manslaughter. it happened after 6:00 a.m. this morning. ktvu's azenith smith is there and how the victim's great niece found out about his death is heart breaking. >> reporter: well, while they have yet to release the identity of the victim the family say he is lewis williams who was in his 70s and lived in the neighborhood for decades. his family says he was on his morning walk when he was killed. she spoke to us this afternoon after she got the call letting her know it was her great uncle. she described him as a loving, kind hearted man who came from a large family. he lives two blocks away from where the crash happened. he did this walk every morning to stay healthy. this morning he was driving southbound when he lost control of his car. struck a power poll, rolled over, crashing into williams. police found him dead on the

roadway. the victim's loved one shared her heart ache. >> i was on my way to work and i went back home they didn't let me threw and i found out it was someone we loved. i can't believe it. to all of you out there, to think of drinking and driving, please don't. think of your family, think of the loved ones that are hurting right now. >> while she ankry, she is -- angry, she is hoping for justice and she forgives the man. he was also charged for driving without a license. because he hit a power pole crews are working to restore power 12 hours later. the light is down and the road is closed. it is unclear when the road will be back open to traffic.

a partial demolished building in san francisco came crashing down this morning sending bricks on to the street. it happened near pine and hunt amountry in the financial district at -- montgomery in the national district -- financial district at 8:20 a.m. this morning. there weren't a lot of people nearby because of the columbus day holiday. no one was hurt. inspectors are investigating. one year since the deadly shooting of a teen and a group is demanding more community involvement and police transparency. in an hour here the community over site will make a presentation. they were formed after the 13- year-old was shot and killed by a sheriff's deputy when the

the group consumer watch dog wants the attorney general to investigate hiring by the covered california health insurance exchange. $184million was awarded in no bid contracts. a large number of contracts went to a company with ties to the head of the agency. they say it was legally allowed to issue no bid contracts to meet tight federal deadlines. out of the vatican today, a shift in the view of relationships including homosexuality. 200 bishops have been discussing issues related to the family in modern society. today a panel presented a document summarizing discussions. it called for the accepting of gay couples, unmarried couples and those who are divorced.

same-sex couples in alaska are allowed to get married. yesterday a judge ruled the ban on same-sex marriage is unconstitutional and this morning couples were waiting in line to be among the first to apply for marriage licenses in alaska. alaska has a three day waiting between filing and getting married. officials found the mother of a abandon newborn who was found, it is a 13-year-old girl. we told you how a couple found the baby girl. the baby in a hospital and doing well. the 13-year-old is with child protective services. police say no charges have been filed so far and they are investigating to see if her pregnancy was the result of sexual abuse. new information about how a ferry hit a peer. a witness describes the moment of impact and the coast guard tells us about the factors they are looking into. >> and the winner is in from

but questions remain after a ferry hits a crowded peer during the rush of fleet week. tonight we are hearing from a witness as well as from the coast guard. ktvu's claudine wong with new information live from san francisco. >> reporter: ferry service is running as scheduled. all the usual boats are on the water, including the one involved in the incident. the coast guard cleared it for service yesterday but tonight there are still a lot of questions. [ music ] >> reporter: on a typical day peer 41 is busy and on fleet week sunday it was packed. she was on board with her grandson after a long day at fleet week. she spoke to us today by phone. [ indiscernible ] >> that is the one we got on. >> reporter: officials confirmed there were 231 on board the vessel. but the trip lasted just moments.

while reversing the ferry hit a piling. she remembers too big jolts. [ indiscernible ] >> people were screaming. we got knocked forward. and i saw other people that were standing up, they got knocked back and force. >> it was safely able to get back to the docks. the call we got was from concerned people in the area as well as from the company itself. >> reporter: 12 people were hurt. 10 were taken to the hospital. two were treated and released. the remaining were taken across the bay on another boat. they apologized to passengers and promising to fully cooperate with any question into the reason it happened. the coast guard is heading up the investigation. >> part of our investigation is the alcohol and chemical testing. that is something we are conducting while we go through the investigation. >> reporter: no word on when the tests will be back.

>> reporter: i should tell you within the last few minutes we got new information. i got a call, officials say the alcohol tests on all crew members came back negative and the captain who was in charge of the vessel at the time of the incident is the training and safety officer for the fleet. all crew members remain on the job while the investigation continues. live in san francisco, claudine wong, ktvu channel 2 news. a ordinance is being introduced tonight, it is aimed at reducing teen drinking. it would make parents or adult party hosts libel for unlof gathering where alcohol is severed or consumed. violaters will face fine izs up to $2,500. the -- fines up to $2,500. things are returning to normal in a san francisco neighborhood after a car crash

a third day of protests in ferguson, missouri. people marched to police headquarters to remember michael brown. he was shot to death by a police officer back in august. the protesters are demanding that that officer be charged with a crime. they stayed in the streets for 4 hours which is how long michael brown's body was left in the treat. treat-- street. plane went down, people are crediting the pilot with protecting people on the ground. the garaged last -- crashed last night on the only vacant cloud. the pilot and two passengers

a san francisco super visor is concerned -- supervisor is concerned about the number of businesses closing. it projects 4300 businesses will move or close this year. the supervisor is proposing an ordinance to protect businesses

just young and in love. living on the streets with her boyfriend and their daughter. the family says they tried to warn her about her new lifestyle and the people she hung out for but on sunday she was killed. >> they were her baby father friends. so it had nothing to do with her. >> reporter: she believes another shooting led to the incident. the first shooting happened saturday night near this underpass. then she dropped off her daughter at her sister's house. hours later she was shot and killed. her boyfriend was the only survivor. >> we are praying for him too. >> she will never grow up to raise her and then she will be crying where is my mommy. >> reporter: she leaves behind a baby. but will grow up knowing

everything about her mother. >> she will be deeply missed and never forgotten. never. ever, ever, ever. >> one person was killed today and four other hurt in arkansas with a tornado pounded the region. the worse damage was 150 miles southwest of little rock. the severe weather also downed power lines and over turned big rigs. four other states also saw damage. the potential for mudslide is a major concern follow the king fire in el dorado county. they deployed a burned area emergency response team. they are preparing for rain in the forecast by restoring fire lines used to stop the fire. it is also developing a recovery plan to prevent erosion like putting in water bars. they warn the effects of the fire on the soil could last 7 years. in los angeles a long lost

parrot has turned up but now speaking spanish. the parrot was found by a woman looking for her own lost bird. the microchip tracked down the owner. he was missing for four years and it is not clear where he has been. he is now speaking spanish. the owner says she over joyed by the reunion even though the bird bit him.
