ferry captains getting ready to walk off the job. we'll have details on the looming strike and how it could impact your commute across the bridge. a carjacking suspect is dead. investigators are still on the scene in the financial district. police say it all started with a carjacking in richmond which sparked a police chase through prayer cities and across the golden gate bridge. good afternoon. i'm tori campbell. ktvu's alex savidge was one of the first reporters on the scene and joins us live to explain what led up to the deadly shooting. alex? >> reporter: tori, good afternoon. police say the man at the center of this chase was clearly a danger to the public after he crashed this stolen suv beyond us here. he came down a one-way street the wrong direction. after that crash, he then opened fire on innocent bystanders who came over to check on him. thankfully, none of them were hit by gunfire this morning. that's when police officers moved in eventually shooting and killing the driver of this

suv. this dangerous pursuit came to a dramatic end in the heart of san francisco's financial district just before 6:00 this morning. officers with guns drawn surrounded the white cadillac escalade that was flipped on its side following a crash at california and battery. inside an armed man who police say wouldn't give himself up. >> cops yelling to put the gun down. >> mary grace was on her way to work at a nearby bakery when she heard officers open fire on the man inside the suv. >> you just hear like the cop and there's gunshots going off. >> reporter: the man in the suv was shot by several officers and tie died here -- died here at the scene and police say they had no choice but to open fire. >> the suspect would not drop the gun and at some point trying to pull himself out of vehicle, pointed the vehicle at the officers.

the officers fired. >> reporter: this pursue started in richmond -- pursuit started in richmond. that's where investigators say this suv was stolen from gunpoint from a woman on her way to the gym. the victim of the carjacking described what happened to her right outside her home. she didn't want to show her face. >> i thought he was gonna shoot me. he was ready to go inside the truck. i didn't know what to do. >> reporter: and the lengthy investigation into this officer- involved shooting played out in the middle of the morning rush hour and that meant a number of streets in the downtown area were blocked off with crime scene tape and that led to gridlock on surrounding streets. this began as a high speed pursuit and made its way across the bay and came to a crash in san francisco with shots in the middle of the street. the police chief said it's incredible that no innocent people were hurt out here this morning. we're live this afternoon in san francisco, alex savidge,

ktvu channel 2 news. >> thanks, alex. we're following breaking news of a powerful earthquake in alaska. the quake with an initial magnitude of 6.2 hit at 9:51. the epicenter was 80 miles northwest of anchorage. a local newspaper is reporting that workers were seen leaving several buildings downtown and that items were knocked off shelves there. the alaska tsunami warning center, though, says no tsunami is expected. and happening today -- in just over an hour, in fact, president obama is expected to announce the resignation of attorney general eric holder. holder's resignation comes after heading the justice department for the past six years. he's the first african-american attorney general and his tenure is the fourth longest on the job. according to the white house, holder plans to remain at the justice department until his successor is in place. iraq has uncovered a plot for an imminent attack on subway systems here in the

united states and in paris. according to iraq's prime minister, the planned attack is the work of isis fighters in iraq. he says the suspects included american and french extremists who are fighting for isis. the prime minister also says the attack has not been thwarted and officials in the u.s. and france have been alerted. it was a wet start to the day and more rain is on the way. right now, there's a break in the wet weather. this is a live look from our roof camera looking out toward downtown oakland. you can see still some rain clouds but also some blue sky in the early hours of the morning, this was the scene on the san mateo bridge as drivers experienced downpours around 5:30 this morning. ktvu's mark tamayo is tracking the rain and is here now with how much we've received and how much more we can expect. >> pretty impressive amounts. numbers really as i mentioned impressive. last week on the 18th we were tracking a system.

today, once again, tracking a stronger system moving into the bay area, in fact. this the radar at 7:00 this morning. widespread moderate to heavy rainfall targeting the southern half of the bay area. rainfall totals, numbers adding up, especially for san francisco. look at san francisco. .50. fremont hadn't 49. san jose, .36. also up in the north bay, santa rosa .17. i should mention reports of nearly .60 up towards ukiah. but those numbers really adding up. bay areawide, not just a few hundreds but a few 10ths of an inch. that was the radar. right now on the radar, not much coverage. this was the radar loop. the latest imagery, you can see the main shower ban heading out to the east. that's our baypoint camera in the bottom portion of your screen. lingering clouds and enough moisture, we'll hold onto a chance for a few scattered showers. we have lightning strikes being detected. there's the slight chance of an

isolated thunderstorm. some instability associated with this weather system. we'll highlight those chances for later today. we'll have more on that coming up in about ten minutes. >> all right. thank you, mark. the rain did lead to a pretty messy commute on many bay area roadways. the highway patrol says all lanes are reopened on eastbound 580 following a hit and run that prompted a multivehicle crash. it happened on golf links road. the chp says at many as five vehicles were involved. one of the vehicles rolled over several times. but officers say no one was seriously hurt. the chp shut down three lanes of the freeway, causing a major backup in the area. also in oakland an early- morning crash involving a big rig led to big traffic problems on southbound 880 near the interstate -- 980 junction. a driver says another truck in front of him splashed water onto his windshield,

obstructing his view. he then crashed into the center divide. it took several hours to clear the roadway. the area was backed up for much of the morning commute but no one was hurt. and the rain caused some standing water in low-lying areas. this is what it looked like along the capitol expressway in san jose. clogged storm drains backed up causing water in some areas to flow over the sidewalk. crews are bringing out a special jet vac truck to clean up the drain. and cleanup crews at san francisco international airport worked to fix leaks in terminal 3. the leaks were reported around 4:00 a.m. but did not affect passengers or airport operations. an airport spokesperson says the leaks and damage are mostly repaired now. golden gate ferry captains are getting ready to walk off the job tomorrow. ktvu's sal castanedo was there as they announced their plans to strike and joins us live to explain how this could affect thousands of bay area commuters. good afternoon, sal. >> reporter: tori, good

afternoon. you are gonna see a lot of empty ferry terminals tomorrow at the ferry building. about 9,000 people use the golden gate ferry system. tomorrow that service will notten available because of a one -- not be available because of a one-day strike. less than hour ago, they said there will be no service tomorrow on any of the ferries that geg transit operates including the ferry to the giants' game. workers say the district has not been negotiating in good faith. >> the last three contracts that coalition unions have had with the district have been take-away contracts. members have given back on lower wages or no wages. they've given back on healthcare concessions, pension concessions. and now the district is asking for more concessions. >> reporter: golden gate bus drivers will not be going out on strike. it's a good bet more people will try to catch a bus into

san francisco. they have no way of operating the boats without the captains. it's unlikely it will increase bus service to pick up the slack. >> the boats cannot run without the captains. the best thing for anyone to do, look into alternate routes for transportation. we'll provide information to any of the ferry riders coming back on the ferries. you can stop by the ferry terminal and pick up more information or look on our website for alternate routes into san francisco. >> reporter: now, once again, this is a one-day strike. that's tomorrow, friday. they are gonna be back at work, they say, on the weekend for the weekend runs and on monday. but you can bet that people who will not be able to take the ferry may actually jump into their car and we can expect more traffic along the 101 corridor in marin county. live in san francisco, sal castanedo, ktvu channel 2 news. >> thank you, sal. this morning, caltrans officials provided an inside look and an update on the demolition project going on of

the old eastern span of the bay bridge. the agency says the deconstruction is on schedule. taking down the big towers is expected to take almost a year. work crews began tearing down the 78-year-old bridge one year ago. caltrans has faced a wide-rage of problems involving the removal of steel and done concrete. an investigation is underway after two bodies were found in an apartment complex in mountain view. why the discovery led to the evacuation of dozens of people and even forced residents to spend the night at a shelter. 44 states take part in the powerball lottery. last night's only winning ticket sold right here in the bay area. we'll tell you where and how much it's worth.

the fate of embattled san francisco fire chief joanne hayes-white is expected to be discussed today. during the public portion, commission members are expected to here praise as well as call for her to be removed. yesterday, mayor ed lee met with representatives from the firefighters unions who are calling for him to replace the fire chief. they say they've lost

confidence in her leadership. the commission is not expected to take any action against chief hayes-white during the meeting tonight. police in mountain view are investigating the discovery of two bodies inside an apartment lapt night -- last night. people who live in an apartment complex called police at around 6:00 p.m. saying they spelled a noxious odor. the hazardous materials team found two people deceased inside one of the apartments. their names have not been released. authorities say there was not a gas leak. they did collect samples of a toxic substance for testing. fire officials told us they found a note on the door but officials are not confirming whether it was a suicide note. >> a couple of things that our investigators will look at to determine whether a crime occurred. what does it look like? they will talk to neighbors, anyone in the area at that time. they will be working with the coroner's office and also talking to family members and

of those two -- of those two victims. >> two apartment complexes were evacuated and people in another building were told to sheltner place. police in walnut creek have released a picture of a man they believed kidnapped a woman. investigators believe this is poor quality. the man is described as white, 30s, 40s, 5'6" to 5'10". he was wearing a gray shirt, straw hat, sunglasses and a stocking coveringsing his -- covering his face. he kidnapped the woman from her yard tuesday afternoon and forced her to go to the bank and withdraw money. she drove back to the neighborhood and the man got out of the car and left. san francisco police are investigating several cases of stolen metal fixtures from along the embarcadero. officials with the city's ports say dozens of bronze pieces have been stolen. the items include plaques embedded in the sidewalk, benches and decorative sculptures. some people we talked to were surprised by the theft.

>> how did they pry them up from the ground? i had no idea you could do that. >> police say thieves likely helped to recycle the metal for crash. the port of san francisco is still trying to determine how many pieces are missing as well as looking into ways to better protect public art in the future. despite the reap sent rain, there is still a need to conserve water. bay area water districts say reservoir levels are still dangerously low from three consecutive years of drought. they say any rainfall this week likely will not help refill reservoir water supplies or low creeks and streams. >> the ground is really dry. it will take quite a few inches for the ground to saturate and to be runoff in the reservoirs. >> water districts say it will take numerous storms and snowfall to repleppish the water supplies -- replenish the water supplies. they are asking people to conserve water and collect rain. we've seen now. let's go to mark for more on

the precipitation. >> good afternoon. i'm thinking this storm more in terms of fire danger because typically this time of year we're talking about the yot offshore winds. nice to have moisture soaking the ground out there. that was the case this morning. things fairly quiet out there. taking a live look outside at the bay bridge near san francisco. some calm conditions on the bay waters. we have light winds out there. the main event, that happened late last night into early this morning just in time between 5:00, 6:00 and 7:00. the main front has noved out to the -- moved out to the south and east leaving cloud cover. this is our bay camera. still a little bit of moisture. some lightning strings as well. the lightning strike that you can see well offshore. that's about 1 is00 miles offshore. here's our distance calculator. that's about 106, 107, 108 miles to the west. something we're watching over the next few hours. there is a chance for a shower not only for today but for tomorrow.

a little bit of coverage up in the north bay, northern sonoma county approaching parts of mendocino county for the most part, partly cloudy skies and temperatures on the mild side. pretty muggy out there. livermore 68 degrees. santa rosa, 66. hayward, 68 degrees at last check. this was the main front, the source of the organized rainfall early today as steve paulson was tracking this morning, the morning commute and this area of low pressure sticks around. we'll cool things off. there is a chance for rain tonight, tomorrow and there's a slight chance of a thunderstorm as well. it looks out over the weekend. we'll have a dry forecast for the weekend and temperatures gradually warming up especially sunday and into monday next week. here's our forecast model. 3:00 this afternoon, this forecast model did an excellent job in timing the rainfall this morning showing you the showers out toward the sierra right around the fire zone toward the king fire and we have activity up to the north, especially up

technology stocks are leading a broad drop on u.s. stocks. the dow jones actually is down, as you can see, almost 250 points. the nasdaq which is heavily weighed with technology stocks. that's down 84 points. almost 2%. s&p is currently down 29 points. apple seems to be the main reason dragging down technology. their stock is down more than almost 3.50.

the company pulled back a software upgreat over complaints they weren't able to make calls. they offered to have you manually download a file on a computer to delete the file. someone bought a million- dollar ticket in the bay area. tara moriarty tried to track down the winner. >> reporter: at keys market in san mateo today, powerball was the buzz. this store sold the winning ticket around 6:30 last name. >> i'm hoping it was someone from the neighborhood. >> reporter: and it was. the numbers had been played by a regular customer here consistently for years. >> i'm happy for the winner. >> you would be a lot more happy if you had won it?

>> of course. >> reporter: locals told us that this man rick payton had this ticket. it said the winning number was soemed at key market. right around the -- sold at key market, right around the corner here. and i jumped up and checked the tickets. and it wasn't the winning numbers. so we kept searching. >> was it you who won the powerball? >> i wish. >> reporter: the people who have won this grocery store for more than 20 years were shell shocked that the winning ticket was bought here. >> around 9:00 they got a call from the lottery office saying we've sold the winning powerball which we thought was a joke. >> very exciting. finally getting paid. all of the time we've put in here at this location. >> reporter: they may not have won the $225 million but they get a cut, $1 million. >> semiretired now. only working part time. so i can do a little more traveling now. >> reporter: this was the only winning ticket sold in the 44 states that carry powerball. the lump sum jackpot would be
