and then turning mostly cloudy. the low clouds are here. the higher clouds we have to wait a little bit. they will be in later this afternoon and then overnight into tomorrow. 50s and 60s on the temperatures held up by some of the cloud cover and noticeably warmer tothe north bay. 61 sebastopol. getting closer. 0 almost on the mendocino coast. it's stillaways away. it will give us slowly increasing clouds. partly cloudy north bay. mostly sunny everywhere else. we'll see an increase in the fog. by tonight, we'll see the higher clouds begin to move in. fog, sun, warm. a southerly breeze. 80s for some. 70s force others -- for others. here's sal. we have a grass fire causing major problems. it's west 80 in vallejo. it's a sig-alert for vallejo. a rather large grass fire was burning on the shoulder and traffic is backing up on the way to the carquinez bridge. a viewer sent us a photo of this when fire was rip roaring. i want to go to the know toe if

we can -- photo if we can. you can see this a large grass fire. so the two right lanes were taken away by fire engine here. it's causing a big traffic jam. give yourself extra time if you are driving in the area. let's go to the toll plaza. it's taking a little while to get to the toll plaza. let's go to the next picture of the bay bridge toll plaza here. you will see traffic that's backed up for about a 25 to 30- minute drive coming into san francisco with no major problems. now, westbound 237 at mathilda, there is a crash out there in sunnyvale. a little bit farther away from this. now we have stop-and-go traffic stretching as far back as milpitas. back to the desk. we begin with developing news from santa clara county. the investigation is underway into an early-morning fire outside an apartment house in campbell. it started around 3:00 this morning on union avenue. ktvu's janine de la vega joins us live with more on the fire

that damaged cars and forced the evacuation of dozens of people. good morning, janine. >> reporter: good morning, tori. those residents are back inside their apartments. now, one of the people who had their suv catch on fire that was parked right here in the parking lot told me she heard two loud bangs and thought somebody had completely knocked down her door. that was the popping sounds from the fire here at this apartment complex on union avenue. it's just down the street from the pruneyard shopping center. firefighters were called at 4:00 a.m. at the apartment complex and found three vehicles engulfed in flames. they say it appears it started in the van that had welding equipment inside and then it spread to two other vehicles. during the fire, one of the gas tanks ruptured and that caused fuel to spill and it was flowing down the middle of the the pt -- in down the middle of the parking lot. firefighters were able too put pout the flames in ten minutes.

investigators cape um -- came out to figure out a cause. we asked them if it was suspicious. >> unknown. it's 4:00. there's not too much people around this time of day. the fire could have started inside the vehicle and exposed the other two without anybody noticing. >> reporter: police evacuated 16 apartments which accounts for about 40 people. they were let back inside after about an hour. there was no structural damage to the complex. the vehicles were a total loss. owners were too upset to talk on camera but were curious as to what started the fire. and as you've heard, the cause is still under investigation. reporting live from campbell, janine de la vega, ktvu channel 2 news. >> thank you. 7:05. a san jose teenager has been arrested in the beating death of a homeless woman. 18-year-old kevin was taken into custody after witnesses said he was seen with the victim, betty jennings, the night of the assault.

police say kevin is also homeless and usually slept in the encampment where the attack happened. officers found jennings's badly beaten body on the sidewalk of north 15th street earlier this month. a castro valley winery is being forced to shut down after receiving a $115,000 fine from the state for not paying workers. the owner of westover winery says those workers were volunteers who wanted to learn about wine. but state investigators say the unpaid labor gave the winery an unfair competitive advantage and the winery should have been paying payroll tax. the fine could have a broader impact on the wine industry. the owner of westover winery says many small wineries in livermore valley rely on volunteers and could have trouble staying in business without them. santa clara police want your help in tracking down whoever stole a laptop computer from an electronics store. now, investigators released this surveillance video. take a look.

you see a man with glasses and a goatee scoping out a storeroom with a flashlight. police say the burglary happened september 3rd at gold tech computers on laurelwood road. if you recognize him, if you have any information, call santa clara police. a new controversy renewing calls for the head of the california public utilities commission to be fired. michael peavy has had the job for two years. critics say he's too powerful and critics include jerry hill of san mateo who is worried about the control over the agency that regulates pg&e. >> that control has created the culture at the puc. until he leaves. until he's gone at president, we won't see the change. >> private e-mails became public earlier this week show pg&e went judge shopping in a

critical rate-setting case tied to the disaster. three top pg&e executives were then fired and a top aide to peavy resigned. four people have been arrested in raids on nursing homes in contra costa county where caregivers were allegedly being paid less than minimum wage. the contra costa times they were working 16 hours a day for as much as $4 an hour. police say there's no evidence of abuse or neglect at a facility which may be allowed to stay open in labor laws are followed in the future. carts driving -- cars driving on their own. it should used to be the -- it used to be the stuff in science

fiction. brian flores is live with the next for the next generation in car travel. i don't know if we're ready for this. >> reporter: i don't know if i'm ready for it. it will come sooner than later. the state issuing permits to carmakers as you mentioned. several carmakers are taking advantage of it, too. the self-drives cars you may have seen on some california roads and highways. we'll get ready to see more coming up. audi announced it was the first automaker to receive this autonomous driving permit. i want to go to a picture of the self-driving car that audi has been testing for some time now. it's basically an a-7 that can drive on its own. many other carmakers have been testing out self-driving cars. but audi has been getting the permits on the other states that allow it and taking the lead. i want to go to video of the audi law tested in florida. what this permit is about, basically regulates the testing of the cars.

self-driving cars must be regulated with the dmv. the owner must have $5 million in insurance and must report any accident reese lated to a self-driving car. audi is the first to get the permit here in california. as you can imagine, others will do so. toyota, chrysler, ford, and bay area's tesla said to be in the works of putting some of their cars on the road here very soon. as we take it back out here live, audi being the first to get this permit. california becomes the fourth state to allow self-driving cars on its road behind florida, nevada and michigan. and you can bet a lot of automakers are betting on this. some of these cars may be on dealership lots in the next five, six years. back to you. >> thank you. it is a big day for many iphone and ipad users. aching is -- apple is releasing

iraq and syria. the video has produced a hollywood movie trailer style and begins with tanks and troops under attack and includes video of president obama saying american combat troops will not be returning to fight in iraq. the video concludes with words flames of war and coming soon. islamic state militants have issued new rules for schools in the area they control in iraq and syria. students can no longer study math or social studies. instead, they will be subjected to the teachings of the radical group. any teacher who breaks the rules will be punished. isis revealed the new educational demands in fliers posted on billboards and on street poles. 7:16. federal officials arrested a rochester, new york storeowner, accused him of helping isis and planning a terror attack here in the u.s. fbi informants say 30-year-old man recruited

people to join isis and paid their passport costs and coordinated their travel arrangements. that individual owns mojo's and reportedly told the inform apartments he wanted to buy ammunition and launch attacks here in the u.s. he was born in yemen but is an american citizen. the justice department is launching a pilot program in minneapolis aimed at stopping extremists from recruiting americans. this pilot program brings together representatives and local leaders and it's believed many are targeted by recruits because it has a big population of immigrants from somalia. 7:17. new images and a recording of surface that may contradict the story of a hollywood acts who claims she was singled out by a los angeles police officer because of her race. these are some of the tamer pictures obtained by tmz from

people in a nearby office building who witnessed the incident. those witnesses say danielle watts was having sex in a car, not just kissing her husband as she claims. tmz says at one point someone from the office came out and asked them to stop. but the couple continued. that's when people called police and made an indecent exposure complaint. tmz obtained video when the officer showed up. >> someone called. it gives me the right to be here and to identify. >> you know how many times -- because we're black and he's white. >> who brought up the race card? >> i'm bringing it up. >> i said nothing about you being black. and i have every right to ask for your i.d. >> and i have every right to say no. >> watts was released. the threaten couple of -- the

couple is threatening legal action. let's check back with sal. you got an update on the fire causing big problems in vallejo. this is not a small thing, is it? >> it could be impacted on 80 westbound because of the fire. it was a pretty big fire. this is west 80 near magazine street on the way to the carquinez bridge. the right lane still taken away by fire crews. the fire got prepretty -- pretty big at one point. a secure sent this into -- a viewer sent this into our took page. it wasn't just a tiny grass fire. there are three lanes there, the right lane will be taken up for another hour as fair crews make sure that the fire is out. but traffic is going to be busy. also the onramp lane will be shut down. it will be shut down. basically, you need to give yourself plenty of time if you are driving in the area approaching the carquinez bridge. let's go to the bay bridge toll plaza, we have a big backup.

7:25. this morning, heavy rain from tropical storm odile is pounding mexico's baja, california, bringing the threat of dangerous flash floods and mudslides. the storm leveled entire neighborhoods in the cabo san lucas area where looters have emptied store shelves. the mexican government is trying to arrange flights for thousands of tourists left stranded when odile made landfall sunday night as a powerful category 3 hurricane. the storm has also closed ports and beaches and canceled celebrations for mexican

independence day. a san francisco woman is one of the thousands of tourists who were stranded in cabo san lucas. she says her 28-year-old daughter, ashley, was in cabo san lucas for a bachelorette party when the storm hit. you can see the damage. talbot said she lost all communication for ashley more than 24 hours but finally received word she was headed back to the u.s. on a military flight. >> you don't know what to think. you know, you always start thinking the worst but i keep remembering that they are at the hilton. so they are probably safe. >> last night ashley talbot and two of her friends landed safely in san diego. 11 other members of the group managed to catch earlier flights. tropical storm odile has triggered warnings about flash floods in southern california and rip tids here in the -- rip kinds -- riptides in the bay

-- interior. 70s by the bay. here's sal. we're still seeing a lot of low traffic out there. this is about a 25 to 30-minute drive time into san francisco from the oakland side all the way across to the san francisco exit with no major problems reported on the bridge. also looking at interstate 880 which tends to start getting a little busier around this time. it's busy but it's not stop and go as you drive from downtown oakland to the airport exit. still have the sig-alert in vallejo on 80 westbound near magazine street. there was an earlier grass fire. one lane was taken away as firefighters make sure the grass fire is out. a lot slower than usual heading down to the carquinez bridge on 80. 508 is very slow from livermore into dublin. 7:32. back to the desk. investigators in pleasanton still trying to identify two people killed overnight in a fiery car crash. this happened late last night

on highway 580 near the san ramon road offramp. that car went off the road. it plummeted down an embankment, then burst into flames. alex savidge is out there right now. you can still see signs of the crash. what are you seeing now, alex? >> reporter: dave, good morning. what we're learning from the chp. this was a sports car that was speeding late last night. it lost control and then flew off 580 which is just beyond us here. it went down this hillside, slammed into a tree here at the bottom of the hill and then that car burst into flames. this crash sparked a small grass fire. you can probably see the burn area out here this morning. that fire was quickly put out by firefighters, though. this happened around 11:00 last night along eastbound 580 west of the san ramon exist. witnesses saw that car -- exit. witnesses saw that car going fast down the freeway just before the driver lost control. the sedan clipped an suv before it veered off the roadway.

two people were found dead inside that car. there were chp officers who responded here to reports of the brush fire within a matter of minutes but there was no chance to rescue the people inside that burning car. >> there was a chp unit in the area. when they got on scene, that's when they realized they had the vehicle here but it was -- it was completely engulfed and there was no way to rescue the occupants in the vehicle. >> reporter: now the coroner will be working to identify those two people found dead inside the car. that could take time because the bodies were badly burned. the suv initially clipped by this car had a couple small children inside it. but no one inside the suv was hurt. the driver was able to pull over to the side of the road. this scene has since been cleared and all lanes of 580 through this area are back open

to traffic. we're live this morning in pleasanton, alex savidge, ktvu channel 2 news. a 6.7 earthquake rocked the coast of guam. the earthquake was centered in the pacific ocean about 25 miles northwest of guam. it was more than 100 miles deep. scientists say the quake did not cause any major damage and it was too deep to trigger a tsunami. there are no reports of serious injuries. the city of san francisco is hoping to shame property owners who have not brought buildings up to earthquake safety standards. tara moriarty is live with how long building owners have to fix the problem and what the city is doing about it. good morning, tara. >> reporter: well, good morning. they are gonna have to repair work done by 2020. they will be holding signs on buildings that haven't been re dro fitted -- retrofitted.

here is a look at the signs. they are an effort to shame building owners to make their blocks safer. the signs will be put on hundreds of apartment buildings that violate sis mick safety laws. in -- seismic safety laws. in 1989 from the loma prieta quake, the marina district was heavily hit. authorities want to prevent such damage and loss of life and wanted to do it in a bold way. we showed this sign to people to get their reaction. >> i'm okay with that, if it gets people moving to fix their house. i think it's a good plan. especially -- the neighbors have a right to know the adjoining buildings are not safe. >> reporter: up until the recent napa, one owner delayed retrofitting to his building downtown. it crumble nd and forced the city to -- crumbled and forced the city to shut down buildings nearby.

some say the signs will hurt businesses and doesn't seem fair. officials think that around 4,000 buildings in the city will need this retrofitting. live in san francisco, i'm tara moriarty, ktvu channel 2 news. >> thank you. 7:36. now to our continuing coverage of the wildfires burning in northern california. the most destructive remains the bowl fire in weed, north of redding and siskiyou county. flames have wiped out entire neighborhoods. ken wayne is seeing the devastation firsthand. he joins us now by phone from weed. and ken how widespread is the damage. >> reporter: in terms of it acre age, it's not widespread. still at 375 acres when you compare that to the kings fire east of sacramento, it's more than that fire. this fire burned in the town of weed. there are more than 100

buildings destroyed. they are still working on the towns. from aerial pictures, there are dozens of homes destroyed. an entire neighborhood has been wiped out. so the acreage is not very large but the destruction in terms of families affected is huge. >> weed is has a population of -- has a population of 3,000 people. how are they holding up? >> reporter: about 1,000 people are still evacuate and can't go back home. firefighters say they can't tell them when they can go back. some families still don't know if their homes are standing because firefighters haven't been able to track each address and notify residents if their homes are still there. so obviously there's anxious people who would like to get back in there and find out how their homes are doing. at least four calfire employees lost their homes, including two battalion chiefs and a police officer lost his home. they want to get back in their just like everybody else. but firefighters say they have to get the fire out and make

sure it's safe for people to re- enter. >> ken, you've covered a lot of fires in your time as a journalist, have you noticed any specific impact the drought is having on this firefight? >> reporter: they talked about that last night. calfire officials and weed city officials held a meeting and one firefighter who has been with calfire for 37 years said they've never seen conditions this bad. the fuel moisture was just 12%. they said, in fact, at one point, embers from the fire that were blowing up wind spotted into an alfalfa or hayfield that was green being irrigated and that green grass caught fire. that's how bad the conditions are. the winds were gusting up to 40 miles an our on monday when the fire broke out. it was hot. it was in the 90s. it's dry and today, firefighters really concerned that the winds are gonna pick up again today. they want to make sure they

7:53. new frightening details are emerging about one of the bay area's deadliest mass shootings. the chronicle cites accounts investigating a 2012 attack at oakland's okis university. survivors testified that the suspect stormed a room where nursing students were taking a test. he clutched the school receptionist in one hand and a .45 caliber pistol in another. witnesses say he shot and killed the receptionist and continued to gun down people in the room. he's currently at napa state hospital. it's unclear if he will ever stand trial. family members who lost loved ones in a shooting rampage at a colorado movie theater have filed a lawsuit against the online retailers who sold the guns and ammunition used in the attack. the brady center to prevent gun violence filed the lawsuit on

back in their apartment several hours ago. now an investigator is out here, and he's taking a look at these three vehicles, as you can see, completely destroyed. and it will take hours for that investigator to go through them and see what ignited this fire. firefighters were called at 4 a.m. to the apartment complex on union avenue and found three vehicles engulfed in flames. they say it appears it started in a heating and air conditioning work bin that had welding equipment inside and then spread to two other vehicles. police evacuated 16 apartments as a precaution, which accounts for about 40 people. authorities were concerned about fuel that had spilled into the parking lot. >> one or two of the vehicles' gas tanks were affected and we had a fuel leak. i don't know how much, but the crews fairly quickly recognized the fact that there was fuel in the water from the firefight.

if you recognize him, contact santa clara police. four people have been arrested on raids in nursing homes where the caregivers were allegedly being paid less than minimum wage. caregivers were working 12-16 hours a day for as little as four dollars an hour. it targeted nursing homes owned by abraham rest homes, sanchez abraham corporation and flooren white dove care homes including walnut creek and more evidence of abuse and negligent at the facilities, which. the new controversy is renewing calls for the head of california's public utilities commission to be fired.

rain. it's 8:20. nasa has chosen two companies to develop, test and fly what it is calling space taxis. boeing and space x have been awarded contracts to develop space ships to take u.s. astronauts to and from the international space station. the american built rockets and spacecraft would mean astronauts would no longer need to hitch a ride for the russians. they've been paying $70 million per astronaut to get to the international space station. this of course after nasa retired the space shuttle. there's a new warning for bay area landmarks where thieves are taking advantage of people who just want to enjoy the view. plus, after the break we'll tell you what this is and how scientists were able to capture this rare glimpse.

the tropical storm has triggered warnings about flash flooding in southern california and riptides right here in the bay area. there are warnings for boaters and swimmers to expect stronger than normal currents and beaches. riptides can really be dangerous near jetties and piers. you should swill parallel to the shore to get out of them. we want to show you a wonder of the deep blue sea you've probably never seen before. take a look at this. you're looking at newly released video of a sea creature. a special operated submarine got these images. it is a living colony made up of individual organisms working together. these creatures are related to jellyfish, particularly the

to it. earlier we had slow traffic because of a grass fire. crews may still be out there causing a distraction as we drive past magazine street where the fire was, and there's ultraslow traffic getting to the bridge. the 680 corridor between walnut creek, slow traffic in both directions approaching because of an earlier accident northbound, and of course 580 traffic. i want to look at 280 in san jose. it cleared up nicely. investigators still trying to identify who people killed overnight a firry car crash. it happened late last night on highway 580 near an off-ramp. the car flew off the road and plummeted down an embankment

and burst into flames. >>reporter: identifying the victims will be difficult because they were so badly burned in this firry crash. investigators aren't even sure at this point if they were men or women. their sports car they were riding in flew off 580, which is just up the hill from us here, and it slammed right into this tree and burst into flames. that sparked a grass fire late last night. you can see the burn area out here. that fire was quickly put out by crews. this all happened around 11:00 around eastbound 580. the car clipped an suv on the freeway before it veered off. after the fire was put out, two people were found dead inside. there were chp officers close by. they have responded to a number of 911 calls, but once they got

here there was no chance to rescue the people inside the burning car. while the coroner works to identify the victims, investigators are going over evidence found inside that they're hoping will help figure out who was inside and what they were doing leading up to the crash. they also said that before the car lost control, it hit the suv, and that suv had a couple of small children inside of it, but we do understand that no one was hurt in the suv. the city of san francisco is hoping to shame property owners who have not brought buildings up to earthquake

we have the latest from out there. >>reporter: good morning. the fire investigator has been sifting through all of the vehicles trying to figure out a cause. what he's told us is that they do believe that the fire started in this heating and air conditioning van and then spread to the other two cars parked alongside it. there's a lot of plastic and other materials melted together, so the investigator has called out other fire personnel for help. firefighters were called at 4 a.m. to the apartment complex and found three vehicles engulfed in flames and believe it started in the van that had welding equipment inside and spread to the two others, and one of the gas tanks ruptures which caused fuel to spill. that proved to be a challenge, but firefighters were quickly to cover storm drains to make sure it didn't get into the creek close by. firefighters were able to extinguish the flames in about ten minutes, and an

investigator came to the scene to figure out a cause. we asked that fire official if they thought this was suspicious or not. >> of course we don't want any of that to go in our storm drains or the creek. fortunately the crews recognized that quickly. basically the water was contained at the driveway. we put material there so nothing got into the creek. >>reporter: they evacuated 16 apartments, which accounts to about 40 people. they were let back inside after about an hour. the vehicles were a total loss. the owners were too upset to talk on camera, but were curious to find out what started the fire. at this point the investigator told me it doesn't appear that anyone poured a flammable liquid on the van and appears the fire started inside. but again, the cause is still undetermined at this point.

8:47. new this morning, san francisco police have released a sketch of a suspect in an unusual attempted homicide case. take a look. the suspect is described as an asian male 20-29 years old with dark or tan skin. police say the suspect and victim got into some sort of confrontation before the suspect tried to run the victim over in a crosswalk and then opened fire. the incident happened last month on golden gate avenue and broderick street. the victim is expected to recover. the suspect may be driving a newer model gray honda civic or accord. anyone with information is asked to contact san francisco police. taking in the view has become an expensive lesson for many people, especially tourists. a warning from park rangers if you're headed to the golden gate bridge. >> yeah, it affects people from

around the world and is attracting thieves. the tourists from austria did not want to talk on camera, but told us a lot of stuff was taken from their rental car. the rangers said the burglars often target tourists and are looking for something specific. >> the o most likely is a rental car or something that advertises that it's a rental car. >> they say they're looking foreign tall cars because there's usually luggage, back packs and souvenirs and the tourists are usually distracted. keep valuables out of sight or better yet back at the hotel. the rangers say that it's not just tourists that the thieves are looking for, but locals as well that leave their car to hike and bike around the area and they warn to be extra

careful around big events. let's bring sal back. everybody behaving for you? >> things are getting better as we get closer to 9:00. however, we have a couple of things to talk about. first of all let's take a lock at what we have with the bay bridge toll plaza. you can see improvement especially for the 880 ramp which is over towards the far left. you can see that's improved quite a bit. this is about a 20 minute drive into san francisco. pretty happy with the improvement. same thing for the bridge here. it's moving, albeit a little slow. we haven't had any problems on the 101 this morning. it's still a problem west 80, still slow because of an earlier grass fire near magazine street. fire equipment making sure this doesn't flare up again, especially in the hot dry

what's happen something. >> it's still very slow coming through here because of the grass fire that happened hours ago. they're not taking any chances with it. fire crews still out there making sure that it doesn't flare up again, and traffic is going to be very slow coming through getting to the bridge. when you get to the toll plaza, that's improved a bit. it should take you about 20 minutes from the time you reach the toll plaza to get over to the other side of the bridge. i just want to mention northbound 280 slowing again, but for the most part the commute is beginning to wind down. it is 8:57. let's go to steve. a lot of low clouds in place. sunny to warm. increase being clouds late tonight. let's hope we get a little light rain. it won't be much. it's gone and back to warm. >> we can think it. that's our report this morning.
