occur. >> it's a rough day. it's a rough day. >> reporter: san mateo county sheriffs spokeswoman says correctional officer michael dell carlo was also arrested for trafficking contraband. >> if in fact the allegations are true, then we absolutely, we absolutely want the district attorney's office to prosecute these individuals, you know, to the fullest extent. >> reporter: all three men are on paid leave. lopez has been on leave since july for what the sheriff's department said was an unrelated incident. this past summer, deputy lopez actually ran for sheriff as a write-in candidate and lost. today, his attorney told me on the phone that his client is being targeted by the sheriff and the district attorney, saying he ran for sheriff and i guess they didn't appreciate that. >> we prosecute about 18,000 cases a year. i wouldn't waste my time on somebody because of a political thing like that. i think the only word that can be used to describe that is nonsense. >> reporter: wagstaff did not say how exactly investigators were actually tipped off about the alleged criminal activity.

gasia, if these men are convicted, they could face up to five years in prison. >> mike, thank you. an explosion at vallejo high school hurt two staff members this morning. one worker was seriously hurt. the other has been treated and released. still, it created a chaotic scene for students and parents. the explosion happened in an unused classroom at that school on nebraska and amador streets. christina rendon joins us live, where the district says napa earthquake is to blame. >> reporter: after the earthquake, they said gas service was shut off to this high school and it had stayed off because they were doing some repairs to a certain part of the school. last night, that service was turned back on and it wasn't until this morning that two maintenance workers are checking the system and a heater that led to the explosion. a natural gas explosion inside an unused room triggered the fire alarms and forced the evacuation of vallejo high school around 8:30 this morning. >> i was hearing a loud explosion and people screaming

and running out the room. >> reporter: it was a bit chaotic, as students were displaced to the nearby football field. >> after we did that, they kept us out of class for about another hour. >> reporter: leaving parents confused as to what was happening. >> it's worrisome. i didn't know. i got a message from my daughter saying are you okay? i was, like, what are you talking about? >> reporter: gas service was restored last night after being shut off for repairs since the napa earthquake. this morning, two maintenance workers were checking here inside an unused photo lab in the back of campus when the explosion happened. >> it was in the process of turning on, bleeding lines as they typically do, and he did not detect any gas smell. unfortunately, when it was ignited, it blew. >> reporter: despite officials deeming the school safe for staff and students to return, many parents chose to take their students home. >> i was, like, no, i'll come get you guys. >> they said it's safe to go back in, but you're leaving?

>> yeah, i smell gas, my head hurts and i'm going to the hospital. >> reporter: parents didn't want to take any chances. >> i just knew i had to pick up my daughter because i was worried. >> every time i drop the girls off, i'm, like, the girls are safe, and i'm thinking, are they really safe? it tripped me out. >> reporter: there are several agencies investigating this incident, including the state fire marshal's office, the vallejo fire department, osha and the school district. >> christina, parents you spoke with said they were confused in the message the school gave out. what has the school said about how things went today? >> reporter: parents are saying they felt like they were a little left in the dark about what happened because they weren't notified soon enough. we contacted the school district and they confirmed that they did call all parents and guardians as soon as possible about what actually happened today, and they continued making calls to parents, just updating them about what happened later this afternoon. >> it is frightening to get that sort of a call. thank you. today, dozens turned out at an islamic center in oakland to

remember a blind man who was hit and killed while on his way to his mosque. the 47-year-old man was buried this afternoon. he was a father of five, but just after 6:00 last night, he was in a crosswalk at market and 62 and when he was hit and killed. ktvu spoke to his young daughter today. she told us how she found out what happened and how she will never forget her dad. >> reporter: friends of the 47- year-old man met at the mosque early this morning to pray for their friend, struck and killed by an suv here last night. >> i could not even sleep all night, thinking of him, thinking of his children. >> reporter: the highly religious man was on his way to the mosque when he was struck and killed in the sidewalk. witnesses say he was driving too fast. >> our neighbor came to the door and he was shaking and he was, like, oh, your dad, your dad. >> reporter: salem's daughter noor rushed to the scene several blocks away with her mother. >> we saw him on the floor and

they were doing the cpr on him. and they were trying really hard. my mom started crying and everything like that. it was really horrible. >> reporter: neighbors say it's difficult to cross this street because of how much traffic there is. now, imagine that you're blind, like salem and all you have to rely on is your sense of hearing and touch. this is what it was like for him every day for six years. the father of five children, ages 3 to 16 lost his vision six years ago due to a genetic condition. >> even though he was blind, he recognized my voice and he always made the effort to speak, and i appreciated him for that. >> when you lose your sight, what is that life to live? but for the rest of us, but he was really humbled to it. he had more insight within him. that was beautiful. >> reporter: noor says her father was trying to learn braille so he could get a job, but his diabetes often made his fingers numb, so he helped out

at home. >> he had been there for me and for us, all of us, and he had been helping me a lot and my homework and stuff like that, and i will never forget him and he's really, really sweet. >> reporter: officers say this was not a hit and run. the driver stopped and cooperated. neighbors say they are now going to push the city to install a traffic light to make the intersection safer so this type of tragedy doesn't happen to anyone else. in oakland, terra moriarty, ktvu channel 2news. san jose state university announced a board member for the school's tower foundation has resigned. she is accused of making derogatory comments towards latinas this summer. the school continues to work

through sensitive issues of tolerance, but acknowledges there's still a lot of work ahead. thousands of inmates are about to be released from prisons and jails throughout california all because of prop 47, just approved in the last election. first, those inmates have to good before a judge. rob roth was in court today and reports on how prop 47 is working. >> reporter: from california prisons, including san quintin, to county jails throughout the state, inmates are beginning to get released under a new law that voters approved on election day just last week. proposition 47. >> this is absolutely a historic time. california has taken a brave step forward. >> reporter: inside a contra costa county superior courtroom today, dozens of inmates convicted of low-level, nonviolent felonies went before a judge to get their convictions reduced to misdemeanors and the hope of freedom. each hearing lasts about 15 minutes. one after another, the prisoners rarely speaking. by midday, the judge granted 13

inmates releases, including one woman serving six months in jail for drug possession. >> her charges were dropped down to misdemeanors, designated as misdemeanors and she'll be released today. >> reporter: the california department of corrections and rehabilitation estimates nearly 5000 inmates could be eligible for reduced sentences and possible release under prop 47 and untold thousands more from county jails. 1000 alone from san mateo county, saving space in the jails, but district attorney steve wagstaff has concerns. >> misdemeanors don't get significant time. they don't get supervision. they will be back out there committing. so i'm concerned about that causing our property crimes to explode upward. >> we do have a substantial population that's come out of santa clara county from simple possession of drugs and these low-level theft crimes. >> reporter: in santa clara county, legal authorities began planning even before election day to implement the new law. >> so two weeks before the election, the public defender's office, the d a's, the judges,

probation and parole all sat down together. we had a meeting about how this process was going to work. >> reporter: it could take counties several months to wind through all the cases of inmates who may be trading incarceration for freedom under proposition 47. in martinez, rob roth, ktvu channel 2news. outdated and unsafe. that's what an investigator is saying about the electric door that crushed a baby gorilla at san francisco zoo last week. this is video of the baby. she was 16 months old. she died last friday when she was crushed while darting under an electric door that was closing. the zoo cooper is supposed to keep a hand on the emergency stop button, but the expert says there's not a clear view of the door from the button. the lead investigator is recommending the zoo scrap the 30-year-old gorilla enclosure and install a new one that would be safer.

a man was struck and injured while walking in san francisco, not far from the broadway tunnel. happened about 9:30 this morning at the intersection of stockton and broadway, about a block from the tunnel itself. there are unconfirmed reports the man was hit while a driver was trying to park his vehicle. the man was taken to the hospital. no word yet as to the extent of his injuries. the 17-year-old who set a teenager's skirt on fire on a bus last year was sentenced this morning. richard thomas will serve as much as seven years behind bars. but as john sasaki tells us, no one, including the victim's parents, is happy with the outcome. >> reporter: people poured out of an oakland courtroom, after richard thomas was sentenced. >> the thing that just struck me when he walked in was, my god, he's just a kid. >> reporter: the 17-year-old thomas, seen in this sketch with his attorney, set sasha fleishman's skirt on fire on an ac transit bus. sasha, who identifies as agender, was burned on both

legs. thomas was sentenced to seven years. >> five and a half years in the department of juvenile justice. >> reporter: sasha's mother spoke in court. >> we don't hate you. we don't think hate -- hate creates more hate. we want to you come out of prison not being hateful. >> reporter: thomas' attorney says thomas wanted to give a statement, but that he wasn't feeling well. his cousin told us what thomas would have said. >> he wants him to forgive him for what happened and it's just a big misunderstanding and he apologizes. i know i can see it in his eyes that he's genuinely sorry for what he's done. >> reporter: the good news is, sasha is now fully recovered, living away at college. these are pictures the family shot when they took sasha to school at mit a few months ago.

. we're hearing firsthand account from the new york city window washers who were stranded outside the 68th floor of the one world trade center building on wednesday. >> i grabbed my phone, called my wife and say something happened. >> the nation watched, as the two men dangled 827 feet in the air. the cable snapped, leaving them hanging. you see it was at a sharp angle. the two say they were scared at first, but then their safety training kicked in. >> we've been through periods before the incident, for any incident like that, so it was a calmness. we knew everybody was safe around us, beneath us, and like i said before, it was just a matter of time. >> nerves of steel, these two guys! the two juans, as some call

them, say they do plan to go back to their high-rise window work. exactly what caused the equipment failure is still being investigated. new at 5:00, the so-called super bowl of wrestling is coming to levi's stadium next march. this is video of wrestle mania a couple of years ago in new jersey. there were 80,000 people there, but that's nothing compared to wrestle mania 3 at the silverdome in pontiac, michigan. 93,000 people attended that event. tickets for the event at levi's stadium are going for up to $2000 apiece. ann rubin is there tonight, where thousands of fans are expected for a free party and also some big name wrestlers expected to be there as well. ann? >> reporter: hulk hogan and others will be here to help fans get excited about the big event while they get their tickets. ask wrestle mania fans and they will tell you, this is huge. >> bigger than the super bowl, in my opinion. i've been waiting 27 years for

. a former highway patrol officer accused of stealing explosive pictures from cell phones of female dui suspects was in a courtroom in martinez today for arraignment. 35-year-old sean harrington entered a not guilty plea, charged with two dozen counts of unauthorized access to a computer and copying computer data. prosecutors say that harrington copied the explicit photos from two women he arrested. harrington then allegedly forwarded those pictures to other chp officers. harrington resigned from the force last month. he is currently free on $10,000 bail. he is set to return to court next month. vice president joe biden today announced a new program to grant refugee status to some minors from central america. the program is designed for young people under the age of 21 who live in honduras, el

salvador. thousands of unaccompanied minors have tried to escape and illegally enter the united states. under the program, parents have to legally reside in the u.s. minors who have arrived here illegally will not be eligible. the u.s. plans to launch the program next month. a 32-year-old reality tv star who publicly chronicled her battle with cancer has died. diam brown appeared on mtv's real word road rules challenge series. she was first diagnosed with ovarian cancer when she was just 23. she wrote a blog with people magazine. she also established a charity med give to help provide resources for patients going through health-related hardships. people magazine says brown died today, surrounded by her loved ones. the last tweet came tuesday when she asked for prayers and support and ended by saying, quote, we know there is hope and help. virgin america soared during its opening day on wall street today. virgin america is based in

. two men lurking around schools. police say they are trying to move more girls and women away from safety. one of the suspects is behind bars tonight. but a second man doing the same thing is still on the loose. paul chambers spent the day and you spoke with one of the victims in the case. >> reporter: that is true.

san mateo police are dealing with three men involved in a case. one is in custody. another one grabbed a girl outside a san mateo school. for her safety, we're not identifying this 19-year-old woman who is a student at san mateo adult school. thursday night, while taking a break from class, she says a man pulled up, complimented her appearance, then approached her with a strange request. >> he just goes, come with me, come get in my car and we'll talk about you making some money. i was, just, like, i'm not interested in anything you have to say to me. >> reporter: she says the man identified himself as david, and he didn't stop there, becoming persistent, even pulling her arm. she walked away, but was definitely bothered by the incident. the woman is helping police make a sketch of the suspect that san mateo police describe as a filipino male, 30 to 40 years of age, medium build, 165 pounds. he had short spikey hair in the front and drove a dark blue or black four-door sedan.

police say there were two other incidents that happened here at san mateo high school. early friday morning, they had an undercover investigation that led to the arrest of one man, facing four charges. however, police say he is not the same man involved in thursday night's incident. >> he has been positively identified for the first two incidents. the third incident last night, we don't believe he's involved with that. >> they pulled up and asked if that was the guy. i said no, but if he did something, i'm glad you guys still have him anyways! >> reporter: police say the suspect in thursday night's case may be linked to a similar incident in south san francisco, but until he's caught, they are stepping up patrols around all of the district's schools. in the newsroom, paul chambers, ktvu channel 2news. >> police will always tell you, walk in pairs. >> reporter: that's right, gasia. >> thank you. memorial service is being held tonight for the san francisco software developer who disappeared two weeks ago. 26-year-old dan hall was last

seen leaving his south of market apartment halloween night. a body was recovered from san francisco bay this week. while there's been no official identification of the body, hall's family members believe it is him, based on the clothing and wallet. the memorial service is set to begin at 7:30 at st. matthews lutheran church in the mission. flights from san francisco to south korea could be slashed soon, not because of an airline merger or the economy, but because of the asiana plane crash back in 2013. the airline is now facing a 45- day ban on flying into sfo. ktvu's david stevenson is at sfo tonight. david, this ban is being imposed by the south korean government, not the faa. >> reporter: frank, it is. there is uncertainty tonight about when it may go into effect. airline analysts tell us it could have a big effect on travel and shipping in the bay area. >> it's an accident. >> reporter: the crash of asiana flight 214 led to three deaths and nearly 200 injuries. today, it led to a ban, with south korean officials

announcing the airline will be forbidden from flying in and out of san francisco for 45 days, an outgrowth of the government stepping up penalties for transportation accidents that cause casualties. a suspension date hasn't been set, and the airline says it plans to appeal. four airlines, including asiana, each operate a single daily round trip flight between san francisco and seoul. the hope is the other airlines will pick up slack, though analysts say asiana could be hit heavily this holiday season. >> most people get to travel over christmas or end of the year. if they can hold off on the 45- day penalty, to fly in february, that will save travel. >> reporter: former faa spokesman says the ban will hurt the cargo operation in and out of the city. travelers such as korean natives and their families won't be the only ones

affected. >> there's a lot of business travelers, both north american and asian. >> reporter: the south korean consulate and f asm a spokesman declined to speak about the ban. he said without firm details about when the suspension might start, the airport doesn't want to speculate on it's possible effects. frank, gasia? >> david, is there precedent for this type of thing, a government actually banning an airline from flying into a specific city or country? >> reporter: there is actually precedent, again, involving asiana and the south korean government. in june, it suspended flights to the island of saipan because of a pilot allegedly violating safety protocols. asiana says 17 million people regularly fly between sfo to korea. they say with them being suspended to 45 days, passengers can expect the ticket prices on competing airlines to rise a bit, frank. >> that would make a big

. a driver is incredibly lucky to be alive, after he was pulled from his burning car this morning after suffering some sort of medical emergency. first responders at the scene say the driver may have passed out with his foot on the accelerator. the car crashed right into a fence and burst into flames, coming to rest near the marin civic center. an off-duty firefighter, what are the chances here, happened to be there and reportedly pulled the driver from the burning vehicle. the man was then taken on hospital. no word tonight on his condition. in about three hours, cal trans is set to restart a repair project on the bay bridge, which they hope won't slow down traffic during daylight hours. crews will be out working to replace expansion joints on the western span between 8:00 p.m. and 5:00 a.m., but this time, here's what's different. they will be using quick-drying cement so they don't have to use steel plates like they did

last month. you'll recall those plates were removed after a couple of days because so many drivers were slowing way down to go over them and that caused major backups. but with this quick-drying cement, drivers will no longer need to slow down over the work areas. same-sex couples are asking the supreme court to settle the issue of gay marriage nationwide. appeals filed today urged the justices to review last week's lower court ruling that upheld antigay marriage laws in kentucky, michigan, ohio and tennessee. this is the first challenge the federal appeals court ruling that's interrupted a string of decisions in favor of same-sex marriage. currently, same-sex couples can marry in 32 states, parts of kansas and missouri, and the district of columbia. the duke and duchess of cambridge are scheduled to visit the united states next month. will and kate are scheduled to appear at several events in new york city. the two will visit the national september 11th memorial and the memorial at the world trade center. prince william will make a side trip to visit washington, dc

. new details tonight in connection with the now- dismissed domestic violence case against ray mcdonald. his parents now say that san jose police should not have announced that the alleged victim had visible injuries. his parents say that was damaging and misleading. in a statement to the mercury news, his parents say, quote, this basically led the public to believe that he hit or attacked her. the fact that no additional information was given in this press release in our opinion was very irresponsible. san jose police issued a statement in response today, saying they complied with state law and provided the media with a summary of alleged domestic violence incident that occurred. on monday, the d a's office announced there was insufficient evidence to charge ray mcdonald with felony domestic violence. prosecutors base their decision on interviews with mcdonald, his fiancee and witnesses. police say a burglary suspect was arrested today after being chased out of a

see fog tomorrow morning. does that make sense? i'll talk about it a lot. farmers use dewpoint a tonight. dewpoint shows you how cold it will get. once fog forms, temperatures generally kind of stay the same. whatever the dewpoint temperature, that's typically as cold as it can get. farmers know all about it. grape growers know about it, too. saturday morning, the fog and low clouds, patchy fog in the valley. here are the clouds coming up over the high pressure ridge. chance of showers next week, boom, that's good. hopefully that works out. then more after that. computer model, long-range model, this doesn't give you a lot of detail, but it does show the pattern more progressive through our area. so chance of showers next week, and then it continues keeping the jet stream at a lower latitude, which can be productive for us. a lot's going to change between now and then, but the pattern looks favorable for wet weather next week, then more wet weather getting into the holiday week, i guess, for many, for thanksgiving. there it is. plenty of clouds, and also the

so the question, where do you put them? highway 24 cuts right through the middle of orinda. the chief says that area tends to be a hot spot and said cameras would likely be most effective there, as well as along two other ways in and out of the city. but the chief insists the camera idea isn't crime-driven. >> i just did a five-year study of crime in orinda. we're actually on a downward trend. >> reporter: he says it's community-driven and says a neighborhood group brought the idea to him. tuesday night, he'll bring it to the council. >> it is on the agenda. this will be a policy matter. >> reporter: to the council and to the residents. >> i'm not sure. there's pluses and minuses to it. >> reporter: the conversation is just getting started. in orinda, claudine wong, ktvu channel 2news. now, the total cost depends on the number of cameras, but here's a sense of what they cost in other bay area cities. in piedmont, it took $670,000 to install cameras at 15 different entry points to that city. last summer, fremont also

approved a $300,000 plant. and in tiburon, it costs $125,000 to put in and $4000 a year to maintain. but the chief said last year it helped in 10% of solved crimes. california farmers could end up paying more money for water if the proposed twin tunnel project moves forward. the tunnels are designed to send water around the sacramento-san joaquin delta to central valley farmers and southern california cities. the state released the financing plan for the $25 billion project today and officials say water customers will have to make billions of dollars in fixed payments each year to help keep that project running. environmentalists, delta farmers and the fishing industry all oppose the project, saying it will further harm water quality, while state officials, including governor brown, say the project plays a vital role in the california economy. now at 6:00, a sheriff's deputy and two correctional officers are under arrest tonight, accused of smuggling
