holding his weapon. >> we have no weapons. why do you have the gun pointed at me? >> this started when the man on the ground was at a stop light with his passenger. when the light turns green, according to reports, the driver of the car, the man down on his hands and knees didn't go. he started acting strangely, making strange motions. this officer came along and said, are you okay? the man behind the wheel of the car was unable to respond. then suddenly came to, drove on to the curb and both of them got out of the car. they both surrendered. it sounds like there is a medical issue here. >> according to police, the driver of the car was driving under the influence of marijuana, but this exchange isn't about him. >> i am not a threat to you. am i walking towards you? no. i am standing right here, scared as hell. i am scared. right now. i am afraid for my life. i am not going to get on the ground. >> another officer arrives on scene. he pulls his weapon.
