>> the glow of celebration turned into a day of planning for the victory parade. we have team coverage of the giants celraon. ktvu's cristina rendon talked to those preparing for the parade and ktvu's david stevenson. >> the giants victory parade and celebration and police are hoping fans won't get out of line there as they did last night. >> reporter: 40 people were arrested last night, it marred the celebration of the giants world series win. the violence and vandalism range from fires and graffiti to two shootings and a stabbing. >> the only damage we had was graffiti. >> reporter: the owner of the store in the mission district says he got out lucky. >> the san francisco police department did a phenomenal job. i have been here 40 years and i

had luting and other damage. >> police are getting ready for friday's giants parade. having done it twice before this will be a special challenge. >> we will have all of our special operations people working, lots of dogs. in excess of a million people so i wouldn't be surprised if we have a couple million people. >> reporter: there are concerns. police say half of last night's felony arrests involved out of towners. the events are taking a toll on the over time budget. >> we will be up 20% in staffing. we have minimum staffing levels we maintain at the stations to make sure we can handle all the calls for service. >> police are reminding folks they have zero tolerance for

drugs and drinking tomorrow. [ indiscernible ] >> reporter: reporting live in the city, david stevenson, ktvu channel 2 news. >> hundreds of people lined up in the morning to welcome home the san francisco giants. the team's buses pulled in before 4:00 a.m. this morning. giants president carried the world series trophy down the line of fans. and he talked about the team bringing home the trophy for the third time in five years. >> the common denominator is they never give up. there is a culture they never give up. they are there for each other and they fight for each other. >> fans cheered on the players. looks like that is madison bumgarner. they drove off to get much needed rest before the parade tomorrow.

>> a buying frenzy today. shoppers headed to snap up what they could despite what it cost. it was a great way to launch the store that just opened. new at 6:00 p.m. authorities are cracking down on people selling down fake world series gear with the words you are out. the merchandise is worth $85,000 if it was genuine. most items were seized in san francisco downtown area along market street. >> it is probably not legitimate if it is on a fold out table at market street. that is probably not going to be a legitimately purchased t- shirt or jersey. >> consumers can check on the quality of the stitching and

material and make sure the items have a official label that is not cut off. once again, the parade starts at noon tomorrow. hundreds of thousands of people are expected to show up. ktvu's cristina rendon continues our team coverage with more on the preparations and how some folks staked out their seats. >> reporter: all hands on deck. there is a massive screen for the people that are expected to be out here. crews are working to test out that equipment because they are expecting massive crowds for tomorrow's celebration. >> reporter: the trolley cars on market street will be replaced with floats at noon on friday honoring the san francisco giants as world series champions. >> i love my team. they are so awesome. >> reporter: fans can't wait to see their favorite players and coaches. >> players i want to see them all pass by. madison bumgarner did a great

job last night. >> reporter: she plans to leave work early for the celebration. and already got her hands on special addition newspapers. >> some for myself, friends, grandson, my daughter. >> the parade goes down market street and over to civic center plaza. they are gearing up for big crowds. >> right now it seems like this is a good spot. and we might need to bring binoculars. >> reporter: officials spent the day planning with a chance it may rain on their parade. >> a torrential down pour we will have a contingency for that. a little bit, you know, we are not going to melt. enjoy the rain because we haven't seen a lot of it. >> reporter: take public

transportation. muni and b.a.r.t. are running extra shuttles and trains. >> i am proud of them and the city. i really am. >> reporter: back out here live, the orange glow is lighting up city hall. crews are aiming to start shutting down roads in an hour from now. the streets near market street will close after tomorrow's morning commute and as david mentioned this will be a family event so no alcohol or smoking but bring water and snacks to stay hydrated. live in san francisco, cristina rendon, ktvu channel 2 news. >> we can see today clouds are moving into the area and the question is, will it rain on our parade? our chief meteorologist bill martin is tracking the conditions and joins us now. >> i can't remember a friday that had more going on. you have the commute. both commutes are huge on friday. and then the parade. and then halloween.

and then you have this. the weather system coming in tomorrow. it will drop over an inch of rain in the bay area. in the mountains -- they could see an inch and a half of rain. let's take a peak. looking for conditions for the parade to be not too bad. it will be wet getting to the parade but then we will see clearing. as we look that forecast for the parade. scattered showers getting there. i can by 10:00 a.m. showers are done. the ground is wet. i think we are dry. that is what i am hoping. when i come back, i got the latest computer model and we will walk it through, right, hour by hour. tomorrow morning's commute, wet. i don't know the parade is going to be dry. see you back here we will do the halloween forecast next. >> once again, here is the parade route. we will have a dozen cameras each of these dots is where our

be better safe than sorry and dismiss students. >> pg&e is still investigating what the cause of the odor might be. richmond police say a man is in serious condition after he was shot by an officer at a shopping mall. two officers spotted a man breaking into a car after noon at the pacific east shopping mall. the man did something that put one of the officers in danger. that is when the other officer opened fire. the suspect drove off but crashed with he was arrested and taken to the hospital. investigators are trying to figure out what happened before a person fell to her death and another had to be rescued. the fire department received a call about two people stuck on rocks over a cliff. when crews arrived there was only one person. the man was pulled to safety. a woman was found in the water

250 feet down. she was pulled from the water but was pronounced dead. new information tonight on the arrest of the man who killed a mother of four in a case of road rage. she was shot and killed last weekend as she and her husband was driving home from the store. police arrested the suspect in sacramento county. ktvu's noelle walker is live now outside oakland police headquarters but earlier she was that victim's home as the police chief came to tell the family of the arrest. >> reporter: the police chief held a news briefing before going to the home. he said it was the outrage over the crime and the community's willingness to work with police that helped crack the case. >> reporter: this afternoon the police chief visited the home of the latest murder victim to

deliver news of an arrest in person. inside the family keeps flowers in her memory. the mother of four was shot to death sunday afternoon while driving home from the store with her husband. >> her life mattered and all life matters. >> i can't comment. >> reporter: police held a news briefing to announce the arrest but gave new details about what lead to the shooting. >> you heard it was road rage, there is more details. >> reporter: a news crew was there when police arrested the man near sacramento yesterday. investigators also found the car and gun they believe was used to kill her. police say surveillance video and community stipes were key. >> i believe when the community and the police department copts we are more effective. >> the arrest -- cooperates we are more effective. >> the arrest doesn't change

the picture of a mother who will remain forever young. the suspect has been booked for murder and expected to face murder charges as soon as tomorrow. reporting live, noelle walker, ktvu channel 2 news. tonight we uncover concerns about a fire that lead to a man's death. a witness first contacted us two months ago. ktvu's eric rasmussen is here with more. >> local surge whoop saw the -- surgeon who saw the wreck said there were two officers involved in a wreck but he couldn't get them to help. we have bine looking into -- been looking into the event. the doctor says he noticed the car crashed on the side of the road and a small fire.

that is when he raced to ask for the officer's help. . >> we have a car ran off the road and there is a fire. he said we will get to it. >> reporter: what is your policy if someone approaches officers and tells them about an emergency. >> depends on the circumstances. the officers have a lot to take in given that moment. >> reporter: the chp said officers just pulled over a drunk driver and radioed in to dispatch when they were alerted about the wreck. the car was engulfed in flames and the man did not survive. despite that, the chp said officers acted appropriately. we obtained ordings of 911 calls -- recordings of 911 calls to follow what happened. we will have that tonight at

ktvu's john fowler joins us to explain how states have different procedures to keep the virus from spreading. john? >> reporter: a bay area doctor with no symptoms and a maine nurse who tested negative for the ebola, opposite approaches to quarantine. >> reporter: a surgeon under ebola quarantine today said he is showing no signs of infection. >> normal temperatures and no symptoms. it is hard to describe normal when it just normal. >> reporter: he worked on ebola patients in liberia for a month returning last friday. he is classified at risk. and is to have no public contact for 21 days. he can go jogging alone. his family moved out to a hotel. >> understanding the illness while i was there we understood there would need to be a separation and we have to take

all measures. >> reporter: in maine nurse kaci hickox took a bike ride today ignoring the quarantine rules. >> we are waiting, waiting to hear from the state of maine. i hope we can continue negotiations and work this out. >> i am going to use the legal provisions to the fullest extent that the law allows me. >> reporter: the best way to protect us is to make it difficult for returning healthcare workers to spread ebola here. but easy for them to go to west africa to fight ebola there. >> there is absolutely no good science to guide the kind of things we have been seeing happening in the united states. >> reporter: university of california at berkeley professor says what is happening in maine is fear based. without symptoms the nurse is no threat although some here like a blanket quarantine. >> we need to be sure she is

not contention o-- contagious to other people. >> our energy needs go there to stop the problem to protect those folks and us as well. >> reporter: less ebola in west africa means less chance it could get to the rest of the world. john fowler, ktvu channel 2 news. apple ceo tim cook is now the first and only openly gay chief executive in the fortune 500. he says he has been open about his sexuality with his colleagues but at this moment he tried to -- at the same time he tried to maintain his privacy. cook says he decided the desire for privacy was holding him back to work for more for the benefits of others.

bill now in the weather center for the parade forecast, the halloween forecast -- [ talking at the same time ] >> a friday like we convenient seen in a long time. you lump rain on to the that for the morning commute. we have clouds now. this is the system ramping up. what we will see here in the next few hours a few showers showing up. this is priming the lower atmosphere and increasing the humidity. increasing the dew point temperatures. that means a wetter environment when the front gets here. more rain. right? i didn't say that well at all. it will be wetter because it is prime moisture in the lower elevations. the system as it moves in tonight, tomorrow morning will unload rain. the real rain shows up about 7:00 a.m. your morning commute is wet. i can for the parade it is dry

but maybe a scattered sprinkle. nothing is going to shut down had parade. you will be dry. i would take an umbrella, though. rain develop its, it is a friday morning thing. that is how it looks right now. i think tomorrow will be consistent with that. spotty afternoon showers and that plays into your halloween for the kids. here is the priming moisture. maybe drizzle, maybe sprinkles in oakland, the mountains. midnight tonight. here we go. here comes the system. gets in here. right? it is moving. 7:00 a.m., right? this keeps updating. 7:00 a.m. your morning commute. going off. right? especially on the bridges. right? 8:00 a.m. okay. people just starting to get up -- no, i am just starting to get up. people getting ready to come to the city for the parade.

starting to clear out. 9:00 a.m. 10:00 a.m. that is the good news. now into the afternoon hours, a few scattered showers remain but this is around trick or treating time. it is a morning thing. looks like it will be dry for the parade but we will be watching it and for your halloween looking at a slight chance of scattered showers. but i don't think it will shut anything down. this could all change. tough forecast. i am worried about the kids because you thete have rain on -- hate to have rain -- safety standpoint. morning commute will be wet. >> thank you. the giants made their way back to the bay area today and are now preparing for the huge celebration tomorrow in san francisco. >> and 49ers will have a new look offense when they take on the rams this sunday. sports is next. we will be right back.
