alleged assaults. the delta cappa ep si lom is quiet tonight, five people given a date rape drug and sexually assaulted, one person coming forward. no comment from the fraternity leadership, but outside members of this group scoffed at the allegations. >> you think it's great that you guys are reporting your time on something that hasn't been dealt with yet. >> reporter: a second alert came from a fraternity member. he claims he'd been sexually assaulted by another fraternity member, and that there may be more victims. >> we encourage all people to come forward, any victims, absolutely come forward or witnesses of that matter, anybody, if you've witnessed a crime or made a victim of a crime, we're going to take that seriously and take a report. >> reporter: uc berkeley also

stand from a liaison that happened september 27 at delta epsilom fraternity. after talking to the alleged victim, they determined no crime had occurred. a california highway patrol sergeant has been arrested on felony charges of child pornography. 49-year-old sergeant eric lund now free on $115,000 bail. lund has been stripped of his police authority and placed on administrative leave. police in vacaville say his arrest happened at the chp office, what we're showing you here is his mugshot, a search of his personal car turned up an external hard drive that contained child pornography videos. now to sonoma county, investigating a deadly stabbing after responding to a fight between a man and a woman, happened near petaluma on marshall avenue near shady lane, it appears the two knew each other, just speaking to a

sergeant about what happened. >> reporter: well, investigators told us just a short time ago that a knife was recovered at the scene, and that these were two people who were in a fight for their lives. neighbors heard sirens and saw crews rushing to marshall lane, a witness reported hearing screaming and seeing a man and woman fighting. >> bicyclists were cycling by and called because he thought they were in a struggle, our deputies got there, saw there were two victims, a man and a woman on the ground and they suffered multiple stab wounds. >> reporter: deputies say the man was pronounced dead at the scene, the woman rushed to the hospital in to surgery. >> it is a very, very unusual circumstance, especially having two people stabbed, one of them dead and not have a third person, you would think there would be someone, um, you know, some other way to explain it, we really don't know the motive yet. >> reporter: investigators say there was concern initially as a car with a safety seat was found

new video tonight, fire crews working to save a man in aranda, the two cars collided and crashed in to an embankment, crews had to use the jaws of life to rescue one of the drivers, they removed the roof of the car to get to him, the crash happened around 7:30 tonight on fish rash road just off of highway 24, and we're told that both drivers were injured in that collision. new developments tonight in the fight against ebola. the president appointed an ebola czar to coordinate the response from various federal agencies. ron klain is a former chief of staff for vice president joe biden and al gore. republicans criticized the employment saying he does not have medical experience, but the white house says his expertise in handling fast moving situations is what's needed. >> somebody like mr. klain, who has a strong management track record, both inside government and in the private sector is the right person for the job. >> the cdc plans to issue new

guidelines for medical workers after two nurses were infected with ebola while taking care of a man who later died. meanwhile another hospital worker from dallas is now self-quarantined on a cruise ship she handled an ebola lab specimen but not showing any signs of infection, the cruise ship is returning to galveston after authorities in belize and mexico refused to allow it to dock. nurse nina pham's condition downgraded from good to fair, but stable. institutes of health yesterday, showed you video of her getting emotional before leaving the hospital. doctors say the trip and the disease take a toll, but that pham is resting comfortably. a drop in oil prices is paying dividends for drivers as gas prices have dropped to their lowest prices in four years, gal yonch gas is below $3 now in some parts of the country.

corporate earnings offset concerns about ebola and global economic weakness, still, it's been a rough month for stocks in the past four weeks, the dow industrial lost 885 points, with losses starting to accelerate about a week and a half ago. 25 years ago much like today, the bay area was focused on baseball between the giants and the a's, and then came the loma earthquake, dozens of people were killed and damage climbed into the billions of dollars, how the bay area is reflecting now and also preparing for the next big quake. >> reporter: children too young to remember played at this oakland preparedness display today. >> right now! >> reporter: right where the double deck freeway collapsed. >> it was devastating. we heard the sound, it was unbelievable. it was like a big rumble.

>> reporter: 4,000 feet of 880 freeway, the cypress street viaduct pancaked and crushing occupants, neighbors remember climbing into the still shaking structure. >> pulling people out, doing anything they can. it was pretty horrific. >> reporter: across the bay in san francisco, fires broke out from broken gas mains, buildings collapsed to their foundations. a section of the bay bridge fell, killing one driver but oakland took the brunt of the human toll. >> killed 67 people, 42 of them were a result of the cypress freeway collapse. >> reporter: a somber memorial today reminding people what the earth did to a community. >> the first thing you felt was the eerie stench of death and the quiet, it was so quiet, it was almost frightening. >> reporter: the tragedy forged new alliances, the community successfully fought, rebuilding the tri. >> instead we have a beautiful

park, where you can see families walking with their dogs and children playing in the community that has too little open space. >> reporter: the new bay bridge stands as a prominent reminder we are in earthquake country, it was built, of course, partly as a result of loma prietta, scientists are quick to point out, not a matter of if, but when it hits the area. >> i remember being at the cypress structure couple days after the earthquake, and you could see some of the cars that had been crushed and it was just, so, sobering to think of the people who were still trapped inside or in many cases, the people who had been killed, it was really manage to see when you see it firsthand. >> i was at home in livermore like a lot of us were, trying to watch the world series, and in livermore, it wasn't that violent of an earthquake, on my facebook page today i heard from a couple people who were far away from the center, i know tony said it was a good shake

the two nearby senior living facilities still in the hospital. >> no one has the heart to break the news to her, there's a possibility she may lose her left arm. >> reporter: i tried to cross the street but a driver looked me in the eye and refused to slow down, cars speed by her, it's a dangerous combination with elderly pedestrians. as the hit and run driver sped off, others tried to go around the scene before police arrived. >> she was trying to get up but she couldn't, some people stopped to see her, traffic slowed, still trying to go by. >> reporter: investigators plan to interview her in the hospital, now that she's conscious. because so far, they have little to work with. >> it was kind of like, a small car, more sporty looking, i would think, but i'm not sure about it. >> reporter: meanwhile, her family is offering a cash reward for information that leads to an arrest. >> just, please come forward. please come forward. we just want answers. >> reporter: in vallejo, katie utis, ktvu channel 2. san francisco police tonight are warning about a scam that targets members of the city's

chinese community, they say in one case, a woman lost $120,000 in cash and jewelry. investigators say they're looking for this woman, they say that the scam artist convinced the victim to bring her valuables to a location so that they can be blessed, saying that the blessing would break a curse that's bringing harm to her loved ones. investigators say the scammers then swapped the valuables with a bag containing worthless items and then make off with the valuables. there are three suspects in all, and all of them speak cantonese. starting this weekend, user of snap chat will see ads, won't be putting ads in users' feeds, it won't use members' data to target ads, the ads will show up as a snap chat message when the user would need to click to open. companies such as taco bell, mcdonald's, already use snap chat to reach out to customers. bumps on the road in the bay bridge. >> it wasn't cool, it's a hazard.

90% of bermuda has lost power. and in the pacific, people in hawaii are preparing for hurricane ana, the national weather service says it should pass south of the big island sometime tonight, ana is a category one storm with maximum sustained winds of 75 miles an hour. hurricane season lasts from june till november, these storms are to be expected. >> bill martin back with us again, can you show us how these are tracking? >> i got the latest gonzalo up, that's the big one, slow atlantic hurricane season, and here comes gonzalo, it's a strong category two, already moved over the bermuda islands, if you look at the imagery, the eye passes right over here in the last hour or so, still a category two, a strong storm, it's moving away from bermuda, which is good news. now, here comes system number two, hurricane ana, it just got updated to a hurricane today, and as it does, category one hurricane, it's going to move to the south of the island, some

in san francisco, david stevenson, ktvu channel 2. the man accused of fondling girls at a walmart and target store indicted today, 20-year-old christopher german, he was spotted on store security monday night, wearing the same black shirt and red tie at work. prosecutors have now charged him with two felony counts of lewd acts with a child. republican candidate kashkari digging in to his own pockets to support his own campaign for governor of california. we caught up with kashkari in san mateo, campaigning to unseat governor brown, he says he's contributing another $1 million of his own money to his campaign, put in more than $2 million. as of september 30, kashkari has

californians are discovering the real risks behind prop 46. it was written and paid for by the trial lawyers to make them millions... while, for the rest of us, health care costs go up. no wonder every major newspaper in the state opposes prop 46. they say 46 "overreached in a decidedly cynical way." it's a ploy "for trial lawyers to enrich themselves." and prop 46 has "too many potential drawbacks to be worth the risk." time to vote no on prop 46.

denburg, orbiting earth on a classified mission, the air force won't say anything about what it was doing and says it was an experimental test missile, no comment. dropping to its lowest level in more than six years, the employment development department says the jobless rate in california fell to 7.3% in september. last year, at this time it was 8.8%. since last year, california has already added almost 300,000 new jobs. arizona and alaska today became the latest states to legally recognize same-sex marriage, the list has grown in recent days, following a series of federal court rulings striking down bans on gay marriage. today the supreme court turned down alaska's request to block gay marriage there and in arizona, a u.s. district judge today ordered the ban on gay marriage be lifted in that state. the total number of states that allow gay and

lesbian couples to marry is now 31. today was the last day for medical marijuana dispense ris in san jose to apply for an operating permit under sweeping new city regulations. san jose says it will begin enforcement of new rules targeting the dispensaries in the country, some scrambled to turn in their applications, but others like the all american cannabis club are shutting down, saying they can't meet the requirements of the sweeping new zoning regulations. >> kind of sad. you know, it's, a lot of work, we were here for a long time, you know, just had to shut down. >> the founder dave hodges says he just can't comply with the new rules. city officials are estimating once everything is said and done, 20 marijuana clubs left in san jose. the bay area family reuniting after months apart,

hope. >> reporter: shortly after 6:00 in san francisco, some called a miracle in the mission. a family reunited. >> happy. >> reporter: and an 8-year-old girl whose birthday wish came true. nicole held tight to her father, ri cardio-martinez who stood by with his wife for the first time in nine months. their relatives and friends circling with words of love and relief, he was scheduled for deportation yet to guatemala. martinez, fighting tears, told his story. his family left san francisco in 2007 to care for his dying mother in guatemala, living peacefully on a small farm until last year, when they say they were targeted by armed thugs. >> getting death threats and shot at. >> reporter: nicole, an american citizen was sent to her grandmother in san francisco, amelite and ricardo tried to return but were caught.

democracy protesters. police used batons and pepper spray to drive the protesters from a key shopping district, hong kong's leader had said is it was time for the demonstrators to go, and after the clashes, the protesters did leave, but then returned several hours later, the demonstrators are objecting to beijing's insistence on preselecting candidates for hong kong's government. those kidnapped nigerian girls may be coming home soon, after they were abducted six months ago. the government of nigeria announced it has reached a cease-fire with boko haram militants holding some 200 girls. nigerian officials say they are cautiously optimistic the girls will be freed but there's been no confirmation from boko haram, the islamic militants have been waging war for five years now. today we learned that the president recently had a little problem with his credit card while he was out to dinner with the first lady in new york. the problem is, when he went to pay, his credit card was declined. >> my card was rejected.
