.06 in san francisco. but you know we could use six tenths but we will not get that from this system. some rain reports vallejo and benicia. santa rosa looks like they are getting rain. there is really not a lot to this system. it looks like a lot of rain. maybe out to the russian river and back toward petaluma as well. after that it's kind of hit and miss. it is beginning to pick up a little bit. highway 17, santa cruz. 40s and 50s on your temps. i doubt these travel very far. and a little bit of a south breeze. 51-58. we to have a better system on thursday. that will come down from the northwest. it will have a little bit more cold weather. today and tomorrow we do get some rain out of this. 60s on the temps. it will be a little cooler

today. here is sal. i've been talking about all the rain and being self-serving but i have not been listening to you. nothing personal. we haven't been as bad as we normally are becauses rain snuck into the morning commute. but now we are getting more crashes. especially in the north bay. you can see it's a 20-30 minute drive time. also looking at interstate 880 traffic here is moderate. the roads are wet. even though it has not been raining too hard. a little windy too. let's go to the north bay. southbound 101 there was an accident coming out of petaluma that will be hard this morning. the accident itself was not too major. anything on that stretch just makes it kind of rough. highway 37 heading over to 121 there was slow traffic already. and there is a report of a

crash on 121 just north of highway 37. just this area up here as steve has correlated with the rain. let's go back to the desk. san jose police have surrounded a home after a report of an armed man with a child is held up inside. this is near oak grove high school. police tell us it started at 9:45 last night. there was a report of a man in the street holding a give up and he reportedly had a child with him. the man then went into the house before police arrived. we do have a crew on the way to the scene and we'll bring you updates as soon as they come into our newsroom. a court appearance is scheduled this afternoon for three people accused of leading sheriffs deputies on a high speed chase. 22-year-old cay tree yeah freeman, marquez trent, and 37- year-old tiffany are all suspected of robbing a safeway

in castro valley and injuring two security guards. officers chased the suspects to san leandro. deputies chased the other two suspects where speeds topped 100 miles an hour. officers called off the chase when thurman told them her two- year-old child was still in the car. deputies tracked the robbers to a home. san jose church will gather for the first service since the old building went up in flames. janine de la vega is is joining us live from our san jose newsroom. tell us about this morning's very special mass. >> reporter: good morning, dave. the first mass since the fire happened at holy cross catholic church will be taking place in the next hour and a half. on sunday a four alarm fire ripped through the historic building which is nearly 100

years old. firefighters worked for hours trying to distinguish it. community members have been salvaging what they can. firefighters were able to save a 10-foot crucifix which was virtually undamaged. the cause of the fire is still under investigation. this morning service will help with the healing process for the community. it begins at 7:30 a.m. at heritage hall which is behind the church. more snow expected in that big snowstorm. the one that has killed five people in the new york area. the national weather service says the storm is dumping 3-4 inches of snow every hour.

four months of snow in just the past 48 hours. some parts of buffalo have five feet of snow. incredible. by the end of this week, it could hit 7.5 feet of snow. >> just a lot of snow here. >> it's probably heavier than anything that we have seen in over 40 years. >> now again this is a deadly storm. the deaths of five people are blamed on heart attacks, people being pinned under a car or being trapped inside of a car. today a lot of schools and roads as you can imagine are closed. local state of emergency has also been declared in the buffalo area because of impossible driving conditions. now the niagara university women's basketball team are on their way back to the campus. they were stuck out there in the highway inside of their bus for more than 24 hours. they were coming back from a game late monday night when they were stranded on the new york state freeway. the coach of the team was tweeting out what they were

going through. she says state troopers finally brought them water and granola. others got on the bus with them. trying to be warm and get some shelter. snowplow finally was able to clear the roads enough so that state troopers could pick up the players and then bring them on another bus. today the uc board of regents will decide whether or not to raise tuition and fees. brian flores is in our newsroom with how students from all over the state are reacting. pretty emotionally. >> reporter: very emotionally. they are upset tuition could increase unless the governor does something to stop it. this morning the governor and the rest of the board of regents will talk about that in san francisco. the proposal is to raise student fees by up to 5% every year for the next five years. california students pay more than $12,000 a year in tuition and fees. and out of state students pay more than $35,000.

20 years ago tuition and fees were just $4,000. governor brown is expected to attend this morning's hearing which will be held at ucsf new mission bay complex. >> tell them if you won't represent us, we will get rid of you. raise tuition and we will raise hell. >> reporter: students have been protesting the tuition hike proposal on the uc campuses. they say that they are very upset over what happened. this is video from uc davis. there was a similar protest at berkeley. students at uc san diego also protested the proposal increase. this comes -- according to the l.a. times the newly opponented

regents opposed the tuition increase but it remains unclear if it would be enough to stop it. brian flores ktvu channel 2 news. >> all right this is likely to get more emotional. today shuttle bus drivers also an emotional issue. the ones that take facebook employees to and from work they are set to vote on the move to unionize. they are employees of a sub contractor called loop transportation. they make $18 an hour which they say is not enough and not comparable to salaries. drivers also work a split shift in the morning and in the evening. it includes a five hour unpaid break in the middle of the day. loop transportation says it has a generous benefit and overtime package for drivers. results could come after 5:00 tonight. time is 6:09. we are finding out more about the criminal past of the man who's accused of the hit and run death of an east bay

teenager. >> did you think you were going to die? >> yeah. i went down to my knees and i knew this was it. >> you will hear from the woman who says this man tried to kill her six years ago. >> a grand jury decision in the deadly police shooting in ferguson, missouri could come any day. how officials and businesses thousands of miles away are preparing for potential violence and vandalism. >> a little bit wet out there in some areas. that means we could see slow traffic. it's already very slow parts of the east bay. we will tell you a little bit more near the drive to the south bay coming up. >> some very light rain out there. another yawner of a system. but if you're in mill valley, pat yourselves on the back. a whopping .08. that is it. we'll see if there is is any more.

♪ come and get it. oakland bracing for possible vandalism after the missouri grand jury hands down the ruling in the deadly police shooting of michael brown in ferguson, missouri. that decision could come at any time on whether to indict officer darren wilson for the deadly shooting of 18-year-old michael brown. oakland mayor jean quan says several groups plan to gather after that jury hands down their verdict. advising business owners to use their security cameras, dead bolt doors and empty out cash

registers. missouri governor gimmicks on is creating a commission. to help the town of ferguson heal from the shooting and everything that has happened around it. in the weeks after michael brown was killed, several protests as you know ended in riots, vandalism, and several arrests. this new commission will make recommendations on how to move forward on race related issues. michael brown was african american p the police officer involved is white. the report from the commission is due sometime next year. >> the issues raised in ferguson touch every part of our region. just as they have touched us all. they are the same issues that rest at the very core of our democracy. >> governor nixon has declared a state of emergency in missouri. that allows the national guard to be brought in. if officer wilson is indicted. , possible charges range from

involuntary manslaughter to first degree murder. happening today a juvenile court judge will holdout hearing as he gets ready to decide whether a 14-year-old san francisco boy accused of killing a former classmate should be tried as an adult. the teenager is awaiting trial in the fatal stabbing of rhaetian williams outside of a mission district store two months ago. family members have since handed in hundreds of signatures urging the judge to make the rare legal move of trying the teenage defendant in adult court. final decision is expected in two weeks. time is 6:15. if you love to eat crab and we do, you may be able to enjoy low prices early in the crab season. that is because commercial crabbers have an interesting problem. while they are catching tons of dungeons crabs they're having trouble unloading them. they are stuck in these long lines you see here to transfer the crabs from their holds. so instead some of them are

selling their catch directly to the public. at about $6 a pound. >> a lot of locals are saying it's the most they have seen. >> it created a few problems this year. masses of volumes of crab have been coming in. >> melted better. some local fishermen say this could be a record crab season. if you are traveling by plane during the holidays, a new study might have you kind of grimes aing. >> they had ten times more bacteria on the tray table than the toilet seat. >> the airplane sink was the

dirtiest area. the second dirtiest the tray table which the expert says was 500 times dirtier than the average toilet seat at home. the cleanest area was the door handle but it did still contain unsafe levels of bacteria. travelers are urged to use sanitizers to clean their hands. maybe a box of disposable latex gloves. >> and there are people in the airports watching us saying what did pam cook just say? >> yeah let's go get hand sanitizer and wipes and stuff. >> yeah the wipes you pull it down and don't put anything on it until you wipe it down. if you are just about to leave, a little bit wet out there. perhaps it's not raining where you are, but it was just wet enough to slow traffic. slow traffic all over the east bay. it's already very slow. you can see here the traffic is

moderately heavy. when you get to the bids bridge toll plaza, right now the traffic is going to be moderately heavy. i would say it's a 25-30 minute delay getting into san francisco. so you will be waiting there. the north bay is not doing well. we had an earlier accident on 101. and southbound 101 from petaluma heading toward nevada. a good portion of it is slow. 37 is slow already coming out of the vallejo area and heading over to novato. 101 we had an earlier accident in the have sinty of the civic center. it's not in the lanes but traffic is slow approaching there. so please give yourself extra time. a lot of the commutes are already behind schedule. 6:18 let's go to steve in the weather center. >> all right thank you sal. we do have some rain moving through. you might need to use your wipers this morning. not for everybody but for some. .06 in san francisco. that is is it. that is it. .08 in mill valley.

mand i'm a troubleman for pg&e. i've been with pg&e for 17 years and i work in vallejo. i grew up in vallejo and this is where i want to be. i ride my truck around on the same hills i rode my bike around when i was a kid. as a troubleman, if your power goes out, you call and here i am. i feel like my job is important because all the people in this community are people that i know. my family is vallejo too so i need to make sure it's safe for them. when i pull up to a house, i want customers to know i'm there to help. we need to get the power back on, that's our job. you get a good feeling from fixing stuff.

breezy and cooler. temperatures today upper 50s and 60s for some. we are getting rain now. up in the santa cruz mountains even though there is not a lot there. even to the north bay. there is another line there. we are not done yet. the front still has to come through. i don't want to show some rain up near windsor. santa rosa you can see. 101 corridor there. there is not a lot of rain with this. some areas are getting bursts of moderate. this is a weak little system. it looks like it just went through parts of san jose down to morgan hill. 40s and 50s on the temps but there is a pretty good little breeze for some. and that is a mild pattern so this system does have a little bit going for it. it's mainly light rain. morning rain and clouds and some afternoon breaks. temperatures a lot of 60s. usually when we get rain it means sal is also busy. and i think turns have turned

for the worst. >> well, that's how it is. around now is when the traffic gets slow no matter what you do. throw a little bit of rain in there and we have a little bit of a worst commute. let's take a look at what we have now with some of the commutes. at the bay bridge toll plaza we normally have a big delay. it's not as bad as it was yesterday when we had that crash. there is a little bit of a positive thinking here. if you are driving into san francisco it's taking you 30 minutes. and also looking at the commute on interstate 880 north and southbound. it's wet in oakland but it's not raining right now at least. traffic is moving well in both directions. southbound 880 is moderate. a little bit of wind here. our camera is shaking. it's either wind or someone is on the roof of the building. and the morning commute on 580 westbound is slow through livermore as usual. and getting out of pleasanton down to the sunol grade all of

that is slow. 6:33 let's go back to the desk. >> we are following developing news coming in from san jose. a potentially dangerous situation unfolding as we speak involving a man who may be armed and a child. janine de la vega is joining us from our san jose newsroom. san jose police -- san jose police have surrounded that house. >> reporter: they have. this is happening in a neighborhood right behind oak grove high school which is in south san jose. let's go to live pictures of that neighborhood to show some of the police activity there. police have a house surrounded and their merge unit is there. last night around 9:45, police received a call there was a man standing in the area of larch grove court and a child was with him. when offices arrived the man had already gone inside of his

home. police are trying to make contact with them. right now there are no, ma'am reports of injuries. oak grove high school will remain open today but students need to enter the campus from blossom hill road. we will continue to monitor the situation. janine de la vega ktvu channel 2 news. >> thank you. also happening today a court appearance for three people suspected of robbing a grocery store and leading police on a high speed chase. in the back seed a two-year-old child. the pursuit started at a safeway until castro valley. tara moriarty is joining us from the beginning of the wild chase to explain what happened. tara. >> reporter: we are here at the safeway which is on castro valley boulevard. this is ideal everything started. the three people were inside the safeway store. they stole a couple items. they assaulted two security officers on their way out and

led sheriffs deputies on a high speed chase. we have mug shots of the suspects that are involved in this case. we have 22-year-old katrina freeman, marquez trent, and 37- year-old thurman. monday sheriffs deputies found two of the suspects hold up at home in oakland as well as a two-year-old who they didn't realize was in the getaway car while the high speed chase was under way. in san leandro the suv pulled over and the child's mother thurman jumped out as the suv took off. that is when thurman told officers that her toddler was still in the car. officers caught up to the chase and found them barricaded in a house. the suv was hidden in the backyard and inside officials say they found items from then. they will face kidnapping and

child endangerment charges. live from castro valley i'm tara moriarty ktvu channel 2 news. >> thank you. quite a wild story. the man accused of the hit and run death of a 14-year-old boy is due back in court to enter a plea. he is facing second degree murder charges in the death of ivan cruz. cruz was crossing east 14th street when he was hit last week. police say anderson was fleeing sheriffs deputies at the time. anderson was found hiding in a friends garage and arrested last week. we are learning more about sunny anderson's extensive criminal mast. they spoke to a woman that does not want to billion identified. but she says anderson tried to kill her. >> he tried to kill me by pressing on my threat. and then he did it and the next time he pressed harder. he did it about three times. each time was harder than the

other. >> anderson was charged with attempted murder in that attack but the charges were dropped due to insufficient evidence. 2 investigates also found a long list of a dozen cases filed against anderson in the last ten years. they include stabbing a man, tighting a sheriffs deputy, and driving under the influence of drugs. >> i just can't understand why in the world he's been allowed to be out there with after having all of these. he's not a good person. >> the alameda county district attorneys office has not commented on anderson's prior charges. 6:38. new this morning it looks like the oakland zoo will be able to move ahead with its expansion plan. according to the east bay express, the oakland city council finally voted after midnight on the project. zoo officials say the project will open the zoo to more visitors and also create an exhibit for animals that are native to california. now there are critics. critics say this will take away open space from nolan park. zoo officials first started

planning the expansion in 1998. the conservatory of music in san francisco is circulating a surveillance photo of a man suspected of stealing two guitars worth thousands of dollars. you can see the suspect in a red beanie right in the mid of your screen walking out of the building with the two guitars. one valued at $25,000. the other at $5,000. >> it's like your baby. it's something you cherish. so to have that taken away from you even though it's something you can find a replacement for, it's something special that is lost. >> the students think the thefts may be an inside job. these guitars were stolen ten days ago when there were three events going on at the school. the thief targeted a specific locker on the fifth floor. it's now 6:39. oakland's mayor has a warning for downtown business owners.

>> this is one of the properties of the show that we're the most proud of. this mechanical hand was built in our studios in montreal and it is the platform where the contortionists are doing their act during the show. you must have seen the images already. the hand is moving on stage with two artists that are signature under controlling it. one is pedaling with its hands and the other one is controlling the movement of the fingers. and it's pretty much made out of fiberglass, a little bit of metal. >> how many karates is the range here? squall goal half-moon bay. let's take a trip around here. mill valley .08. novato .08. san francisco .06. santa rosa and concord i tried to squeeze that in there. there is light rain. afternoon clearing. there will be some rain through the afternoon. we will get rain tomorrow it will be cooler. this has a little bit more cold air. breezy and cooler. clouds mix it there could be scattered showers. most of this is for the morning. there is a line right there. the front seat has a little ways to go here. so we will look for another couple hours. looks like we are into that window of some rain. some of the russian river area marin county .08. novato and mill centrally but you can see there is hardly anything left of the systems.

watch that squall line right there. now it's gone. and so that is it. occasionally you might get bursts of moderate rain. usually this is light stuff. rain up in santa cruz mountains but not that much. 30s in the mountains. it is a very weak system. there were 30s all the way down to new orleans and 20 into atlanta. even miami it has cooled off. buffalo, new york has had more snow in one storm than denver gets the entire year. the pictures coming in are incredible. 40s and 50s on the temps. some are on the mild side due to a south wind. half-moon bay being one. southeast sfo. 16 gusts to 24 at half-moon bay. a lot of cloud cover. some rain. occasionally moderate rain. again i think this is over done as we go into thursday. there will be one more system. i think the amounts will be cut

welcome back. the chp investigating a deadly crash last night. it happened on interstate 680 near martinez. and you're looking at video from news chopper 2 flying over it. the 66-year-old woman who died was a passenger in a car that flipped over in a multicar crash right near pi chai koa boulevard. four other people were hurt but we don't know their condition. speed, drugs, and alcohol do not appear to be factors. republicans say they will put another vote on the

keystone xl pipeline when they take over both houses. the keystone pipeline will carry oil from canada to refineries in louisiana and texas. supporters say it would mean jobs. now president obama has threatened to veto the bill if it made it to his desk. time is 6:56. police want help tracking down thieves that stole hundreds of gallons of diesel fuel. it happened friday morning. that gas station has 16 surveillance cameras which caught two suspicious vehicles driving around the pumps. no camera shows exactly that happened. but the owner is certain they were siphoning off the fuel.

>> at first they would steal it from the pumps so we did everything we can. >> the owner says the thieves stole more than 750 gallons of fuel. he is offering a $5,000 reward for information leading to an arrest. controversial new fee that supporters will provide more affordable housing. developers will have to pay the city $17 per square foot. the fee will be used to build more affordable housing in the city. but opponents say it will only increase costs. >> because what it will do, it will drive the price of rental housing up now because they have to be able to afford the additional expense. >> this is a huge day for people that cannot afford to live here. we are justice tattic.
