>> i'm mike mibach. not the sunniest of mornings out there, but of course that does not mean you cannot have a good time out there. we'll check in with rosemary right now to see how we are looking out there. just a little overcast. >> you're right to start the day. by the afternoon we'll be sunny with nice weather coming our way. it'll be a mild one. want to give you a look out the doors this morning where yes, pointing into san francisco as you can see mostly cloudy skies. at least over parts of the pay. partly cloudy to mostly clear in some areas as i would want to start with the radar as it is really hard to tell. not picking up on anything right now with a very weak system washing out over california. if i show you the cloud and rain forecast, notice what is going on there right off the coastline with a few scattered showers remaining off the coastline, leaving in the slightest possibility, maybe a little drizzle this morning and that's about it, partly cloudy, and we're looking at nice conditions for the afternoon. 50 degrees right now, outside your door at walnut creek and napa.

and santa rosa, a lot warmer to start your mornings. 61 about 14-degree difference from where we started yesterday morning. with the clouds in place and the moist air in place that we do have temperatures anywhere from three to five degrees warmer than yesterday for most. and areas like santa rosa, a whole lot warmer as you may notice that getting out this morning for your afternoon, take a look at these numbers for san francisco this afternoon. 73 in san mateo, partly cloudy. around the bay a lot of 70s, the low to to mid-70 -- the low to mid-70s up 77. and up 76 in livermore into the north bay with great weather coming your way in santa rosa to the half moon bay at the pumpkin fest with a great look for you. and to start with more rain in that extended forecast. a nice line up coming up for you. new this morning, president obama is stepping up his efforts to ease fear about the e moe la epidemic.

in his weekly address, they would outline their steps as the administration is taking to stop the spread of the virus. the cdc have formed rapid response teams that could deploy quickly. the measures are up and running at five u.s. airports, with the majority of the travelers. but in his speech he made it clear that he would not cut ties, calling travelrestrictions, counterproductive. >> and before it spreads even wider and becomes even more difficult to contain. >> and the president have named ron clane as the point man, considered a trusted advisor and the former chief of staff to vice president joe biden as they say he was not qualified for the job anymore that he does not have a background in

infectious diseases. the cdc is also showing you the new guidelines for the healthcare workers, which comes after two nurses in dallas that were infected with the virus. live for us in oakland with more on the new protections. aly? >> reporter: new hospitals already have their own safety protocols and guidelines in place to deal with ebola. but this is the first time that they might seem to think that the individual hospital guidelines may not be enough as we're getting our first look at some of the new federally issued guidelines for health care workers across the country to deal with the spread and prevent the spread of ebola, including having the special dressing rooms for healthcare workers to put on and take off their protective gear, outside the rest of the medical care facilities of these healthcare facilities, using a buddy systems where they would watch each other take off and put on their protective gear to make sure no mistakes or breaches of protocols are made, covering every inch of your skin. now the cdc says that these

guidelines were developed after interviewing several healthcare workers who had extensive experience and in caring for ebola patients. and they would come as you mention after two texas nurses contracted that virus after treating the man with ebola earlier this month as we don't have all the details about these guidelines yet as they are suppose to officially release them later this morning. at this point we don't know when these new guidelines will need to be implemented for you by the healthcare facilities. but some of the guidelines may impact the first responders and paramedics. and in san francisco, for example, 911 dispatchers have already received a checklist to screen for potential ebola cases. from now on when they take calls, they'll ask them if they have been to guinea or sierra leone in the past three weeks and whether they are suffering from symptoms or fevers and chills. and if they answer yes to any of the questions, they'll warn the first responders who would need to wear the hazmat suits to respond to that call. now, just to reiterate and not alarm anyone that there are no

new cases here in the bay area, but since they would say that they did that, just in the abundance of caution. live in oakland, ktvu channel 2 news. >> i'm sure we'll hear from the nurses as well who have been concerned about how many protections will be in place for them that i'm sure you'll hear from them soon. thank you for that live report. the investigation is underway for what caused a deadly late night crash in san jose after 11:30 p.m. police responded to a report of a one-car wreck. and that vehicle had slammed into a sign, the male driver was pronounced dead at that scene while the female passenger was taken to the hospital. >> reporter: upon arrival they found a vehicle up against what appears to be a cement sign. two parties trapped in the vehicle. >> the san jose police traffic investigation unit is handling this case as they would say it's not known right now whether alcohol or drugs were factors in the crash. we are learning more this morning about a deadly stabbing

west. it happened just before 3:30 yesterday afternoon on marshall avenue. a man and a woman were stabbed after getting into a fight outside a home. the man died there at the scene. the woman was transported to the hospital and is expected to survive. >> it is a very unusual circumstance, especially with having two people stabbed and one of them dead, and not to have a third person, you know you would think that there would be some other way to explain it. but we don't know the motive yet. >> reporter: they have not said what the exact relationship was between the man and the woman, but they did say that the two knew each other. witnesses are now being interviewed. happening today, it is the start of the week of activities for you to remember andy lopez, the 13-year-old boy holding a toy gun when he was shot and killed by the deputy last year. at 10:00 this morning, volunteers will gather to clean up the vacant lot for you in santa rosa where he was killed. and then on tuesday afternoon, the demonstration will be planned at the sonoma county

courthouse with a nationwide protest against the police brutality on wednesday, which would mark one year since lopez was shot and killed by the deputy. and the investigators would say that he thought that the replica firearm looked real when it was raged towards him. the man waiting for trial for insurance fraud is being charged for plotting to kill nine people scheduling to testify against him. yesterday the prosecutors indicted charles of conspiring with other inmates to kill the witnesses. they found a hit list, including the witness' names, the order in which they were suppose to be killed and how it was suppose to be done. and the district attorney would say that the plot wasn't covered when one of the witnesses learned that the hit had been put on him. there is a warning in effect for the county beaches today as signs have been posted at the white house county park. and the state park and the landing. but the county health department say that the tests found elevated levels of

bacterial contamination in the water. it could be from sewage or wildlife contamination. well monday is the deadline for you to register to vote for the november 4 general election. all male registration forms must be postmarked by monday october 20. you can also register online until 11:59 p.m. on monday. pay for the registration forms that will be made available at places that include the postoffices, libraries, and just a reminder that if you have moved, changed names or the political parties that you will be require today reregister. people that bought apple's newest registration will be leaving it at home. as they launch this on monday. and they say customers subscribing could pay for their services with their phones instead of swiping a credit card. they have already signed onto accept the payment system, including whole foods, macy's, and walgreens. and the pay is only made available on the iphone 6 and 6 plus. holiday is ramping up. the gap will be holding a

hiring event on their store in san francisco. they announced it last week that they were planning to hire more than 63,000 holiday workers nationwide. and at old navy and the athletic stores. but today's hiring event in san francisco will be held from noon to 3:00. and now they would be hosting the open house for you to celebrate their 75th anniversary, the first public open house since 1997. the officials say that roughly 120,000 visitors with the reserved tickets will be visiting the research center in the field and the opening ceremony, they would need to kick off at 9:00 with the speech from the u.s. congresswoman. and there is an ask a nasa expert panel discussion that will be going on throughout the day, this event would end at 5:00. happening now, a dozen of people are make their way around for the american foundation or the suicide prevention. the event will be one of the four bay area out of the darkness walks. giving people the opportunity for you to remember the loved ones that were lost to suicide

and to raise money for the suicide prevention and awareness program as the walk would end by 9:00 this morning, but the organizers would say that the walk donations would be accepted through december 31. and thousands of people, they will be making their way to half moon bay this weekend for the 44th art and pumpkin festival, kicking off this morning at 9:00 and they would continue through tomorrow, the special attractions, include the pirate-themed haunted barn, the zip line, and a bungee barn. a pumpkin that weighs more than 2,000 pounds will also be featured at this event. organizers are expected to serve 25,000 slices of pumpkin pie over the weekend. i'm not a fan of the pumpkin pie. >> no? >> i'm not on board. you need to sell me with a little ice cream on top or something. >> i only have it at halloween, but you need to jump in, no? >> not good. >> all right, i'll eat your piece. time now 7:11. slowing down the commute.

the local pop station say they are not going to air that song as the show of support for the giants. well giants fans, definitely believe in another world series title as it would be the third in five years for the city by the bay. now, whether the giants win or lose, san francisco police are trying to make sure that there is not a repeat of the violents -- violence after the last championship. dozens of people arrested. cars were overturned. businesses vandalized. a muni bus was also torched. >> we can always, you know, look back and say what we should have done or what we shouldn't have done, but we need to look forward to see what we could continue to do that works. >> the safety measures include picking up the trash cams early so they are not fueled for the bond fires, rerouted for you, taking the electrified buses offline so they are not easy. >> and back in 2010, they say they remember being concerned

and partly cloudy skies for some, but take a look at this shot with mostly clear skies for you over san jose and that will be up and on the way and it is right about 7:21, depending on where you live. but wow, isn't this a beauty? we'll have nice mild weather for your afternoon today. and it will be a lot like tomorrow. giving you a look here at the mainly dry conditions, maybe a little bit of the drizzle along the expose parts of the north bay. but that system that weakened in the overnight hours didn't bring us much of any at all. most of us, they were mainly dry with this last system and i could show you that off the coast, just a little bit of the moisture parked within these clouds, but they would need to break up and go away and left with mostly sunny skies for your saturday afternoon. and i want to take you ahead for a couple of days to introduce you to the next possibility of some rain for you on sunday morning, where we will be likely able to wake up with the low clouds, mostly sunny skies, and now we'll be in monday morning where they

would need to get a little bit more interesting, to take a look at the rain beginning to move in over areas of sonoma county. as we roll on through monday, it will begin to sweep south. by lunchtime, some over the central bay. along the coastline, half moon bay. 3:00 to san jose with a few scattered showers moving through. and already it is beginning to move out as we would have some rain and perhaps some snow in the sierra, which will be the next chance for some rain, as it looks like monday and it could be a big day. that we will be tracking for you. we'll move away from the bay area to take a look at ana, continuing to move south of the island. and it will be off the islands there, continuing to make that away as we do have high surfs for the islands as well as several inches, still a possibility and i'll show you where they will be heading, and it will eventually begin to weaken as we move through sunday night and monday and let's come back home and talk about what's happening for

walnut creek is celebrating their 100 birthday today from 11:00 a.m. until 4:00 p.m. at the historic ranch featuring live music, food trucks, birthday cake, of course, and arts and craft. the ranch museum will be open for tours, but they have shut down their parking lot for the festivities. if you need parking, that'll be available at the office park at 2700. you may have noticed when

you went to fill up that gas prices are dropping. in fact at their lowest levels in four years. a gallon of gas costs less than $3 in many parts of the country. we're not there yet, but we will be getting closer. the cheapest gallon of gas here will be $3.15. experts say reduce the consumption by the consumers with more production in the u.s., helping to keep the oil prices down. >> and for every dollar that they would fall it will be two and a half cents at the pump. but it will be 50 cents at the pump. >> let's go $0.50 more. they say that gas prices have dropped about $0.25. but the average gallon of gas is $3.59 in the bay area. some people say that they are just going to enjoy it while it lasts. >> i've seen it go down over theyears, it always goes back up. >> they will continue to drop for at least staying low until the holidays, but the others

fraternities. five people were sexually assaulted at the house. and a member of the pheta delta claims he was assaulted by a fellow from the members andclaims that there could be more victims. >> we encourage you to come forward, witnesses, anybody if you witnessed a crime or a victim of a crime, we'll take that seriously and we'll take a report. >> uc berkeley have been scrutinized. there is an audit being done by the state. >> i think it's good so people know they can't get away with things like that. >> reporter: and some fraternity members we talked to say that the greek system at berkeley is under attack. in the meantime they dropped a rape charge against the uc berkeley student seen

here in that plaid shirt. a woman claims he assaulted her, but after interviewing her and all the evidence, they determined that he did not assault her. an officer is on administrative leave after being arrested for possessing child pornography. they say that the sergeant was arrested on thursday after the hard drive found in their car, but the search came after the two-month investigation into obscene images, downloaded in several cities. he was assigned. injuring three high school students after the football game. that happened around 10:30 last night. and police say that 500 people were in that parking lot when they were all rushed to the hospital. one said to be in critical condition. a hit-and-run accident

where they were in a crosswalk this month. the family members say that she could lose her arm. >> and she pushed that baton almost through the middle if you can see how fast they were driving, one just hit her. the family is offering a cash reward for information leading to the arrest. but they will be looking for a white or gray car with the stripe on it. but the construction project on the bay bridge being blamed on the approach to the bridge, installing two plates, just east of the exit. causing some of them to slow down or come to a complete stop. >> and they stopped over. to shake the whole front end.

flights as vinson. carrying the dallas healthcare worker who would handle ebola lab specimens is returning to texas. they refused to allow the magic to dock. they have been looking for ways to return that woman and her husband before scheduled to complete their cruise on sunday. the healthcare worker has been quarantined there on the ship. passengers will get a $200 credit for future cruises. it's a family reunion that some fear would never happen. to care for ricardo's dying mother. they returned to san francisco to live with her grandmother, but ricardo and his wife were kidnapped in mexico when they tried to reenter the u.s. while

epidemic. in their weekly address, they would outline their administration, the steps they are taking to stop the spread of the virus. they formed rapid response teams, that they would be sent anywhere in the world. they're up and running at five u.s. airports, but in this speech they made it clear, they would not cut ties, calling the travel restriction counterproductive. >> finally we can't just cut ourselves from west africa where this disease is raging. the best way to stop the disease is to stop it at its source, before becoming even more difficult to contain. >> they have named them the point man in the fight against ebola as they will be considering the trusted advisor and was the former chief of staff. he does not have a background

in the infectious diseases or public health. live for us in oakland with those new protections. >> well most hospitals have some sort of a safety protocol or the guideline in place to help the workers deal with those that might have symptoms of ebola, but it is the first time that they may think to see about those individual protocols that may not be enough. they are set to release those new guidelines, on how they should handle those that might be infected with ebola. they don't have the official release yet, but what they might be recommending for you. we'll take a look at the list with the separate dressing rooms, those to take off and on their protective gear away from the area.

answer yes, the dispatchers will be warning the first responders who will then wear hazmat suits. the officials say that there will be no ebola cases in the bay area, but that they just want to take over the precautions. the investigation is underway for the deadly late night crash. police responded to the report. the vehicle had slammed right into the sign, the male driver was pronounced dead at the scene. upon arrival they found that up and against what appears to be a cement sign. >> and the traffic investigation unit will be handling their case as they would say it is unknown yet whether alcohol or drugs were factors in that crash. we are learning more this morning, happening just before 3:30 this afternoon. a man and a woman were stabbed

travelers. but in their speech that they would need to make it clear that you could not cut ties to west africa, calling the travel restrictions counterproductive. and finally that we can not cut ourselves off on west africa where this disease will be raging. our medical experts would tell us that it is the best way to stop the disease to stop it at their source before spreading up even wider to become even more difficult for them to contain. >> and that they have named them as the point man for them in that fight against ebola as they will be considered a trusted advisor and it was the former chief of staff to vice president joe biden and the republican critics, saying that they will not be qualified for the job because they don't have the background in that infectious diseases or public health. they are also issuing the new health guidelines for healthcare workers. that move comes after being infected with the virus.
