emergency landing is how it was described. debora villalon had the story. >> reporter: it was a rupture on the wall that caused the plane to crack. a gaping hole is seen that tore open today in a boeing 757 as it took off from sfo. >> the plane started shaking vie leaptly leapt -- violently in the front and making a pop, pop, pop sound. then the interior panels were ripping out and we were all screaming and shouting. >> reporter: for the attendants who told them they needed to sit down in their seats. >> no, you need to get back in your seat. >> reporter: passengers felt they had to convince the crew

that was serious. >> several different flight attendants and said, can you look at that to see if you can see daylight. >> reporter: no daylight but no one knew it would get worse either. and since the ripping sound was on both sides of aisle 18, people wonder if the fuselage would break apart. the captain came back and assured people that it was cosmetic and the pressure in the cabin normal. >> we will take precautions if we have pressurization. >> we're going to continue to dallas. the pressure is keeping so we're all good. we weren't in agreement to that. >> reporter: and an emergency was declared, and the plane came back to sfo. crews were ready for them. >> reporter: he's an auto racer and doesn't rattle easily but

admits today's experience at high altitude was nervewracking and was hoping that the flight had not gotten so far. >> i think so. we were all screaming and yelling. >> reporter: the flight was taken out of service. since there wasn't a replacement most of the passengers are staying at hotels tonight and tail will be in a -- and they will be in a replacement flight in the morning and finally on to texas. >> did you find out if the cabin actually lost pressure? >> the airline says infatically no that the pressurization remained in a safe range. they point out the oxygen masks never dropped. they say they came back purely as a precaution. but people who were sitting back in those rows say they definitely felt it altered. in fact, they said their ears were popping. it's a bit of a question tonight. we have breaking news of a major earthquake off the coast

of central america and a tsunami warning there as well. the u.s. geological survey measured the quake at 7.4. it hit an hour ago just before nine pacific time and was centered in the pacific ocean off of el salvador and nicaragua. the pacific tsunami warning issued a warning for risk of danger tsunami waves but no farther than 180 miles from the epicenter. we're learning more about a man who was hit and killed by a suspected drunk driver in palo alto. the suspected victim was taking a walk. a 19-year-old driver lost control of his nissan maxima. hit a power poll, rolled over and then crashed into the victim. family members identify the man as lewis williams. they say he was in his late 70s and walked on bay shore every day to stay healthy. >> for those of you who are

thinking about drinking and driving, please do not drink and drive. think about your loved ones. >> reporter: miguel torrez from sunny vale was booked on charges of vehicle manslaughter, driving under the influence of alcohol and drugs and driving without a license. now to the weather and significant changes ahead this week as we take a live look at the conditions at the bay bridge. you can see well it's hard to see but the fog has rolled in after a day of warm weather: and right now chief meteorologist bill martin is tracking those changes for us. >> he's in the weather center and maybe some rain on the way. >> a major pattern shift after a weekend of rainfall warnings and record heat around here. everything is changing around. you notice the cool down today but there's more on the way. light rain showers develop as we go into this week. amounts could get into .1 of an inch and snow. pretty impressive this system is mainly going to do most of its rain and snow up in the

are calling for better training. jana katsuyama is live where ebola protocalls were tested today after a patient was brought in there. >> reporter: just in the past couple of hours i talk with the marin county health official. just in the past couple of hours that official from marin county health department told me that the patient has been determined to not have the ebola virus. still, some staff in light of nina pham's illness say they feel that this hospital and many around the nation are not sufficiently preparing their employees. nina pham is in isolation tonight at presbyterian hospital in dallas after testing positive for ebola over the weekend. friends say she is a compassionate nurse who was treating eric duncan. >> she knows everything will be fine and we believe god will take care of her.

>> reporter: the hospital says she was wearing gloves, a mask and other recommended protective gear. >> we have to rethink the way we address ebola infection control because even a single infection is unacceptable. >> reporter: incertainty in pham's case is causing concern among a disease that has not been treated. >> the lack of protocal, a lot of equipment and a lot of training and education. >> reporter: this morning a patient was put in an icu isolation room but county health officer says they determined later the patient had not been to africa and was not an ebola risk. the hospital has enough gear to comply with cdc recommendations. but i did speak to some staff

here including nurses and staff in the emergency department who say they feel they do not have enough training, education and protective gear. they would not go on camera for fear of retaliation by hospital administrators. but they say they hope in the coming days days there will be clear directives here at marin general and throughout the united states. and now to a bus passenger. the passenger with a mask yelled don't mess with me i have ebola. the incident is being investigated as a possible terrorist threat. health officials in los angeles say they consider it a hoax. more than 100,000 people are talking tech in san francisco this week for the sales force dream force convention. but it's not all business.

with paper license plates. and police say they have broken up a suspected drug lab. they arrested 30-year-old justin poleman. they seized more than $300,000 worth of marijuana and found equipment to extract potent hash oil from the plants. the vatican has signaled what could be a major shift when it comes to church doctrine. today pope francis opened the door to a more well coming stance on gays and trace gallagher reports on what the statement from catholic roman bishops and does not say. >> reporter: the record says that same-sex partners have merit. this comes after a two week meeting discussing family issues. >> homo sexuals have decent

stand, trace gallagher, fox news. 61-year-old jimmy shoe of san francisco died yesterday after a sneaker wave pulled him into the water at rodeo beach in marin. a second fisherman was rescued. today patrols were out. surfers say they know the danger well. >> it makes it very difficult to you know, catch a really good ride. >> it's easy to get swept out. you know a lot of surprises out there. >> reporter: one woman who lives a few blocks from the beach tells us the waves were louder than usual today. out in the atmosphere we have a weather system headed our way. big changes we talked about early on. we're talking about this system moving in tonight starting today and tomorrow. wake up in the morning and a lot of cloud cover for all of us. the fog along the coast right

now. the marin layer has deepened. it's up about 1,000 feet. it's already going to push inland. by tomorrow morning i expect all nine bay area counties to have some fog and some cloud cover. so mostly cloudy partly cloudy as you get going in the morning. the current temperatures you have 66 in the antioch. 66 in walnut creek and really cool along the coast. that's it. the heat that we saw the last couple of days it's done. it's going to be pretty mild now for a while. i think the 90s are through for a while. the marin layer has stretched out. this sets us out with a cooler pattern. the record heat, that's gone. but what is going to come is cloud cover and a chance of showers. not tomorrow but by tomorrow night into the morning hours. this is the cloud fog forecast for 7:00 a.m. tomorrow morning. look at that. that starts you off tomorrow in the mid-50s and you warm very slowly. this is going to be slow to burn off. as a matter of fact there it

goes. in the afternoon it really doesn't. it's partly cloudy, mostly cloudy all day. temperatures look at the 70s. mid-70s at best. forget the 90s not going to see those for a while. that's the temperature drop. then we're looking at the rain forecast that's going to impact your commute. a pile of bricks fell right on to a street in downtown san francisco. the bricks were from a building that's been torn down. fortunately no one with your hurt. but the bricks did form a pile that blocked part of the street and the sidewalk. city building inspectors are investigating how it happened. we're following breaking news out of the south bay where police are on the scene of a deadly hit-and-run. what we're learning right after the break. and landlords pushing low income tenants out of their homes. >> if you have nowhere to go, we're going to a hotel. >> at 10:30, 2 investigates

several falls running underneath southern california are due for a major quake. that's according to a study out today by the u.s. geological survey. four fault segments have built up enough tension to generate a quake. the northern calav era s fault. the hayward fault between sasoon bay. and the rogers creek fault. there was a show of community just a few weeks before it's mayoral election. the candidates are calling on voters to vote on a measure no

matter who they vote for mayor. >> reporter: for west oakland nay -- native jeremy summers, measure z is very important. he meets with children who have been in trouble. measure z is an existing tax. most homeowners pay $12 a year. if renewed 12 million will go to the oakland police department. 2million to the fire department and 8 million for nonprofit groupslike the one summers works for. >> we all agree on measure z. >> reporter: today mayor gene quan and at least four of the candidates trying to replace her offered dire predictions if measure z fails. >> let's be clear if measure z fails we will be cutting officers and we will be cutting violence prevention programs. >> reporter: they warrant oakland could lose 50 police

officers. >> that is not a good thing. >> reporter: but other voters wondered whether the original measure was worth it with crime still an issue and police staffing levels still low. there's about 680 officers right now for a city of nearly 400,000 400,000. >> what was happening to the money that was already supposed to be earmarked for the police. why were we so under staffed. >> reporter: but officials say that measure z is different. >> there has to be a minimum of 648 officers in order to collect the tax. >> reporter: in order for measure z to pass, 2/4 of voters have to approve it. in oakland, allie rasmus. a new tv ad by neil kashkari is already prompting harsh words from the mayor's department. the ad shows a child nearly

drowning as kashkari comes to the rescue. the ad says that governor jerry brown has betrayed poor students who are stuck with bad teachers. that's in response to governor brown's afeel to overturn teacher tenure rules. people are calling the ad insensitive. offensive. breaking news now from san jose where police are investigating a fatal hit-and- run it happened just before 8:00 tonight. these are live pictures right now from the scene near mckey road and north 33rd street. when officers arrived there they say they found a woman lying in the road. she was pronounced dead a short time later at the hospital investigators describe the vehicle involved in this incident as a light colored suv. they say it left the scene traveling westbound on mckey road. well the 49ers had a slow start tonight against the rams on monday night football but

two investigates has found bay area landlords bending the law to make a profit and going to great lengths to push low income people out of their homes. this after a viewer contacted us looking for some help. that viewer told us that her

landlord wanted to raise her rent for $595 a month to $2,200 a month. >> melanie woodrow is live in oakland with the questionable tactics behind the threats of rising rent, melanie. >> reporter: lots of us think of san francisco as the place for sky high rents. according to market research, oakland is the big winner for rent increases. landlords are pressuring tenants to pay up or get out. >> reporter: the bay area's real estate reputation is a little too real for mcdonald. mcdonald lives with her parents she takes care of both. >> my mom is a dialysis patient now. my dad had a stroke. >> reporter: all three are section eight recipients. >> my parents are low tenants we all are. >> if we would have the means

housing department first. >> they want more rent. that's not a valid recent under just cause either. >> reporter: greif says it's a sign of the times. landlords can make more money by leaving the housing section eight system. he directed us to his attorney who agreed to talk to us off camera. uncertain if she'd have to move. mcdonalds began the difficult task of looking for a new home. >> everywhere i'm looking, nobody wants section eight recipients. >> reporter: it's not just section eight recipients, greif says she received calls from tenants in rent controlled apartments who say they are also being pushed out. >> landlords want to get the most they can for rent. >> reporter: san francisco beat

carolina and then burying them in shallow graves in the backyard of his home. the man was identified as 35- year-old pazoozoo algarad. his wife and friend have also been arrested. isis fighters are advancing toward baghdad and are now said to be 15-miles from the airport. the u.s. military used low attack helicopter to keep isis from taking the airport. isis controls much of anvar province to the west as well as territory to the east. witnesses reported some of the most intense fighting yet. secretary of state john kerry said the defense of kobani is part of a larger tragedy.

protests unfolded for a third day in ferguson missouri in memory of michael brown. he's the unarmed black teenager shot to death by a police officer. his death has prompted a movement calling for an end to police violence. several people were arrested at a wal-mart store. over all about 50 people were arrested in a series of protests today. in the north bay it's now been nearly one year since a sheriff deputy shot and killed 13-year-old andy lopez. the boy was holding an air soft pellet gun at the time. the deputy says he thought it was an assault rifle. the community is looking for more oversight for police county wide. david stevenson has the story. >> reporter: people say it's been too long and they haven't

seen enough changes and they're calling for an oversight. the calendar marks the days since the day andy lopez was shot. susan lamos demanded that the county create an oversight. >> the county deserves to play a critical role in the formulation of policies. >> reporter: the council warned that changes might come slowly. >> the complexity is probably going to impair it to a certain degree. >> reporter: but liz cosite says nothing has changed in the year since his death. >> i just have to say that that's not good enough. that law enforcement in this county has failed the public

trust. plain and simple. >> reporter: many say there's a growing distrust for law enforcement as prosecutors decline to try the deputy who tried lopez. >> we have to believe in the people who are protecting us. we can't be afraid of them. that's why we're asking you to not have gailhouse on the street. >> reporter: mark essex serves on the task force and says he's trying to keep the linesover communication open -- lines of communication open. >> and activities are planned including a city wide protest and a pot luck and vigil at the park where he died. the growing divide between newcomers and long time residents of san francisco became clear last week only this time it was at a

playground. the confrontation happened at mission playground after 19th street between valencia and guerrero. >> this field has never been booked. you don't understand. >> reporter: a group of men had booked the playground to play soccer paying $27 for two hours. but long time neighborhood residents objected. they argue the playground has always been open to them and they shouldn't have to pay to play. they're calling on the city. it was cooler today it will be cooler tomorrow. temperatures dropped 15 degrees. some places as much as 20 degrees. these were the highs. it was really warm over the weekend. we had regard heat and daytime warming. for these areas in the pacific northwest they're going to see rain up in this area. with snow at maybe 8,000, 7,000

feet. maybe i don't know 7,000 feet. we're going to get rain but we're going to get not nearly as much. maybe .2 if we're lucky or .3. a ton of fog coming in. you can see it shooting in going toward richmond. there'll be fog and low clouds when you wake up tomorrow. these are the winds that are currently blowing. it's blowing pretty good in fairfield. that's just an indication the pattern change. over the weekend when it was so hot the arrows were coming this way. the wind were calm. things were settling down. now the wind are coming this way. that will bring us this wet commute on wednesday and significant cooling as we head into wednesday. significant cooling, i mean instead of 90s we're looking at 70s. because the last few days there's been a lot of 90s. the forecast model areas, it's cloudy. here's the rain. again look where it's going
