>> from the start of the parade, the clean up was ready. nearly 100 public works employees standing by to clear the leftovers from the celebration. >> we heard there were 200-tons of confetti. probably the hardest thing to pick up. >> and there was a lot to pick up. the 2010 celebration left 17- tons of garbage. in 2012, there were 22-tons. this year, pack -- towels and other trash, swept away by truck and broom. >> we did it in just a few hours last time. we will get the road cleared one block at a time after the parade. >> police predict there is a million people that might come. the goal is to get streets cleared and reopened in time for the friday night commute which includes a critical mass

now a lot of people wonder if it is going to be a dry halloween. our chief meteorologist we bill martin is here. what do you think, bill? >> reporter: shaping up for halloween. now we are in the afternoon commute. things are shaping up. that front slid through quickly. take a look at the rainfall accumulations. we did have rain on the parade in the early part. then it tapered off and moved to the east. rainfall totals were anywhere from a quarter inch to a half inch. which is okay. right now, think about those wet roads out there. dry from the trick or treaters. temperatures tonight are going to be in the 50s. what did i do there? i took the computer model and rolled it up to 8:00 tonight. cloudy for sure. looks dry from the can sky for the kids. when we come back i have more rain to talk about. i will let you know what time of day this weekend. we will talk about the mountains, too. see you back here. >> all right. we'll see you then, bill.

thank you. two people suffered severe burns in an explosion and fire at an apartment complex in walnut creek. the first 911 calls came in about 9:00 this morning. the firefighters said the explosion blew off the roof and debris was scattered all around the yard. the apartment complex is near sunnyvale avenue. tonight, that building is still too unstable to enter. ktvu's tom vacar is learning how it may have started. >> police and fire officials tell us this was a hash oil drug lab where compressed butane gas was used to cook the marijuana base compound. that gas leaked out and blew. >> this video was shot by a neighbor who lives across the street from the building that exploded about 10:00 this morning. the intense explosion blew out some windows clear across the street, including his. >> i felt what i thought was initially an earthquake, but it

was a single impact, greater than any earthquake or car accident impact that i have ever felt. >> two roommates live directly across the driveway. >> i thought a plane hit my building or something. i knew it wasn't an earthquake. i knew there was serious damage. it was like explosions going on and then yeah, we just kind of ran out and ran across the street trying to get as far as way as possible. i saw my neighbor really badly burned. >> basically his whole face was bleeding. >> one was air lifted. not sure which one. the other was transported to the hospital. >> the damage was so great neither h rescuers or arson investigators could get in. >> it's very unstable so we can't -- we have to finish getting in there searching for anymore potential buildings. we have unconfirmed reports there might be another victim

we can't get in there a while. >> however, a cadaver dog was sent in to find another victim but found no evidence of any dead person. we'll have more on all of that at 6:00. tom vacar ktvu channel 2 news. we now know the name of a woman who died after falling off a steep cliff in san francisco yesterday. the medical examiner's office says the victim is a 26-year- old randy salmon from seattle. the man was pulled to safety. unfortunately, she was later spotted in the water 3300 feet down. rescuers eventually reached her, but by that point it was too late. it's still not clear how the man and woman ended up on the rocks in the first place. new at 5:00, for the first time in four years, the oakland police department now has a sworn staff of more than 700 officers. the 170th academy class graduated this morning adding dozens to its ranks.

road. the chp says they saw a lot more traffic than normal. as john sasaki tells us about, seems like people forgot how to drive in the rain. >> reporter: that's right. highway101 evening commute traffic king pretty well. earlier today, it seemed like many motorists were simply unprepared for this storm. >> rain came down heavy at times today making bay area roads treacherous. highway101 and river road just north of santa rosa, this morning this car spun out. the occupants were not seriously hurt. >> first significant rain of the year. you have to take it really slow. >> near forestville, the driver of this big rig lost control, jackknifing into a tree. he was slightly injured. the crash briefly downed power lines. the tree had to be cut down. highway101 and highway 12,

a wrongful death lawsuit has been filed after a firey collision of a fed ex truck and a tour bus of high school students back in april. according to the sark b the family of the bush sacramento b the family who was killed in that crash claims the fed ex operator was negligent and therefore cause the crash. the school bus was carrying high school students for a weekend tour of a university. when the fed ex truck ran into them, nine people were killed. in a statement fed ex says it continues to cooperate with the investigation. there is in contra costa county have now charged a -- prosecutors in contra costa county have now charged with two felonies. 35-year-old officer shaun harrington of martinez is facing two counts of computer theft. investigators say the first incident happened august 6th. officer harrington arrested a 19-year-old woman in livermore for driving under the

influence. the second incident was on august 29th in martinez. the person arrested says several of her personal pictures were sent to harrington's personal cell phone. the officer is based in dublin. could face up to three years, eight months in prison if found guilty. we are learning new details after a stunt rider who was arrested after a video surfaced of him driving recklessly. police discovered a marijuana growth about 90 plants leaned rifle. the chp is now recommending charges against rider. police call him a semi professional stunt rider. we first showed you the video along with several others popping wheelies on highway 680 a week ago. there is growing debate now over the police response to a crash and a plea for help. >> went racing back down there and told the officer hey, a car has gone off the road. there appears to be a fire. the police officer said we'll

are finished. >> and you went back to them. >> 20 seconds later. >> and investigation confirms the officers called in the crash to dispatch. >> i have been advised of a car fire. >> and that was at 12:33 a.m. despite they were right down the street they didn't check out the officer's request. >> you can walk there in a minute. >> instead it was wyatt that went back to the scene of the crash on the phone with 911. >> there is a police car down the street. i wouldn't talk to him but he wouldn't -- he is getting a ticket. >> wyatt saw movement in the car. >> i'm thinking i got to help the person out there and i started to walk to the car and there is a big explosion. >> it was 12:40, more than 7 minutes after wyatt alerted officers when the first unit, a fire truck arrives and the car engulfed. two men found dead in the car less than two miles from home.

we don't take a situation like this likely. >> the california highway patrol says its officers acted responsible. >> in a case where there is an officer close within walking distance did they have an obligation to check it out? >> i think their obligation is to look at the totality of the situation. >> the chp says the officer on that traffic stop were dealing with a drunk driver and at the time did not know someone was trapped in the burning car down the road. we have a lot of the car fires and sometimes they are occupied and sometimes they are not. that would have been a great piece of information for those officers to have maybe they would have looked at it different. >> couldn't they know by taking a peek about 30 seconds down the road. >> they were in the middle of an active investigation. >> and the reality is that we are all fighting like crazy to try to get out there and get the resources that we need out

firefighters rescued a skydiver that got tangled and stuck on the wires of a broadcast tower in missouri. dangling 125 feet off of the ground. a firefighter climbed the tower and passed him an anchor so he could release himself and be loaded to the ground. authorities are not sure where he jumped from. police say a gun fight in the south bay ended in the date of one of the shooters. it happened in fountain alley off of santa clara street between north 1st and 2nd street, an argument broke out and one man pulled out a gun and started to shoot. investigators say the victim returned fire and died later at san jose regional medical center. he wasn't the type of person that would, you know,

start any commotions or anything like that. the person is a family man. he was just distraught. the family members identified the victim as tyrone and he lives with a girlfriend in hayward. police have not released any details on a possible suspect. >> people that live in the path of the hawaii lava flow or optimistic about the speed it is traveling. the movement of the lava from the killer wave volcano has slowed down. during the eruption it flowed east and could cut the town in half, it threatens to isolate 950 people that live in the small community on that big island. so how would you like to go trick-or-treating at the white house? some very lucky trick-or- treaters got the chance to do that. get some president from the

there is word south bay prosecutors may not follow charges against ray mcdonald. that decision cob announced with an explanation. arrested august 31st after a party at his home where he allegedly attacked his pregnant fiance. the 9ers came under fire for not benching him and they said they would reserve judgment until the district attorney general decided what to do. >> people in napa will get release on their state taxes. the california tax court aid stations bounced it will follow a move by the federal

slightly unsettled morning and i wouldn't change my blands because whatever occurs will be widely scattered and short lived. take an umbrella and jacket for your morning activities especially if the kids have events and by sunday it gets better. a nice looking forecast as the high pressure starts to dominate the second half of the weekend. so in the mountains that winter storm warning a big deal and that time of year when we look at snow levels down to about five thousand feet. that will get your snow to boo canyon, not snowing but raining and raining in sugar bowl but i suspect in the next 6 hours the snow levels will dry down. tomorrow mid 60s and maybe upper 60s northeast. the five-day forecast saturday morning showers but look right there, everything else is good and after lunchtime on saturday sunday looks night and warmer as we head to next week.

get written up. several here in the bay area where there are signs that you could be hit with a citation for parking violations. but legal experts say the tickets handed out by this company would not stand up in court. san francisco kevin toeta did not expect a big trip would spark a fight with a canadian company. >> they seem to intimidate money and ex tort money. >> he got a ticket at the bay street shopping center after using a metered parking space in a small lot behind the gap store. he noticed the $60 ticket and offered an unusual payment option. >> if paid within 7 days then it would be $30. which i thought was a little odd. >> odd because even though the meters say they are property of the city and signs mention the police department, parking enforcement here is actually contracted by the shopping center to impart, a vancouver

company. this bands tickets by private companies. >> i think it is a ripoff. >> they know that city stance is that they should not be collecting or penalizing people with citations. >> impart manages lots in the u.s. and canada say they are notices asking for payment, not citations. in a statement a spokesman says, impart is not aware of any law restricting it from providing such services to its clients in california. but police sergeant johannon says impart and madison marquette the manager of the bay street parking center has been warned as far back of may of last year. >> i don't know the motivations but i do know that unless they are told to do otherwise, they will do what they believe that they are authorized to do. >> e-mails obtained by ktvu show impart and madison marquette in february set to take over traffic enforcement on the main street that runs through the parking center. the city attorney's office answered back with a clear and

unequivocal no as to whether a company could legally issue citations on private property base on the 2011 ruling from the state attorney general. >> they don't have the right to do that unless there is a local ordinance. they have the right to tow anytime you are parked in a way they don't like. >> a handful of cities have ordinances allowing certain property owners to charge for parking violations but emery does not. still one email from an inpart manager says there were 2100 citations given up in the emeryville lot between june 2013 and january 2014. 47% were actually paid. your assumption is that the money is going to emeryville. >> no. >> impart offers a dispute hotline where agentings can dismiss charges. kevin said he couldn't get his balance dismissed and concerned that company may follow through on threats to sue or refer him to a collections agency. i already called them and
