second nurse in dallas diagnosed with the deadly disease. the cdc is now trying to contact 132 airline passengers who were onboard a flight with that texas nurse just two days ago. ktvu's jana katsuyama is here, and the efforts to contain ebola now stretch beyond dallas. >> reporter: they certainly do. this second nurse flew from cleveland, ohio to dallas. she went to prepare for her wedding, and visit her mother who lives just south of cleveland. she flew south of dallas on monday night, even though she had a slight temperature, she was confirmed to have ebola 24 hours later. tonight, she's been moved from dallas to emery hospital in atlanta. amber joy vinson learned last night she has ebola. she was flown to atlanta, and

whisked away to emery's special containment. she handled body fluid of the first ebola patient. this comes just days after nina pham tested positive for ebola. vinson did report a slight fever of 99.5 degrees before her return flight, but that is below the 100.4-degree threshold used by screeners. >> we understand that many of them are scared. >> reporter: the president promised more aggressive intervention and oversight by the cdc. >> as soon as someone is diagnosed with ebola, we want a rapid response team, especially a s.w.a.t. team on the ground as soon as

possible, hopefully, within 24 hours. >> reporter: the concerns now spread to ohio, where health officials are trying to track down vinson's contacts. >> three of our employees did have contact with the patient who was subsequently diagnosed with ebola. >> reporter: frontier airlines says the airline was cleaned device before it was put back into service. vinson did contact the cdc to report her fever before flying home, but she was never told not to get onboard that flight, and frank and julie, you can bet that is going to be something they're going to be looking at very closely to see how they can move forward, and not have something like this happen again. >> let's hope all of those other passengers on there, that none of them get infected. nurses from across the bay area and the u.s. are expressing deep concern about the ebola threat. >> we're all pretty upset about it. 26 years old, 29 years old. risked their lives to take care

the dow lost 173-points. the tech heavy nasdaq dropped 11. what's driving this sell off? >> reporter: frank, there are many things driving stocks lower like bank of america here dropped 4.6% today. one financial adviser i spoke with tonight says now is not the time to panic. calls for calm after the dow tumbled again today. it's 5th straight drop. while the steep sell-off is drawing fears, jonathan says investors should not be caught offguard by what they're seeing. >> i think the thing that is out of the ordinary is in the last three years, we haven't seen this kind of decline. it's very normal to have a 10 to 15% decline in a year. >> reporter: many are concerned about the slowing global economy and corporate earnings.

election day is now less than three weeks away. in santa clara county, there was a printing problem. thousands of voters there will be getting two mail-in ballots. >> azimuth, this is not the first mistake. >> reporter: that's right julian, it started with a sample ballot missing information, now missing the same information. that's frustrating candidates, and these mistakes will cost taxpayer dollars. for two school districts, that's off to a rocky start. this week, 559 voters in the santa clara school district, and 448 voters in the gavelynn community college district will be receiving this in the mail, asking them to disregard their first official ballot. it was corrected, yet due to an

oversight by the printing vendor, hundreds of people were sent that incorrect information. >> i'm sorry that it did happen. this is our democracy and voting, and we do work very hard here. >> reporter: saying the first error with the sample ballots was due to a programming error. the second mistake, the printing vender used an old template. >> mistakes happen. we are humans, and we are looking at each of the processes to see how it happened, where we can fix it to prevent it from happening the next time. >> for me, it's just disappointing, because those votes are votes that are really important, especially in races in a local election. >> reporter: one of the candidates who's race is missing from the ballot. she thought checks and balances would prevent it from happening again. >> how would you feel if you got two ballots?

i definitely feel there's going to be a lot of confusion. >> reporter: the registrar's office is asking for forgiveness. if you do receive two ballots, to vote the second ballot. the office is adding more proofing errors and expect it will cost thousands of dollars for these errors. california public utilities commission, mark floorio announced he will reduce himself from any decision involving pg and e. cpuc president michael peavy reduced himself last week for the same thing. florio says he won't participate in future proceedings involving the 2010 gas pipeline explosion or hearings on pg and e gas rates. san bruno's mayor welcomed the decision, but also said florio should resign.

concerned for bicyclists after a series of violent attacks in san francisco's panhandle neighborhood. after midnight, police say it becomes a hotbed of criminal activity. between october 3, and 5, four bike riders were attacked. the thieves are working in groups of two to four people. investigators say they jammed something into the bicycle spokes, and then jump unsuspecting riders. >> these are particularly vicious, because there's been no attempt to even slow these people down and ask for the bicycle. they are using violence first, to take the bikes. >> police say they have now stepped up patrols in the panhandle district, and are warning cyclists to avoid riding in that area alone, especially late at night. san francisco is seeing a startling spike in the number of auto thefts after reports of stolen vehicles in one neighborhood are up nearly 50%. at 10:30 what police say may be to blame, and what you can do

alarming increase in the number of stolen cars in san francisco. the startling numbers we've obtained from police. telling us which neighborhoods are being hit the hardest, and what police are doing about it. >> reporter: frank, across the city we have learned auto theft is up 18% in the first 8 months of this year, compared to the same timeframe a year ago. on the streets of san francisco more than 4300 cars have been stolen so far this year. that's according to the latest san francisco police statistics obtained by ktvu. >> i see glass all over this neighborhood. >> reporter: robbie, who lives near the panhandle, safeguarding his car is top priority. >> i just bought a 1999 honda civic, which is apparently a very easy car to steal. i decided i'm going to get a

liu, ktvu, channel 2 news. google's latest android software contains a kill switch option to shut down a phone if it's stolen. george gascon has pushed for the technology to stop the number of thefts. the android feature has to be activated by the user. they must be enabled by default, so violent criminals lack the incentive to steal any smartphone. a state law goes into effect next july. alleged members of a gang member are facing felony charges for a series of armed robberies, and bragging about the money on facebook, but is the evidence admissible in court. acourting to the indictment, police went through the victims cell phones that linked them to the crimes. 2 investigates has learned it's not clear yet whether that

it was a heartbreaking wedged for a family -- weekend for a family the south bay. first, the woman on the left was diagnosed with a rare form of multiple sclerosis. >> rob roth tells us what happened. >> reporter: jennifer stewart just found out over the weekend she has not only multiple sclerosis, but a rare form of it. >> every muscle in my body is aching, and my head is pounding. my eyes feel like they're about to explode. >> reporter: the problems for her and husband don't end there. >> the ms diagnosis was devastating. >> reporter: the day after jennifer's diagnosis, daniel was visiting her sunday at good samaritan hospital in san jose,

their gofundme site. >> we just want our car back. over anything else. we just want our car back. >> reporter: in san jose, rob roth, ktvu, channel 2 news. we have an update tonight on a deadly bike crash in north berkely. police now say the 62-year-old bicyclist was responsible for the collision that took his life on september 21. kurt waner reportedly ignored a stop sign and rolled right through it before he was hit by a car. waner was a long time berkely resident. he died of injuries a day after the crash. a san francisco man is suing the city after he says police put him in a choke-hold for riding his bike with his baby strapped to his chest. in a police report obtained by ktvu, an officer pulled over a man south of market last december. officers told him quote, you need a helmet for your child. police say the incident

the east bay. most of us in the bay, around the bay, and at the coast will see fog tomorrow morning. i don't suspect the fog is going to get very -- [ no audio ] a couple nights. this is what's sort of attractive about this current set up is the jet stream, instead of being way up here, it's dropped a little further south. it sets us up with number 1, today, that weak weather system that slid through. didn't do much, but some cities in the north bay, .3 of an inch. system number 1 rolls in here friday afternoon into saturday morning. the next system friday looks like it will be very similar in terms of rainfall accumulations too. anywhere from .01 of an inch in a place like san jose, to a quarter of an inch in a place like santa rosa. it doesn't do much more the reservoirs, but certainly helps the fire danger. the forecast model tonight at 7:00, you can see the fog and low clouds along the, pardon me, tomorrow night at 7:00, you

out runs any way they can. the bullpen has been nearly perfect. the starting pitchers have been good enough to get the job done. bruce bochy just seems to know the right time to substitute. the right time to pinch hit. the right pitcher to put in at the right time. something his players are well aware of, and have great appreciation for. >> definitely notice how calm he is, that kind of helps up as well. he seems to push the right buttons all the time. that's what makes him a great manager. >> definitely, with his track record, and how he does always seem to get it right. we definitely feel confident. i mean, it just worked out well for us. >> of the 20 years he's been managing, he learned a few things along the way. obviously, he pulls the strings when he needs to do it.
