it was a busy night in san francisco, as thousands of people celebrated halloween. the efforts by police to keep people safe. >> big crowds expected at san francisco's union scare as people continue to celebrate the giants world series win. mornings on 2 starts now.

stretch of from pa seven can to half moon bay. partly cloudy, mostly clear, so this is the tail end of the system. we will dry out into the afternoon. i'm going to run the futurecast model, and these areas that are waking up with mostly clear skies, a chilly start. low 40s for some, i'll have a look at the numbers coming up. police are looking for a gunman after a shooting sent a man to the hospital. it happened on broadway. when police arrived, they found a man shot in the upper body. he was taken to san francisco general, and is expected to survive. the chp is investigating a deadly accident on highway 101 in mill valley. that happened around 4:30 this morning near seminary drive on the off ramp. the chp said the driver lost control, took out a light pole, and that spread debris. one person was killed, no other injuries have been reported. townhouse in walnut creek is

off limited after a blast. they believe the blast was caused by an illegal drug lab. we have a closer loor it can damage. >> reporter: the town home was part after larger condo complex, some residents were not able to return home. some were told to not come back until this morning. there's still a lot of work to clean up the aftermath of this explosion. part of the walls of this 6 unit town home are gone, it looks like part of the building is partially collapsed and leaning, and if we pan to the left, you can see the building next to it, -- this is what is looked like shortly after. investigators say the explosion and fire scene here on the cell phone video was caused by two men living in one of the units who had been making hash or

honey oil. they use butane to make it, and is flammable. investigators believe that's what happened here yesterday afternoon. >> these canisters have that amount of explosive force. granted, most cases we come cross, they have hundreds throughout the refining, thousands of the empty canisters being dumped at a time. >> the two men accused of making the hash oil and causing the explosion suffered critical burns. they had to be air lifted to uc davis's burn unit. investigators say if they survive, they will likely face charges. five other neighbors were injured in the explosion, but not as seriously as the two men that were air lifted. we have no update on the neighbors' condition. some other residents who live in some town homes nearby will be able to return home.

friend. >> it's like you never know when it's going to happen. it was like i'm blessed to have shared the last day with her. couple of hours ago we were together. >> investigators located the suv, but have not found the driver or passenger. in vancouver, a car hit a group. two 7-year-old girls suffered life threatening injuries. a 20-year-old woman is in a medically induced comb. another woman had several broken bones. the driver was arrested. in new york, a 3-year-old boy who went trick or treating was hit by a car and killed. it was one year ago today that a transportation security officer was killed at los angeles international airport. tsa officers and the mayor of los angeles plan to remember the shooting doo you aring a brief -- during a brief ceremony. hernandez was ids in the attack -- was killed in the attack. for the first time, we are hearing from a concord teacher accused of child molestation.

just ahead of his retrial on monday. joseph martin was arrested last year. he says he's been a teacher for more than two decades. he have said the case against him started with a former student visiting him in the classroom. >> the initial complaint was just a misconstrued affection, which i do in front of my whole class, which consists of pats on the back, shoulder, and hugs, which are only given to students if they are comfortable with that. >> martin initially faced 150 counts involving 14 boys, and the first trial that ended in august, the jury acquitted him of charges involving three of the 14 students. the jury was split on the others. >> my heart was in the right place, and there was no sexual accident, i do believe that i'll be acquitted when the jury sees the truth. >> martin's attorney says the prosecutor recently informed him that 73 of 995 child molestation

counts will be dismissed in court on monday. 22 counts still remain. one stood in san jose is facing a felony assault charge after allegedly teaming up with two other classmates to beat up another student. the alleged attack happened on thursday. police say the student that was arrested used his hands and feet to beat the victim, and say one attacker was cited for assault and battery. the victim suffered minor injuries and is at home recovering. university of san francisco inauguration the new president. at 10:00, the school will hold a ceremony welcoming reverend paul fitzgerald. he took over in august, and is the 28th president in the school's 159 year history. he grew up in the south bay, and was a dean at santa clara. it is star studded events, lieutenant governor will be there, willy brown, uc president

janet napolitano. people can cast their votes prior to the election next week. the election office is open today. voter turn outin california is expected to be low. the number of voters who have returned absentee ballots have dropped. there aren't as many high interest initiatives. however, there are some important local races, including the race for mayor in san jose and oakland. today does mark the start of recreational -- that began at 12:01. dozens of people started to camp out to get an early start. they plan on staying through the wounds weekend -- weekend, most indians will be safe for -- crabs will be safe four the holidays. the commerce crab season begins

friday. he had texted the group to meet him in the cafeteria before walking in and opening fire. two other students are still in the hospital. he took his own life. vacaville police have arrested a suspect in the shooting death of a high school football player. ward was found shot 20 death in his chuck just outside his apartment -- truck just outside his apartment complex. police have arrested a 20-year-old. jones tried to rob ward. jones was arrested on suspicion of murder, attempted robbery and probation violation. a judge in maine is refusing to force a woman who treated ebola patients in sierra leona into quarantine. the state tried to impose a 11 -- a 21 day incubation period. a judge ordered that she is free to go wherever she pleases, but has to be monitored.

let's start you -- wong. let's start you off with weather. >> reporter: wet weather falling over parts of south bay, the peninsula, the coastline over parts of the north bay. it is a partly cloudy, childly part to the morning. now we'll take you into the east bay, where we have partly sunny skies and a nice, dry one as well. we are drying out at least most of us this morning, now let's dive into the radar and i'll show you where the rain is still falling in some areas over the santa cruz mountains. if you are driving along highway 1, it is going to be slick this morning. stretches in through areas like san bruno, san mateo, light rain falling over your area. san carlos, into redwood city. moderate rain again over the santa cruz mountains. this is passing through but the

rays here. saratoga, san jose here with a little bit of lacks likes a dry spot in san jose. santa clara seeing light rain. i have to back it up though, not everybody is seeing this. take a look at what is going on over the north bay and people over the east bay. each waking up with sunshine this morning. chances are you've got chilly conditions. i'm going to show you the numbers coming up in just a moment. partly cloudy skies. we will leave in the possible of a few lingering showers. two drug making suspects are in critical condition at the uc davis burn center after an explosion blew the roof off their town house in walnut creek. that happened at a 6-unit two- story economic. the explosion and fire were caused by butane used in an illegal hash oil lab. the men were severely burned.

the blast left neighbors shaking and in shock. we are going to have live and more from a report outside the homecoming up for you at 8:00. a neighborhood in san rafael held a block party last night to help keep their children safe on halloween. statistics show children are four times more likely to get hit by a car on halloween than on any other night of the year. that is why some moms say they decided to throw a block party instead of going trick or treating. that is tradition they started a few years ago. >> we started when the kids were really young. they take off on you. you are not sure quite what is going to happen. now it is a fun thing for everybody. >> the moms who organized the block party say it could not be easier to help keep your children safe. they say all it takes is applying for a permit. had yesterday's rain had been pricked for days the wet weather still caused all sorts of problems for bay area drivers.

public transit instead. >> chp officer accused of forwarding nude photos from the phones of women he arrested has been rested. sean harrington is expected to turn himself in on monday. he is accused of stealing personal photos from the phones of two women while they were in custody back in august. search warrants show on one occasion he texted the nude photos to two other officers. >> i think it is an affront to all women. kim jong un and go devious and an abuse of power. >> an attorney representing one of the women says there is a potential third victim who came forward this week, but it is still under investigation. police in oakland are investigating the deadly shooting of a 21-year-old man. officers say he was killed yesterday afternoon inside a home on 22nd avenue. police were on the scene for hours, combing through evidence there. the victim still has not yet been identified, and no further details have been released.

this is oakland's 70th homicide so far this year. last year at this time, 81 people in oakland had been killed. arson charges have been dropped against one of the two people believed to have started several fires in alameda last month. police say there is no evidence that 27-year-old steven peterson of alameda started those fires and therefore he has been eliminated as a suspect. peterson's friends had always said that he was innocent, saying he was at work when those fires started. police say 22-year-old andrew gutierrez has been charged with setting all seven fires. a tanker truck carrying 5000 gallons of gasoline overturned and caught fire near a los angeles freeway. it happened about yesterday, 3:30 in the afternoon at the bottom of interstate 5. look at throes pictures. that is all happening on an on- ramp in east los angeles. firefighters say a nearby truck and trash bin also caught fire and a home was damaged by the flames. it took 104 firefighters to knock down the fire. no one was hurt and no

evacuations were necessary. a young mother, whose two toddlers were found alone at a lightning beach intersection is now being questioned by police. police say a good samaritan found the boys yesterday wandering along the street. when she realized they were all alone she decided to help. surveillance footage shows her walking with 1-year-old kingston and 2-year-old dennis. >> they were soaked. and i was like they had clean fingernails. i'm like why? >> police say at first they couldn't find the mother, 23- year-old shanea dixon. but not long after they found her and she was in good health. the coast guard is monitoring a boat that ran aground in pacifica. the call came in yesterday afternoon that a 28-foot boat was stranded in shelter cove. two people on board were rescued. two investigators found a company issuing its own parking

tickets at a parking lot in emoryville despite warnings from the city. a frustrated driver said he was hit with a $60 penalty for an expired meter. the lot is run by the canadian company inpark. it manages lots all over north america says issuing these so- called notices is a common industry practice. but legal experts say the charges are not legal under california law, unless the city has an ordinance saying it is okay. >> people are trying to get money. almost extorting money out of people. >> they all know the city stance on this is they should not be collecting or penalizing people with citations. >> parkin, is not aware of any law restricting it from providing such services to its clients in california. the company was warned as far back as may of last year.

a winter storm drops fresh powder in the sierra and more snow is expected to fall today. snow started falling around 7:00 last night in the higher elevations and some ski areas are reporting up to 2 inches of new snow. after last year's lackluster winter, people are hoping for better conditions this time around. >> i love it. so excited. first snow. so excited. >> last year was really tough and christmas was okay. the rest of the season was really, kind of you know, mellow. this year, our year, going to be our best year. >> on highway 50 chains are required on all vehicles except four wheel drive vehicle. in el dorado county, drivers are being screened on interstate 80 to make sure they are carrying their chains. yosemite national park is also closed because of the snow. a live report coming up at 8:45. new snow is welcome news

for ski resorts. joining us is kevin cooper with the kirkwood mountain resort. >> i saw the picture you tweeted me of the snow up there. how much snow are you guys getting up there? >> over here on the south shore, kirkwood mountain resort located off state route 88 this morning our official snow was 8 inches. at the summit we are looking at 10 inches. you know how it works, kirkwood just seems to get more snow. so 8 inches at the base and we are 10 at the summit. temperatures up here right now 19 degrees at the summit, 20 at the base. snowing heavily at this time. so we are very excited here at kirkwood mountain resort to get this new snow. we'll have our snow making operations starting up this afternoon we have new systems coming through, hopefully we see that early opening. >> yeah. i mean, this is even good for what you gaze were expecting. obviously it can't start too early for you guys.

but having the cold temperatures and already having this much snow, is this surprising? >> you know actually it is what i have been saying for quite some time now. the normal winner. the return to normal. a lot of discussions about el nino and things like that. but this is a normal start. 2 inches at north star, 3 inches at heavenly and their snow making systems which are by far in the tahoe basin are fired up as well. the vail resorts family is getting super excited. >> so okay, if everything goes well, what is the earliest possible date you could see opening for skiers and snowboard officers. >> you know, i'm going to say kirkwood's opening day is slated the 22nd. but heavenly and north star could pull the trigger anytime in the next few weeks. i have to say few weeks, because we have to see how the weather plays out here. >> you are in the bay area right now. tell me about the event you have planned for to get people

this morning during daylight hours. this is the aftermath of that explosion we have been telling you about. you can see one of the walls of this 6-unit building is just completely gone, look directly left of the condo there. a big pile of rubber and debris. if we show you the homes, actually right across the driveway. you can see just about all the windows were blown out by this explosion. also shattered glass all over the ground here. fire investigators believe this explosion was caused by two tenants living in one of the condos, who had been making hash oil. butane is used as part of the process to make hash oil. >> all of a sudden i heard this. boom. i thought it was app earthquake. then i kept hearing this pop, pop. sounded kind of like cherry bombs or something like that.

police have arrested 21-year- old alejandro jones. jones tried to rob ward before he was shot. jones was arrested on submission of murder, attempted robbery and probation violations. a judge in maine is rejecting a quarantine request for a nurse who treated ebola patients in sear lean. the state tried to impose a 21- day quarantine on casey hickox. that would have required her to stay inside her home and ended november 10th of the instead, a judge ordered she is free to go wherever she wants, although she has to be monitored by health officials. hickox said she obey the judge and has no desire to put anyone at risk. >> i would do the right thing. you know, immediately i would contact the health testimony, i would ensure that i was transported safely to a facility that could test me. >> the governor of maine says it is unfortunate that a judge

dropped against one of two people believed to have started several fires in alameda last month. 27-year-old steven peterson has been eliminated as a suspect. police say there is no evidence he started any of those fires. peterson's friends always said he was innocent and he was at work. 22-year-old andrew gutierrez has been charged with setting all seven fires and police say he is their only suspect. a chp officer, accused of forwarding nude photos from the phones of women he arrested has been charged with two felonies. sean harrington of martinez is expected to turn himself in monday. he is accused of stealing personal photos from the phones of two women while they were in custody in august. on one occasion he texted the photos to two other officers. >> i think it is an affront to all women, it is cunning, and devious and an abuse of power.

make it. butane of course flam comparable bustible gas and fire investigators believe that is what caused the explosion. >> i thought it was an earthquake. i came out and then i kept hearing this pop, pop. sounded kind of like cherry bombs. >> investigators say they found dozens of butane canisters in the condo where the explosion happened. that may have been the source of the pop, pop noise the neighbor was talking about. the two men accused of making the hash oil suffered critical burns. they had to be airlifted to uc davis' critical unit. if they survey they will likely face charges. we have checked in with police to find out if the identity of those two men have been released. also get an update on their condition. but we have not heard back from investigators yet this morning. >> the people living in the spots with the blownout

they survive. their home blew up in an explosion that neighbors described that sounded like a plane lighting the building. >> reporter: this explosion happened at 10:30 yesterday morning. but for most of the day, this entire complex was really shut off to the public not just because of the investigation but for safety reasons with all the debris out here. you can see they have cordoned off most of it. some of the people who live this house is definitely badly destroyed. some of the people in the town home next to it, you can see that building is also yellow tagged and some of the people who live there are going to retrieve some belongings, but they can't stay here. across the driveway from where the explosion happened the windows after being boarded up,

a lot of the people have come back to their homes for the first time this morning. >> our window did blow out but it looks like the sliding gas door is still intact. we want to get in and try to get cleaned up. >> investigators believe the explosion was caused by an illegal drug lab. the two men making hash oil in one of the condos they were renting out. this new cell phone video a neighbor shared with us this morning shows the fire that happened immediately after the explosion. now the fire investigators believe the explosion was cause bid two men living in one of the condos. hash or honey hoyle is made from marijuana plants and butane is used as part of the process to make it. that gas is highly bustible and investigators believe that is likely what caused the explosion. investigators did find dozens of butane canisters in the condo where the explosion
