targeted with the school. he targeted a particular locker on the fifth floor. >> it was like whoa. there had to be something more than coincidence. this couldn't have be coincidence at all. >> reporter: the guitar would be of no value to the average person. police say they're reviewing surveillance video. >> right now surveillance have looking on websites on craigs list or ebay to see if these guitars are going to be attempted to be sold. over all students are worried. >> reporter: students tell me they're keeping a closer eye on their instruments here at the school. this isn't the first time thieves have struck at this school. in 2011 a violin was stolen, in 2012 a cello. >> i know you talked to somebody about security that afternoon, what did he tell you? >> students tell me security is fairly tight here at the school but on that given day there were three events so the

public may have given access to areas that are normally off limits. >> amber lee, thank you. there is a heated debate at the council meeting. the zoo wants to expand on the land in nolan park. the plan has been debated for some 16 years. zoo officials say it opens up the zoo to more visitors and officers officers -- offers more space to the animals. but others say it closes up open space. >> people with walkers, wheelchairs, mobility problems, kids from east oakland, kids from west oakland would all have access. >> reporter: opponents staged a rally outside city hall. environmentalists have gone to the council meeting twice to

voters. she says that she received over 120,000 phone calls and letters from her constituents, more than 90% opposed. >> so more votes ahead. all right, thank you. ken pritchett live in berkeley tonight. state senator mark leno is reportedly about to enter the race for mayor of san francisco. leno has been hinting at a run. now the website says he is set to make that announcement after thanksgiving. leno previously served on the board of supervisors, then the assembly and now the state senate. mayor ed lee confirmed he would be running for reelection. leno may try to target lee for his support of tech companies and expansion blamed for driving up the cost of living in the city. a coalition of county workers and community activists is pushing back. the board voted to give themselves a 33% pay hike. it would bring the supervisors salary to $129,000 a year. and that has not gone over well

with the county's public employee unions. they have started to circulate the petition calling for a referendum on that pay raise. the union's plan to notify the county registrar of their intentions tomorrow. the man accused of the hit- and-run death of a 14-year-old made his first court appearance. sunny joseph anderson shuffled into a hailward courtroom with his head down. he faces charges including second degree murder, evading an officer and leaving the scene of an accident. 14-year-old ivan cruz was crossing east 14th street in the outskirts of 114. the impact was so hard he was thrown about 20 yards. tonight we're learning more about anderson's criminal past. two investigates spoke with the now 80-year-old woman and she told eric rasmussen that anderson tried to kill her.

>> reporter: she described a terrifying confrontation with sonny anderson. >> he was in a disguised. he looked just like the joker. >> reporter: when he broke into her house in the maryland ill of the night in 2000. >> he came in and he made a motion like this and he went tada. and he tried to kill me by pressing on my throat. and then he did it, and at one time he pressed harder. he did it about three times and each time was harder to the other. >> reporter: did you think you were going to die. >> i went down to my knees and i knew this was it. >> reporter: anderson was charged with attempted murder. but prosecutors later dropped that charge for a lack of sufficient evidence. anderson pled guilty to elder abuse. two investigates a long list

of cases. oakland police said anderson stabbed a man but he beat that case again due to insufficient evidence. anderson fled alameda county sheriff's deputies in 2008. he was charged with misdemeanor driving under the influence of drugs and fighting a deputy. in 1999, investigators say anderson broke into the triple pines ranch petting zoo and stabbed several animals. now accused of hitting and killing cruz while fleeing deputies again. >> i just can't understand why in the world he's been allowed to be out thereafter having all of these. he's not a good person. >> reporter: we contacted anderson's family and they did not want to talk about any of these cases. the district attorney has also declined to comment. eric rasmussen, ktvu channel 2 news. responding to a fire but unable to communicate. we look into the problem of

houses. it already has a potential roadblock, amber -- maureen naylor has the story. >> reporter: it was already expected to pass, and the council passed it today. cheers filled the city council chambers tuesday night. >> this is a huge day for people who cannot afford to live here and we're just exstatic. >> reporter: with silican valley rent at an all time high, it would essentially add $17,000 to the cost of a $1,000 apartment. downtown rentals would be exempt for five years. hundreds of people supporting the fee rallied before tonight's meeting and marched up the steps to city hall including this mother who currently lives in a one

bedroom apartment with her two daughters and husband. >> we've been living here for you know for nine years and i think -- actually 10 years and why should we have to relocate our whole family just to look for a more affordable housing. >> reporter: according to the city, the average san jose rental rate has increased by 49% in just four years. with a one bedroom apartment rent on average costing about $2,000 a month. >> my son and daughter-in-law have generously taken me into their home. in fact, many families in our neighborhood have taken people who need a place to live into their homes. >> reporter: on the other side of the aisle, architect curt anderson. >> what it's going to do it's going to drive the price of rental housing up now, because they have to be able to afford the rental space. >> reporter: the real problem is the lack of supply. they call it a flawed plan that would have the opposite of the intended affect. >> who's really going to

swallow it up? it'll be the renters. it'll be falling on your shoulders eventually. >> reporter: many cities have the same fee. the fee is expected to go into effect in 2016. part of the bay area freeway was closed because of a fatal accident. the crash happened at 5:15 on interstate 680 near martinez just north of highway 4 near arthur road. three vehicles were involved including one that overturned trapping a person inside. the victim is identified only as a 66-year-old woman. four other people were injured. traffic was backed up to the benecia bridge. all lanes reopened around 7:30 tonight. in san jose a lengthy police stand off ended peacefully. a man allegedly threatened someone with a gun at the

emergency housing consortium. at first police thought he had an accomplice but we're told that person was released. uber is under fire again. this time for remarks by a top executive suggesting the company could dig up dirt on reporters who criticize the ride sharing company. the website buzz feed reports that michaels says uber could hire a team of opposition. they could look into the background of reporters. michael later apologized saying he spoke out of frustration over media coverage of uber. the company has faced criticism for failure to properly screen drivers and for using aggressive tactics to undercut its competition. now to half-moon bay where crowd fishermen learned about too much of a good thing. bins filled to the brim with their catch and not enough trucks to haul them away.

but as ktvu's tom vacar reports consumers may not see it as a problem at all. >> i knew he couldn't get me outside. >> reporter: with too much time on their hands, the crew of the crabber barber joe is selling crab to consumers from their boat. the crabbing is so fantastic this year, fish fishermen are waiting in long lines to unload their product. >> we filled up last night, we're still in line. when we came in there were 11 boats in front. us to off load. we're just trying to sell it to the public. >> reporter: the crabs stay well and alive in the hold, the time for the crabbers to get back to their pots is at a premium. some boats have been waiting up to 24 hours because this year a huge number of boats from the north have arrived. >> it should be a bit quieter down here before the influx of

the larger boats from oregon, washington came down here. >> a lot of the locals are seeing more crabbing than they have in decades. so much crabbing that the boats are filling up. >> it's created a problem this year, the masses, the volume of crab have been coming in. >> reporter: not enough time to haul the crab, and crab processers backed way up. for consumers a few days to reel in good prices. tom vacar, ktvu channel 2 news. checking showers out there now. as we go into the evening hours the showers are still offshore. but they're going to start to push in tonight. i've had a few reports of light sprinkles but nothing of consequence. we will see showers in the north bay for the early morning commute. then showers spreading south for the mid-morning commute. now, right now we've got a few light sprinkles showing up down

toward, looks like alviso is having a few sprinkles. we haven't gotten a lot of reports from these sprinkles. this is just moisture coming in. the dynamics are still offshore. later on tonight and early tomorrow morning when they get here the rain will begin. it's not a lot of rain. scale of one to 10, 10 being a really strong storm, this is about a four, maybe 3.8 it's teeny. here's the weather system, it's still pretty far offshore. here we are at 8:00 a.m. let's move it forward a little bit. maybe 8:00 a.m. is a little further inland. wet roadways, certainly for the north bay, oakland, down to san jose a real possibility. certainly some drizzle. scattered showers see how unorganized it is but it's still wet. so the morning commute will have some wet on the roadways. i do not anticipate windshield

police in fremont are looking for the thieves who stole thousands of dollars worth of diesel from a gas station. john sasaki now with the surveillance video that could help investigators catch the thieves. >> this fremont valero gas station has 16 surveillance cameras which caught two suspicious vehicles here early friday morning. >> they stopped at least 10, 15

times. >> reporter: the owner says when he came in that day he noticed he was short 165- gallons of diesel. when he checked the video he noticed a truck coming and going. >> we did everything we could to really be able to stop them. now they steal from the tanks and nothing i can do. >> reporter: each store's tank has an anti theft mechanism but somehow they beat it. >> they pump it. it's very unusual. it's very difficult to do that. they have to be professionals and they've done it a lot of times. it's very dangerous and it has to be professional. there's a drop, which stops you from doing that. i don't know how they did it. >> reporter: now police are trying to find the perpetrators. >> the anger of the camera did not show license plate or

the deadly crash of asiana exposed some serious communication problems among first responders. now more than a year later the city is taking steps to create a more reliability network for emergency response. and ktvu's heather holmes is here with the project. >> reporter: the issue is outdated technology that was first introduced 12 years ago. we want you to think back to the early 2000s and how much things have changed. at that time this guy the dashboard gps was first being introduced. it's also the first time that we were hearing blue ray technology after sony took the wraps off the wraps off the first protocall. and it's the time that sony

plates. images can be automatically compared to a data base so police have evidence of who is driving in and who is driving out of town. other bay area cities have similar systems including piedmont and tiburon and the belvedere city council just approved license plate readers last week. and police say they're ready for when the decision from the grand jury comes down in the michael brown case. their goal is to facility peaceful demonstrations and free speech and they say they are prepared to respond in case protesters threaten public safety. federal safety officials are calling for an expansion of an already widespread recall of automobile air bags. 8million vehicles are currently affected by the recall. the side air bags are made by japan's tacada company and were used by 10 auto makers.

the bags can send shrapnel into the car when they go off. at least three deaths are linked to this defect. the recall was limited to states with high humidity such as florida but today the highway transportation safety administration says it has evidence of a problem outside that area. a family from menlo park is reaching out to help orphans half way around the world. the smith family returned from a visit to rural kenya southwest kenya where they visited a school. they delivered thousands of backpacks from the children all who range in age from 2 years old to 12-1/2. most of the students in the orphanage lost their parents to hiv but also says the students are thriving at the school which operating entirely through donations. five percent a year for five years the protests ahead of a uc discussion on raising

a somber dedication was held in san francisco honoring the city's police officers who were killed on the line of duty. 101 names are etched on the walls of the city's new public safety administration building on third street. it's part of an art installation in memory of the fallen officers. it includes an 8,000-pound spiral of gratitude embedded

citizenship. hamas did not take responsibility but says that the attack may have been in retaliation. about 500 students marched in protested on the uc davis campus and there was a similar campus at uc berkeley. the students are fighting a proposal to increase tuition 5% a year for five years. governor brown has said he will increase funding. the board of supervisors today unanimously passed two ordinances that give more stability to hourly workers in san francisco. the legislation calls for businesses to post schedules 14 days in advance and to offer extra hours to part time employees before taking on new

hires. the new legislation only affects chains which are defined after having more than 11 locations and the legislation is set to go into effect in six months. the dow rose 11 -- 40 points to close at an all time high. an update to a story we brought you back in july. a san francisco woman who's wheelchair was stolen now has a new set of wheels. you can see the smile on maggy fraizer's face as she sits in that new wheelchair customized just for her. fraizer has cerebral palsy and the wheelchair she had was stolen. she told us she had to rent a chair and it cost her a lot of money. money that she really didn't have. she says she couldn't afford it. so ktvu viewers helped her until medical came through with that new wheelchair. >> that is just great. big acquisition tonight for the oakland a's. a hitter who just played in the world series is now joining the
