homes destroyed. thousands more still threatened. tonight, behind the fire line to assess the damage already done by the massive king fire. good evening, i'm gasia mikaelian in tonight for julie haener. >> i'm frank somerville. firefighters made progress on that huge fire burning west of lake tahoe. it's been burning for ten days now, in an area that straddles more than 80,000 acres. changing weather conditions have kept firefighters on their toes, make about to shift again. we have live team coverage tonight. our chief meteorologist, bill martin will tell us why a red

flag warning is set for tomorrow. we begin with debora villalon, she's in placerville, where the fire strategy is being mapped out. >> reporter: the weekend was overcast, and cooler, but today the sun came back out and put more heat on the fire. everyone is worried about wind tomorrow. tonight we looked at some of the homes already lost, with thousands more still threatened. the king fire story is a study in contrast. in some places, frenzied activity, chopping and shipping. clearing lines so the fire won't find ready fuel, if it makes another run. >> you don't just want to have a plan a, you want a backup plan, and a backup plan after that. >> reporter: on the other hand, a dozen small towns are desolate. absolutely still. under mandatory evacuation, even though no flames seem

near. just the ever pleasant stench of smoke. >> this is our controlled burn that went pretty well the last couple of days. >> reporter: crews made major progress on the interior of the fire. >> do you think we're looking at another week? >> oh, yeah. a lot more. >> reporter: assuming the fire doesn't balloon up again like last week in erratic wind. the rain that followed not enough to help. >> basically call it a speed bump for nothing else. >> reporter: a drive up a winding road reveals the ten homes and assorted outbuildings, destroyed last week. power poles are down. dead trees are being taken down, and the ground is still hot, which is why residents, burned out or not, are still being kept away.

thousands of commuters who head into san francisco each day. in less than an hour, the folsom exit will close to traffic. amber lee is live in the city. why it's going to effect two ramps tonight only. >> reporter: gasia, this offramp splits in two. both sides will close, starting at 11:00 tonight. the folsom street side over here will remain closed for 6 months. when more buildings go up. >> there's so many cranes around here. >> reporter: more people come into the area. >> this whole area is changing. i moved here almost 14 years ago. >> reporter: 363 housing units will go up in this lot, right next to the folsom street offramp. one reason for the $3.5 million

realignment project. construction means congestion, says one woman who works in the building adjacent to the fremont street offramp. >> it gets a little scary when people see a green light around here and they go as fast as they can. you see people literally jump out of cars, all the time down here. >> reporter: the project is also designed to make the area safer for the growing number of pedestrians who use this busy corridor. >> safety is an ongoing challenge in the city. anyone who walks across the intersection knows that. >> reporter: this is what the offramp will look like, when completed. the one on the right will take motorists to folsom street. drivers say closure of the folsom street offramp for 6 months is a problem. particularly for arriving commuters in the morning. >> it's going to be a big deal.

that off ramp is already a big off ramp. >> whatever construction they're doing, with all the street closures and stuff, i mean, it just makes it difficult all around for commuters. >> reporter: when the project is completed, there will be a new traffic light, and a new bike lane as part of safety improvements. reporting live in san francisco, amber lee, ktvu, channel 2 news. more details here on how to get around the closure. one option is to take the same exit to the fremont street ramp. that will reopen tomorrow. there are new developments tonight in the fight against isis. just hours ago, the u.s. and its allies began air strikes inside syria. the pentagon confirmed that fighter jets and predator drones along with warplanes from allies took part, and this is key. several arab allies joined in.

that includes saudi arabia, jordan, and the united arab emirates. defense officials say the targets include weapons depots, and command, and control centers. one official described the pace of the air strikes as intense and the united states reportedly told syria's u.n. envoy before the strikes began. isis has taken over vast areas of iraq, and syria, but president obama has said the united states and its allies will degrade, and ultimately destroy isis. a new video surfaced today of a british man held captive by isis. in it, john cantly says western governments are moving forward. he appears to be reading from a script. last week, isis released another video of cantley. he was captured nearly two years ago in syria. concerns are growing about safety here in the united

states. in ten minutes, the changes in security being made at the white house after an intruder with a knife and hundreds of rounds of ammunition jumped the white house fence. we're getting a closer look tonight at footage showing a violent brawl in the stands between niners and cardinals fans at sunday's game. cara liu with the free for all, and unusual action from one cardinals player. >> reporter: it was violent, and bloody. fans flying over seats, fists flying, and fans tumbling. this youtube video captures the brawl during the 1st half of sunday's game. some copies were taken offline. police so far haven't been able to talk to the person who took the video.

the they arrested two people for assault, a 31-year-old man from calimesa, california, and a 31-year-old man from surprise, arizona. >> they were both verbal altercations that led to physical altercations. somebody said something that offended somebody else, or that somebody else considered rude. >> i can't really say if it had anything to do with the score of the game, or opposing fans from different teams. >> reporter: they identified one victim bloodied by the brawl, but say that man denied medical attention on scene, and declined to press charges. another man can be seen helping a security guard being choked by a fan. doc himself took notice. who was the guy in the docket jersey in the brawl in the cardinals game? contact me, i have some tickets for you. police say several fans were ejected from the stadium. they don't know how many were tossed out, as a result of this particular incident.

49ers defensive lineman, ray mcdonald played in yesterday's game despite his arrest for felony domestic violence. and now a south bay domestic violence nonprofit is hoping that the incident involving mcdonald will lead to a change in the city of santa clara. the group next door has submitted a resolution in hopes of finding ways to stop domestic violence. the group originally had called on the city and the 49ers to bench mcdonald during the investigation. the executive director tells us, now the focus is on solutions. >> we need to talk about in churches, and schools and in our corporations. this is a communitywide issue. it needs to be addressed by the community. >> tomorrow, next door will also support a domestic violence proclamation from the mayor. >> today, the owner of the baltimore ravens responded to a report criticizing the team's handling of the ray rice domestic abuse case. he said he failed by not watching the rice security video months ago. >> it seems to me in hindsight

cabin cruiser caught fire this afternoon. fire crews shared this picture of the boat as it was fully engulfed in flames near the bear island aquatic center. it happened just about 4:00. the coast guard, and fish and wildlife ranges will give a notice, as a precaution. new at 10:00, bellmont police are looking for a group of people that broke into a car dealership and took off with several vehicles. an unknown number of people scaled the fence and broke into a buildingy car keys were located. they still have at least 9 cars left for repairs. authorities recovered one of the missing cars in the east bay. oakland city leaders took action on a controversial garbage contract that was worth at least $1 billion. the city reversed an earlier decision, and tonight decided

to split the contract between two companies. jana katsuyama is at city hall in oakland with the decision, and also how it will affect people who live in oakland. >> reporter: frank, the vote that passed this past hour was 6-0. many were very angry about how the city was handling the garbage contracts. >> this story has been shocking in its lack of transparency. >> reporter: many disgusted over trash and how the city is handling its waste contract. >> did everybody make a mistake up here? >> reporter: the city voted 7-1 in august to dump the contract with texas waste management, in favor with the oakland company, california waste solutions, which proposed a lower rate. waste management filed a lawsuit, and that prompted

mayor jean quan to broker a compromise. >> the rates stay the same that was proposed on august 13. $36.82. >> millions of dollars in down payment, non-refundable to audit equipment that if necessary, started july 1. he says he's disappointed that his company would lose the $1 billion contract, but with the lawsuit, he's unable to get long term funding to expand. >> cws needs to be reimbursed for all the expenses, their legal expenses, and paying all these workers. >> reporter: under this compromise, cws will get the city's entire recycling contract. waste management has agreed to increase pickups for illegal dumping, and agreed to several cws proposals, such as partnering with city corps. and a plan that drew anger from

some west oakland residents. >> east bay tried composting years back. it was so nauseating we finally got them to close it. we couldn't even eat with our windows open without smelling poop. >> reporter: as part of this ten year compromise deal, waste management agrees to drop its lawsuit, and staff tell me that this will have to get a rubber stamp final vote next week from the council. jana katsuyama, ktvu, channel 2 news. there is new information tonight about the person who climbed the fence outside the white house last friday and then started sprinting across the lawn to the north portico entrance. prosecutors say omar gonzalez had more than 800 rounds of ammunition in his car along with a machete and two hatchets. there was also a bible. inside the bible was a map, and the white house was circled. gonzalez is a 42-year-old iraq

war veteran, and today he appeared in court, and prosecutors called him a threat. >> reporter: at the white house, beefed up foot patrols by uniformed secret service agents, and lots of tourists able to get an up close look at the president's home. >> i wanted to come and take a few pictures. >> reporter: just a few blocks away, i was there, as omar gonzalez, the man secret service says jumped the fence, appeared before a judge. prosecutors say secret service found large amounts of ammunition, and two machetes in his car. the secret service is launching a full review of security. >> i was really upset. this is why a lot of people come to d.c. >> reporter: president obama briefly addressed the incident that happened just a few minutes after he and his daughter left the building. >> i'm grateful for the sacrifices they make for me and

an oakland mother faced charges today after the death of her 2-year-old son who died after eating cocaine. she not enter a plea. emergency personnel were called to her apartment on report of an unresponsive child. the little boy later died at the hospital. the coroner ruled he died as a result of acute cocaine ingestion. the mother's attorney says he's still gathering information. >> i've got to get police reports, autopsy, and see what's there. >> howard was arrested a week ago at a rehab center in hayward. police say she has a history of drug abuse. police arrested a man accused of exposing himself to teenage girls. he was taken into custody as he showed up at the police department for an unrelated matter. it started when the officer recognized the car in their parking lot.

the car was on their radar following two exposure incidents. police say he may also be involved in a third incident at the caltrain station in downtown san mateo. police and the community are teaming up after several stores had their windows shattered, and merchandise damaged. there's now a $3,500 reward up for grabs in hopes of finding the people responsible. azimuth smith live downtown. >> reporter: i spoke to two owners who say they came in every day, wondering their store is going to get hit. that's because these vandals haven't struck just once, but have repeatedly hit their stores. she drives to work on pins and

tonight, 2 investigates what some are calling a new high-tech war involving electronic surveillance aimed at keeping law enforcement one step ahead of the bad guys. it involves a device called a stingray, which can pinpoint cell phone signals within feet. and we've learned some police departments are actually working to upgrade their stingray system to make it even more effective. >> christian captain spoke with a man who knows their power all too well, and wants to bring them out of the shadows. like a cell phone tower, allowing police to pinpoint a location. at least two bay area police departments are using the technology. no one in law enforcement is talking about it on camera. what the device is capable of is still largely unknown. >> you're not going to see some big phoney tower on the side of the road. these are covert devices that you're not going to see rather than a stingray helped federal authorities catch daniel rignaden. >> i kind of just started fighting for the information. >> reporter: the stingray is mounted inside a police vehicle, sending out a powerful signal, and fooling mobile phones into connecting with it.

officers tell ktvu, the stingray can triangulate a phone to within 9 feet. documents show police are trying to purchase an upgrade called hail storm. together, they've applied for a $535,000 grant. it will allow them to track the latest models of mobile phones. >> i think it's a great idea. glad they have the technology. >> reporter: former fbi agent, rick smith says police are in a technological arms race. >> law enforcement looks at this whole area as competing with what the bad guys are doing. they feel they have to keep up to that speed. >> reporter: internal memos from oakland police show more than 40 cases where the stingray was a key tool in catching suspects. but there are more questions than answers. >> law enforcement agencies

shot and killed 66-year-old judy salamon after she used her phone to take video of them during a robbery. in addition to the murder charge, lee and floyd -- the city is earmarking spaces for car share services. transit officials say every shared car takes dozens more off the road. which eventual could result in more parking spaces. in the meantime, people who live on part of clement street in the richmond district don't seem happy with giving up 20 spaces. >> i think it is a waste of a parking spot. >> i think it's ridiculous. >> everybody kills each other for parking out here, so it's going to have a huge impact. >> city transit officials say the car share companies are being charged based on how close the spots are to downtown, from 50 to $225 a month. supporters say it will expand
