>> reporter: we're live at san francisco city hall where giants' fans will soon gather to watch game 7 of the world series. we'll tell you why the giants have their work cut out for them. all systems go for sunshine. mostly sunny and warm temps. in fact, some 80-degree temperatures. don't get used to it. is a big change on the way later in the week. >> reporter: a shooting outside this market in berkeley last night leave a man dead and police searching for his killer. we'll tell you about the critical evidence found here at the scene. a rocket explodes in a

warm. after that, everything falls off the table. sunny. it's clear. it's nice. it was 39 in kansas city last night. first pitch their time, 39 des. nothing to worry about today. today 77 in napa. palo alto 74 to 79. livermore 78, low 80s there. san jose 73 to 78. east san jose probably about 82. clear skies. again a little bit of fog is -- it's close. it's getting close. there are clouds up towards mendocino county and rain even points north. we have to wait another day for some of this to swing in. there's our system swinging in. there is a lot to like as far as rain and cold temps. i know some of you don't like that but as far the at rain, we need it. the last couple of mornings it's been 40s. there is not -- that's not the case this morning. there are a couple.

a big plume of moisture heading towards washington and regular. it will be heading our way. okay, sal. i know we had a backup at the bay bridge. anything else going on here? >> well, there is a lot of slow traffic, steve, on this wednesday. one of the busiest traffic days of the week. we're starting off by looking at just a lot of slow traffic here at the bay bridge. just as you mentioned, it has been slow. we had ankerrer -- an earlier stall but traffic is backed up beyond the maze. it's slower than it normally is on the bay bridge. give yourself extra time. looking at the commute here on the san mateo bridge, that's busy heading out to the high rise. i want to keep -- put something in the back of your mind. you know, on halloween, i think that's friday, whatever -- yeah, friday -- give yourself -- start putting in the back of your mind, everybody leaves work early that day. so plan ahead. start talking about that. on the nimitz freeway, southbound 880 at tennyson, traffic will be busy.

on the coolidge onramp to eastbound 580 there is an auto/pedestrian accident in oakland. back to the desk. >> all right. thank you, sal. win or lose, the giants' incredible 2014 season ends tonight. san francisco faces the kansas city royals in game 7 of the world series. the giants will try to become the first team since the 1979 pittsburgh pirates to win a world series game 7 on the road. brian flores is there in the middle of all of the excitement. but first, tara moriarty joins us live from a very orange san francisco city hall. any fans showed up there yet, tara? >> reporter: not yet. not quite the way that it was yesterday. yesterday, we already had people camped out with their umbrellas. but they haven't lost hope just yet. remember, this just when people

are ready to count them out, th may surprise you. we had a lot of folks show up last night, huge fans who watched the heartbreaking so-0 blowout loss to the royals. fans are confidence their tim team will bounce back. but fans we talked to were still feeling the sting of defeat. >> i have seen a lot of people pack up and leave. you guys are still here. why? >> we're not dodgers' fans. [laughter] >> we believe in the giants all day. they will win. maybe not tonight but tomorrow they will win. if not, still a great season and a great team to watch. >> it's rough right now. i guess, like, we need to start getting our -- wakeup our bats. >> reporter: think they will be able to climb out of this? >> we did it before. came back from 4-0 to 11-4. we have to keep hope. >> reporter: now, first pitch is at 5:00 tonight. there is no alcohol allowed here on the plaza. this want to keep this a family-

sea breeze market. ktvu's alex savidge is there now and evidence is still being collected 12 hours after that shooting. good morning, alex. >> reporter: dave, good morning to you. police believe this may have been a shootout but they don't know what the motive may have been. a man was found shot to death right behind the sea breeze, ma. the area remains blocked off with tape. this is on university avenue near frontage road off 880 and close to the marina. the east bay regional parks police department is in charge of this investigation. they've been gathering evidence out here. we did see this morning a handgun sitting on the ground and a number of shell casings nearby in the parking lot area. police say the shooting happened around 8:00 last night. when officers got here, they found a man in his 20s who had been shot once. he was lying in the gravel near picnic tables outside of the

store. the sea breeze market was closed at the time of the killing but there were witnesses around. >> reported hearing shots fired, seeing a couple people flee north on frontage road and then seen a vehicle flee, i guess south on frontage road out of the parking lot. >> reporter: investigators are still working to come up with the descriptions of the people seen running away after the shooting and the car that was seen speeding off from this scene. there are surveillance cameras on the outside of the sea breeze market. police told me they are going over video right now to see if it reveals anything about the shooter or the shooters in this case. and investigators expect to be out here for quite some time still this morning, gathering evidence in this scene. we're live this morning in berkeley, alex savidge, ktvu channel 2 news. >> all right, alex. supervisors in contra costa county voted to give themselves a big pay raise. even though county employees didn't like it.

>> i'm not saying that you shouldn't get a raise, but what i'm saying, i hope it would be comparable to the rest of the workers. >> now, county employees recently received a 4% pay hike with yesterday supervisors voting 4-1 to raise their own salaries 34% jumping from $97,000 a year to almost $130,000 a year. >> whether it's a 4% or whether it's linking at 70% will be perceived by the public to be more than what this board deserves. >> now, these new salaries, which take effect in january, are set at 70% of what superior court judges make. it's pretty common in other counties. supervisor anderson was the lone no vote. the contra costa fire district closed four fire stations because of budget cuts. the firefighters are now negotiating a new contract. they say they will ask for the same percentage of a race as

the supervisors get. the irs is giving a break to some of the victims of that napa earthquake in august. quake victims who live in napa and solano counties will get an automatic extension on some tax deadlines. that includes people who filed for extensions on their 2013 income taxes as well as estimated taxes for the third quarter of this year. now, the taxes won't be due until january 15th. 7:10. and it's a first in the nation. a bay area hardware store will soon be testing out robots to help customers. >> hello. i'm oshbought, the row pot store helper. what are you looking for today? >> yeah, it speaks english or spanish. customers will be able to tell or show it what they need and the robot will then lead them to the aisle where they can find that item. four robots will be testified out at the orchard supply hardware store on royal avenue in san jose. they will make their first

appearance late november or early december. the oshbot was created by lowes lowe's. a department of transportation panel is holding a hearing today about the possibility of allowing cell phones to be used on airplanes. the issue sparked more than 3,000 comments during public hearings last year. the federal communications commission is considering dropping its ban against cell phone use on planes. now, if the fcc does drop the ban, the transportation department would still have to decide whether to allow airline passengers to use cell phones. 7:11. both stanford and darth mouth universities are apologizing about official-looking election mailers sent to voters in california, montana and new hampshire. it was part of a research project. now, take a look at the flier sent to 100,000 voters in

montana. it used the state's seal without permission. and the flier compares the political leanings of four candidatesser fought state supreme court. it uses a scale to show how liberal or conservative each candidate is compared to president obama and former republican prosecute presidential nominee, mitt romney. similar fliers were sent to voters here in california. 7:12. a rocket headed for the space station explodes in a giant fireball. coming up in 20 minutes what went wrong. hackers, they breached a white house computer network. we'll show you who is suspected of being behind the cyber attack and what those hackers managed to do. good morning. sounds -- or looks like we have a problem here on 280 northbound with an injury crash and medics on the scene. northbound 280 just past the

former oakland as star jose canseco is recovering after he shot himself in the hand at his las vegas home. police rushed to his house yesterday afternoon after guesting a call about an accidental shooting. canseco told police he was cleaning his gun in his kitchen when it fired, hitting his left hand. several media outlets are reporting that one of his fingers was actually shot off.

>> i don't really know him too well but it's just kind of unfortunate. i guess not totally surprising. >> consay co became the face of baseball's steroid era after he wrote a tell-all book that led to congressional hearings and tougher rules on performance- enhancing drugs. doctors say canseco will never regain full use of his left hand. after he was taken to the hospital, his fiancee tweeted, thank you for all of the kind words and prayers. jose is still in surgery and will be okay. please pray for his fingers. a couple of hours after that, she tweeted, finally safe and sound with my love bug. so glad he's okay and i was there when it happened. thank god. at least part of a mystery solved in colorado. the denver broncos' fan, the one who disappeared last week during a game, he's been found safe. 53-year-old paul kitterman was found last night in pueblo, colorado, more than 100 miles south of denver. now, he was at last thursday's broncos' game but he hadn't

been seen since he left his seat to meet some friends in a different part of the stadium at halftime. police say they are no details about how he disappeared. no criminal charges are expected. the faa is warning that flying a drone or a model plane near large sports stadiums or racetracks during a sporting event could land you in jail. it's the first time the faa has clearly said using drones and model planes in those areas is a crime. the faa says the warning only clarifies an earlier ban put in place after the september 11th attacks. the ban applies one hour before the event and one hour after it's over. it includes facilities that have 30,000 seats or more. the federal government says it's stepping up security at federal buildings across the country. jay johnson would not say which

buildings are getting the added security but did say the increased security is in response to the continued calls by terror groups for attacks on the u.s. as well as last week's deadly attack on the canadian capitol of ottawa. the fbi and secret service agency are investigating what they call suspicious activity on a white house network computer. the breach temporarily disrupted some services and there are several reports that hackers that -- that these hackers from russia might be responsible. wow. all right. 7:18. let's go back to sal. 280, something happened out there this morning. >> it's an injury crash. we can see it from our camera. it's on the shoulder but the traffic is slowing past the scene. you can clearly see it there. traffic is backing up farther than we can see it here all the way onto 680. by the way, 101 is also slow and so is 85 in san jose. we also have slow traffic this morning at the bay bridge toll

plaza, we had an earlier accident -- i'm sorry, earlier stall vehicle on the span for a very short time. but the traffic is slow. nimitz freeway continues to be slow as you drive through. we had a couple of crashes there. southbound 880 backed up from 238 all the way to fremont. now kind of a warm day today but steve says there are changes coming. that's spot on. it will be warm today. a little bit of fog has come back to parts of the coast, even san francisco. but chad sent me a nice beautiful picture from san francisco and visitacion valley. this is our own right here. we have clear skies except for that little bit of fog. pie the way, chad has outdown -- outdown "we built this city." ramp it up. send me a nice picture from glen park. usually i great pictures. from visitacion valley. we had a beautiful sunrise.

a tiny bit of fog and high clouds. this is all a sign of things to come. today looks to be sunny and warm. the fog is out there. what's there is very shallow. there's warm air aloft. it will burn it off. by tonight, i think it's on the move. rain moving into the north coast. crescent stip. san francisco, 58, 70. what's average, 53, 68. above on both counts. record low 46, 1916 and 84 back in 1890 was a record high. look at all of that moisture streaming from the hawaiian islands. we're focusing on that. but what we're focusing on is the cold air there. you are getting good, upper level jet stream support. it all has to swing in. it won't be here for 30 days. the lows are up. the higher elevations are definitely warmer. 50s and 60s. 31 in tahoe. all of the lows across the board here need to be up 5, 7 degrees compared to 24 hours ago.

there is moisture moving it from the north. a cold rain is due on friday. you could get ten different comments. these are mine. santa cruz mountains to monterey looks to be the brunt of it. i think there will be good totals here and good snowfall up in the sierra. i want to deal with all of that tomorrow as we ease into it. it looks like rain begins for the commute. there will be cold air coming in behind that which will enhance it. we'll cloud it up tomorrow. i'm doing my best to hold off on the front until after the commute. it will be very, very close. friday night it looks like it will start to rain and the cold air will move in. rainfall projections starting to move in. that's just through 5:00 on friday. sunshine and warmer temperatures. there is a few low clouds. this will be the warmest day for a long, long time. 60s and 70s. after today, and 80s. after today we'll see the temperatures really take a tumble here. increasing clouds tomorrow and then we'll just -- friday into saturday, a cold rain, maybe

welcome back to "mornings on 2." today, president obama meets with healthcare workers who are heading to and coming back from west africa. he says the u.s. should embrace those who are fighting ebola on the front lines. in the meantime, two people in southern california are being closely watched for possible ebola infection. doctors say the risk is low but they have been tracking these two people from for the past two weeks. they came back to their homes

in riverside county from west africa. so far, neither one has shown any signs of ebola. a nurse from texas who had been infected with ebola, she's back home this morning. amber vinson was treated for about two weeks in atlanta. her doctors say she can go back to her community and to her life without any fear of infecting anyone. vinson said she owes her life to her medical colleagues. >> as a nurse and now as someone who has experience with what it is like, i'm so appreciative and grateful for your exception sal skill, warmth and care. >> now, a new york doctor who went to west africa on a humanitarian mission, he's now the only person in the u.s. still hospitalized with ebola. he's listed in serious, but stable condition. 7:25. pope francis says evolution and the big bang theory are not in conflict with the teachings of the catholic church. during a meeting at the

vatican, the pope announced that scientific explanations for the origin of the universe do not exclude the role of god and creation. the pope says god is not a magician with a magic wand but that god created human beings and let them develop in their own way. these comments differ from the position of his predecessor pope benedict who was a strict advocate of creationism. disaster seconds after liftoff an unmanned rocket that was supposed to go to the international space center exploded in a massive fireball the ties the mission had to a bay area school. and all eyes will be on kansas city tonight. game 7 of the world series. will our giants take home another world championship even though there was a crushing defeat. we'll tell you why some of the giants' players say game 7 is gonna be exciting. we still have a lot of slow traffic out there for you to

>> we're talking baseball. the giants. they will play the kansas city royals game 7 of the world series tonight. the giants are gonna try to become the first team since the 1979 pirates to win a world series game 7 on the road. ktvu's brian flores joining us live now from kansas city with the countdown to tonight's big game. brian? >> reporter: hi, dave. good morning. when i was growing up as a kid, a little brian flores, i was always imagined playing in game 7 of the world series. you know that scene, you are up at bat, bottom of the 9th, two outs. they have that same memory. they talked about that -- the crowd goes, well, because i won the game. a lot of these giants' players have the same memory. they are excited for game 7 tonight here in beautiful kansas city. we're live here in front of kauffman stadium or as the k as it's known in kc.

it will be rocking tonight. we're just hours away from this winner take all game. in terms of last night's game, a forgettable one for so our fans. i'm apologizing for rehashing these memories. the second inning, the giants couldn't recover after the royals scored five runs, hit after hit, jake peavy looking to at least keep the giants close was pulled after an inning and a half. by then, the damage had already been done. peavy has not fared too well. his record is 1-7 here at kauffman stadium. royals won game 6, 10-0. take a deep breath. today is a new day. giants foe us ing can on today. but also giving time to breathe in childhood treatments. >> you can't predict the unpredictable. you just get out there.

an elimination game. i'm tired of stalking about the statistic in 1979 with the pie rights go down to the game when we were down against the reds, the cardinals, giants pulled off six elimination games and won the world series that year, folks. hopefully will come back home with another world championship. we're live in kc, brian flores, ktvu channel 2 news. >> they've done it before. they can do it again. >> thank you. >> stay warm out there. 7:37. here at home, san francisco police will be busy closing watching the big crowd that will fill up up the civic center plaza for the viewing party. ktvu had an exclusive inside look at the police department's now mobile command center. this is gonna be parked right outside of city hall. it has four state of the art cameras. it will monitor the entire civic center area. >> control locations where we can allocate resources and communicate with other officers here in the field. >> well, san francisco police will be all over the city

tonight. they want to prevent a repeat of this -- the vandalism after the giants' world series victories in 2010 -- in 2010 and 2012. our coverage begins at 3:00. the first pitch just after 5:00. then stay with ktvu channel 2 after the game for more world series coverage right on through the 10:00 news. 7:37. we continue our coverage of the explosion of an unmanned rocket headed to the international space station. the rocket blew up last night seconds after lifting off in virginia. you can see the fiery aftermath. the mission included experiments from a bay area school. janine de la vega is live at the that's aimes research center -- nasa aims research center. >> reporter: students were closely watching this rocket because they had an experiment on board. nasa is promising the students they will get another chance to

refly their project. with the explosion, the focus is on what went wrong. >> main engine is at 108%. >> reporter: the up manned rocket took off from a launchpad in virginia yesterday. it appeared successful. but seconds later, it exploded. the an -- the rocket was carrying supplies to the international space station. they have enough food and supplies to last several months up there. they are still trying to figure out what caused the failure. this is putting a spotlight on nasa's reliance on two private u.s. companies for a spaceflight. it's paying billions of dollars. >> right now, this is the only pad that's certified for launching the antares rocket. we'll work chosely with the state of virginia, with nasa to

make sure that's done as quickly and safely as possible >> reporter: there were more than a dozen research projects on board, including an experiment from students in oakland. three students from the school presented their project to -- to nasa in washington, d.c. their experiments was supposed to test whether red worms will compost soil in microgravity. if they can it would create fertile in space to allow plants to grow and provide food for space. coming up in the next hour, we hope to hear from the school officials or perhaps maybe the students. we'll have to see. reporting live from mountain view, janine de la vega, ktvu channel 2 news. >> it will be interesting to hear their reaction to this news. thank you. 7:39. san jose police busy looking for witnesses or clues to

determine how a 49-year-old homeless man died. the body of donald mills was found last week in a landfill in milpitas. mills had recently been released from jail. investigators say he often stayed at homeless shelters in downtown san jose. police think a dump truck picked up his body along with trash at another location. happening today, the trial continues to determine whether an accrediting commission violated law regarding city college of san francisco. the president of the commission will return to the witness stand. during testimony yesterday, she made shocking admissions. she said she edited the record praising the school's desire to address its problems was removed. she testified it was done out of clarity. and vino also admitted she did not give the school enough time to defend itself against allegations of mismanagement and budget deficit.

the city attorney's accused the commission of unfair practices when it voted to pull the school's accreditation. the federal government says at&t deceived 3 million customers and is now suing the wireless company. the federal trade commission says the cell phone carrier slowed down some users' internet speed as much as 90% without telling them. it's called throttling. the ftc says it's unfair. >> the customer who thinks they are getting unlimited data is actually slowed down or what we call throttling after they use a certain amount of data during the month. >> throttling is legal. but the ftc says at&t still has not properly notified customers. at&t's general council fired back saying we have been completely transparent with customers since the very beginning. we informed all customers via bill notices and a national

7:44. bay area roads are getting bad scores in a new report and there's just not enough money in the budget to fix them. however, as pam cook reports now from our newsroom, the sobering message is if something isn't done now, it will cost us more money down the road, right, pam? >> not great news. tax payers usually end up footing much of the bill to fix roads apartment bridges. but public works crews say better now than later. thatter is a new -- there is a new report that says $108 billion is needed to make the very needed repairs to pavement, bridges, storm drains and sidewalks and signs. but the league of california cities and came association of counties says only $30 billion is budgeted for that work which is vital to our local and state's economy. >> it's how we get people to school, it's how we get people

police out here trying to find whoever shot and killed a man in his 20s. he's not yet been identified by authorities. the search now ongoing for his killer. we're live this morning in berkeley. alex savidge, ktvu channel 2 news. >> okay. thank you. 8:06. meantime, a husband and wife are being charged with murder in a shooting rampage last week that left two northern california sheriff's deputies dead. yesterday, the husband was booked under the name marcel hoe marquez but he -- marcelo marquez but he uses other names. he and his wife pleaded not guilty. police say marcelo marquez shot and killed sacramento county sheriff's deputy danny oliver outside of a motel last friday. they say later the same day, the couple shot and killed deputy michael davis. police say the suspects will be moved out of the sacramento. >> i would just assume our officers and professional staff not have to look at these two suspects every day during the

pendency of their trials. >> marquez was charged with special circumstances which means that could lead to the death penalty. he's in the u.s. illegally. he had been deported twice before. both stanford and dartmouth universities are apologizing about official-looking election mailers sent to voters in california, montana, and new hampshire as part of a research project. this is the flier sent to 100,000 voters in montana. it used the state's seal without permission. the flier compares the leanings of four candidates for the state supreme court. it even uses a scale to show how liberal or conservative each candidate is compared to president obama and former republican presidential nominee mitt romney. similar fliers were don't is voters -- were sent to voters in california. the irs is giving a break to some quake victims in napa. the quake victims who live in

the orchard's on royal avenue in san jose. they are gonna start working in the store in late november or early december. the oshbot was created by lowe's which recently took over orchard supply with the help of fellow robots. it's a tech company based in mountain view. the search engine google is now searching for a cure to cancer. the life sciences division of the high-tech giant is experimenting with designing particles that can detect cancer and other diseases at very early stages. google is working on a wearable device that monitors body changes detecting minor swings in tumor cells and other diseases before they become a problem. google has already helped produce a contact lens that measures the glucose levels in the tears of people who have diabetes. it's amazing what technology might be able to do it. >> and all of the info in a tier.

8:15. former oakland as star jose canseco is recovering after he shot himself in the hand at his las vegas home. police rushed to his house yesterday afternoon after getting a call about an accidental shooting. canseco told police he was cleaning his gun in his kitchen when it fired hitting his left hand. several media outlets are reporting that one of his fingers was actually shot off. >> i don't really know him too well. but it's just kind of unfortunate but i guess not totally surprising. >> canseco became the face of baseball's steroid era after he

wednesday is one of the busiest days of the week. we start to see a tail tail off on thursday and by friday. let's start off with the south bay. southbound 17 a brand you a -- a brand-new crash at lark avenue. that's blocking lanes. northbound 17 will be slow as you drive through the south bay. i can push back here and move into the pain part of the south bay. 85 and 280 still very slow. a couple of earlier crashes to blame for that. san mateo bridge, moderately heavy. that's improved a little bit. about a 15-minute drive across into san francisco. and if you are driving at the partly sunny toll plaza, finally a little bit of improvement here. it's still a 25, 30-minute drive across the span. 8:18. today's weather sounds like it could be the last really nice day of the year. could it be? >> we'll probably get another nice one but we get to november by this weekend. it's tough to get warm.

8:-- 8:36 we're hearing from a bay area middle school involved in a mission to the international space station. but the project ended in a huge ball of flames when the rocket blew up seconds after liftoff in virginia last night. janine de la vega is live at the nasa ames research center with the local link to this historic mission. >> reporter: good morning, tori. well, students and staff from a small middle school in the fruitvale area of oakland were thrilled when they found out one of their student's projects would be on board the rocket. so they were surprised when the rocket exploded yesterday. but they are staying optimistic. >> main engine is at 10 8%. >> reporter: the unmanned rocket took off from a launchpad in virginia yesterday. it appeared successful but seconds later, it blew up and

soon after there was an explosion. antares rocket was carrying supplies, including food. nasa says astronauts have enough food, water and supplies to last several months. there were more than a dozen student research projects on board the rocket, including an experiment from students at urban promise academy in oakland. three students from the school presented their project at a spaceflight experiment conference in washington, d.c. and won. we spoke to the school principal and teacher in charge of the project in the last hour. >> we know that science is really hard. we know it's full of failures and every failure is a chance to start new. >> the students want to see if the compost would warm in space. they got the idea because they talked about in articles about the trash they have to deal with. they want to send worms up to

this is associated with the hawaii upislands. it looks like a little low is warming along the back side that. will take a lot of the higher cloud. that will push in tomorrow night and followed by this system that has the cold air. there will be three pieces to this system. 40s, 50s. alamo, 46. but 55 in brentwood. la fayette, 50. pittsburg, 54. irt thises up in the mountains. 50s, low sacramento also ukiah, eureka at 59. but the south wind in the advance will provide a lot of rain in washington and the oregon coast. eventually it will get to us. this will swing in and give the sierra pretty good snow as we head towards maybe late friday early saturday. again, these are just my comments here. i think the highest totals are about santa cruz to monterey. system kind of comes in and dips south. rain will develop friday morning, continue friday night, the next band into earth early
