we've just learned. >> reporter: the first major rain event of the year is causing major problems on the roadways, especially through oakland. coming up we'll tell you when the accidents are expected to clear snoop two bodies found inside an apartment building that had been evacuated. the note left behind that could provide critical clues. i feel different about the lottery now. it was nice to hear. plus, a lottery ticket worth more than $200 million sold right here in the bay area. the big mystery surrounding that big money. "mornings on 2" begins right now. good morning. welcome to "mornings on 2." we're following breaking news in san francisco. a high-speed chase ends in a crash and a police officer opening fire. as you can see from these live pictures, it is still a very

active scene. police have shut down a couple of busy streets in the financial district. ktvu's alex savidge was the first reporter on the scene and coming up in two minutes, he'll have new details about why there is such a big police presence at this crash. you can see a lot of wet streets there also. welcome to "mornings on 2." i'm tori campbell. >> good morning, tc. >> good morning. i'm dave clark. in addition to all of that breaking news, we're also on stormwatch. the rain this morning and live team coverage on the season's first major rain event. ktvu's brian flores, in oakland now. you are gonna look at the slick roads out there and one of the many accidents already this morning. sal, you, of course, are keeping an eye on any problems that will affect our commute. let's start with steve paulson. how much rain can we expect? >> the heaviest rain in san francisco with over .5 which was greater than amounts in the russian river. that does not happen all of the time. our system is moving through. it looks like it's about done for some in the north bay but

picking up in the east bay and down towards antioch and san jose. it held together and gave us measurable amounts. this is the real rain. north bay looks like it's about done. there's a little bit in napa county and american canyon heading out toward fairfield, crockett, la fayette, moraga, orinda, stretching back to berkeley, peadmont, oakland. even down to alameda, that seems to be the heaviest concentration. had pretty good reports in concord, clayton and then parts of san ramon, danville and blackhawk. they are not done yet also towards palo alto, los altos, santa clara and some of that now stretching towards san jose in the santa clara valley. not there yet with you but it's on its way. the front will zip through pretty quick. i think by 8:30, 9:00 most will be gone. then this rotates in. looks gad for more rain. the front is flying through. if you are done with the rain,

you get a break. later on. pockets of fog. sunbreak lotter a lot of 7s -- sunbreaks, a lot of 70s. here's sal. we have a lot going on. i want to start off with the eastshore freeway where we have 45-minute drive time between carquinez bridge and the maze. if you added the time it will take you to cross the bridge, it will be more than an hour. let's go to the toll plaza, you can see that the traffic at the toll plaza is backed up for about a 25 to 30-minute delay. 880 since there's so much traffic trouble on 880, you can see that ramp not a lot of people are getting through. they are stuck in traffic there. we also want to go to some other things. we had a sig-alert on 680 with a jackknifed truck there. we also have slow traffic in the south bay with a lot of collisions on 101 and 280. we also had a collision on 880. san mateo, 92, both directions slow because of an accident.

southbound 101 at ralston, there is a crash there. there is a lot going on. richmond and vallejo, there is a power outage and some of the street signals are not working. you should street any lights you come up on as a four-way stop. chp officers have their hands full, obviously. been numerous crashes. one -- a couple in oakland. brian flores is there where a big rig crashed about an hour ago. brian? >> reporter: hi, sal. good morning. the two stents are not too far -- accidents are not too far away from each other. about a quarter mile away. this accident happened around 4:30 this morning. looks like tow crews are getting this truck out of the way. this scene should be clear hopefully within the hour, especially for southbound commuters this morning. as we go to video, in terms of what happened, again, this happened at 4:30, a truck driver carrying a tanker full of wax product was coming off 980 onto 880, when this came across a large puddle of water

in the number five lane. possibly about 4 inches. that truck driver then crashed into the center divide. luckily, it didn't hit any cars as it was traveling on southbound 880. it crashed in the center divide. it stopped traffic there from here on out. but there was major damage to the front end of that truck and traffic was stopped coming into san francisco. again on southbound 880. the other accident that we should tell you about is on northbound 880. that is affecting traffic as well. that started before 6:00 this morning. i want to take it back out here live, you see the traffic in both direction, not moving very good through here. but there was another accident involving a big rig truck and a pickup truck. apparently, there was an accident near the market street offramp. this caused major backups through 880. 880 is just a mess this morning. in terms of this accident here, chp looks like it's clearing the scene here. probably within the hour when

this scene, southbound 880 should be cleared. if you are heading through oakland, some some patience with you. it will be a mess. brian flores, ktvu channel 2 news. >> we'll check in for an update shortly. thank you. back to our breaking news now out of san francisco. about 90 minutes ago, our camera caught officers chasing a white suv across the golden gate bridge. you can see the flashing lights there now, it appears a vehicle matching that description a white suv crashed in san francisco's finance am district which led to a police shooting. alex savidge is at the scene of this quickly developing story with an update. alex, what have you learned? >> reporter: tori, good morning. this high-speed police pursuit ended with an officer-involved shooting. this is the scene you see behind us. the streets are blocked off near california and battery. san francisco police piece this all together. you can see here as we come over to the left-hand side and

we just got a glimpse of this. this we believe is the suv involved here. you can see it's on its side. you are looking at the underside of that suv. we've learned from san francisco police that several officers opened fire here this morning on a person. we do not know the condition of the person involved in this shooting or the person shot this morning. this all began, let me show you some video with a chase that first began in richmond. it's unclear exactly why police there began to pursue this person but chp officers then picked up the chase. it made its way from richmond over to marin county, across the golden gate bridge and into san francisco. that's when san francisco police picked up the pursuit. it ended with a crash, and then a shooting involving police officers. we don't know exactly how many officers fired this morning. again, we're still trying to get information and get a better understanding of the condition of the person who was shot out here this morning, the person at the -- at the center

of this police pursuit. we're waiting to speak with the captain. alex savidge, ktvu channel 2 news. 7:08. police in vallejo searching for suspects after a driver was shot and killed at an intersection last night. it happened just before 9:30 near admiral and auto mall parkway. police say a man was sitting in a truck when another car pulled up and someone started shooting. that man was rushed to the hospital but did not survive. police say the suspects may be in a gold sedan. if you have any information, call vallejo police. happening today -- a new security report on security of mineta san jose airport will go to a safety committee of the san jose city council. the focus on two high-profile security breaches at the airport this year. back in april, a teenaged boy jumped over an airport fence, hid inside the wheel well of a commercial jet, and stowed away to hawaii. and then in august, a woman

nicknamed the cerium stowaway -- serial stowaway got made it onto a southwest airlines jet without a ticket and flew to los angeles. the republican governor's association accidentally made information available about some of its donors that it probably would have liked to have stayed private. the chronicle reports a coding error on the website led to a secret list of 17 large corporate donors and how much they had donated to republican candidates for governor in several states. a non-partisan watchdog group calls this a classic example of corporations using secret money to buy influence. 7:10. we're still following a developing situation in mountain view. coming up at 7:30, the investigation of a death and the mysterious odor that forced several people out of their homes. also, tickets going for top dollar for derek jeter's last

a bakersfield man has started a six-year sentence of hard labor in north korea. north korean officials say mathew miller was been in custody since april for reportedly destroying his visa to stay in north korea and expose human rights violations.

in an interview with cnn, miller admitted to committing a crime but it's not known if his statements were forced. miller was allowed to make a phone call to his family before starting his sentence. he described the conditions in that prison. >> prison life is eight hours of work per day. mostly spent agriculture like in the dirt digging around. other than that, it's isolation, no contact with anyone. but i've been in good health and no sickness or no hurts. >> as you know, the united states does not have diplomatic relations with north korea. however, u.s. officials have been trying to set up a meeting with the north korean government to arrange for the release of three americans, including miller. miller has written letter to several high-profile americans, including former secretary of state hillary clinton and first lady michelle obama asking for

their help. despite the rain that we're getting today, so-called water cops are on patrol in santa clara county to make sure you are not wasting precious water. ktvu followed one of the five water inspectors hired this month to look into complaints of water wasters. one of the calls was about to a broken sprinklerhead which is the district's most common complaint. >> it's always they are gonna get it fixed or they are on it. they just found out about it. that's usually their answer. >> the inspectors cannot actually hand out tickets. they are only there to educate the public. but they do document each case and turn over repeat violaters to water companies who can enforce fines. water wasters can be reported at the santa clara valley water district's website. happening today, caltrans will hold a news conference to provide a progress report on the demolition on the old bay bridge. crews began tearing down the 78- year-old bridge one year ago.

they faced a wide range of problems as they remove hundreds of thousands of tons of steel and concrete. but caltrans says the massive demolition project is still on track to be completed by 2018 or possibly even sooner. 7:15. san francisco police are investigating stolen public art from the embarcadero. dozens of bronze works of art were stolen, art that tells the story of the waterfront. the stolen items were taken from blacks, benches, even from the sidewalk. >> how did they pry them up from the ground? i had no idea you could possibly do that. >> police say thieves probably are hoping to recycle the metal for crash. the port of san francisco still trying to determine how much pieces of art were stolen. port officials say they are always looking into ways to better protect public art in the future. the golden gate state warriors defending the design of their proposed new arena in

san francisco. critics even some fans have compared this design you are looking at to a toilet seat. this oblong-shaped 18,000-seat arena due to open for the 2018/2019 season. however, the warriors say this preliminary design is only meant to give you an idea about the height, the bulk and the context of the arena. they say the design and how it will be built, that will change. 7:17. yankee fans keeping a close eye on the weather forecast. that's because derek jeter's final game at yankee stadium scheduled for tonight could be rained out. the 40-year-old captain is set to play his final game at the stadium against the orioles. but the national weather service says there's a 70% chance of showers. yankee officials say they are confident the game will still go on as scheduled. tickets online are $600 or higher. jeter will play the last game

district. many of you might work there. you might work in the area but stay away from it because the police activity, battery and california. we'll have a live report from the scene coming up very shortly. but just stay away from the area. cable cars are not running through. let's go to the scene here on 880 southbound. 880 southbound right near 980, there is a crash involving a hazardous materials spill. big rig crashed here. we just got word they will be out here for another hour blocking lanes. earlier, there was flooding in this area. some say that may have led up to the crash involving that truck. there's also -- or there was also another crash going the other way on northbound 880 and our photograph sid has turned around -- i want to see what's going on. it looks like they cleared that up a little bit. i don't see anything up there. it looks like things have cleared up. if we get ready for the toll plaza, there's evidence of that clearing up. you can see the 880 ramp has

cars on it again. that does mean that people are getting through. all right. we do have san mateo -- a mess on 92. we had an accident at 101 near ralston. that commute is a mess. we also have slow traffic on -- let's go to northbound 680 at vargas. there is a jackknifed truck taking up the right lane. remember, just because i haven't mentioned your commute doesn't mean it's not affected. give yourself extra time. 7:20. let's go to steve. >> thank you, sal. the password, the smell in the air after wet weather. it's been a long time, since april, since we've had more than .25. heavy rain for some. some of it is done.

.10 to about .75. cooler with showers later today and into friday. we're not done yet. san francisco, officially .50. for the month, .55. steve at mount davidson had .46. pretty consistent. sausalito .45. mill valley had .43. sfo, .3. oakland had .25 and napa had 2 bits. you can send me the information. the front is flying -- flying through. stretching from just near american canyon, vallejo, crockett, over towards fairfield, on its way to vacaville and points east. that looks good. that's close to the radar site. walnut creek, radar, out to clayton. been some light rain, moderate rain at times. now starting to taper off also towards the 580/680 corridor.

on the sunol grade and back over to hayward. you can see pockets of yellow. that's when it's coming down pretty good. almost on the back side of the peninsula, san mateo, foster city, san carlos to redwood city, had good rain for a while. now stretching toward the santa clara valley. you can see moving in here. highway 17, los gatos, san jose and into the santa clara valley. that's where the national weather service site is. zooming out of the picture. we'll get a break and this rotates in. this is a classic setup. you get the front or a trough. that will swing in showers. probably have to wait until tonight or tomorrow morning. but we'll get more rain. 50s and 60s for those of you heading up to the mountains. snow level 8,000 feet. bodega bay buoy has come down. we'll get a north breeze behind that. 57 in tahoe. 57 in reno. up in reno, off-and-on showers.

7:25. new york city police say they've opened an investigation into a video showing an officer shoving a pregnant woman. police say the incident happened saturday when a woman tried to intervene in her teenage son's's arrest. the woman said an officer threw her to the ground, causing her to land on her stomach. she also said she was hit in the stomach with a police baton. the woman said she's about five months along and does not know if the incident harmed her baby. much-needed rain is falling this morning over that huge king fire near pollock pines. it's burned 93,000 acres, destroyed a dozen homes. it's complicating the search for a missing uc berkeley student. the wildfire destroyed the retirement home of the mathews family. 24-year-old vern and cody mathews disappeared while

hiking in the national forest back in june. family members are donating items to their parents to get them by after the fire, items like water, food and household items. while cody's mother had to evacuate, all she could think about was her missing son. >> the loss of the house is very harsh. okay. that's the word i've been using this whole week is harsh. but it matters nothing if i don't find my son. >> we were evacuating and i grabbed the staplers and the tape and the fliers. >> cody's parents are worried the fire may have burned up any possible clues as to where their son is that might still be up there in the national forest. 7:27. powerball is played in 44 states. only one winning ticket has been sold. it's worth more than $200 million. it was purchased on the peninsula. of the break, the mystery surrounding the big winner. we're live in mountain view where dozens of people who were

7:30. we have new information on the breaking news we first reported at 5:45. san francisco police confirmed to ktvu that someone has died following a chase, crash and shooting that all started in richmond. but as you can see from the live pictures ended with an suv on its side and a lot of police tape and activity down there. alex savidge was the first reporter on scene and will have more how this all unfolded coming up in 90 seconds. it's soggy today. i'm tori campbell. >> i'm dave clark. let's check weather and traffic. i ducked outside. it looks like you turned the spigot off. >> really good rain, though.

more rain in san francisco, oakland, peninsula. san francisco .50. sausalito, .45. mill valley was in there. sfo .35. bob out in danville, .36. bob, now that you are back in town, you owe me lunch. okay? oakland airport. 29. vallejo/napa .23. there's the system flying through but there's good rain out toward the east bay, fremont, san jose. it looks like it's going through now the peninsula but not before we'll get odder amounts. antioch, oakley, brentwood, baypoint, clayton getting rain around mt. diablo. had a couple of reports of rain stretching back to parts of the east bay near oakland. but pleasanton, sunol grade, livermore, fremont, hayward. the peninsula is still there, it looks like it's going through south san francisco/san mateo.

woodside, portolo valley, palo alto and the south bay, sunnyvale, cupertino, san jose. campbell, getting some rain. santa cruz mountains heading toward the santa clara valley. the radar is right there so that's what's going on. that's where the focus of the rain is. behind that we'll get clearing and take a look at this part of the system coming in. that will swing in and give us a round of showers and cooler air. a lot of that will come in later than sooner. 50s on the temperatures. we'll get more cooler air behind that. morning rain. that really stuff, not that fake stuff. cooler, morning fog as well. sunbreaks later on. 70s on on a lot of the temperatures. >> i'm gonna start with the breaking news we'll been following in san jose. police confirmed to us that someone has died in the crash in an officer-involved shooting in the financial district in san francisco. it started about two hours ago where our camera caught officers chasing a white suv across the golden gate bridge. the chp says the chase started after a carjacking in richmond.

it ended at california and battery streets in san francisco with a crash and police shooting. ktvu's alex savidge is at the scene with details. alex? >> reporter: sal, good morning to you. streets blocked off here in the financial district this morning as san francisco police investigate this shooting. we understand several officers opened fire this morning. this is the result. you can see this is the end of a chase and a crash. it ended right here at california and battery and a lieutenant here at the scene did tell us that one person has died here at the scene. it will be a lengthy investigation. again, several officers fired their weapons this morning. this all began early this morning with a chase. i want to show you some video that we got of the case. it first began in richmond, where there was a carjacking. this white cadillac escalade was carjacked initially in the city. that began a pursuit. the chp took over the pursuit. it was a high-speed pursuit that went across the bridge, it

went into marin county and then eventually across the golden gate bridge into san francisco. chp officers handed that chase off to san francisco police and san francisco police then chased this suv that had been reported stolen. they chased it through city streets before eventually the person behind the wheel of that suv crashed here in the financial district at the intersection of california and battery. and again, that's when several officers opened fire on that person and we do understand the person who was the focus of this pursuit is dead here at the scene. let me bring you back out here to a live picture because this investigation has closed down a number of streets surrounding california and battery. obviously, a busy time of morning here on any given morning but this morning, you can see i.d. gridlock on the streets. cars are just moving at a snail's pace. an area you want to avoid as you make your way into san

francisco. sal, maybe you can offer folks alternate routes here to get around what really is a mess in the city. >> that's right, alex. we want to put it on the map and show you the police activity which is the financial district. now, the cable cars are not running in that area. they have shuttle bus service, according to the mta. and as alex showed you, the streets are a mess. again, california at battery. but several blocks in either direction are closed for the police investigation. so avoid the area. you may not be let into your building if it's anywhere near california and battery. you might not be led across the yellow tape there. plan april head. you might want to call. if you work down there and if they are getting people in the building. let's go to some pictures here of 880 southbound at 980 where this crash involving a big rig, the truck itself has been cleared away. but there was diesel spilled on the road and two lanes are still blocked southbound 880 at 98. the traffic is going to be busy

northbound because there was an accident there and people are slowing down to take a look at what's going on. i want to show you 880. it's a mess coming from the coliseum trying to get to downtown oakland because of all of this going on. watch for a lot of slow traffic. when you get to the bay bridge toll plaza, you will see traffic is backed up for about a 25 to 30-minute delay. i'm surprised it's not worse. this is about normal for getting into san francisco. as steve mentioned, it looks like the rain has stopped in oakland. 7:37. back to the desk. >> thank you, sal. police and firefighters in mountain view found two bodies inside an apartment building while investigating a noxious odor. that smell led to evacuations last night. ktvu's janine de la vega joins us from mountain view to tell us when the people will be allowed back into their homes. good morning, janine. >> reporter: good morning, tori. california street is back open to traffic. it had been closed since yesterday evening. police are posted outside these two apartment complexes. they are getting people know

that they probably won't be allowed back in until 8:00 a.m. the situation has been going on since 6:00 last night. police were called to 2025 california street because a strong odor was coming from an apartment there. people who lived in that building as well as 2017 california street were evacuated and they found shelter at the community center on ringstore avenue. the red cross was there helping them. fire crews went into the apartment. pg&e was called to turn off the gas. once it was safe to enter, crews discovered two bodies inside one of the units. fire officials say a suicide note was found on the door. they are not saying what the cause of death was but we did speak to evacuees about this whole ordeal. >> somebody did it on purpose. i mean, my god, you know, just think what would have happened if nobody reported it. you know, we would be in a lot of danger. but thank god, someone

reported, the police were there, thank god, and the fire trucks. and we're lucky to be alive and safe. >> reporter: we're told 45 adults and 16 kids were evacuated last night. not all of them stayed at the shelter last night. they are being provided breakfast and are anxious to get back inside. it has not been confirmed what caused that noxious odor. now, while there were reports that smelled like gas, fire officials say it may have been a chemical. police say samples were taken from the apartment and those are gonna be tested to figure out exactly what was inside. we know there is a police investigation and we are still waiting to hear back from a police spokesman to find out again if -- what happened and what led up to those people's deaths and what caused the odor inside this apartment complex. again, people are supposed to be allowed back in at 8:00 a.m.

janine de la vega, ktvu channel 2 news. >> thank you. 7:39. new information now about a surfing accident at san francisco's ocean beach. we just confirmed that one of two surfers caught by large waves yesterday has died. the victim, along with a son, were overwhelmed by the waves and had to be pulled out of the water. both men were unconscious at the time. rescuers performed cpr on both victims before they were rushed to the hospital. >> the father and one son went out swimming. the other son stayed on the beach. he lost track of them. it's a very sad situation especially for a family member to witness this. >> we're told that the son is still hospital iced in the icu unit. 7:40. somebody right here in the bay area bought a winning $225 million powerball lottery ticket. but who was that ticket? tara moriarty joining us live now from the san mateo store that sold the winning ticket. >> reporter: good morning, dares raw. >> we've been asking everyone

as they've been coming in. is it you? did you win? everybody is pretty heartbroken it wasn't them. but we do know that the millionaire made here sign has been hung. there's been a lot of buzz about who might have gotten the golden ticket. not only does the winner get all of that dough, the $225 million but storeowners jack and nancy get a chunk for selling the winning ticket. $1million. they thought it was a joke when lottery officials called to let them in on the news. this was the sole winning ticket sold in the states that carry the powerball. >> very satisfied. very gratifying. getting paid, all of the time we've put in at the location. i'm semiretired now. working part time. i can do a little more traveling now. >> reporter: when did you find out they sold the winning ticket? >> just this morning. >> reporter: did you scramble to check to see if you bought one? >> no. don't really play lotto. >> reporter: now might be

welcome back. a san francisco woman accused of driving her car on city streets with a parking control officer on her hood says she did it because she was scared. 33-year-old bo mounsombath pleaded not guilty yesterday to felony charges of assault, battery and hit and run. a witness took this photo of the incident last thursday. police say the parking control officer was ticketing her on heys street when she pulled away. the officer jumped on the hood of her car to avoid being run over. >> i just heard yenle yelling -- general yelling.

breaking news. a person has died after a chase, crash and officer- involved shooting that started in richmond and ended in san francisco's busy -- finance am district. alex savidge has the details. >> reporter: sal good morning. one person dead as a result of this high speed pursuit. a crash and a police shooting. we do have police chief greg suhr. he's just come to the scene to give us an update on the situation. can you tell us what happened? >> at approximately 4:55 this morning, there was a -- there was a carjacking in richmond, california. a woman was leaving for work and the suspect approached her with a firearm and carjacked her white escalade, thankfully, when the woman's husband came out to go to her assistance, she is fine. she was not taken. the suspect fled the scene, richmond, california, police department tried to locate the

suspect. there was a pursuit. he went onto the freeway. california highway patrol took over the case. westbound 580 towards 101. suspect then went southbound, 101, into san francisco, where san francisco police took over the chase. it was a protracted chase in the city. we lost the suspect at bush and montgomery. within minutes, there was multiple vehicle police, rollover right behind me here at california and battery. the suspect vehicle with the suspect inside was the vehicle that rolled over. when good samaritans in the neighborhood went to the aid of the suspect, he fired upon the good samaritans. none of the good samaritans was hit by gunfire. however, one was hit by some sort of a fragment in his chest. he's upset and traumatized. but it's not a life-threatening injury. the suspect appeared to be stuck in the car. officers came on scene.

ambulance was on scene. they called for less lethal to try to resolve this thing peacefully. the suspect would not drop the gun. at some point in time, turned the gun toward the officer, several officers fired striking the suspect and he was pronounced dead here at the scene. >> the person who was shot, what is their condition? >> we don't know that the good samaritan was shot or hit by a bullet. some sort of a fragment hit him in the chest. the injury appears to be superfishal. he will be okay. >> by the time you crashed here, what time was that? >> the whole thing took place over an hour. the original crime was at about 4:55. the injury rollover was at about 5 to 6:00 and it was over within seconds. >> was he trapped inside the suv? it appears that that's the case. it appears that he was unable to get out of the vehicle and that's why everything took place with him kind of at the windshield. >> was it the case that you lost him once he got in san

francisco or that it was decided that you would call off the -- >> no, no. my understanding is the san francisco police department actually lost the vehicle at bush and montgomery just minutes before the violent collision behind me. >> and the potential for innocent people to have been hurt or killed? >> very fortunately, it happened in the early-morning hours before everybody got here. you can tell with the amount of people here, if this thing happens an hour later, it could have been way worse. >> reporter: thank you for your time. this began as a carjacking in richmond. it ended with a crash and the person inside the suv was being pursued. opened fire on people who came to help him after the accident and this person apparently according to the chief wouldn't stop his gun and officers say they were forced to open fire on him. he was shot and killed. we'll work to get more information from the chief.

we'll have further updates on "mornings on 2." we're live in san francisco, alex savidge, ktvu channel 2 news. >> thank you very much. we're gonna continue with some of the slow traffic around the bay area. i want to mention that that area where alex is standing. the middle of the financial district is clogged. a lot of streets are closed. the cable car line that runs through there is not running. they sh shuttle buses because -- they have shuttle buses because of this ongoing police activity. alex is staying put. we'll have more details as they come out. let's take a look at 880 northbound as you drive past the coliseum. traffic is very slow because of a couple of earlier crashes. when it was raining hard, there was flooding in downtown oakland. shortly after that, a couple of big rig accidents happened. the commute has not recovered. when you go to the bay bridge toll plaza, it's slow. it's about a a-minute drive time from the end of the line to the san francisco side of the bridge. we've will a lot of people talk about this, northbound 680, it's a huge mess coming out of

san jose, south bay up into pleasanton because of a truck that was jackknifed. we also have a lot of slow traffic in san jose. 101 is some id from blossom hill road to mountain view. 280 and 785 are superslow. it's one of those mornings you need to give yourself extra time. the weather may be easing up now. but the number of fender- benders and spinouts are still out there. a big rig crash in oakland. brian, is it getting any better out there? >> reporter: well, the good news, it's getting a little better. still a lot of residual traffic, especially through here through oakland along 880. crews clearing up the tanker accident that created major problems on the southbound side. there was a good amount of diesel fuel that spilled. about an hour ago, all lanes on the northbound side of 880 reopened after another accident. as we go to video, this was the accident that caused major

headaches through oakland. i just spoke to the driver of the tanker truck a few moments ago. he said he was traveling on the southbound side of 880 in the slow lane when he noticed a high amount of standing water in his lane. there was a lot of flooding through oakland. this was around 4:30 this morning. he estimates the water was up to his kneecaps but he says there was another truck in front of him. that truck splashed water on his front window as he went through the standing water. the tanker truck driver couldn't see anything in front of him. he basically crashed into the center divide. luckily avoiding other cars. now, there was major front-end damage. wax did not leak. certainly major problems in both directions. you are taking a look at the southbound side. tack a look at the northbound side as well. there was a major problem earlier but all of those lanes have since cleared. as you mentioned, sal, traffic really busy as you pass through the coliseum from san leandro

after a very tumultuous times as the nation's top law enforcement officer for the obama administration. it was marked by civil rights advances, national security threats, reforms to the criminal justice system and five years of really tough fights with republicans in congress. once again, a white house official is reporting u.s. attorney general eric holder will announce his resignation later today. he plans to stay at the justice department until his successor is in place. back here at home, police in vallejo searching for suspects after a driver was shot and killed at an intersection last night. it happened just before 9:30 near admiral callahan lane and auto mall parkway. police say a man was sitting in his truck when a car pulled up and someone started shooting. the man was rushed to the hospital but he did not survive. police say the suspects may be in a gold sedan. if you have any information about this case, call vallejo police.

happening today, a new report on security at the san jose airport will go to the city council. the focus is on two high- profile security breaches at the airport this year. in april, a teenaged boy jumped over an airport fence, hid inside the wheel well of a plane and stowed away to hawaii. then in august, a woman nicknamed the serial stowaway got past security checkpoints and made it onto a southwest jet without a ticket and flew to los angeles. two bodies found inside of a south bay apartment building that have been evacuated. coming up at 8:30, we'll tell you about a note left behind that may give some critical clues in this grim discovery. but first, a daring theft in san francisco. the pieces of public art taken near the waterfront. getting word of a new injury crash just popped up in oakland. we're also looking at some of these other commutes that are very slow like 680 in the east bay. this has been slow all morning. we'll tell you what's happening

8:13. despite the rain so-called water cops are on patrol in santa clara county to make sure you are not wasting precious water. ktvu followed one of the five water inspectors hired this month to look into complaints of water wasters. one of the calls was about a broken sprinklerhead which is

the district's most common complaint. >> it's always they are gonna get it fixed or they are on it and just found about it. that's usually their answer. and the inspectors cannot actually hand out tickets. they are only there to educate the public but they do document each case and turn over repeat violaters to water companies who can enforce fines. water wasters can be reported at the santa clara valley water district's website. 8:14. happening today, caltrans will hold a news conference this morning. it's about the progress in tearing down the old bay bridge. crews started tearing down the 78-year-old bridge a year ago. they've run into a wide range of problems as they remove hundreds of thousands of tons of steel and concrete. caltrans says that massive demolition project is still on track to be finished by 2018. maybe even sooner. san francisco police are investigating stolen public art

from the embarcadero. dozens of bronze works of art were stolen. art that tells the story of the water front. the stolen items were taken from plaques, benches and even the sidewalk. >> how did they even pry them up from the ground? i had no idea you could possibly do that. >> police say thieves likely hoped to recycle the metal for crash. the port is trying to determine how many pieces were taken. they are also looking into better ways to protect public art in the future. the golden state warriors are defending the design of their proposed arena in san francisco. critics and even some fans compared the design to a toilet seat. it's oblong-shaped. it's an 18,000-seat arena due to open for the 2018/2019 season. but the warriors say this preliminary design is only went to give you an idea about the height, the bulk and the context of the arearena --

than up in the russian river and north bay which is not something we see all of the time especially from a system that's our first cold front of the year. rain out towards livermore, pleasanton, the altamont pass, san ramon, union city, fremont, things are winding down. alum rock, east san jose, san jose, sunnyvale, cupertino, about done on the peninsula. about .30 to .50 on the peninsula from sfo redwood shores, palo alto, menlo park. i think about .30 to .50 in the santa cruz mountains. there's still some heading down towards santa cruz proper itself and morgan hill and gilroy. we'll get some sunbreaks force a while. this has -- for a while. this has to rotate in. where it ends up might weaken. a lot of this looks like it's heading more towards the north bay. 50s on the temperatures. a lot of 50s here as the front goes through. the cool air is on the way.

still plenty here. a low is going to form and drive in friday into early saturday. it will linger sierra -- linger in the sierra. some sunbreaks happening for a few. 70s on the temperatures. we have a lot going on. we have a brand-new injury crash on 580 eastbound near golf links road. four lanes are blocked on eastbound 580 near golf link. i want to bring in a witness who we have on the phone who saw the crash happen. carmelo, are you with us? >> yes, i am. >> can you tell us what happened? what you saw? >> what i saw was coming eastbound, the -- coming westbound, eastbound traffic. it looked like something might have slipped in the rain. it was sprinkling a little bit. two suvs that were small, a blue one and a silver one had got caught and one had hit the other one. as they were spinning around an suv that's white, had spined around, loom -- spined around

and almost liked like it was coming around. while that was going on, they also hit a buick that was a four-door silver and she -- unfortunately, she was stuck all the way on the divider. her car crashed with both of her doors shut. she could not get out at all. there was also a bmw hit that spined right after the suv. >> this is a multi-vehicle accident. are you still on the scene? does it look like help has arrived for these people? >> help did arrive for the people. the fire department and highway patrol and the ambulance. the first one that showed up was the chp parking truck that came up. he was blocking the lanes up. there was debris. all of the cars had stopped. me, i work for the oakland police department parking enforcement and we got out of

-- >> carmela -- >> go ahead. >> i'm gonna stop you here. i'm gonna do more traffic. stay on the phone. you can tell the details to our assignment desk. thank you very much. hold on for one second. let's take a look at some these other things. northbound 680 sig-alert at the vargas exit is causing traffic to back up all the way to 101. i do want to mention we're continuing to follow the breaking news in san francisco. police remain at the crash and sceend of a deadly shooting. this is a live picture of the suv still on its side in the city's financial district. it's been there for two hours now following a chase from richmond to marin county onto the golden gate bridge and then into san francisco. and just 30 minutes ago, greg suhr spoke live here on channel 2 about the series of events leading to the shooting. >> the suspect vehicle with the suspect inside was the vehicle that rolled over. when good samaritans in the neighborhood went to the aid of the suspect, he fired upon the

good samaritans. >> none of those good samaritans were shot according to the chief and then officers arriving on the scene fired upon and killed the suspect. police have closed down the high traffic area. it will be closed for a while. it could be hours before that section of the finance am district opens up -- financial district opens up again. coming up, we'll go live to alex savidge. quickly to the bay bridge toll plaza, that's about a 40-minute delay into san francisco. back to the desk. >> all right, sal. 8:35. police and firefighters in mountain view, they found two bodies inside of an apartment building as they were investigating a noxious odor. that smell led to evacuations last night. ktvu's janine de la vega has been on the story since 4:30 this morning. now you are saying people are being allowed to go back into their apartments and the police have left the scene. good morning, janine. >> reporter: good morning, dave. in the last 30 minutes people who live in these two apartment complexes behind me have been

let back into their apartments. now, the one that you are looking at right now, i just went back there and found that three apartment units have been boarded up. one of them is where authorities discovered two bodies and where that strong odor was coming from. residents here are shocked to learn that two of their neighbors were found deceased here. they are wondering what that strong smell was. people who live in those two apartment complexes on california street called authorities yesterday at around 6:00 p.m. after smelling that strong odor nearly 60 people were evacuated and found shelter at the community center. the red cross said fire crews vented the apartment and pg&e was called to turn off the gas as a precaution. once it was safe to enter, fire crews discovered the two bodies inside one of the units. fire officials confirm that a suicide note was found on the door, but police are not saying what the cause of death was and

if these people actually intentionally killed themselves or if an actual crime occurred. we spoke to those evacuated about the ordeal. >> i honestly thought it might have been a rupture in the sewage system. it was very foul smelling. it was similar to a sewage smell. >> grabbed what the important things was and got out of there. they instructed us to come out of here. i must say the red cross has done a super job. >> reporter: 22 people chose to stay overnight at the community center. they were provided with breakfast this morning and were very angst husband to get back in -- anxious to get back inside their apartment. it's not been confirmed what caused the knockous odor. while there were reports it smelled like gas, fire officials told us this morning that it was some sort of either toxic gas or some sort of

possible chemical reaction. they told us that samples were taken for testing. we don't know the results of those yet. we have reached out to police for an update on this investigation and we're still waiting to hear back from them. reporting live from mountain view, janine de la vega, ktvu channel 2 news. >> all right. thank you. 8:37. new information about a swimming accident at san francisco's ocean beach. we have just confirmed one of two men who were cut by large waves yesterday has died. a father along with miss son. they were both overwhelmed by the waves and had to be pulled out of the water. both men were unconscious at the time. rescuers performed cpr on both victims before they were rushed to the hospital. but the father died. >> the father and one son went out swimming. the other son stayed on beach. he lost track of him. it's a very sad situation, especially for a family member to witness this.

>> we're told the son is still hospitalized in the icu unit. in other news, someone here in the bay area just hit the lottery. a $225 million ticket was sold on the peninsula. tara moriarty joining us live in san mateo, telling us more and you are at the store where that ticket was sold. good morning. >> yes, good morning. we're here at keys market where the winning ticket was sold. a lot of employees actually buy powerball tickets. the owners were hoping someone of their own -- one of their own struck it rich. but that's not the case. you can see there is a millionaire made here sign. not only does the winner get $225 million. but store opensers get a -- owners get a chufnl for selling the -- chunk for selling the ticket. they thought it was a joke when lottery officials called them. >> we have a lot of good customers who come here and have come here for a long time.

police. plus an armed man shot dead by san francisco police this morning in the middle of the financial district. this followed a pursuit and a crash. we'll tell you why police say this man posed a threat to innocent bystanders. it's still very slow all over the bay area including here on the san mateo bridge. but things are improving finally. some commutes have gotten good now. traffic is going to be okay on the dumbarton bridge as well. we had good rain. that's for sure. most of it has ended. there's still some out to the east and south. temperatures will be cooling off. it will feel falllike in the next couple of days.

especially in the east bay. there have been a lot of acaccidents. one of the biggest ones involved a big rig hitting a car on interstate 880 in oakland right near the 980 interchange. and parts of san francisco's san francisco financial district still closed down at this hour because of this, this -- there was a wild police chase, a crash, and a deadly shooting. we started following this. we had it on live about 5:45 this morning. the police chasing the suspect's vehicle from marin county onto the golden gate bridge and into san francisco. the pursuit ended in a rollover crash and then there was gunfire. ktvu's alex savidge has been on this story from the very beginning. what's the latest? >> reporter: good morning. the armed man shot dead by san francisco police this morning refused to drop his gun according to the chief and that's when several officers opened fire. the shooting happened just up the street from us here where you can see the area is blocked off with crime scene tape.

the gunfire broke out at the end of a police pursuit and a crash. this is the stolen suv that is on its side here at california and battery. it's a cadillac escalade. we understand that immediately after this suv crashed this morning, the man inside, opened fire on several innocent bystanders who came over and tried to help him thinking that he was injured in this crash. police say he opened fire on those people, one innocent man was hit by fregments according -- fragments according to the chief but the man is expected to be okay. immediately after that, san francisco police officers moved in here. they ordered the driver of the suv to drop his gun. according to the chief. but he refused. as he was trying to make his way out of the suv, that's when police opened fire on the man killing him e the chief said this was a dangerous situation all the way through. it's incredible no innocent bystanders were seriously hurt. >> it happened in the very

early-morning hours before everyone got here. you can tell with the amount of people here if this thing happens an hour later, it do could have been way worse. >> the wheef said this all began when this suv was stolen in richmond. >> the woman who was driving it was carjacked by the man. that led to a pursuit that made its way from richmond into marin county. chp officers then chased the driver of this suv into san francisco. that's when san francisco police officers were involved in this chase on city streets. they lost the suv for a short time. but then the suv crashed here at this intersection and that's when led to the deadly shooting. again, one man shot and killed by san francisco police at the end of this pursuit this morning. we're live this morning in san francisco, alex savidge, ktvu channel 2 news. >> thank you. today we are talking rain. tomorrow, we could be talking strike. ktvu's pam cook is in the newsroom with what could make for a tough commute tomorrow

morning. >> good morning. thousands of people take the ferry to work from marin county into san francisco. but it is looking like they will not be able to do that tomorrow. now, the union that represents the ferry workers have been without a contract since july and they have authorized a one- day strike for tomorrow. about 7,000 people take the ferry between larkspur, sausalito and san francisco every weekday. that means those people may be forced into their cars instead. that would make for a very crowded friday on the golden gate bridge affecting not just commuters in the morning and afternoon but people heading into friday evening. there will be a news conference this morning at 11:00 to announce details and likelihood of a walkout tomorrow. the good news, golden gate bus service is not supposed to be affected if there is a strike tomorrow. again, a news conference scheduled for 11:00 this morning. we'll have you -- we'll tell you more about what happened there on the noon news.

reporting live in the newsroom, pam cook, ktvu channel 2 news. >> thank you. in the meantime, b.a.r.t.'s board of directors is scheduled to take up two critical labor issues at its meeting tonight. the board is set to ratify the labor contract for b.a.r.t. police officers. directors will also hear from an outside consultant on how to avoid future b.a.r.t. strikes which of course causes so many problems. a big crash in oakland, sal. traffic backing up for miles. >> that's right. 580 eastbound at golf links road heading towards san leandro and castro valley. it's an accident involving several vehicles. we heard from a witness last time and this is someone who -- one of our ktvu employees who happened to be driving in through oakland and saw some of this, sent this video to us from the phone here. westbound traffic is slow as well. it does look like a pretty bad crash. again, eastbound 580 at golf links road. traffic is backing up.

people are avoiding 580 and using 880 instead. 880 people have been avoiding that and using 580. now both freeways are really bad. let's take a look at a live picture of 880 northbound. you can see it's very slow out of san leandro to downtown oakland. to the bay bridge toll plaza, that's improved. a lot of people are not getting by. it's about a 30-minute drive into san francisco. 60 at var vas, a sig-alert -- vargas, a sig-alert. traffic all over the east bay is slow. let's go to steve. >> thank you. most of the rain has ended. still some, but reports coming in rain has stopped. there's some to the east and rainfall totals were pretty good. now, san francisco this is officially mint hill right up here at the top. owb observer near dubose triangle. .50. for the month. 55. that's 262% of normal to 286%

of normal. mount davidson, .46. buena vista park .45. pretty consistent. some of the rainfall totals, san bruno mountain, .33. sausalito, .45. sfo, oakland and redwood shores all around .42. mountain view had really good rain. so did sunnyvale anywhere feen .40 and .50 and san jose .3. blossom hill had .50. san jose had almost double the rain of santa rosa. i couldn't tell you the last time that happened. usually it's the other way around. not this case. this was a much stronger system south than there was north. most of the rain is done around the back side, antioch, concord, san ramon. livermore, still a little bit of rain but again this looks like we're winding down on a lot of this. you can -- you can see the edge. palo alto had over .3 as well. scotts valley, santa cruz,

capitola, morganhill and gilroy getting in on it. by 9:00 a lot of this will be done. rain from sacramento to monterey. give this system credit. it held together and did its job. it's flying out of the picture. we'll get sunbreaks. we are gating development on the north coast -- getting development on the north coast. some of this may be 10, 12 hours away. by the time it arrives, it could give us good downpours, if it holds together. it's cool air. i think we'll get more rain out of this late tonight and tomorrow. 50s and 60s on the temperatures. highs the in the 70s. look at that. pressty intense. it may go north of us. i think it will swing in and be close enough. the morning rain about done. we'll have the cooler air move in, a mix of sun and clouds. there will be more rain tonight. morning rain is about done. cooler, fog, had some of that. sunbreaks showing up for a few. 70s on the temperatures. these are below average except coast and bay. inland temperatures are now

welcome back. a florida mother facing very serious charges. a sheriff's deputy caught her driving with her baby in the trunk. the deputy tried to pull over 19-year-old brianna watt kips. who had a 14-year-old passenger in the car on tuesday about 1:00 in the morning. he noticed their car had a broken headlight. well, watkins kept driving for a half-mile before she stopped. the deputy says she didn't have a driver's license and gave him a fake name. the deputy heard crying from the trunk so he grabbed the car keys and opened up the trunk. >> the child was actually laying on top of a top of hedge trimmers about 12 inches longer. there was an old rusted tire iron the child was laying on on of. it could have suffocated the choo nild bat of the car.
