the dee catching the kidnapper. investigators say a car dealer planted a gps tracking device on the car because he was worried about the owner's credit. once they turned on the gps device police were able to track down the vehicle. and new at 6:00 p.m. ktvu's john sasaki looks now at the practice of installing gps trackers on cars in the bay area. >> yeah. >> reporter: a sunny day was ideal for car shopping. >> i love this. >> some of the cars on this lot could have a tool that is becoming more common. >> in case they cannot locate the car. >> they are for owners with bad credit. buyers must sign this form agreeing to have the device installed. how much could not using them hurt? >> lost about 7 cars.

>> to people who bought them. >> to people who bought them and we did not have gps. >> reporter: they never made payments and disappeared. this gps is not the kind of upgrade anyone wants. >> i wouldn't do that. >> reporter: why? >> why would you need to know where i am at? >> reporter: the purpose of installing units like these is to protect the investment of the dealers and the banks. police can use these to tract down criminals. the dealer told me it helped him help police track down a car thief. >> the car was stolen by ex- husband. the wife called the police and we tracked him. >> reporter: wow! it wasn't just the husband in the car? >> there was -- i was told there was a baby inside the car. >> law enforcement says it can be invaluable technology. >> this example from the east coast is an example of how we

are using technology ofight crime, take people into custody and return property and people. the california highway patrol says in cases of car thefts they still need a court order to access the gps information unless the company voluntary shares it. john sasaki, ktvu channel 2 news. >> the kidnapper dublin barnes appeared in court today via video conference from jail. he waved extradition to virginia where he faces charges from incidents involving another woman and a 16-year-old girl. investigators are still trying to piece together the philadelphia case. friends of a missing engineer from san francisco are launching an internet campaign to find him. they said he called in sick the day before halloween and was last seen running out of his apartment with his wallet on halloween night.

he works at the metro mile start up. friends say he is known to have dizzy spells. they created a facebook group to coordinate a search and asking anyone with any information to call police. police in antioch are hoping surveillance video will help them find a gunman who shot and killed a man today at the town center on victimmersville road -- victimmersville road -- summersville road. the gunfire came from a passing car. ktvu's mike mibach has more. >> the summersville town center, the scene of a shooting. >> good dude. they killed the wrong person. >> reporter: he said the victim is his cousin from pittsburg -- pittsburg a father to a young boy. >> he was well loved.

this is uncalled for. >> reporter: police say the victim was shot in the parking lot outside the 24 hour fitness by someone rolling by in a blue car. officers say the victim had been shopping with his brother moments before being hit. >> we are not sure what they were doing. probably coming to their car. they were in the mall prior to this. >> with the injection of money from additional sales tax antioch hired more officers and violent crime is down 10% compared to last year. how exactly are they achieving that? >> extra patrol. over time to work the violent crime areas. >> reporter: despite the money and the effort today another homicide but this one with a possible lead in finding the killer. police left with a dvd, surveillance video from cameras located outside the gym pointed towards the direction of the scene. mike mibach, ktvu channel 2 news. oakland's current mayor and

mayor elect pledged to work together for a smooth transition. >> the work is continuing the efforts that mayor jean quan has begun in making our city safer. that is our challenge. >> libby schaaf held up mayor jean quan's hand during a press conference. her term ends in january when libby schaaf will be sworn in. today the mayor spoke about her accomplishments and pledged to work with the new mayor to ensure a seemless transition. libby schaaf plans to give attention to east oakland and improving the quality of life for the people who live there and she is committed to trying to keep the a's and the raiders in oakland. san francisco's mayor ed lee announced plans to run for reelection. he made the announcement today. he looks forward to working with all departments to continue to improve

transportation, housing and to help keep the city strong. san francisco recreation and park department isn't waiting for results to install a new turf field. construction crews were at the site today that western edge of golden gate park. there are reports the enivations have already begun. the renovations have already begun. officials say they believe it will pass but opponents say it is premature to begin construction when so many ballots still have to be counted. >> they jumped the gun. they fell 12 trees and ripping out the turf. the -- the established fields as we speak. >> in addition to artificial turf it calls for adding night time lighting to the fields. police say the driver involved in a roll over crash in livermore yesterday was arrested on suspicion of

driving under the influence. it happened about 1:00 p.m. in the afternoon. police say the woman is facing dwi and felony child endangerment charges because her four-year-old son was in the car and she was on the way to pick up her other children at school. no one was hurt in the crash. a san francisco man accused of running a black market drug website appeared in court today. the fbi says the operator was arrested yesterday by agents in san francisco. he faces several charges including drug trafficking, conpeeracy and money laundering. investigators say he allows drug dealers to illegally buy and sell drugs over the internet. he is due in court tomorrow for a hearing to determine if she should be transferred to new york where the charges were filed. 2 investigates uncover as deal that business owners say

cost them a lot more than they bargained for. the owners called ktvu's melanie b after an agreement to lease -- melanie woodrow after an agreement to lease nearly cost them their business. >> reporter: the machine looks familiar. a credit card processing machine when we use, every time we pay this way the businesses pay a fee. when a company offered to save them big bucks on the fees, they signed up. the los angeles based company offered the owners lower rates. but the business owners say the company didn't make good on the promises. so they canceled the service but later discovered they couldn't cancel the lease for the machine. that part of the contract was with a second company. turns out in the fine print they signed away their rights to cancel even when the service

didn't meet their expectations. >> we were in the market for another company and a guy came in at the right time and offered us the world. it sounded like here is our answer. >> reporter: the machine cost less than $200 but the company charges business owners thousands to lease it. some are continuing to pay to avoid being sue for breaching the contract. tonight at 10:00 p.m. we will hear from a lawyer who tried to help but says his hands are tied leaving businesses stuck paying for the machine and a response from the corporation behind it all. melanie woodrow, ktvu channel 2 news. uc davis is now ebola ready. they also trained on how to

sam liccardo declared victory his opponent david kalac is refusing to concede. david kalac spoke intrant of the san jose police department -- in front of the san jose police department. the figures show 3700 votes are all that separate him and sam liccardo but that is up from 2500 votes yesterday. this afternoon david kalac said it is still too close to call. >> approximately 70,000 votes just in san jose that need to be counted and a 1% shift right now in the election changes the outcome. >> david kalac has the backing of the san jose police officers union and he promised to fight for better pay and pension for

officers. santa clara county ranked last when it came to finishing counting ballots on election night. most posted results by midnight but it took them till 4:00 a.m. in the morning. officials say that is because the county doesn't have electronic scanners so ballots have to be driven, opened, sorted and scans. decision to end her life in oregon because of brain cancer is fueling new debate over the issue in california. advocates call it death with dignity but critics say it is suicide. while one woman's story is touching it may not be enough to pass a law. they claim there are better options out there such as hospice care and a diagnose of terminal is often not so. >> the california medical
