[laughter] >> it's around. document and low clouds -- fog and low clouds will give way to a cooler pattern. some thick morning fog. front to the north. that helped enhance the fog. we hope to bring some rain late wednesday into thursday. still a couple of days away. low clouds around. 40s and 50s on the temperatures. if that fog is where you are, you can barely see across the street. at the surface a lot of 40s and 50s. upper 40s, low 50s. >> healdsburg and calistoga. fog will be with us. a little bit inland. but more so tomorrow which means some 70s but a lot of 60s. if you are in the fog, it will burn off at 9:00, 10:00. it will be tough for the morning commute. sal and i watched it not be so bad and all of a sudden it's

bad. yeah, we get up early. and the fog moves around and it becomes worse. right now it's at that stage. i want to mention, though, a crash on city streets in union city. pretty major intersection. whipple road at central avenue, pretty serious crash has some lanes blocked. we do have a reporter and crew on the scene finding out more. it's it's a good area to avoid. the east bay in general is very slow. we have very slow traffic on 580 westbound which is kind of typical coming through. a lot of fog as steve and i have been talking about. if you are driving in san jose, all of our cameras are fogged out. northbound 101 slowing as you approach spwul. back sunnyvale. back to the desk.

police are calling the death of a man inside a uc berkeley fraternity suspicious. katie utehs is outside of the house where the police are investigating the circumstances leading up to the discovery of his body. we'll check in with katie in a minute. richmond police are investigating two different shootings that killed two people including a 16-year-old boy. last night a vigil was held for the teenager. he was found dead in front of a home on market avenue near fred jackson way saturday night. police say as many as a dozen shots were fired. almost an hour later, a man driving a car was shot and killed near the intersection of pennsylvania avenue and 6th street in richmond. police say a woman in the car was hurt but is expected to survive. police say whoever opened fire was in another car. so far, police have not released any suspect or motive information on either shooting. there's also no word on whether

they are related. 7:04. the san francisco zoo is closely investigating its operations after the death of its youngest gorilla. 1-year-old kabibi was crushed by an automatic door. it was crushed as it was being moved into the sleeping quarters. thzoo calls this a rare accident. now administrators will review the policies, procedures and training to see if anything should be changed. some animal rights activists are saying if the zoo had better safety measure, the death might have been prevented. more than two dozen muni vehicles were damaged during last month's celebrations in san francisco that followed the world series victory. newschopper2 was flying over everything. we saw some of the vandalism near powell and market street on the night of october 29th. muni says 28 buses and street cars were vandalized. damage estimated at $140,000.

a new hybrid bus suffered more than $14,000 damage from broken windows, doors and governors. the number of people working in the bay area is growing. a new report shows that trend will continue for the foreseeable future. tara moriarty is live in san francisco to find out how some people are reacting to the news and some say it's not all good, right, tara? >> reporter: yeah, not all of it. over the past few months, san francisco has been leading the charge, breaking records when it comes to employment rates. we know that some people that we talked to say that there is a negative aspect of that. they say there is a greater disparity between the rich and poor and that the middle class is getting squeezed out. now, overall, the reaction is pretty positive because, of course, more jobs means more money and people certainly are not complaining about that. san francisco is leading the pack followed closely by the east bay and santa clara county. it's about a year away from catching up to its numbers.

now, experts say that this is not another dotcom double. they say growth is spreading from main tech centers to other parts of the bay area. google has been shattering numbers. the company has been snatching up real estate all over the south bay, poised to expand its workforce by 30,000 workers. many of those technies want to live in san francisco. we poke to a man who works in construction and says business is booming. >> you see the cranes, all of the stuff. all of the construction workers. everybody commuting. you see, you know, the freeways are busy and stuff, you know, it's good for us. >> reporter: as the tech sector resurges, manufacturing jobs have slid, including those for tech hardware but arts and entertainment has seen a spurt as well as social media and the healthcare industry. live in san francisco, i'm tara moriarty, ktvu channel 2 news. >> all right. thank you, tara. 7:07. substitute teachers are in high

demand all across the state but schools in sonoma county are especially feeling the pinch. according to the press democrat, district started to see a drop in substitutes last school year but the problems started to get worse this fall. one substitute says she sometimes gets up to five teaching requests a day. school officials say there are several reasons for the subs suit shortage. they include low pay, and more job openings in other fields. many districts are starting to raise substitute teacher pay to try to attract more applicants. they are trying to make them feel more welcome by referring to them as guest teachers and including them in training sessions that were previously only for full-time teachers. police are calling the death of a 20-year-old inside frat house suspicious. the man was found unresponsive after a party at the zeta psi

house saturday night. they say he's not a u.s. berkeley student and they've not released his identity. students say it's not unusual for there to be parties near campus but were shocked by what happened. it's devastating right now just to hear anything like that. they are like college students. >> zeta psi's fraternity is not a campus recognized charter, which means uc berkeley officials have no oversight on the house. according to the daily cal, the fraternity lost its sponsorship in december of 2010 for repeated risk management and social code violations. the fraternity has also received public disturbance notices. a major injury accident in union city. it's blocking a busy intersection. our crew is heading there right now. coming up at 7:30, how traffic in that area is affected. we're following developing international news where at least 46 students have been killed by a suicide bomber this morning at a school assembly in

carried out by a suicide bomber. police believe the terrorist group boka hiram is responsible. a controversial play about the massacre at columbine high school debuted in new york city over the weekend. it comes 15 years after two teenagers went on a shooting rampage killing 13 people and wounding more than 20 others. the play calledthe irklings is about the days leading up to the shootings. and a poem was found in a journal. an investigation into a plane crash in the bahamas that killed an internationally known minister and motivational speaker. miles munro, his wife and several others were killed. their jet crashed while trying to land at the grand bahama international effort. he founded the faith ministries international fellowship.

he was scheduled to lead a global forum this week. we also just found out andrew young was scheduled to be on that same plane. but young said he had a feeling in his spirit. he should make other plans. miles munro wrote dozens of books and was honored by queen elizabeth with an order of the british empire in 1998. back here at home, the nfl players association says if they don't immediately reinstate adrian peterson, it will file a grievance. peterson was arrested for felony child abuse against his son. last week he pleaded no contest as part of a plea deal to misdemeanor reckless assault. there are reports that the nfl is working on its own penalties for peterson. a spokesperson for the ravens says an injured cheerleader will be okay. you see it here. she was taken off the field in a cart during yesterday's game against the titans. she was trying to perform a

stunt when she fell on her head. the team says precautionary tests on her neck and pack have come back clear. >> that's good news. let's check in with sal, keeping a close eye on the commute as close as you can because there's dense fog in places. >> sure is. good morning to you. the fog is moving around. and some of the pictures that we have are not useable because of that dense fog. for example, 880, wanted to show you. we normally see it here but it's not useable. let's go to the bay bridge. we can almost not see that. there is a little bit of a delay. i want to mention that the fog is slowing traffic down. there is a good share of traffic caused by wrecks and things like that. we talked about 880. we couldn't see it. 880 in oakland looks good but south begins to slow near 238. we've had a couple of different

incidents and 880 is slow in fremont. 580 is slow as you drive through from livermore to dublin to pleasanton and 680 is slow heading south. give yourself extra time. we also have an accident on city streets in union city at the corner of whipple and central. it's a good area to say void. time for the weather and fog. a lot of fog. >> there sure is, sal. it's been popping up and moving around. some areas are clear. but others are socked in. be careful out there. some of that fog has reduced visibility, mainly reports of coming in -- what's inland will burn off. it will be a cooler week here. system is coming in from probably late wednesday into thursday. yesterday, santa rosa, 78. concord, 77. oakland, 76. san jose, 75. not today. 72, 73, 68 the cooler pattern will be coast and bay tomorrow looks like 60s for everybody as that thick morning fog gives way. low visibility for some. monday fog is deepened.

it's really ramped up in the last hour and a half. we had the remains of the typhoon going into the bering sea. became a superstorm. one estimate was 924 millibars. the downstream effect was to pump the ridge up. but also driving extremely cold air in the middle of the country. it's already started. it will continue to deepen all the way down to texas and the deep south. temperatures 20, 25 degrees below average for this week. any travel plans you might want to bundle up, especially to the north. they are getting the snow. green bay, minneapolis from bismarck back to rapid city. it's heading to denver in the front range. that cold air is beginning to move in. billings 12, bismarck, 18. 28 in minneapolis. it will be a really cold week for much of the country. for us, we have one little sign of positive if you are looking for rain. 29 in tahoe. 45 ukiah. sacramento at 49 degrees. the fog will continue to be with us nights and mornings.

40s and 50s on the temperatures. higher elevations are still warm. we need that too cool down. they are still in the upper 50s. 59 monterey buoy. i mean, i'm thinking out loud. but i think that's the coolest i've seen since june. bodega bay buoy holding at 60. there is a system coming in. it has a little bit of help here. this is called undercutting. the ridge of high pressure building to the north. that's a good sign if it holds. it can be a very wet pattern. if it's a little early in -- it's a little early in november toget that. rain northward on thursday it look likes. here is the time line as the system comes in late wednesday into early thursday. not a lot the. that's -- there's also been what we call a split in the jet stream over california. that's happened on the last two systems. that's why i'm gonna tackle this one more on wednesday. after that, it looks like the pattern starts to take everything to the north.

the beginning of the end of the cold war and paved the way for the reunification of germany. the pentagon says it cannot confirm reports from iraqi officials that the leader of the islamic state terror group was wounded inu.s. air strike in iraq over the weekend. he's been a leader of the group since 2010, transforming it from a local branch of al qaeda into a huge force that's taken over parts of siferria and iraq -- syria and iraq. but u.s. officials have no confirmation of the reports that he was injured. ahead of veterans day, a new vets resource center has opened in the east bay. it's in the san leandro main library. a spokesperson says a train volunteer will help the veterans apply for work, for benefits and also connect with local organizations. >> the veterans resource center is an opportunity for veterans to connect with not only program services but val on information in the community that can connect them with the

information that they need. >> now, the veterans resource center is financed by a $6,000 federal government from the institute of museum and library services. it's opened during normal library business hours. the st. anthony's foundation in san francisco, also helping veterans today. they are gonna give them a suit, a belt and shoes to 50 low-income veterans searching for jobs and housing. the giveaway is from 10:00 a.m. to 2:00 p.m. on mission street. the veterans will get tips on how to look their best for an interview. and from six flacks discovery kingdom in vallejo, also honoring military personnel. the park is offering free admission to veterans as well as active duty military members today and tomorrow. they can also bring guests at a discounted price. 7:25. anyone taking a close look at san francisco's city hall may have noticed tarnished streaks on part of the gold dome. city leaders say they've

noticed the discoloration for some time. it became more obvious to the public when helicopters through over city hall during the world series celebration. we also sent newschopper2 over the dome a few days later when it was dry. the building manager said it's almost pure gold leaf that covers the dome. one metal expert said he can't imagine how that gold is causing the decoloration. >> it's 23.5 karats. that .50 karat that isn't gold could itself possibly oxidize. >> he says he's never seen that happen. city leaders say the only way to inspect the dome closely is to put up scaffolding. that will cost a million dollars. so the city decided to bait until 2016 -- wait until 2016 when it plans to to window repairs on the dome. 7:26. developing news from union city

it was also on the drive over here from san francisco where we were at earlier this morning. we're on whipple road, central avenue here in union city, right near a may sip's furniture outlet. union city police cone to investigate this crash involving at least two drivers, one in a chevy malibu and the other involving a box truck pulled away from the scene. this accident happened earlier this morning. but for more on the accident this morning that is impacting traffic as well, i'm bringing in acting lieutenant this morning. good morning. >> good morning. >> reporter: tell us what you know whether this accident so far. >> we were called out 3:30 this morning. it appears the driver of the chevy was eastbound on whipple road. looks like he broadsided the box truck making a left-hand turn from northbound central avenue. >> reporter: and new reports of how this accident happened, did the driveern run a red light? did the fog play a role? >> that's all under investigation. at this point, the driver of

the malibu had been extricated by the alameda county fire department. was taken to a local trauma sent with possible non-life- threatening injuries. >> reporter: how about the box driver? >> he was not injured. corporating with police. >> reporter: a large part of whipple road in between 238 and 880, it -- it's pretty busy through here. can you tell us how it's impacting traffic? >> we've had to close off the intine intersection due to the diesel fuel leaking from the truck. that will be somewhat of a substantial cleanup. we're looking to have the intersection closed for a few hours at least. >> reporter: thank you, lieutenant. again, still a scene here. investigators working to clear this scene. tow truck has arrived probably five, ten minutes ago. it appears this car will be moved out of here. but the driver of this chevy malibu taken to a nearby hospital, possible life- threatening injuries.

the driver of the box truck doing okay. but obviously whipple road here in union city, impacting traffic. let's go back to sal castanedo back in the traffic center to see how you can get around this as well as the other traffic in the bay area. the best way to get around that, use alvarado niles road or industrial parkway. either way, you are gonna be going out of your way, but you just can't get through on whipple as you just saw for obvious reasons. the main thoroughfares are industrial parkway or alvarado niles road away from mission boulevard or toward the eeway, 880. let's take a look at some of the drive pictures. pretty foggy at the bay bridge toll plaza, about a 20, 25- minute drive into san francisco. no major delays getting into the city right now. but it's just kind of a very slow commute across the san mateo bridge. it's also looking not so good across foster city. i've had slow traffic on the span. also on the dumbarton bridge.

we want to mention the traffic in the east bay is also slow on 580 right through livermore. it stays slow and 680 is very slow heading down south. at 7:35. back to the desk. >> thank you, sal. the chp is still trying to figure out how a bomb drove the wrong way -- woman drove the wrong way often the bay bridge. carrie lynn morgan was arrested for driving under the influence of drugs and without a license following saturday night's crash. the chp says morgan was headed towards san francisco on the wrong side of the new eastern span of the bridge. she hit a driver head on and then sideswiped two other cars. three people were tangen to the hospital. the -- taken to the hospital. the chp is hoping to review footage to determine how she got on the wrong side. the ntsb is investigating a small plane crash that killed two people. the small cessna took off yesterday afternoon from a private airfield in hollister. it crashed in a rural area east

of gilroy. the crash site is up in the hills and is only accessible by foot or all-terrain vehicle. first responders found both people on board, a man and a woman, were dead. the plane is registered to a 69- year-old man in gill-- gilroy. it's not clear when federal investigators will arrive. 7:37. san jose police say a woman suffered serious head injuries after being hit by a car as she crossed the street. it happened at alameda and newhall streets not far from 880. police tell ktvu that the woman was walking in the intersection when she was hit. for some reason, the driver says -- was blinded and didn't see her. there's no word porn the woman's didn't this morning. police say the driver did stop immediately after the crash and is cooperating with the investigation. a 3-year-old girl was killed in central california after a driver crashed into her

and some other children pinning them against an ice cream truck. two other kids were hurt last night in porterville. police say the driver then backed up and drove away. the 18-year-old driver was later found hiding in a nearby backyard and was arrested. happening today, a major announcement is expected from the department of veterans affairs. it's a decision that's likely to have a tremendous impact on veterans across the country including here in the bay area. janine de la vega joins us live from palo alto to tell us about the v.a. shakeup. good morning, janine. >> reporter: good morning, tori. well, veterans rely on this hospital here in palo alto and the head of the v.a. knows he has to rebuild the public's trust. well, "60 minutes" is reporting the secretary will announce the biggest reorganization in the history of the department. this comes after the v.a. scandal last spring where we learned that tens of thousands of veterans were waiting months for medical care.

whistle-blowers claim some died and staff was falsifying records to cover up delays. the former secretary was forced out. now the v.a. is considering disciplinary action against more than 1,000 employees. the department faces a massive shortage of doctors and nurses. in california, 17,000 doctors are reportedly needed. the office reported it has added more clinic hours, work days and improved the speed of scheduling appointments. the new secretary has been on a recruiting spree trying to get doctors and nurses to be recruited. we're waiting to hear about the announcement. reporting live from palo alto, janine de la vega, ktvu channel 2 news. >> thank you. 7:39. a report released this morning shows military veterans are more likely to be homeowners than the rest of the civilian

population. the study by the real estate website trujia said 79% own their own home. 63% who have never been in the military own their own home. one reason, the veterans qualify for va home loans that don't require downpaints or mortgage insurance. they are still counting ballots in the close race for mayor six days after the election. the latest numbers show sam liccardo still holds a 2 hoey lead over david cortese. liccardo has almost 88,000 votes. cortese, 84,000. the election has still counted the mail-ins but still need to count 14,000 provisional ballots, those are the ballots ballots filled out at the polls place. greg suhr will hold a town hall meeting talking about a

police shooting in the potrero hill neighborhood. it happened thursday night on connecticut street. police say officers patrolling that neighborhood saw five men who were pathing suspiciously. when the police approached, four of them ran away. police say another man then pummed out a gun and that -- pulled out a gun and police opened fire. at one was shot once. he's expected to survive. 7:41. one supreme leader wants to eliminate israel. coming up, the plan he also har laid out -- already laid out. parents outraged after their parents were served alcohol drinks at a popular restaurant chain. how workers handled the serious mixup. and we have slow traffic out there. as a matter of fact, you can see traffic is moving along slowly on the san mateo bridge heading up to the high rise.

disabilities are starting to get face time on billboard and ads such as target and noerd-- nordstrom. 7:45. there is a new medical study that comes out today. it's calling on manufacturers to change the way laundry detergent packets look because they pose a serious risk to young kids. for the first two years since becoming widely available, the single use packets known as pods sent on average a child a day to the hospitals. that's according to the journal in the pediatrics. many kids were attracted to the pods because they look like candy. parents are warned to keep those laundry packets out of the sight and reach of young children. a mother and father in colorado springs are angry after they say a restaurant accidentally served their children alcohol. the children ordered a drink called the shark nibble from

sympathy saying thoughts and prayers are with the young man's family at this time. it happened in this frat house behind mean where police discovered a 20-year-old inside and you can see the remnants of a large party with keg cups still in the yard. berkeley police say they responded to find the young man unresponsive around noon yesterday. he was inside the zeta psi house along bancroft avenue. his body showed no obvious signs of trauma and he was fully clothed. police could not say how long he had been dead but he was discovered following a large party with several hundred in attendance. investigators confirm the man was not a cal student. students we spoke with say they take seminars about the dangers of partying before school starts. >> have to be aware of what you consume, where to place your cups and what to do while you are drinking. there is a seminar for that that we have to take.

>> reporter: the zeta psi fraternity is not afilmated with the greek system at uc berkeley. members violated the campus code of conduct and lost affiliation in 2010 a long with a couple offer to fraternities according to the daily cal. police confirm they've responded to this house several times. police have not ruled out drugs or alcohol as a factor. they are calling it a suspicious death. we do have cals into the berkeley police -- calls into the berkeley police department. i spoke with the coroner's office. they tell me at this point they are not authorized to release the man's identity or the official cause of death. live in berkeley, katie utehs, ktvu channel 2 news. >> thank you. 8:04. richmond police are investigating two different shootings that killed two people including a 16-year-old boy. last night, a vigil was held for the teenager. he was found dead in front of a home on market avenue near fred jackson way on saturday night. police say as many as a dozen shots were fired. almost an hour later, a man driving a car was shot and

killed near the intersection of pennsylvania avenue and 6th street in richmond. police say a woman in the car was hurt but is expected to survive. police say whoever opened fire was in another car. so far police have not released any suspect or motive information on either shooting. there's also no word on whether the shootings are connected. new this morning, the fbi investigating a cyber attack on the u.s. postal service that has put some people's information at risk. a postal service spokesman said the personal information of its employees including social security numbers, addresses and emergency contacts have been compromised. so far, customers who shopped in stores or online are not affected. but people who use the call center had phone numbers and e- mail addresses compromised. we'll have more on this as it comes in. more people are headed back to work around the bay area. there's a new report that shows

the job market is only expected to get better. ktvu's tara moriarty live in san francisco now with more on why there's mixed reaction about this new report. good morning, dave raw. >> -- tara. >> reporter: good morning. one of the negative factors is real estate. it's sky high here in san francisco. that's been a difficult pill for a lot of people who live here to swallow. they also say that they have seen an increase in the divide between the rich and the poor. so in essence, the middle class is getting squeezed out. that's what people said this morning but overall, people are not complaining because more jobs means more money in people's pockets. san francisco is leading the charge in terms of job growth followed by the east bay. santa clara is about a year away from catching up to prerecession numbers. investigators say this is not other dot-com bubble. they say this is spreading from

main centers to other parts of the bay area. many young technies want to live in san francisco. we spoke to one of them this morning. >> we're able to concentrate as far as the emerging growth community. it seems to have a very big pickup as far as the employment, engineering focus. mayor lee has done a great job keeping the city know focused there. >> reporter: manufacturing jobs have slid. arts and entertainment have seen a spurt as well as social media and the healthcare industry. back to you. >> thank you. 8:07. substitute teachers are in high demand according to the press democrat. districts across the state started to see a drop in them last year. but it's gotten worse this fall

and especially in sonoma county. one substitute teacher tells the paper she can get up to five teaching requests a day. officials say there are several reasons for the shortage, more pay, training and the lower unemployment rate. many districts in the county are starting to raise teachers pay and are called guest teachers. they can attend training sessions that were previously only for full timers. workers are upset that construction companies are not using local workers. the demonstration is near the 1 south market construction project in san jose. workers say developers are making money as property prices increase. but they are keting their own cost by bringing in workers from the central valley. a weekend ceremony in sacramento, it was a milestone in the creation of that city's new sport as i rena. it was a -- sports arena.

work here. the fog is in place. it's. it will be nice for some. 70s inland but a lot of 60s closer to the coast. sal has had a busy morning. are things improving? we still have a major crash in union city. it's causing traffic headaches. it happened before 4:00 this morning on the corner of central avenue and whipple road. that's where ktvu's brian flores joins us for an update. brian? >> reporter: hi, sal. good morning. we've been talking about the fog all morning long. police are looking at the fog and many other fact oorts art -- factors and i want to set the scene. a tow truck has arrived to pick up the box truck. about 30 minutes ago, another car involved was taken away from here. we're on the corner of whipple and central avenue in union city. want to go to video of the scene. when we arrived,bliss police say the driver of a black chevy

malibu was leaded eastbounded on whipple and then police say the box driver carrying milk was headed on central avenue. there was damage to the box truck gas tank. it did start to spill diesel fuel. luckily no morning, no other vehicles were involve ised in the crash. but -- involved in the crash. but police closed whipple avenue. >> the box truck driver did not sustain any injuries causing him to be transported. the driver of the malibu was extricated and taken to a local trauma center with possible life-threatening injuries. >> it's unclear what caused the collision. but police say fog was present at the time of the crash. police say they are also investigating whether the driver of the chevy malibu may have ran a red light. police say whipple is a very busy thoroughfare, typically from mission road to 880. but drivers had to go around

the accident scene. you can see the speed limit there, it says 40 miles per hour. police are looking at that as a factor of well. they've closed it down from heyman to railroad. east of here, crews finishing cleaning up the diesel fuel. the box truck remains here. no estimated time when the scene will be clear. but the latest update hopefully before 9:00 this morning. we're live in union city, brian flores, ktvu channel 2 news. back to sal, keeping an eye on traffic. >> all right. good morning. one of the ways you can get around this problem is to use industrial boulevard and also alvarado niles road. that way you will avoid whipple road which is not anywhere close to being opened up. let's take a look at some other traffic conditions around the bay area. first of all, we're gonna look at the eastshore freeway. i just noticed it's completely fogged in. we can't look at that picture.

let's mosque along to the second picture. that would be the bay bridge. it's improving. still kind of foggy. i can use my maps. it's slow from pinole to richmond. traffic is very slow underneath a thick blanket of fog there. if you are moving over to marin county southbound 101 slows from highway 37 to san rafael. again, please be aware of the thick fog. it may make it hard to see in soferm areas -- some areas. police are trying to figure out how a woman driver drove the wrong way on the bay bridge. carrie lynn morgan was arrested for driving under the influence of drugs and not having a license after saturday night's crash. the chp says morgan was headed towards san francisco on the wrong side of the new eastern span of the bridge. she hit one driver head on and then sideswiped two other cars. three people were rushed to the hospital. the chp is hoping to review

their surveillance cameras to fick out how she got on the -- firk out how she got on the -- fick out how she got on the wrong side. the ntsb investigating a small plane crash where two people were killed. that small cessna took off yesterday afternoon from a private airfield in hollister. it crashed in a rural part east of gilroy. that crash scene is way up in the hills. it's only accessible by foot or by all-hush rain vehicles. when the first responders got there, they found both people on board, a man and a woman had been killed. the plane is registered to a 69- year-old man from gilroy. the command post is set up near the crash scene while the investigation goes on. it's not clear yet when enthe federal investigators will arrive. well, the vote count continues in san jose. still very close race for mayor. six days after voters went to the polls. the latest numbers show liccardo holds a slight lead over dave cortese.

liccardo also almost 8le,000. cortese, 84,000. the elections coverage has finished counting mail-in bal potts but they have to count 14,000 provisional ballots. those basketball on -- those ballots were filled out on voting day. janine de la vega joins us live from palo alto to tell us about the v.a. shakeup. good morning. janine. >> reporter: good morning, tori. well, the new secretary of veterans affairs told cbs's "60 minutes" that hundreds of staff members need to be fired and the department will undergo a huge reorganization. that announcement is supposed to come sometime today and it could affect the way patients receive care in palo alto and nationwide.

this comes after the v.a. scandal last spring where we learned that tens of thousands of veterans were waiting months for medical care. whistle-blowers came some died while waiting for appointments. former secretary was forced out. now the v.a. is considering disciplinary action against more than 1,000 employees. the department faces a massive shortage of doctors and nurses. in california, 17,000 doctors are reportedly needed. the new secretary has been on a recruiting spree trying to entice medical students and young doctors and nurses to join the v.a. by forgiving college debt and increasing salaries. the goal of the new restructuring of the department is to give quality care to veterans faster and make it easier for them to navigate the system. reporting live in palo alto, janine de la vega, ktvu channel 2 news. >> all right. thank you, janine. 8:38. today, the nfl will make a

investigating the death of a 20- year-old man whose body was found inside a uc berkeley frathouse. his body was found yesterday afternoon after a party saturday night. ktvu's katie utehs, outside of the frat house this morning and police are saying his death is suspicious. katie? >> reporter: good morning, dave. within the last half-hour, i watched the first person leave the house behind me. he quickly walked away, putting his foot up. but you can see the remnants of a large party from this weekend. those red keg cups still litter erg the front lawn-- littering the front lawn. police found a 20-year-old unresponsive, fully clothed, no signs of trauma on his body and pronounced dead at the house shortly after noon yesterday. several hundred people partied at the zeta psi house located on bancroft way on saturday night. police could not say how long the man was dead before he was found. any released details, only confirming he was not a student

she's challenging the company online. ktvu's pam cook is in the studio now to talk about the actions that could lead to a new special princess. good morning, pam. >> certainly could. good morning. a mom in an tip okay wants disney to include kark arc teres with special -- characters with special needs. this mom's little girl has down syndrome. she said when her 15-month-old fell in love with "frozen" her 6-year-old sister noticed there are no princesses like delayny. that prompted the mom to start an online petition asking disney to include characters with disabilities in the movies so young viewers would come accustomed to see those who don't look like them. she adds those children are often the victims of bullying because they are not educated. her petition now has almost 66,000 signatures. gained about 2,000 in the last day, including people from

8:52. new this morning, president obama is in china to attend the asia-pacific economic cooperation summit. this is video of the world leaders gathered for a group photo at the summit. as with all apec summit, the host country provides the clothing. they've been pursuing a long delayed trade pack with key obstacles remaining. a new medical study coming out today calls for detergent makers to change how they make laundry detergent packages because of the risks to young kid. the single use packets also known as pods, have sent on average one child a day to hospitals. that's according to a report in today's journal. pediatrics. the report says many kids are drawn to the pods because they

look like candy. parents are warn to keep the laundry pockets out of the reach of young kids. a mom and dad in colorado springs are outraged after they say a restaurant accidentally served their kids alcohol. the children ordered a drink called the shark nibble from the kids menu at joe's crab shack. the drink is described at sweet and fruity and comes with a toy shark. there is an adult ve called the -- ve called the -- version called the shark bite and that's apparently what the kids got. about 30 minutes later, the manager came out and abol juiced for the -- apologized for the miss take but by that time -- mistake but by that time, the kids finished the drinks. >> you order these drinks off the kids menu with the intent that you are providing your child something safe. >> police are investigating the incident. joe's crab shack corporate office also released a statement apologizing for the mistake. if you look close at san

francisco's city hall, you probably saw tarnished streaks on parts of the gold dome. city leaders say they saw it for sometime. it's become more obvious to the public when helicopters flew over city hall during the world series celebration. we also sent newschopper2 over the dome a couple of days later when it was dry out there. the building manager says it's almost pure gold leaf that covers the dome. one metal expert says he can't imagine how that gold is causing the discoloration. >> the gold leaf is 23.5 karats pure gold. it's 23.5 out of 24 pure parts gold. that .50 that isn't gold could possibly oxidize. >> but he says he's never seen that happen. city officials say the only way to inspect the dome is to put up scaffolding. it will cost about a million bucks to do that. so the city is gonna wait until 2016 when it's already planning
