good afternoon. i'm tori campbell. we begin with breaking news in san francisco with reports of a bomb threat at san francisco state. it involved the student union who has been evacuated. they say campus police are handling the situation and we are waiting on a call back from them. we are told the rest of the campus is operating normally. this his at sf state. students being told to stay clear of the bookstore due to the bomb threat. clean up crews busy after several downed trees and wet weather caused morning delays across san francisco. conditions are finally beginning to career out. this is a live look at the conditions right now in san jose where you can see some fog, some overcast but no more

rain. we have team coverage with mark. we begin with tara moriarty, tar a. >> reporter: yeah. it just started misting here about two minutes ago. we want to mention that andal good news is -- and also the good news all of the lanes are open and you can see it is causing traffic back up here. the tree that fell on this street is a ficus. it had a lot of problems in the city overnight. at 7:30 this morning a 60-foot tall tree weighted down by rainwater split on a construction worker. a bystander showed it snagged a line halting service for three city blocks. two and a half hours earlier on

eddy another ficus fell smashing at least two cars. >> i thought it was an accident and didn't see anything. i came out here and discovered it was a tree that had fallen on these cars. >> reporter: it sounded like a car accident? >> it did. it was pretty loud. it's like the third tree around the block that fell. >> reporter: in north beach this morning another ficus fell crashing into a fence. >> the sad thing is when they age they are susceptible to cracking. most of the ones we have have aged. we have to start looking at a replacement apartment. >> reporter: the city had just pruned one of the trees last month. to top heavy trees have been taking a beating from the weather. >> trees have to be taken care of three to five years. right now the city is on a care of 12 years.

>> reporter: he says the city is on the verge of a crisis. >> 60% are taken care of by homeowners and 40% by the city. most homeowners don't even know they are responsible for their trees. the city because of cuts in the budget for care and maintenance are relinquishing another 20,000 trees back to homeowners. >> reporter: he is hoping they will pass a $60 a year parcel tax. removing a fallen tree could cost you $1500. crews are still cleaning up the mess here. they are trying to repair the lines i. could be -- it could be another two hours before it is back to normal. i'm tara, ktvu channel 2 news. let's look at how much rain fell across the area. >> a nice little system that

over the next few hours. we'll have more in about ten minutes. >> thank you, mark. you can follow mark and the rest of the ktvu weather team for updates any time. oakland police talking about on overnight human trafficking bust that resulted in more than a dozen people arrested and one person rescued. sal castaneda has the details about this operation. >> reporter: good afternoon. oakland police says they are always looking for human trafficking victims. some call it prostitution but police call it a modern form of slavery. police say last night 16 adult women and one juvenile was arrested after under cover officers saw them conducting illegal activities. they aalthough arresting the

women they are seen as victims. >> if the past prostitution has been looked upon as a nuisance. people fail to realize those are victim outs there being exploited. that's then yous or buy that he is come into our city that engage in this human trafficking. >> reporter: police investigators say last night they worked an area of international boulevard north of 23rd and saw women on the street for several blocks. police along with the help of the district attorney and advocacy groups are trying to give these women a way out of the life and hold johns and pimps accountable. oakland police posts picture of men who try to buy sex after the d.a . files charges. the effort is being aprouded. some say -- applauded. some say it will never go away. >> it's always a good effort go you always have people trying

part of the parking lot was closed off to the public last night after this deadly police shooting. investigators say concord officers shot and killed a man who rammed a stolen car into a patrol car. >> i saw the cops get out of their cars and i heard a bunch of gunshots. >> she was working and heard at least 15 shots outside. they got away from the window and took cover. >> kind of shocking, just slow motion going through it. >> reporter: police say it started around 8:45 last night with a pursuit. originally deputies spotted this man driving a stolen honda on highway 4. deputies chased them to the sun valley mall where the driver ditched that car and ran to the fear by willows shopping center across 680. the man carjacked a driver.

as she tried to get away concord officers boxed him in. when they rammed the stolen car into a squad car at least one officer opened fire. they locked the doors and ducked down. >> he said get down. get down. i didn't know what to do. our whole store went in lockdown. we can't accept any calls, nothing. >> police wouldn't talk on cam rand haven't said if the man was who was killed was armed or unarmed. investigators revealed the man who died was a convicted fellow. they were armed to protect officers and members of the public. they will determine whether the shooting was justified. it will include members of the district attorney's office, sheriffs department and concord police department.

sitings of a tiger roaming around prompting warnings to stay indoors and travel on by vehicle. a witness took this photo in a town near disneyland paris. it's a young tiger about 100- pounds. there is a big cat park in the area but it's unclear if that's where the tiger came from. the operator of disneyland paris says it does not keep tigers in the theme park. as congress prepares to take up several measures it looks like there could be a showdown over immigration. as we report it is unwelcomed news to republican lawmakers accusing the president of overstepping his authority. >> reporter: republicans fuming over reports that president obama is preparing to once again bypass congress in order to impliment changes to the immigration policy.

>> the president has no authority to do this. it's against the law. >> reporter: fox news obtained a draft of recommendations for presidential executive action that could include amnesty for up to 4.5 illegal immigrants. it also expands deferred action for children who came to this country where their parents following up on president obama's action in june of 2012. there's also a provision for ice officers to increase moral and increased border security. >> the president has not made a final decision at this point about exactly what will be included in the administrative steps he will take to try to address some of the problems. >> reporter: the decision could come as early as next beak. republicans who will soon cool both chambers after last week's sweeping victory have been warning the president that any unilateral action could poison the well when it comes to

arrest in the bay area in a state wide car insurance fraud sweep. they posted these photos of police serving warrants this week in five bay area counties. officials say uninsured or under insured drivers would buy coverage after getting into a collision then file fraudulent claims to try to cover the damage. 195 people were arrested around the state including 55 in the bay area. the department says insurance fraud costs californians billions of dollars a year. old navy facing controversy after a woman says the company charges more for womens plus size jeans but not for men. she started a petition and she says plus sized skinny jeans for women cost 12 to $15 more than regular skinny sized jeans. all of the mens plus size

clothing does not cost extra. they say old navy is discriminating based on size and gender and some bay area shoppers agree. >> it shouldn't be happening anymore especially from a big company like that. yeah. it's surprising and disappointing. >> old navy says womens plus sides clothing costs more to manufacture with extra features like waistbands. more than 34,000 people have signed the petition. some residents woke up this morning to a large herd of wayward goats grazing in their yards. they posted this video of the goats near mad dox drive. the police district tells us officers rounded up more than two dozen goats used for weed abatement. police say it's the second time this week they escaped from the

enclosure and say the animals will be moved to a new location. some wet pavement for all of the goats out there. we are light showers out there. moderate cells as well. the activity beginning to back off right now, leaving us with clouds and still a few spotty patches of drizzle out there. here is our live camera looking out towards berkeley. still a solid deck of overcast. most of the area reporting mostly cloudy skies. you can see the main system moved out to the east. more moisture surging. right now it is producing snow for the higher elevations of the sierra. it is up above 7500 feet. it is mainly a rain producer closer to rain level. as you can see just lingering clouds out there. not picking up much in the way of a significant rainfall but there's a enough moisture we could squeeze out the chance of a light shower in the short

term. hey ward 64 and concord a little cooler there in the upper 50s, 59 degrees. the afternoon temperatures really not changing too much from the current levels out there. our live camera still mostly cloudy skies out there. forecast headlines for today we'll hold onto a chance of a shower. more fog developing overnight and we are expecting more clouds this weekend with a slight chance of a few saturday morning showers but lots of clouds pushing into the region. showers moving out for today. the main cold front moved into the region early this morning now heading out to the south. a bit of a cooling trend. the fog redevelops overnight. it could impact your visibility down to a quarter of a mile. here we go with the forecast model. we'll put it into motion and you can see low clouds and fog out there. not much in the way of rainfall. by friday night into saturday a chance of a sprinkle up in the

crude oil prices count to fall. it is to $75 a barrel. oil has not been below $76 since 2010. congress rushes to vote on the controversial keystone pipeline. many say with falling prices it is questionable whether the project will make as much of a difference as proponents expect. they say the price of oil from new wells in canada may end up being below what's it's expected to cost to produce it. twitter planning to add six new features in the coming year. some include shareable videos and new technology involving users locations. it could also address complaints that twitter users miss good tweets when they are not online. twitter accuse odd not approving designs or function quick enough. why one local researcher says we will see more and more of this, lightning strikes. in fact we could see 50% more
