candidate. now he's being arrested on criminal charges. mike mibach is in redwood city tonight with the accusations against him. mike? >> reporter: and frank, no real ring leader in this case. all three men are arrested, deputy, two correctional officers, all kind of on the same page. all three knew what was going on. as for reaction about the allegations, the arrest, spokeswoman from the sheriff's department telling me it's been a rough day. three booking photos of three men. all three worked here at the san mateo county jail, all three now facing multiple charges, including smuggling cell phones and drugs to an inmate. >> if in fact these allegations are true, then we absolutely, we absolutely want the district attorney's office to prosecute these individuals to the fullest extent. >> reporter: correctional officer george ishmael, the only one of the three to make a first court appearance today in redwood city. >> correctional officer ishmael is charged with bringing in oxycontin, the drug that we're dealing with, that was brought

into our jail. >> reporter: district attorney steve wagstaff says ishmael smuggled it to a gang member in jail, in exchange for cash. also arrested, san mateo county sheriff deputy juan lopez and correctional officer michael dell carlo, both accused of smuggling two cell phones for cash to the same gang member. >> for the purposes of communication on the outside and that they allowed that to continue, knowing it was there. the deputy sheriff, employed in one of the pods knew it was there and allowed that to occur. >> reporter: all three are on paid leave. lopez has been on leave since july for what the sheriff's department said was an unrelated incident. deputy lopez recently ran for sheriff as a write-in candidate and lost. today, his attorney told me that his client is being targeted by the she have been -- sheriff and district attorney. >> seemed that they were searching for, or fishing to try to find crimes and/or misconduct to punish him for,

running for sheriff. >> we prosecute about 18,000 cases a year. i wouldn't waste my time on somebody because of a political thing like that. i think the only word that can be used to describe that is nonsense. >> reporter: and wagstaff says that the cell phones were used by that one gang member to communicate with other gang members outside the jail. he also says that this case remains wide open, meaning that more arrests could possibly be made. live tonight here in redwood city, mike mibach, ktvu channel 2news. a former highway patrol officer accused of stealing explicit pictures from the cell phones of female dui suspects entered a not guilty plea at his arraignment. sean harrington is charged with two counts of unauthorized access to a computer and copying computer data. prosecutors say harrington copied the racy pictures from two women he arrested. harrington allegedly forwarded the pictures to other chp officers. he resigned from the force last month. he is currently free on $10,000 bail and is set to return to

court next month. today, dozens turned out at the oakland islamic center to remember a blind man who was hit and killed while on his way to his mosque and to comfort his heartbroken family. the 47-year-old man was buried this afternoon. yesterday evening, just after 6:00, the father of five was at the crock at market and 67th street when he was hit. tara moriarty spoke to his family about how he is being remembered. neighbors in the area are calling for more safety measures at the intersection, which they call dangerous. >> reporter: friends of the 47- year-old victim met at the mosque early this morning to pray for their friend, struck and killed by an suv here last night. >> i could not even sleep all night, thinking about him, thinking of knowing of his children. >> reporter: the highly religious man was on his way to the mosque when he was hit in the crosswalk. witnesses say the driver was going too fast. >> our neighbor, he came knocking, like really hard at our door, and he was, like,

shaking. he was, like, oh, your dad, your dad! >> reporter: salem's daughter noor, rushed to the scene several blocks away with her mother. >> we saw him on the floor and they were doing cpr on him and they were trying really hard. my mom started crying and everything like that. and it was really horrible. >> reporter: neighbors say it's difficult to cross this street because of how much traffic there is. now, imagine that you're blind, like salem, and all you have to rely on is your sense of hearing and touch. this is what it was like for him every day for six years. the father of five children, ages 3 to 16, lost his vision six years ago, due to a genetic condition. >> and even though he was blind, he recognized my voice and he always made the effort to speak, and i appreciated him for that. >> when you lose your sight, what is that a life to live for the rest of us, but he was really humbled to it. he had more insight within him,

and that was beautiful. >> reporter: noor says her father was trying to learn braille so he could get a job, but his diabetes often made his fingers numb, so he helped out at home. >> he had been there for me and for us, all of us, and he had been helping me a lot with my homework and stuff like that, and i will never -- i will never forget him. he's really, really sweet. >> reporter: officers say this was not a hit and run. the driver stopped and cooperated. neighbors say they are now going to push the city to install a traffic light, to make the intersection safer so this type of tragedy doesn't happen to anyone else. tara moriarty, ktvu channel 2news. a natural gas explosion inside an empty classroom at vallejo high school this morning injured two staff members and officials say the cause of the explosion is linked to the napa earthquake back in august. the blast triggered fire alarms and forced the evacuation of the school. the district says gas service

to the school was just restored last night after being shut off for repairs following the napa earthquake. then this morning, two maintenance workers were checking a heater inside an unused photo lab when the explosion happened. >> the process of turning on, bleeding lines as they typically do, and he did not detect any gas smell and unfortunately when it was ignited, it blew. >> one worker was seriously injured. the other was treated and released. officials later declared the school safe for staff and students to return, but many parents decided to take their kids home. in sonoma county, a coast guard helicopter that became stranded in bodega bay is back in service. the helicopter was stuck on a slope on a bluff above the beach. it had been flown there to help in the rescue of a 4-year-old little boy who fell down the cliff. the slope made it too dangerous for the helicopter to take off, so it was towed to a level spot and returned to duty at sfo wednesday. within the last hour, san jose state university announced

another resignation in a controversy involving a board member accused of making racially offensive remarks. the board has come under fire recently because of his handling of the controversy. wanda jenner, a board member for the school's tower foundation has resigned. she is accused of nag derogatory comments about latinas back in february. we've also learned the vice president for university advancement, rebecca dukes, also resigned today. the university's website says dukes was also the ceo of the tower foundation. federal judges are telling california to speed up its process for releasing some nonviolent inmates. it's part of a previous order forcing the state to sharply reduce its prison population. the judges today gave the state a january 1st deadline to start considering the paroles. attorneys representing inmates said the state was taking too long to set up the parole process. the corrections department says the state will comply with the new deadline. thousands of other nonviolent inmates are about to

be released from state prisons and county jails because of prop 47, which voters approved last week. a contra costa judge released 13 inmates today. some bay area da's have concerns. >> this is absolutely an historic time. california has taken a brave step forward. >> misdemeanors don't get significant time, don't get supervision, they will be back out there committing. i'm concerned about that causing our property crimes to go, explode upward. >> authorities say it could take months for judges to get through all the cases of inmates who may be eligible for release under proposition 47. the bay bridge will shut down for two days in january, forcing north bay drivers to take a long detour through the east bay to get to san francisco. this is a live picture of the golden gate right now, with traffic flowing smoothly into and out of san francisco. crews will stop traffic all together on january 10-12,

while crews install the long- awaited movable median barrier. golden gate transit buses will still be able to cross the bridge, along with pedestrians and bike paths. this will be the longest closure for the golden gate bridge in history. excitement over wrestle mania is building tonight, as wrestling fans head to levi's stadium to buy tickets for the event in march. ann rubin is live with the fan frenzy. it's all over an event that's really large enough to give that stadium kind of a test run before the super bowl. >> reporter: well, tickets officially go on sale tomorrow morning, but for those who show up tonight at levi's stadium, they can buy the tickets early and meet wrestling superstars while they are here. >> seven years. >> reporter: andrew wears his heart on his sleeve -- or on his hand rather. >> my icon, hulk hogan.

>> reporter: hogan here to kick off ticket sales for wrestle mania 31, set for march at levi's stadium. >> it's sacred ground, levi's stadium. it's like the place you want -- i hate to say it like my chihuahuas, mark your spot, brother! >> reporter: last year's event in new orleans brought in more than $140 million to the local economy. hogan believes this year may even be bigger. >> this is going to be the biggest sporting event, entertainment sporting event that will ever come to the stadium. the party tonight is like the launch. it's like the beginning shot that was heard around the world. >> hulkster, brother! >> reporter: at the party, fans can meet hogan and others, but also get first crack at buying tickets. they go on sale to the general public tomorrow. >> i was crying, i mean, because i'm coming to wrestle mania. >> these are superstars on tv. now we get to see them in person. that's going to be pretty exciting. >> reporter: fans say they will be counting down the days until wrestle mania, an event andrew says he's dreamed about since

childhood. >> bigger than the super bowl. i've been waiting 27 years for this date. >> reporter: wrestle mania will be sunday, march 29th. tickets for the event range in price from $35 to $2000. frank and gasia, the event tonight is free and runs until 9:00 p.m. >> ann, we have a guy with a hulk tattooed on his hand, a guy crying because he's getting tickets to wrestle mania, i mean, pretty intense fan base there, wouldn't you say? >> reporter: oh, they were extraordinarily passionate. just in that group we met, one of them said he actually doesn't work on monday so he can stay home to watch wrestling, and the group on the whole said they have been fans since they were five years old. >> ann, i remember many years ago we had hulk hogan on mornings on 2. one of the nicest guys i've ever met. how was it interviewing him today? >> reporter: he was fantastic. a lot of charisma and it must be difficult to be so on all the time, because he was just amazing throughout. i know he was talking to lots of people and has been doing

count tonight, even as the final ballots are being counted. an elections worker quit the day before the election. now we're hearing he may have compromised the vote count. ktvu's tom baker is in san jose, where ballots are being counted tonight and could end up being recounted. >> reporter: it's possible, because this story is changing very rapidly. let's get right to it. today at the santa clara county register of voter's office, the 4400-remaining provisional ballots were being opened, flattened and counted. those results are expected to be finalized by sunday, a dozen days after the election. this is going on, while allegations fly that the information technology chief may have taken a critical hard drive with him when he abruptly resigned just before the election. county supervisor dave cortez, who has already conceded the narrow election, is concerned. >> all this creates some kind of cloud of suspicion and, you know, it's symptoms of a broken system, somehow, some way. people want to know it's not so

broken that it screwed up the election. >> reporter: the cornerstone of a fair and free election is that it be open, honest, and nothing goes missing, votes or hard drives, but in this case, the registrar of voters is too busy to talk to us. councilman la cardo, the amairnt winner by a narrow margin, agreed to an interview, but a few minutes later, his office called with this. >> we'll have to cancel that interview. i just spoke to council member and looks like he's not going to be able to do that interview. >> reporter: to get a better handle on the results, the secretary of state has recommended some sort of audit, verification, or recount of some 40,000 ballots, an unexplained arbitrary number. >> i'm not sure that auditing or recounting or anything like that will change the outcome of the election. certainly it's not something that, you know, that i would pursue as a candidate, but i think it will bring some peace of mind to the everyday voter. >> reporter: this letter from the secretary of state to the

registrar reveals that there was a discussion about all of this five days ago, but no action seems to have been taken on any of the state's several recommendations. now, after i complained and filed a public records act request, well then the registrar finally called me, but only after her office had closed, after hours. she declined another interview, but says don't worry, she'll issue a press release later tonight. not very transparent. reporting live, tom vacar, ktvu channel 2news. >> tom, thank you. san mateo police are investigating two men in connection with recent reports about a suspicious person lurking around schools. an undercover operation early this morning led to the arrest of 36-year-old gary fong of san francisco. he is facing four misdemeanor charges for approaching minors on two separate occasions this month, but police say a different suspect is still on the loose for doing something very similar. a 19-year-old woman told police the suspect there grabbed her just last night outside of the san mateo adult school.

>> definitely creepy that he was tugging me and trying to get me to go into the car. >> the woman is helping police to make a sketch of the man, described as filipino, 30 to 40 years old, standing 5' 6, weighing 165 pounds. he short, spikey hair in the front and was driving a dark blue or black four-door sedan. the tesoro refinery in martinez is going to pay a $260,000 fine for pollution. the bay area air quality management district announced a settlement with the oil refinery today. it stems from 23 air quality violations at the refinery in 2011, including excessive nitrogen oxide and sulphur dioxide emissions, and tank leaks. the fines will go to the air quality district to fund its testing and enforcement of refineries. a first in a series of year- long meetings discussing the state's drought wrapped up today at the state capitol. the two-day western governors drought forum emphasized the need for water conservation and focused on the drought's effect

on agriculture. more than half of our state is experiencing exceptional drought and 100% of our state is rated as exceptionally dry. >> we know that using water wisely and improving water conservation wherever possible is something we should be doing, drought or not, but especially important in the case of drought. >> information from the meetings will be used for a full report on drought strategy to be released next summer. and we'll be talking about the drought a lot. unfortunately, sounds like no rain this weekend, huh? >> no rain this weekend. you say talk about the drought. i suspect that especially after what's happening now, we'll be talking about drought in california for as long as we're around. i think this will always be the topic, beginning now. it started in '77 with that drought, but it's just -- it's on the table now. it's going to be something we talk about i think every year. i don't think it's going to go away. temperatures in the upper 60s. why do i think that? there's more people, more strains on water supplies, agriculture in the valley. there's a million different

reasons, but i think water, until they come up with an alternative source, i think we'll be talking about drought in the state. we always have. the history of this state has always been droughts and fires. if you look back in the history books, san francisco burned down five times before the earthquake. droughts and fires, kind of going hand in hand. fog and low clouds along the coast right now. the fog will show up in the central valley and in the north and east bay valleys on the ground. ground fog, wintertime fog, all the same thing. it shows newspaper these areas. we had a dense fog advisory this morning. i don't think we'll see dense fog advisory tomorrow morning, but most certainly there will be fog showing up in the inland bay valleys when the temperature drops to the dewpoint temperature, when dewpoints tonight are easily in the low 40s, easily going to see low 40s in the north and east bay. so there you go. fog forms. that's about as cold as it will get once the temperature gets down, once you get condensation occurring and the temperatures

steady off. the forecast for the next few days will be for this high pressure to stay put, to clouds to come up over the top of this ridge. that's what we saw today, right? they are not going to bring rain or anything. these clouds are way up there. lot of cirrus clouds coming up over the top and tons of fog, showing up patchy in the valley both saturday and sunday. next week, into tuesday, here comes the next weather system. very similar to the last system we saw. thought a ton of rain, but it's something. and then some of the models are suggesting that this pattern, this dynamic pattern, continues into the thanksgiving day week. we'll track that for you. i'm hoping that as well. i'm sure you are as well. we'll be tracking it. meantime, get ready to enjoy your weekend. that's way down the road. we care about tomorrow and we care about sunday. tomorrow will be like today almost exactly. cloud cover, everything, temperatures. but then on sunday, more cloud cover and similar temperatures. those are the differences. i think the fog at the coast. if you're at half moon bay, pacifica, a little fog at the coast, coastal fog as well. but, yeah, just a nice-looking
