san jose police searching for a suspect what they found inside a south bay home after an hour's long standoff. and there are still lingering showers around the bay area. we'll tell you just how much rain we already received and when you can expect the next round. good afternoon. i'm tori campbell. at least one person has been

arrested and a glass door has been shattered as tensions rise outside of the uc regents meeting going on right now. ktvu's brian flores joins us live from san francisco to explain what protesters are so upset about. good afternoon, brian. >> reporter: hi, tori. good afternoon to you. yeah, that one person was a student from berkeley. students are very upset over this proposed tuition increase. we take it back out we are live we've been live all morning long. we continue to be here live. and students say they will stay here until their voices and point gets across. as we mentioned, there was some pushing and shoving between students and police this morning. only about 80 speakers were allowed inside the building. but when a group of students tried to enter through the back entrance, a group was able to break through the barricade and a glass door shattered. one male student from berkeley

was arrested. thousands of student are upset over this proposed 5% proposed increase. some students pleaded their case on why the tuition increase would hurt them. >> i don't see the quality anymore. my last midterm i took while sitting on the floor in an overcrowded classroom. it's hard to get time with ats. it's strange when i hear about our university talking about being more privatized, but we don't have the quality that we try to uphold the image of. >> reporter: according to uc officials they say they had no choice because the state has not given the university any money despite a better economy. there is a lot of finger- pointing going on. the governor said it will vote no on the increase. he suggested forming another committee by january. meantime, janet napolitano said the regents need to have a budget passed before next year. >> but i have looked at the sustainability plan, and the only thing this did was say,

okay, if you don't get the tuition, then we'll take out students. i don't think you considered alternatives to the structure over time, while increasing access and improving quality. that may sound like a lot but it sounded like a lot when someone said you could put a mainframe computer on something -- a fraction of a fingernail. that was unthinkable. >> we don't have time to wait for another commission. we can have it. and we can make sure we get some -- maybe we'll get some really nifty ideas out of it. that's always possible but the budget process moves along. and the sustainability plan has to go in and we need to be thinking about the long-term health of the university. >> reporter: as for the timing of this decision, the finance committee will talk about it

this morning, perhaps approve it and the full board will vote on it tomorrow. as we take it back out here live, several students are out here. we'll have much more coming up. my ktvu partner john fowler is out here. he will have more on the news at 5:00 and 6:00. brian flores, ktvu channel 2 news. >> thank you, brian. a threat of a mass shooting has forced the closure of a santa cruz high school to keep students and staff safe. there are no classes being held at santa cruz high school as police and the fbi investigate the threat. police say it came into an e- mail last night to the school's principal. it was specific and mentioned times, places, weapons, and even students. it's unknown who sent the e- mail but investigators say it came from a server using physical crated encryption. a puzzling stand joch is over but the suspect is still missing. police received reports of an armed man who ended up holed up

in a house on larch grove place. s.w.a.t. officers used brash bang grenades to clear it -- -- dash flash bang grenades inside. there bhoos suspect inside. >> our merge officers removed the occupants. they removed seven children ranging in age from 1 to 13. the suspect we're looking for was not inside the residence. we're conducting interviews to determine where he is. >> police believe the suspect may have left the house before he arrived. oakgrove high school across the street was closed. it opened back up at 9:00. mark tamayo is here with how much rain we received and when we can expect more.

>> not significant rainfall but a welcome change. this is the beginning of an active weather week across the bay area. rainfall totals adding up in the north bay. santa rosa .20. those amounts tapering off for san francisco, concord and livermore, barely measurable. there's still a few scattered showers across the region with the activity in place. taking a look at the rainfall totals, you can see them showing up. here is the wider perspective. a lot of rain showing up. this will translate to snow out toward the sierra especially above 6500 feet. scattered rain showers focused in the santa cruz mountains. you can still see a little bit of activity up in the north bay, oefermer san francisco around richmond and berkeley. we had some activity closer to livermore a few minutes ago. right now moving out toward discovery bay and the southern view showing you this, not much in the way of rainfall over the south bay. san jose only reporting trace amounts of rain. a few sprinkles there.

here we go with action over the santa cruz mountains. there is another system offshore. we'll hold onto the possibility of scattered showers for later on today but the next one offshore, this will be a big factor in our thursday forecast. we'll have more on that coming up in about ten minutes. tori? >> thank you, mark. one person is dead following a two-car crash in santa cruz county this morning. the highway patrol says a car and suv collided about 6:40 a.m. on southbound highway 9 near ben lomond at california drive. the driver of the car was killed. the southbound lanes of the highway were closed while officers investigated. officials are waiting to release the victim's name until after next of kin have been notified. new details on the immigration battle. president obama announced today he -- he will address the nation tomorrow night on an executive action that will shield up to 5 million undocumented immigrants from deportation. that action would make the immigrants eligible for work

permits but they would not be entitled to federal benefits such as healthcare. that speech is scheduled for tomorrow at 5:00 p.m. the president is scheduled to travel to las vegas the next day to promote his plan. now, news of that address tomorrow night is angering republicans on capitol hill because they are overwhelmingly opposed to the president's immigration plan. it's just one of many issues in fact to be battled out between the white house and the gop. our reporter has more on what it could mean for future legislation. >> the bill is not passed. >> reporter: after failing by one vote to reach the 60 needed to pass construction of the keystone pipeline, the future of the project is as uncertain as senator landrieu's political career. landrieu, a democrat, locked in a tight runoff election fight with bill cassidy sponsored the keystone bill popular in louisiana, burking her own party's -- burking other own party's stance on the issue. >> i came here 18 years ago

fighting to get here, fighting to stay here and i'm gonna fight for the people of my state until the day that i leave. >> reporter: republicans will be the majority party in congress in january and are promising to bring the bill up again. for now they are gearing up for a more immediate battle, a showdown with the obama administration over immigration reform. >> the president has made it a lot tougher to get off on the kind of bipartisan footing that i had heaped would get -- hoped would get established this year,. >> reporter: republicans angered that the president would bypass congress are considering blocking a continuing resolution aimed at keeping the government running beyond december 11th when current operating funds run out. >> even with a common piece sense of legislation that has bipartisan support, republicans have been critical of the bill. >> reporter: despite the threat

of an overreaction, the prospect of an actual government shutdown seems unlikely considering how unpopular the october 2013 shutdown turned out to be. on capitol hill, mike emanuel, fox news. arson investigators in san francisco are looking into three car fires on the same block in the city's noe valley neighborhood. police say the three cars were set on fire around 2:00 this morning in the 500 block of noe street between 18th and 19th. officers on the scene did not see any suspects or witnesses. anyone with information is asked to call san francisco police. hundreds of parishioners at a san jose church that was badly damaged from a fire over the weekend gathered for the first service since the fire. about 100 parishioners came to mass in a hall behind holy cross catholic church. the pastor talked with parishioners about the fire and says it's been an emotional experience for the entire church community. we're mourning the loss of

our church building. and also we are counting our blessings that nobody was killed. nobody was got hurt from our community. >> the four-alarm fire tore through the almost 100-year-old church on sunday shortly after mass ended. the church sustained heavy damage, almost everything inside was lost except for some books, paintings and a ten-foot italian crucifix. it's believed the fire started with an electrical problem near the organ in the choir loft. but so far an official cause has not been released. the snow keeps piling up around buff loaf, erk no. we'll show -- butch low, -- buffalo, new york. we'll show you the incredible pictures. and more fallout for bill crosby as allegations of sexual assault grow against the comedian. charles not having coverage stressed me out. i literally haven't been to a doctor in 15 years.

more fallout against comedian bill cosby in the wake of a growing number of allegations that he sexually assaulted women. now, nbc says it's scrapping his upcoming project with the comedian and yesterday netflix said it would postpone next week's premiere of a new cosby standup comedy special. at least five women are now accusing cosby of sexual assault. the most recent claim is from

former supermodel janice dickenson who claimed he sexually assaulted her in lake tahoe in 1982. a lawyer for cosby says her charges are false and outlandish. the first catch of the commercial crab season is heading back to dry land but some fishermen are having trouble unloading. that's because at half moon bay, there are long waits for fishermen trying to unload. and now we're learning as an alternate -- alternative, some fishermen have been selling their catch directly to the public at about $6 a pound. >> the most crab they've seen in decades. so many crab out there, everybody is filling up. >> it's created a few problems this year, masses, the volumes of crab that have been coming in a short amount of time. >> some local fishermen say it looks like it could be a record crab season. cease illwilliamscecil

of a state-of-the-art technology throughout the venue which will make the stadium one of the most advanced in professional sports. the deal will reportedly cost $10 million over ten years. that new stadium is set to open in march. people around buffalo, new york are working to dig out after the area was pummeled by as much as five feet of snow. the storm is being blamed for five dearth, including three heart attacks. as the efforts to continue to clear out the snow, meteorologists warn more is on the way. >> it was almost to my chest. literally pushing snow out of my with high hands to get to the shovel. >> reporter: all 50 states had temperatures below freezing yesterday. and 50% of the country is now covered in snow. the snow came fast and furious in buffalo, leaving 6 feet of snow and counting.

they are getting a year's worth of snow in four days. >> more than 230-truckloads of snow removed from south buffalo over 5,000 tons of snow that have been removed from south buffalo. >> reporter: first responders were forced to carry some to the hospital on foot. a state of emergency has been declared for parts of new york state and the national guard deployed. >> it's probably heavier than anything that we have seen in over 40 years. >> reporter: it's been deadly. the latest death came this morning when a 46-year-old man was found inside his car. >> the car was buried under approximately 12 to 15 feet of snow. and he was found deceased. it's another example that this is still a dangerous situation. >> the worst may not be over. another blast of arctic air is expected to hit the southeast, midwest and northeast likely bringing more snow and record-

low temperatures in the teens and the 20s. we're tracking the rain showers here in the bay area. here is our live camera looking out. you can see some breaks in the clouds. in fact, some breaks and probably rain showers showing up as well. this is our camera in the south bay in san jose showing you mostly cloudy skies. but the main action with the rainfall has been focused up to the north. as far as the radar right now, we hear a lot about buffalo, you can still see more snow developing this qlfern moving in from the south and west. as we come come close to the west coast, covered across a good portion of northern california with rainfall and snowfall out toward the sierra up above 6500 feet. snowfall will be developing this afternoon. here we go with the live doppler sweep showing you this. the current rainfall pattern in marin county, santa rosa a few popup showers. in san francisco around the golden gate bridge, the marina district show you activity right now. not so much coverage in the east bay except out towards

tomorrow morning. for thursday, we're dry at 7:00. but a lot of cloud cover out there. and then look what happens. this one on thursday for the afternoon hours could have some heavy rain sweeping into the region from the north to the south and then thursday at 6:00, some scattered rain showers. look what happens on saturday. friday night into saturday morning, another impulse moves in. the start of your weekend could -- very likely be wet out there. forecast highs for this afternoon. a lot of 60s for san francisco and san mateo and san jose and a very active five-day forecast. tori, we were talking about sunny symbols on the five day. but now we have a lot of rain clouds. we have one tomorrow that will be stronger. more clouds friday and then friday night into saturday. it looks like we could be talking about more rain and more snow in the sierra. we won't be saying drought buster any time. but it's a welcomed change. >> we need every drop we can get. >> that's for sure. still ahead, a big top performance is back in the bay area for the holidays. we'll give you a back stage
