now at noon -- a major undercover sting targeting people preying on victims of the napa earthquake. why some people are now facing felony charges. plus, get ready for some sonic booms around the bay area today as the blue angels begin practicing for fleet week. we'll hear from one of the pilots. good afternoon. i'm tori campbell. it's been six weeks since a 6.0 quake shook napa and there's still a lot of clean-up and rebuilding to do. but some people are trying to

take advantage of victims of the quake. alex savidge live with details on the undercover operation, a crackdown on unlicensed contractors. good afternoon. the warning went out to homeowners in the napa area to watch for unlicensed contractors who may tripe tri- to rip them off -- try to rip them off. a sting operation was done using this earthquake-damaged home and busted workers trying to operate under the table. >> do you have a contractors license? huh? >> no. >> ok. >> this is a sting operation. >> reporter: this is hidden camera individual row from the home as -- video from the home as unlicensed contractors were taken into custody. it was carried out by the state license board and napa county district attorney's office. investigators found ads for unlicensed contractors and invited them to come to the quake-damaged home to give an estimate. the undercover investigator who

posed as the homeowner in this operation is unable to show his face but says some of the people busted this week were trying to charge way more than they should have. >> just beware. we're going to be here, we're going to be here for as long as it takes. and, you'll never know who is going to be driving up on your job site. >> reporter: following a disaster like this state officials say unlicensed contractors do tend to come out of the woodwork. homeowners who hire them risk losing money and also liable if a worker is hurt on their property. a dozen people face felony charges now and the charges are more serious for an unlicensed contractor trying to do work in a disaster zone. >> an ordinary situation contracting without a license is a misdemeanor. however, if there's a declaration of a disaster area as has been done by the governor of the state of california and the president of the united states those crimes have been elevated into

felonies. >> there'scism things to make sure -- simple things you can to do make sure you're hiring someone to do a good job for you. homeowners, please do the homework. >> reporter: homeowners with quake damage should watch for some of the red flags, a contractor who doesn't have a valid six-digit license number, that can be looked up on the contractor's licensing board web site. they also want to look out for a worker who doesn't put their estimate in writing, or if they ask for a large downpayment up front. under california law the downpayment can only be 10% of the total cost. an interesting twist here during this week's sting, the contractors busted in this operation were not arrested and booked, that is because the jail in napa is so badly damaged by the earthquake. state authorities say they will be doing more of these sting operations in this area in the coming weeks and they want to make sure that quake victims aren't victimized a second time. live this afternoon in napa,

alex savidge, ktvu channel 2 news. the future of the embattled fire chief joanne hayes white to be discussed today. in a closed door session the commission will evaluate her job as chief. this is less than three weeks after firefighter unions called for her to be replaced. the department's poor ambulance response time may also be part of the commission's discussion. hayes-white has been under fire the last several months for slow responses to life- threatening calls. in the latest incident it took paramedics 18 minutes to respond to a washon monoxide alarm, max time is 10 minutes, an elderly man died during the evacuation of that building. new details now about california's embattled utility regulator, just in the last hour, puc president michael peevey announced he will not seek reappointment when his term ends at the end of the year. this comes as state senator

jerry hill said he would bring legislation to block peavey's reappointment to another term. he's under fire in connection to a series of e-mails describing alleged secret dealings with pg&e. san jose police say they made three arrests in connection to the shooting death of an innocent by stander. luis gonzalez, alexander reyna and raquel castro arrested for the murder of richard watkins, an innocent bistander in front of his home when hit by a stray bullet last month. the suspects have all been booked into the santa clara county jail on homicide charges. bart recovered after major delays this morning because of a police search. officers boarded a train at the west oakland station to look for a possibly armed suspect after a man at the richmond station reported that someone pulled a gun on him. the man told police the gunman went into the station and may have boarded a train which caused officers to stop the

train at the west oakland station. the search caused systemwide delays but officers never found the alleged gunman. a judge today sentenced a former livermore golf instructor to more than 25 years in prison in a bizarre sexual abuse case. 32-year-old andrew nisbet appeared this morning behind glass in a hayward courtroom. he pled guilty to four felony counts of mow station for abusing -- molestation for abusing three boys. also pled guilty to three counts of solicitation of murder for allegedly trying to hire a hitman to kill one of the abused boys. he was sentenced to 27 years in prison. palo alto police are investigating two indecent exposure incidents involving young girls that occurred within a half-mile of each other. police released this vague sketch of the man based on information from the first victim. he's described as white, in his late 20s or early 30s, with short brown hair. police say on monday the man

was in a blue pickup truck when he exposed himself to a 14-year- old girl. then tuesday night a man in an older volvo sedan exposed himself to a 10-year-old girl walking her dog. officers increased patrols near schools and are conducting surveillance but have still not determined if the two incidents are connected. parents at an east bay middle school are being warned about a suspicious man. pleasanton police say the man was spotted sitting in a car outside of thomas hart middle school in pleasanton. according to witnesses the man was taking pictures of the young students coming and going to class. >> my kids will no longer be walking to starbuck's fridays and i'm here picking them up everyday. >> i'm definitely concerned about it. i'm also hoping that this is being communicated to other parts of pleasanton. >> the school has sent parents a letter warning them of the suspicious man, described as

white male, 40s or 50s, believed to be driving a red volkswagen bug or burgundy pt cruiser. the city of san jose is taking a hard look at a development where homeowners say pedestrian and vehicle traffic has gotten out of hand there. are plans to do more on communications hill that has become a popular area to exercise. janine de la vega tells us more. >> reporter: from dawn to dusk there seems to be a constant pattering of feet going up and down the grand staircase on communications hill. homeowners have gotten used to outsiders driving from other neighborhoods far away to use the steps for exercise. >> it's packed and crazy. >> reporter: visitors use up to already limited parking, leave trash behind and gets noisy but homeowners say the real problems start at night. some report they witnessed drug use and public sex. >> their behavior is not acceptable by any means. >> reporter: the vice mayor who represents the district

received hundreds of complaints in the past year and-a-half and her staff is studying the problem, especially since developers are looking to build 2,200 new homes, a retail center and six more staircases. >> i think more development is ok, more staircases, i'm not sure. >> reporter: the worry more staircases will attract more people and problems. one of the issues the city is dealing with is the stairs are zoned public passage open to anyone so at this time curfews can't be enforced. >> this is probably one of the most expensive areas to live in. you see a constant migration of businesses and people, from texas and arizona. longer term, that anti- development attitude is going to kill california. so i think they should build more houses. >> reporter: a city official told me as part of the approval process the city could impose certain conditions on the developer such as adding more lighting to the area or patrols at night. janine de la vega, ktvu channel 2 news. santa clara county reported

the first case of the enterovirus strain that is responsible for at least four deaths across the country. a child with the virus was hospitalized, is now home and doing well. cases of enterovirus d68 have also been reported in alameda, contra costa, santa cruise, solano and san francisco counties. mostly among children. the san francisco department of public health says it's testing for more potential cases, after confirming its first case of the virus last week. the enterovirus usually causes symptoms similar to a cold or flu but can cause severe respiratory symptoms, especially in children with asthma. more than 600 people in 44 states and the district of columbia have been sicknd by the virus since august. five patients have died including a 4-year-old boy in new jersey, but so far no deaths have been reported in california. five homes destroyed and part of i-80 is closed as crews work to contain a wildfire

happening now -- time once again for the blue angels to get ready to buzz the bay area. the navy flight squad is just about to begin practicing as fleet week gears up in san francisco. sal castaneda spoke to a blue angels pilot moments ago and joins us live. >> reporter: good afternoon. pretty excite -- exciting to be here. the blue angels are getting ready to do practice flights in san francisco this afternoon. this is part of fleet week, planes, helicopters, military personnel arrive here for the traditional event. we had a chance to speak to a pilot who is also a san francisco native. >> as a kid i went to school at north beach. so i remember being in a fifth grade or sixth grade and the jet anything overhead, getting too loud to even concentrate in class. our principal just had us go to the roof at lunchtime and watch them. that was my first experience watching the blue angels. i thought it was the coolest

thing in the world. >> reporter: blue angel official shows are saturday and sunday but they will be practicing tomorrow at 3:00. all the shows at 3:00. you can line up in the city to get a good view. the best place is probably the field. there are other entertainments along the waterfront. >> when we come out and do a show we just hope kids young and old, because there are a lot of older kids out there, when they see us they see that, the excellence we're trying to showcase. we're not perfect. we don't pretend to be. bewith you try for that perfection and part of that is because, as long as you strive for that perfection you can always excel and continue to be excellent. >> reporter: so the best way to see them really is to go down to chrissy field, at 3:00 on saturday and sunday. you will probably see them tomorrow as they practice. they are going to practice today. this is weather permitting. i don't know if you can see, we're back live, you can see

alcohol before a deadly dui crash in 2013 is now under arrest. 42-year-old tabassum yousuf faces manslaughter and other charges. prosecutors say she furnished alcohol for a large house party in late october last year. a 17-year-old leaving the party lost control of the suv he was driving and hit a tree killing 17-year-old jason park. the teen driver was later convicted of vehicular manslaughter and dui. chp is looking for the big rig driver responsible for a deadly hit-&-run crash on a busy treat in freemont. fremont. investigators say a 61-year-old motorcyclist was killed on mission boulevard near warm springs road yesterday afternoon. witnesses say the driver of a silver big rig never stopped after colliding with a motorcycle. it's a major connector between i-880 and 680, the chp says an ongoing construction project in the area may be a factor in

this crash. >> this particular stretch of roadway is also under construction right now. its lanes are not as wide as the normal lanes on other interstates. >> chp is asking for any witnesses to the deadly hit-&- run to contact them. firefighters continue to battle a destructive wildfire which has destroyed a few homes and threatening a thousand more in the sierra foothills. the fire is burning about 40e miles north -- 40 miles northeast of sacramento near the town of applegate. started yesterday morning and scorched 420 acres, five homes have been burned to the ground. evacuation orders are in effect in the area. some homeowners say they had just minutes to get to safety. >> we ran around the house like crazy people trying to pick up things we knew we needed or wanted, or were sentimental. some clothing, a couple of pillows, threw them in the car and -- left. >> just checked with cal fire and they say the fire is 20% contained. the cause of the fire is under

investigation. family and friends are mourning the loss of a cal fire pilot from san jose who was killed while fighting a wildfire near yosemite. 62-year-old jeffrey craig hunt was flying a cal fire air tanker when he crashed outside of a town tuesday. hunt responding to the dog rock fire. firefighters at his station say he will be missed. >> if you were kind of out, down, he would ask if there was anything he could do to bring you back up. if you needed something he was there to help you out. >> officials say hunt worked for a company that contracted with cal fire pore more than 13 years. he leaves behind a wife and two daughters. firefighters honored hunt with a procession down highway 140, in the town of mariposa flags at half-staff. cal fire grounded the fleet in the wake of the deadly crash. the national transportation safety board is investigating the cause of the crash.

fire danger will be heading up this weekend because we have a warming dry weather pattern developing. today though a bit of a cooldown, a bit of a temporary dropoff in temperatures. here's our live camera in san jose showing you clear skies here but we still have stubborn fog near the coast and near san francisco near parts of the bay. that could be a factor for the blue angels practicing this afternoon, at least delaying them by a couple of hours. solid overcast towards ocean beach, golden gate park and basically covering san francisco. extending across the bay, in fact here's a closer look towards the sunset district. out toward the richmond district as well with lots of overcast, over golden gate park. lingering fog there. but up in parts of the east bay and north bay you can see temperature beginning to recover, with the clearing skies. fairfield now 76 degrees. san jose in the upper 60s. 67 san francisco and halfmoon by a still trapped in the 50s with the fog deck nearby. in fact here's our live camera

looking toward the bay showing you the overcast toward the bay bridge. here's san francisco. what is happening, we had that shallow marine layer yesterday, deepened a little, coupled with the onshore breeze, settling in cooler air across the entire bay area. today patchy coastal fog, even patchy fog around the bay, over the next two hours. a bit of a cooldown for today and into your friday. friday i think will be the coolest day of the week. then high pressure returns this weekend for saturday and sunday, sunday will be the warmest day of the weekend. with that fire danger will be ramping up as well across the bay area. no warnings in place but with the increasing off-shore winds humidity levels really coming down around 15%. the winds will be a concern especially for the north bay hills and east bay hills, 15 to 25 miles per hour. watch for that. it's that time of year, fire danger is a concern. later this afternoon the fog near the coast. then regroups again late tonight and early tomorrow morning and basically into friday afternoon as well. lifts friday morning at 8:00.

stocks are tumbling today. that is because the price of crude oil fell again on concerns of showing global economic growth. while oil production remains high. taking a live look at the big board the dow down 302 now, nasdaq down 77 and the s&p 500 is down 36. two bay area companies are the most valuable brands in the world, for the second year in a row apple tops the list.

interbrand says the apple name is worth $119 billion, up 21% from last year. google is second on the list word $107 billion. other bay area companies in the top 20 are intel, cisco, oracle and hewlett-packard. the nominees for the rock 'n' roll hall of fame have been announced. a bay area band is on the list. green day is on the ballot for the first time. there are 15 nominees. the vote results will be announced in december. the induction is planned for next april in cleveland, ohio. a case of mistaken identity on the golden gate bridge could be a sign of a bigger problem with the automatic toll taking system. peter ordered 2 corrects when he was ordered to pay for a car that was not his. turns out it's the same personalized license plate, a different make and model,
