we will get rain again this week. that is good news. early morning commute will get hit pretty good. it will be wet. san jose, south towards morgan hill. wet roads for the morning commute. here is how the system looks. you see where tom is in this area. clouds are producing drizzle, look up high, see the high clouds, that is where the green is. back in that area. the rain starts moving in in the next few hours. in the north bay, we could see a half inch of rain. here is the beauty, about the morning commute, it will be wet. as you start trying to drive to work thursday morning. the timing, i will see you back here. >> lain is heading our -- rain is heading our way. it will take more than a few drops. ktvu's tom vacar joins us with why we need more than just rain to get back on track. >> reporter: indeed we do. it is good we are having this

rain. every rain delay in this situation means the drought only gets worse. >> reporter: if the state received 150% of its normal percent of the rainfall the drought would be over but for the most important place in the state, the northern sierra where snow pack stores water for the summer run off that is a very tall order. >> we would be making up that deficit in that region so again we are looking at 150% of normal rainfall. 75 plus inches in the northern sierra. >> reporter: it must come steadily or flooding would cause most of it to run off into the ocean. he is skeptical of today's prediction that rain will be below normal till the end of the year for two reasons. one, most of our rain comes between january and april.

and two, long range forecasting is not reliable. >> last year was a flop in my eyes. they did not have the eastern united states with below normal temperatures. >> reporter: one more thing for, many years the central valley and southern underground aquifers have been over drawn causing the ground to sink. that is the same as all the water in the fulsome reservoir every year. recharging those would require a string of wet years. >> 2-5 years i would think for most areas to get them recharged and that would be 2-5 years of normal or above normal rainfall. >> reporter: such a string is unreliable. recharging could make decades. reporting live, tom vacar, ktvu channel 2 news. >> and stay with us on www.ktvu.com, you can learn

new scrutiny over a dangerous intersection in sacramento. two pedestrians have been hit in the past 5 days -- excuse me, in san francisco, stockton and sacramento streets. neighbors called the intersection unsafe for years and ktvu's david stevenson is here now with what is being done about it. >> reporter: advocates call this one of the two most dangerous places in china town and now there are plans to make it safer. >> reporter: teachers in san francisco kept a tight grip on children at the intersection. >> every year. >> reporter: it is considered one of the two most dangerous crossing in the neighborhood. >> stockton street accounts for 60% of injuries and fatalities. >> reporter: on saturday a 78- year-old was struck and killed here by a driver making a left

turn towards the tunnel. >> she was somebody who was vigilant about pedestrian safety. >> male pedestrian suffered non- life threatening injuries tuesday at another collision at the intersection. >> you are going up a steep hill on sacramento and making a left, you are making a blind left. >> the hope is to secure funds to create a so-called scramble intersection, similar to this one where all stops are in every direction. they say it is also looking at adding a left turn signal or bulb outs. >> something has to be done, physically, and timing wise to prevent these accidents from happening. >> reporter: san francisco

supervisors memorialized her. he is directing $20,000 in budget funds to study dangerous intersections to focus on this one. david s, ktvu channel 2 news -- david stevenson, ktvu channel 2 news. b.a.r.t. police released new surveillance video as they work to identify persons of interests in a shooting in june at the b.a.r.t. station. b.a.r.t. police say it was around 8:00 p.m. on june 17 and 15 minutes later shots were fired near the bus zone. no one was hurt. woman is facing felony charges after she drove off with a parking control officer clinging to her car. this is the picture on social media. police say the woman drove for a mile. we are learning new details. ktvu's john sasaki talked with the driver who claims she was scared and that is why she drove off.

>> reporter: this is where police stopped this ride and arrested that driver. no one was hurt and today the driver explained why it happened. >> reporter: she walked into court to face felony charges. it started thursday with a simple parking ticket. >> she was seen taking a ticket from the car parked in front of her. she took that, placed it on her windshield and the employee saw it and walked up to give her a ticket. >> reporter: investigators say she tried to drive away hilting the officer. she drove multiple blocks with the officer still on the car. she hit a motorcyclists and drove off. >> i couldn't believe what i was seeing. >> she took this shocking photo. >> that car went down and turned right from the far left

lane, crossed six lanes of traffic. >> reporter: she acknowledged with a surprising explanation for why. she told me the officer who was giving her a ticket she said he said give him her phone number and maybe the ticket would go away. she said she was scared and tried to get away. >> the woman was standing in the streets, screaming. >> reporter: a spokesman with money said the allegation is inconsistent with the officer's character. >> we take all these allegations seriously. knowing that some may be true and some may be false. >> reporter: she told me yesterday she lost a job as a stylists because of the notoriety of the case. live in san francisco, john sasaki, ktvu channel 2 news. more police officers will soon be patrolling the streets

in oakland thanks to a new federal grant. mayor jean quan announced the city will receive a $1.8 million grant. the money will pay for 15 new officers over the next three years. the grant comes weeks before a new class of recruits will graduate from the police academy. the addition will bring the police department above 700 officers. >> the police department growing and with that we anticipate we can have better results, reduce crime further, help our response times and make the city safer. >> federal grants were also awarded to san leando and alameda departments. the faa is investigating after a small experimental planes crashed this afternoon. two people on board the plane were hurt and taken to the hospital. one was airlifted. the crash happened at 2:15 p.m., 4 miles west of the napa

airport. pg&e is working to restore power to 45 customers in the area. demonstrators gathered in san francisco today to protest the u.s. bombings in syria. here is a look from news chopper 2 above market and powell streets. activists say the war is justified on the basis of misinformation and fear and they say isis wouldn't exist if the u.s. hadn't toppled the regime of sue domhusane. they are asking all law enforcement officers in the u.s. to be vigilant after the air strikes in syria. at oakland international airport sheriff's deputies are on patrol and travelers said they are saying alert. >> it is on my mind.

public's help in -- police are asking for the public's help. they released this photo today. it shows the man standing outside the bank of america on main street. mese say the man force -- police say the man forced a woman to drive to the bank of america around noon yesterday and he demanded she withdrawal money. residents are dur turbed by -- disturbed by what happened. >> we hear of problems at midnight, 2:00 a.m. that sort of thing. >> very surprising that you would be out at your home in broad day light and you think you are most safe and for someone, you know, to hold you at gun point, it is very disturbing. >> police describe the man as white, in his 30s or 40s, 5'10", he was wearing a straw hat, sun glasses and a stocking covering his face. we have an update on a

meeting between san francisco firefighters and the mayor over the leadership that fire department. we are told the meeting just wrapped up. the firefighters union calls it a positive meeting and said the mayor understood their concerns and is taking the concerns into consideration. here is what the union and the fire chief had to say before the meeting. >> we just really have to turn the ship around and we need to find a better direction for the fire department. >> i am confident. and i am solution oriented. >> we just received a copy of a letter outlining the concerns. it urges a change in leadership and asks the mayor to immediately establish a management team comprised of three chief officers to transition from the current administration and over see the daily operations of operations of the fire department till a new chief of the department is appointed. new at 6:00 p.m.

it is art at the'em teem tell the -- at the embarcadero to tell the history of the water front but it has been disappearing for months. they were part of a project to revamp the streets and tonight we are asking where the plaques are going. ktvu's noelle walker is live now in san francisco with more on the thefts and what is being done to stop them. >> reporter: he had to replace dozens of stolen plaques. they are supposed to tell a story of san francisco's water front. if one of them is missing it is like a page ripped out of a book. >> reporter: san francisco's water front is a work out for the census. iconic sights dot the embarcadero. the works of art along the embarcadero aren't all for sale. some of them are missing. you might run past or walk

ways to keep public art from getting into private hands. >> you got to think like a criminal. >> no, like a public space manager. >> reporter: they are learning from experience here along the embarcadero. the star fish are bolted to the ledge with bolts that are 12 feet long. reporting live in san francisco, noelle walker, ktvu channel 2 news. crews battling the fire that is burning in el dorado county are standing their ground as gusty winds continue to drive the flames. a red flag warning is in effect near pollock pines where the king fire is burning. it has destroyed 70 structures, including a dozen homes. 12,000 more homes are threatened and 2700 people are still under evacuation orders. it began on september 13. so far it burned 93,000 acres and as of tonight it is still

p! you're gonna be late! - alex, what are you doing? - i need to document haley's first day on the chain gang. it's not a chain gang. it's community service. and leave her alone. she feels bad enough as it is. okay, i'm torn. on one hand, i'm like, "ugh, i have to pick up garbage all day." and on the other hand, i'm like, - "look at me in orange." - (camera shutter clicks) aw, that's cute. send that to me. haley had a little run-in with the law in college. she was arrested for assaulting a police officer. accidentally. i fell on him. while evading arrest for underage drinking. that was on purpose. they were very lenient with her. she only has to do community service. because i do not have any priors. taking a little too much pride in that, sweetheart. things can get pretty rough out there. i couldn't get my hands on any cigarettes. but i did make you a shiv out of an old knife.
