south wind almost everybody is turning in that direction. probably by next hour or so. we will get light rain here. the end result is a lot of cloud cover. it will be a cooler forecast. light rain north bay and farther south. i think by 9:00 it will billion okay. as you know and i know, any rain on the highways we have issues opinion >> absolutely. i have a question to ask you. do you think we would have rain for the afternoon commute. >> if it does it will be very light and over by 2:00. you know e.g. gnash yeah valley road can be a bad commute. it is one of the main roads coming out of eastern contra costa county.

it is one of the roads that will be extra slow. on the east shore freeway, about a 20 minute drive as you drive out between those two points. when you get to the toll plaza, the traffic is going to be pretty busy as you drive through there. no major problems. i want to mention 580 in livermore and dublin is mostly slow already. we are off to an early slow traffic there. bay bridge commuters should be in the clear. cal tran has halted the construction problem that caused the backup.

tara moriarty is live. >> reporter: you will still experience traffic. the problem was with a half a dozen steel plates. saturday morning cal tran removed the plates. drivers were slowing down so much. >> there was some complaints but it wasn't the back up. it wasn't until we had the two plates back to back. that is what really caused the significant backups.

the reason the joints need to be replaced. officials will be meeting this morning to try to figure out how they can get the work done without causing all of the major make headaches and hassles. >> that fire started about 3:00 this morning at a home on lake street. forecasts say everyone inside got out safely and no one was injured. happening today apple launching a new payment system. one that lets you buy things with your phone. ktvu janine de la vega is joining us live in san jose to explain how this works and also some people have security concerns. good morning, janine.

>> this is just one of the places that have agreed to use apple pay. >> total is 23.78. apple claims it's a simple, fast, and secure way to pay at stores and restaurants. it works like this. you put your credit card information into the iphone passbook a. 220,000 retailers have agreed to use apple pay. visa, mastercard, american express, and more than 500 banks are on board. some people we spoke to this morning are wary and not interested in using it. >> no. i'm not interested in it.

plus. reporting live from san jose janine de la vega ktvu channel 2 news. >> thank you. our time is 6:07. another victim has come forward in palo alto in the case of a man exposing himself to children. after seeing tv news reports, palo alto police say a couple reported their 13-year-old daughter was also flashed by a man with a similar description in early august. she was out walking her dog on bryant street when she saw that man. earlier this month a man exposed himself to a ten-year- old and 14-year-old girl in separate incidents. the suspect description similar for all three cases. so far no arrests have been made. police patrols have been increased in the areas where these incidents occur. >> a man accused of groping two young girls inside a target or walmart store is due in court this morning. 20-year-old christopher german

was arrested days after the understand accidents. investigators say that is is where he inappropriately touched a girl just 15 minutes after doing the same thing at a walmart store. >> today is deadline day. if you haven't registered yet, you can go to your county elections office or you can mail in the registration form but just make sure it's postmarked with today's date. you can also register online at the secretary of state until 11:59 tonight. you have to register to vote after you change your name or change your political party preference. and there is a new poll out for the san jose mayor race. it shows dave cortese navied were 34% of voters.

ray rice could return to the nfl next month if a judge rules his indefinite suspension invalid. the nfl eventually suspended rice indefinitely. there are reports that he could be reinstated within the next four weeks after his appeal is heard. rice's legal team is expected to argue rice was truthful with the nfl commissioner and the league had access to that video. 49ers line backer al don smith could return a game or two early from his suspension. he was suspended four games for violation of the substance abuse policy. five games for violation of the personal conduct policy. pro football talk reports that the nfl could reduce the suspension due to good

annual pumpkin festival. more than 200 calls were made to police between saturday night and early yesterday morning. more than 40 people were arrested. 30 were hurt. officials sat keen state are checking surveillance video now as well as social media. they want to figure out if any students were involved. they say serious offenders will face suspension. they may actually even be expelled. this morning the search for missing virginia college student hannah graham has been called off. after human remains were found over the weekend. those remains were found saturday afternoon on an abandoned property. they did tell graham's parents what they found but the remains have not yet been identified. the police also announced the investigation has changed from a missing person's case. it's now a death investigation. after hours of searching, the sheriffs deputy that found the remains says he felt compelled to keep looking. >> i believe god wanted us to

find what he found. i don't know how else to explain it. someone else told me to continue to work. >> the university of virginia student was found in september after a man was following her. that man is in custody. he's been charged with graham's kidnapping. a fresno man is being called a hero after rush into a burning home to rescue a stranger. >> beth was walking by when she saw the smoke and flames. sorted recording it when a woman outside the house started screaming for her father. that is when a man in a blue dodgers cap went inside the home and came out carrying robert carterwells on his shoulder. he says he is an angel. >> all the heros that stepped up, not me but the other people that were there doing the right thing. that was beautiful. amazing. >> the family that lived in the home says they lost everything

but they are greatful to be alive. >> what a story. time is 6:16. let's get you to where you need to go. you are watching the toll plaza. everybody behaving so far? >> so far. we do have a back up. we have been telling you the steel plates on the west side of the bridge are gone. that will make it more of a normal commute. it won't be like it was on friday. we're thinking it won't be. cars are not slowing over the plates getting into san francisco and the traffic on the bridge is much better. and the traffic here at the teleplay va is bet -- toll plaza is better too. taking a look at 880 north and southbound. it is a nice looking drive here. 580 westbound is pretty slow and 680 southbound is already very slow coming out of pleasanton. most of the way down to highway 84. and then it breaks free a little bit as you head down into fremont. this commute is becoming very

slow. i just want to throw in again. if you use ygnacio valley road, there will be a big delay because a car crashed into the mower pole there and the lights will be flashing. steve, you know how that can be. >> you know my joke about ygnacio valley road. >> tell me. >> back in 1850 the very first wagon has to merge left because the right lane was closed. there is always something going on there. there 12 a lot of cloud cover. it's up north. fort bragg has had pretty good rain. it's raining in will lets. it's raining up to dell norton and humble county. if there is any it will be light around the noon hour. it's trying to. the problem is we're just too

close to the energy source. it's not into santa rosa. hard pressed to get too excited about it. it looks like we are moving north. we are getting some rain to points north. we have a tropical storm that just missed. and stayed 70-100 miles south of the island. they got a lot of cloud cover and rain. but they escaped without any damage. and now it moves out into the pacific. it did again make it hurricane strength. this is now a tropical storm. it was very close. you can see that rain moving north but it's not making it south yet. if it's not the clover dale or healds burg then we have a rain to go. we do have cool air associated with this. that will punch in late tonight and tomorrow. we get a lot of cloud cover and cooler temps. 50s and 60s on the temps. the breeze is turning southerlily. the direction of the system. san jose a little easterly. south direction that is the

direction the wind is coming from. because of a south wind water temps zip back up. there is some mild air here in advance of this system. it looks like pretty good rain to the north. our system wants to bring rain to santa rosa by 9:00. i'm standing right in front of it. there are signs that by friday we could get a stronger system in here. the problem is with the challenge the forecast models are not in sink for this system. i know on friday we have a couple days. cloudy, cooler, light rain to

the north. 60s and 70s on your temps. they came way down. will come down. sunday is very warm temps. it looks like the 80s are gone for awhile. again we are okay friday and saturday. >> it might be delayed. too soon to say. time is 6:21. 2 investigates uncovers school children being mislabeled and put into a -- a veries from visited mother contacted ktvu complaining that her children were automatically forced to take a language test after she checked a box on a survey saying spanish was also spoken in her home. she says her kids barely understand spanish. the test determined her kids did not speak english well and they were put in a program for children who need extra help.

562 human cases reported so far. that is twice the amount from last year. the state department of health says it's possible that drought is making things worse. the drought is hurting a lot of things around the state. corn maze in patterson they are make the best of it. every year about this time they have a 25-acre corn maze. this year because of the drought they were only able to grow 13 acres of corn. the maze was inspired by the inconvenience. a corny version of the famous painting american gothic. >> it's california dying of thirst. >> he says his water district ordered this year's water supply from a private party so it cost him 20 20% more. >> cal tran is cracking down on

its drivers to use an exit. they are focusing on eastbound 580 at the san quintin exit. cal trans and the highway patrol says there have been several complaints about people getting off the freeways at san quintin off ramp only to hop back on. >> it was making a bad situation worse. they are trying to get back on and of course they were blocking the onramp and people who live in point san quintin village were having trouble get on the freeway. >> crews will be installing a left turn only lane and pavement markers at the to lane off ramp. cal tran still has to order the sign and schedule tile for the work to be done. the giants are in kansas city now getting ready for the start of the world series tomorrow. one giant star talks about his

a lot of clouds and some rain. some rain to the north. it will give us a lot of cloud cover. 50s and 60s on your temps. it will be a breezy, mostly cloudy day. temperatures will cool down after sunday. we had all of those temperatures in the 80s. a few 80s. water temps are warm. look for 60s and 70s. now here is sal. sal, we will get through the morning commute all right here. since tonight it could be a little bit of light rain. >> i think drivers want to hear that so they can prepare for the afternoon commute. this morning's commute we already have slow traffic. we have a couple of things that have popped up that sound pretty bad for the morning commute. one of them is as we look at the next picture, i do want to show you the traffic in san

francisco looks okay on northbound 101. let's move along though. i want to tell you westbound 80 there is a crash that is blocking lanes and traffic is quickly building here on west 80. i want to mention the traffic is not doing very well at all. after pinole valley road, you will see slow traffic. i want to move it to san ramon where we just got a report of an overturned vehicle. southbound 680 blocking lanes. it's blocking almost the entire freeway. westbound 580 traffic is also slow. so this entire area is just about to get very slow. medical crews on the way. this doesn't sound good at all.

how long the repairs will impact the morning commute here. alex. >> reporter: we are starting to see a lot more cars on the road right now. drivers are starting to get bogged down. you can see the headlights behind us here. this is the backup beginning to form at ygnacio valley road and oak grove road. the lights will be out for the entire morning commute because of a crash. the lights are flashing red. this means the drivers should street this as a four-way stop. walnut creek police are stepping up patrols in this area. police say this was all caused by a driver that lost control and crashed into the control box with the traffic lights out here. that single car crash happened around 1:00 this morning. the driver in the case was arrested on suspicion of driving under the influence. traffic engineers will have to replace that electrical box in

november. her lawyer admits both hayes and tickleman were using heroin but says forest hayes died from medical distress. tickleman is facing several charges including manslaughter. if she is convicted, she could get up to 15 years in prison. we have new developments in the ebola crisis. the world health organization announced that nigeria is free of ebola. 42 days has passed. also new today friends and relatives who came in contact with the man that died from ebola are free to leave their homes. they have been confined for a 21 day quarantine period. a lab worker at the hospital where the man was treated has also tested negative for the disease and government officials are ordering health care workers that treat ebola patients to wear protective gear with no skin showing. time is 6:37. finding an apartment or house

to rent is really parent in the bay area and even tougher if you have a pet. >> reporter: i just checked the zillow website you can pay $2500 to $3,000 in rent. apartments just like you see behind me here. i checked on that website as well. you click on the pets tab and the listings are even further. the berkeley city council is considering the first of its kind law that would require all landlords here in the city to allow pets under the proposal offered by city council member jesse. they would have to accept all pets as long as the pets can be reasonably accommodated and if renters take responsibility for

happening today apple rolling out their new way to pay that could make your wallet a thing of the past. ktvu janine de la vega is joining us now from san jose with apple pay. how it works and if tech analysts think it will take off. >> reporter: panera here is one of the retailers taking apple pay and so far when i poked my head inside, the employees told me that so far nobody has asked about it or tried to use it yet. that is because it's so is new.

moves. touchdown pass 509 thomas. he kept that record ball. manning later got number 510 on the way to a 42-17 win for the broncos. 49ers by the way have a bye this upcoming weekend. the raiders still the only winless team in the nfl. now they had some good moments but they are 0-6 after losing to the arizona cardinals 24-13. the raiders did cut the cardinals lead to one in the third quarter but arizona came right back with an 80-yard touchdown drive. this is the raiders worst start in 52 years. i got to talk to dave and sal about this. >> yeah one of our directors. we have breaking news? >> yeah. we first told you about this at

6:30. it's a big problem on a freeway in dublin. and a problem on a freeway in pinole. we will start with pinole. there is a crash blocking lanes. i want to move this to the big problem in dublin. over turned pickup truck blocking several lanes here. between those two crashes, 680 at al cost that and we can go back to west 80 at pinole. they have made the morning commute very, very slow. if you are on 80 or 680, please give yourself extra time. let's go to live pictures. you can see traffic is backed up a little bit here. but it's improved since friday. those plates are gone. in san jose northbound 280 starting to slow down out of downtown. on the way to the west valley. although we don't have any major problems to talk about. now let's go to steve. >> yes, sir. thank you, sal. we have rain to the north.

we have breaks here. mostly cloudy and partly cloudy. very, very good. he says actually mostly clear. we are getting light rain and drizzle. that about as far south as i can find it. there has been really good rain from forth bragg north. thankfully the all clear signal is out now. if you are taking off today and tomorrow, you are good to go. anna stayed far enough southwest. they will give a lot of clouds and rain. they had a very, very lucky track we have cloud cover over us. mostly cloudy to the north. partly cloudy to the south. already breaks in the clouds. three reports from ukiah.

it's so light it's underneath the radar beam. which means there is not much there. there is cooler air. and this part of the system will track in. that will urbaner cooler temps. the 80s from yesterday they will disappear pretty rapidly. 50s and 60s on the temps. the breeze is turning southerlily. it's not really a storm or anything. a front direction. south at concord. south at napa. 40s and 50s with that south wind. it's very mild for some. water temps have come up again. low to mid 60s because of that south wind. a lot of cloud cover here. if there is any rain it will be to the south. this system will fall apart. so again the rain looks really light. it looks like a lot of cloud cover. but any rain as far as significant amounts stays well to the north. there are signs by friday. i know what friday is.

it's 6:55. two men are dead after a separate incident in oakland that happened less than two hours apart. police say someone called 911 to report a man inside the house with multiple stab wounds. he was pronounced dead at the scene. earlier in the evening, a man was shot several times on 46th street near martin luther king

junior way. he was found unresponsive and died at the scene. so far police have not made any arrests or released any suspect information in either incident. a carjacking suspect in the berkeley city jail accused of a reported crime spree involving two stolen cars or anaged hold up. benny williams yesterday evening. he slammed a carjacked prius into an overpass while speeding eastbound on ashby avenue. they arrested williams while he was running away from the wreckage. >> he tried to run from the officers but he was apprehended moments later. >> the chase started when williams ditched an audi that he had carjacked in oakland and took a woman's car at gunpoint. that woman was not hurt. but she was very emotional after being held up at gunpoint. the police say she did the right thing in not resisting and calling the police with a

good description of the suspect. today state lawmakers will take a closer look at the emergency response to the 6.0 earthquake in napa. assembly committee will review wham went right and wasn't what went wrong in the hours and days that followed the quake. napa police officers and firefighters will testify along with city and county leaders. state lawmakers will also hear from doctors and nurses. a woman that was found trapped and stuck inside of a chimney was rescued and then she was arrested. firefighters say neighbors heard a woman crying yesterday. they called 911 and there she is. when they got there, they found a 30-year-old woman stuck in a chimney. they had to chisel away at the brick and they actually used dish soap to get her out of there. police arrested her for illegal entry and giving false information to the police. coming up next on mornings on 2, we continue to follow the
