start friday. it will be closed all weekend until monday for two weekends in a row for paving work. there are signs up in the area. you will have to use alternate routes. that could be an unpleasant surprise if you are going to sonoma or solano county. 7:33. back to the desk. an investigation is underway in livermore. two high school football players are accused of hazing a teammate. alex savidge live in livermore now to tell us what those teenagers are accused of doing and the charges they may face. good morning, alex. >> reporter: dave good morning to you. police say those those two 17- year-old players held down a

freshman teammate and shaved part of his head. it happened inside the locker room at livermore valley charter prep high school. investigators also say that much of what happened was captured on video and they are going over that video right now. this all happened last wednesday night. those two football players were arrested two days later on friday night. that happened to be the team's first home game that evening. they forfeited that game. both of the bays were cited and released facing misdemeanor hazing, false imprisonment and battery. that football practice last night, players and parents that our crew cat up didn't want to comment on the case -- crew caught up to didn't want to comment on the case. some sports teams have zero- tolerance for hazing. >> you will get kicked out and probably have consequences with police or something like that. >> reporter: police sa freshman football player who had his head shaved was not

hurt physically. if he had been, the two teens might be facing more serious charges. investigators also say there is a third football player who is seen on the video who could also face charms at some point in the future -- charges at some point in the future. but thus far he's not been arrested. we tried to reach out to the football coach and principal on the charges. we've not heard back. we're live in livermore, alex savidge, ktvu channel 2 news. >> all right. 7:35. oakland police investigating the shooting death of a man who was shot while he was driving. it happened last night at about 8:00 at 76th avenue and international boulevard in east oakland. police say the man was shot several times and his car later crashed. no arrests have been made as of yet. the man accused of shooting and killing another man in a santa rosa hotel room has been arrested. 46-year-old david espenal was found in sacramento. police say he shot and killed

the 21-year-old man last month in a what appeared to be a drug deal gone bond. an accomplice was arrested and charged with first-degree murder. the man is due to be in court tomorrow. there is growing outrage over a sweatshirt that was sold by retailer urban outfitters. was it vintage or mocking a deadly tragedy at a college campus? brian flores joins us with the backlash the detailer is getting. >> good morning. despite the fact that the company has pulled the sweatshirt off its website and issued an apology, there is lot of anger. kent state university is calling out urban outfitters, claiming it's gone too far with a sweat squirt. the sweatshirt shows red spots. some say it looks like blood stains. the school says it's mocking a

national tragedy. in 1974, 60 shots were fired by the national guard after a protest. the university says we take great offense for a company using our pain for profit. this is beyond poor taste. some students say they are shocked the retailer would try to make money off the tragedy. >> it's rude an offensive. >> we should honor them. not make fun of them. >> anything to get your name in the news is a good pr move but at what cost? >> the sweatshirt is listed as sold out. urban out fitters said on -- outfitters, said on twitter it was never there intention to do this. the company says the red spots were part of its sun faded

collection and weren't meant to look like blood. university officials are inviting officials are urban outfitters to visit a campus dedicated to the tragedy about what happened had 4 years -- 44 years ago. governor jerry brown says today he's gonna sign legislation to regulate ground water levels in california for the fefrt -- first time. it would limit how much water could be pumped out of private wells. decades of pumping have made water tables dangerously low. studies show the ground is sinking. farmers are already struggling with the grout. local government was given six years to file plans to boost ground water levels back to a sustainable level. well, the latest attempt to regulate short-term rentals in san francisco is on hold. the board is considering a proposal that would legalize

and limit services. the board held a seven-hour hearing on legislation to require hosts to register and live in their apartments and homes nine month out of the year. critics say -- months out of the year. critics say it would be impossible for the city to monitor how long people live in their homes. the board is expected to take up the issue again in two weeks. a new report shows how much ride sharing services like uber and lyft are affecting the taxi industry in san francisco. the report by the municipal transportation agency says trips by cabs are down nearly two-thirds since march of 2012. the examiner says the agency will offer some possible ideas on how to keep the city's taxi be competitive. that includes lowering several fees for cabdrivers. the full report will be released at city hall this afternoon. meanwhile, the berkeley city council could consider tougher regulations on ride sharing companies later this

month. councilman chris worthington wants rules to help ensure the safety of customers and drivers. he's concerned with people as well with disabilities. he says he is still working on the specific proposalles. 7:39. on sunday night, 49er fans watched their team blow a 17- point lead and lose to the wears and many got worse as they tried to leave the stadium. drivers say traffic was a complete mess trying to get out of the parking lots outside of the brand-new stadium. horrible traffic jam had some of the frustrated fans wishing the 49ers were still playing at candlestick park. >> we can look out and see nothing but red lights not moving hardly at all. and that was for a couple of hours. >> i don't know what the answer is to be honest with you. you have 70,000 people coming in and out of a place.

gotta get them out somehow. >> a spokesman for the 49ers says the team is well aware of all of those traffic problems. management will hold meetings trying to figure out changes that may be made before the next home game. how far would you go to save your pet fish sufficienting from a brain tumor? the answer for one australian family is microsurgery. >> the blood loss is really important. >> george, the pet fish, is now recovering after doctors successfully removed the tumor from his brain. it was quite san intricate surgery -- quite an intricate surgery. they put him in a bucket of water that sedated him and used a tube to pump water in his month. they have 39 other fish. but they couldn't pear bear to

on mayberry road right near highway 101. janine de la vega has been on the story since 4:30 and joins us with new video and some new information. >> reporter: firefighters initially thought this building -- this fire may have been suspicious. but now things are changing. an investigator was inside this wood pallet business and he says it appears the fire started inside. hundred of pallets caught fire. it's still smoky in the area even though the fire is out. we just got some security camera footage that shows in the upper right-happened corner when the fire first started right before:00 a.m. you can see there were people from neighboring businesses who grabbed a hose to start spraying it down. but the fire just kept growing. we also have some still photographs taken by san jose fire department photographer craig rose. you can see the flames were rose, about 30, 40 feet high, completely engulfing the business.

the wood pallets burned fast. there's cell phone video. firefighters arrived. they immediately started attacking it from the outside. with all of the lumber inside this business, the fire grew to two alarms. here's what a battalion chief told us about a possible cause. >> it looks like it started in an area that there is some manufacturing in that. there's ignition sources in the area. it's not -- it wasn't just in the middle of the woodpile where we initially thought it might be. >> reporter: so maybe somebody department start it? >> it's possible that it could be accidental in nature. like i said, it will still be under investigation. >> reporter: there is an auto body shop next door and the owner tells us that 15 of his clients' cars were damaged in the fire. no one was injured. fire officials don't believe anybody was inside the business when the fire broke out. because this happened in the middle of the night, they thought, again, that initially it might have been suspicious. that's why an arson investigator was called out

here just as a precaution. but as you just heard moments ago from that battalion chief. sounds like they are leaning more towards this may have been accidental. reporting live from san jose, janine de la vega, ktvu channel 2 news. >> all right. thank you. also new, a liquor store in downtown san jose was damaged just hours after. a car smashed into it overnight. you are looking at photos of the crash. one of our viewers sent this. jay baylor. he tells us it happened at 13th and taylor streets about 2:00 this morning and the two cars were involved in that crash. an investigate is underway. happening now, union workers for the golden gate transit district are staging a one-day strike. this is new video from outside of the district's headquarters near the golden gate bridge toll plaza this morning. members of the machinists union are picketing there until 3:30 this afternoon. the unions represent a total of 450 workers. they say commuters using the bridge, ferry or bus system

will not be affected at least for now. but they hope to draw attention to stalled contract talks. >> if there is another strike from any coalition union in the future. we cannot make the guarantee that commuters will not be affected. >> the unions say a larger strike could be called if negotiations don't resume soon. the district says it could also -- it would also like to get back to the bargaining stable. the sticking point of the contract talks is the increased health premiums the district wants the workers to pay. there is a new california law. it means drivers you are now required to give bicyclists a three-foot buffer zone when you pass a bicycle from behind. katie utehs is live in san francisco. some people are questioning how the police are gonna enforce this new law. >> reporter: good morning. people are certainly talking about this new law. everybody has a story either

involving a close call or an aggressive driver or cyclist. this is a very heated topic for some people. what this law does, it clarifies the definition of a safe passing distance. it's now considered three feet, the buffer zone that vehicles must give. the three-feet safety act as i if a driver cannot pass with the three-feet cushion, he or she needs to slow down and wait until it is possible to do so. >> if a cyclist is holding up five vehicles he or she needs to pull over to let cars pass. but some cyclists questions how often officers will enforce the law. >> i think it's impossible to enforce really. i think the police should spend their time doing things that are more valuable than enforcing that rule. >> that's a great question with any law. it may end up being one of those kind of add-on things.

>> reporter: there are serious fines attached to citations. the base fine is $233 with court fees for a noninjury citation. for an injure-based fine it's $959 with the fees. this is equivalent to reckless driving with bodily injury case. there is gray area regarding the three-feet rule and bike lanes and whether or not this applies to the bike lanes. the california bicycle coalition says it may take a court case to clearly define whether or not the court applies. as they read it, the rule applies to those in the bicycle lane. if it feels too close, it probably is. slow down and give cyclists some space. cyclists also have to abide by the five-car backup law where you have to pull over. back to you. we have new information about two major wildfires

burning in northern california this morning. one is burning near weed north of redding between lake shasta and the oregon stateline. in the last 15 minutes, we've learned the fire has grown to 375 acres. it started at 1:30 yesterday afternoon. firefighters confirmed more than 100 homes have been damaged or destroyed along with a church. more than 1500 people are still under evacuation orders. firefighters say strong winds have been pushing the fire close to home. it was so close to me. >> the cause of the fire is still under investigation. we have a few headed up to the fire. we'll bring you live reports starting at 5:00 tonight. all right. we're also getting new information about a fast-moving fire in el dorado county. in the last half-hour, the forest service announced this fire has grown to almost 11,600 acres. about 500 homes are threatened.

we give it to you. don't hurt us. >> this started friday afternoon. a man and woman in their 40s went to the el cerrito home of paz and jaime asking if they could take a clipping from a rare plant. the very next day that same couple came back asking for more clippings. once they got inside the house, that's when the violence started. >> he punch me here, he punch me there. she tried to cut me here in my jugular vein. she wanted to kill me. >> after the elderly couple was tied up, the elderly woman escaped. she ran outside and climbed a fence and called for help. by the time police arrived, the suspects were gone. the suspects are described with tall, thin an unusual suspect and they got away in a blue two- door car. the mexican government is sending military planes to help send out thousands of tourists stranded by hurricane odile.

the category 3 storm began coming ashore near cabo san luis. heavy rain flooded the streets. there were about 26,000 tourists in the area when the hurricane hit. we spoke to one of them, a man from castro valley by phone. >> we're on the first floor of the hotel, heard loud gushing of water and we basically had 30 seconds to get out of the room. it was insane. >> terry and his 11 friends are supposed to fly home today. he said they've been stuck in the hotel with no power, no running water and very little food. no deaths, injuries are reported. the national hurricane center is staying the storm is weakening, but there's still a threat of flooding and mudslides. looting is being reported in the wake of the hurricane. yesterday, hundreds of people ransacked stores. one man said he was taking twrt and food for his children.

he says they have no idea when water and food will be restored. he wanted to be prepared. there are no reports of anyone being arrested for stealing. 8:16. well, in cabo san luis, the airport is expected to reopen today. yesterday, flights there from sfo and around the country into that airport, they were canceled. powerful winds tajed some of the -- damaged some of the terminals. people rode out the storm in the baggage area. if flights out of cabo resume, officials say the sick and the earl, they will be allowed to leave -- elderly, they will be allowed to leave first. one flight to mexico from sfo has been canceled for today. we want to check in with sal, see how things are moving. at least we don't have the serious problem on 0 ed -- on 880 yesterday. >> we do have slow traffic. we'll start off with highway 24. it's a lot more crowded than it was. there was an earlier accident

in 680 that blocked lanes in walnut creek. that's gone. traffic has been slow from 242 down to 24 p and then you are stuck in this traffic getting over to the caldecott ton. when you get to the bay bridge toll plaza, you will see an improvement. this is about a 20-minute delay getting across san francisco. i want to show you the south bay. we've had a couple of problems on 101 and 101 is solid from near yerba buena all the way to sunnyvale. 85 is worse than usual. and 280 is very slow. this is one of the worst commutes we've had in a while for san jose. not due to a lot of problems. a lot of people are on the road right now. if you can cut off the trip, it would be better if you can work from home. i know that's not always an option. >> why can't you and i do that. >> we don't have a tv studio in the home. meteorology pjs would probably not go over well. we have patchy low clouds. i'm kind of excited.

just patchy, but this is a system we're watching for tomorrow. i think it will be a lot of show and not much go. i thenkg we'll get rain -- i think we'll get rain wednesday and thursday. cool this morning 50s. 60s on the temperatures. they are slow to move out of the gate fast. not much of a breeze. we'll see increasing clouds tomorrow and that's not something we have said very much. so today, enjoy the sunshine. tomorrow clouds will roll in. mostly sunny, 80s inland. 70s around the bay. some patchy low clouds. breezy at times. 70s and 80s. here's my good friend, sal. >> all right, steve. good morning. we're looking at a commute where traffic is still very busy, especially in the south bay. we'll start there and i'm showing you a look at the road sensors. all of them red. 101 is a mess this morning. it's grinding from blossom hill all the way up to about the airport. then it gets a little better.

but 280 is backed up all the way into cupertino. 85 is usually better by now. it's not. those three lines i drew on the map show you that you really should think about using -- well, maybe put the trip off or having a lot of patience for the commute. let's go to the san mateo bridge. moderately heavy over to a crowded 92 and the peninsula. 92 is crowded coming down to san mateo out of belmont and the bay bridge is getting better. there was a crash near the toll plaza but that's gone. traffic is backed up for a 25- minute drive from here to the san francisco side. 8:32. back to the desk. a livermore high school is facing a hazing scandal again after two of their football players were arrested for what they are accused of doing to a teammate. alex savidge joining us live now to tell us about the accusations and also how the school is responding. good morning, alex. >> reporter: dave good morning to you. a couple of minutes ago, maybe

a minute or so again, the principal here at livermore valley charter prep high school said he has no comment about these hazing charges against two of his students. he wouldn't say anything further. the two 17-year-old football players are accused of holding down a freshman teammate and shaving part of his head. it happened in the locker room and police tell us the whole thing was captured on video. investigators say the hazing happened last wednesday night. the two football players were arrested on friday night. that was the night of the team's first home game, a game they forfeited. both boys were cited and released. they are not being identified because they are under age. they are facing charges of misdemeanor maizing and imprison -- hazing and false imprisonment along with a battery chaurk as -- charge as well. players and parents do not want to comment on the case but students at another nearby high school have told us they heard about what happened. >> i don't think it was fair. it was like two kids smaller

than him. i don't think it was fair for the kid. >> reporter: police say the freshman who had his head shaved was not hurt physicalby and if he had been -- physically, and if he had been, those two teens might be facing serious charges. investigators are saying there is a third football player seen on that piece of video who may also face charges in the future but as of yet. he has not been arrested and again no comment from the principal. he walked over esto us. he told -- over to us. he told me it is a pending investigation and he would have no comment at this time. alex savidge, ktvu channel 2 news. >> all right. 8:34. oakland police busy investigating the deadly shooting of a man shot while driving. it happened last night about 8:00 at 76th avenue and international boulevard in east oakland. police say he was shot several times and crashed his car. no arrests have been made as ra of yet -- have been made as of yet. a man accused of killing another man in a santa rosa hotel room has been arrested.

he was found yesterday in sacramento. now, santa rosa police say he shot and killed 21-year-old max winerip at the vagabond inn last month in what appeared to be a drug deal gone bad. an accomplice was arrested last week in vallejo and was charged with first-degree murder. the man is due to be in court tomorrow. there is a new development in july's deadly bank robbery and shootout? stockton that killed a -- and shootout in stockton that killed individuals. police are looking for this man. they say 21-year-old pablo is a person of interest. they think he may have dropped off the three gunman at the bank before the robbery on july 16th. the surviving suspect was in court yesterday. he faces more than 30 charges in connection with the bank

robbery but did not enter a plea. yesterday federal agents also announced a $5,000 reward. it's for information about this automatic weapon recovered at the scene. it does not have a serial number. there's growing outrage over a sweatshirt sold by urban outfitters. ktvu avenue brian flores joins us now with the backlash the retailer is getting. >> despite the fact that the company has pulled the sweatshirt off the website and issued an apology. there's still a lot of anger over this. kent state university is also speaking out. now, the sweatshirt features red spots that some say look like blood stains. kent state university officials say it's mocking a national tragedy. on may 4th, 1970, four students protesting the vietnam war were killed on campus when more than 60 shots were fired by the national guard.

now, in a statement, university officials say in part here, we take great offense to a company using our pain for their publicity and profit. this item is beyond poor taste and drivallizes -- trivializes. they are shocked someone would try to make money off the tragedy. >> we should be honoring the death not making fun of them. >> any time you get your name out there is a good pr move but at what cost? >> the sweat shifrt is listed as soldout. urban outfitters issued and apology saying, it was never our intention to allude to the tragic events that took place at kent state in 1970 and we're extremely saddened that this item was per received as such. the company says the red spots were part of the sun faded collection and weren't meant to look like blood. university officials are

inviting urban outfitters to visit the campus to gain perspective on what happened 44 years ago. blin flores, ktvu channel 2 news -- brian flores, ktvu channel 2 news. pg&e fired three top executives because of an inappropriate cozy relationship with state regulators. they fired senior vice president of regulatory affairs, trina horner and brian cherry, the vice president of regulatory relations. investigators say they used inappropriate back-door communications to go judge shopping at the puc in a critical rate setting case. this same case was tied to that pipeline explosion disaster four years ago. >> when you have this kind of collusion, you get skyrocketing bills that nobody can afford. >> this management shakeup is

hours as they tried to leave levi stadium after that historic home opener in santa clara. drivers say the traffic was a complete mess trying to get out of the parking lots. the more traffic jam had some of the frustrated fans wishing the 49ers were back playing at candlestick. >> we can look out and see nothing but red lights not moving hardly at all. that was for a couple of hours. >> you have 70,000 people coming in and out of a place. you have to get them out somehow. >> and a spokesman for the 49ers told ktvu the team is well aware of the problems sunday night. the 49ers management will be meeting over the next couple of days trying to decide what changes they have to make before the next home game. speaking of traffic, let's check in with sal and see what's going on on the road this tuesday morning. sal. >> south bay is a mess. >> oh, boy. >> no particular reason for it.

just a lot of slow traffic on 280, 101 and 85. we can go to it. i will show you the maps which show red when traffic is 25 miles an hour or less. 25 miles an hour on the freeway is really poor. i'm telling you that. you probably already know that. 101 is the worse. i want to show you the bay bridge toll plaza at the toll plaza, it's about a 25-minute drive into san francisco. i want to show you new metering lights that went on today on highway 101 in sonoma county through santa rosa, petaluma, southbound 101-metering traffic. this might help with some of the traffic heading south into san francisco. you will see the lights activated. they been installed for a while but today is when they activated him. let's go to steve in mostly sunny. not bad. not much of a breeze. some of the higher elevations getting 20, 25. sunny and nice.

from los angeles. good morning. thank you for joining us. >> good morning. thank you for having me. >> the show is described as a group of unlikely friends who share an unforgettable bond. explain that. >> well, basically, that comes from, you know, our show is based off a true story. albert in spain wrote this book and created his television series over there. this is about the relationships that he made growing up in a children's hospital in a pediatric wing in a hospital and sort of, you know, different kids from walks of life that are put into, you know, this extreme situation and how you sort of need each other and rely on each other and become friends with someone that you would never become friends with in high school. it's sort of this brilliant coming of age story and you know we feel lucky to have -- to be able to tell this sort of true story that he went through. >> reporter: it sounds kind of

a downer. this is a very serious, sad subject. but we're supposed to be left laughing as well. >> yes. obviously, this is a heavy subject matter but what our show has brilliantly done, i believe, is navigate this tone of comedy and drama and -- which i believe is life and through the research that we've done and going to these children's hospitals, these kids are dealing with some pretty serious stuff but at the same time, they are happy and they are teens and they are -- they don't want to be pitied at all. and, you know, they have a great sense of humor about everything. we were talking to this young lady, mary, 14 years old, leukemia, she was bald and cracking jokes the whole time. i think that's where our show lives and our show is inspiring and it's uplifting. you walk away from the episode

feeling happy and not sad and it's life affirming. you know, it's real special. i think, you know, it's something america needs right now. >> you mentioned octavia. octavia spencer. you are in good company there. that's a big name. how is it acting with her as well? >> i mean, it's great. i mean, obviously she's an oscar winner. when you bring that talent to the small screen, we feel real lucky to have her. but not only as an actress as a person, she's terrific. it's her and myself for the adults on the show and we have the kids and we have a great thing down there. and i think, you know, being part of brothers and sisters, a show that went for five years, one of the elements that worked on that is chemistry and i think we have that and we're all really, really excited to be part of something that we believe is so special. >> it sounds very special.
