that sign by the tree, it's one of many left that littered the grounds. signs that will likely be picked right back up tomorrow, as the board is expected to approve tuition hikes, a vote that will essentially say that lawmaker provide more money or tuition goes up. locked arm in arm, uc students demanded an end to talk of raising tuition. as the uc regents committee met inside to go over a plan to do just that. >> you can be very well off and your parents can pay for your school. middle class students are screwed. >> i'm outraged. none of us can afford to go to college. >> reporter: some of that spilled into confrontation with police. while inside the meeting, there was angst over a plan to raise tuition 5% a year for 5 years. >> shame on us for being in

this position today that got this bus load of students from all over our state to have to come here to have to come here and listen to us point fingers at each other. shame on us. >> reporter: uc has said that a lack of funding during cuts requires a tuition hike now. governor jerry brown says uc needs to be more efficient with its money. >> i'm not saying it's easy, but the university does have close to 7, 7 billion and 5 years ago it was more like 5.5 billion. >> uc president janet napolitano argues the hike brings uc stability. >> this is the budget we believe we need, and we will need moving forward. and if we get off this year to year feast or famine. >> reporter: for some students the vote could mean the difference between uc or no uc.

>> if tuition hikes increase, i probably won't be able to attend school. >> reporter: the uc president said today that this tuition hike, part of this five year plan is a contingency based on its current budget. if lawmakers were to provide more money in the future, these tuition hikes could be reduced, or eliminated. the assembly speaker said she ask working on legislation, a plan that would eliminate these tuition hikes for instate students. >> for now, it looks like they're moving forward with it. a grand jury decision could come in a matter of days on whether to charge a police officer from ferguson, missouri, for the shooting death of 18-year-old michael brown. the grand jury is expected to meet friday to hear more evidence involved in the case involving officer darren wilson. there are reports that a decision on whether or not to indict could come shortly after that. and there is concern that there could be angry reaction in the streets if he is not charged. prosecutors say the grand jury's announcement will be

held for 48 hours to allow law enforcement time to prepare. gun dealers around ferguson are reporting a spike in gun sales. one dealer said people are getting anxious ahead of the grand jury decision, and that he has sold more than 100 guns this past weekend. typically he would sell only 30. and they're going so quickly, he says he can't even keep some of the guns in stock. first time gun buyers account for more than half of the recent customers. police also say concealed carry permits are way up. >> a call for justice in san francisco tonight at a rally outside a youth guidance center. they want a 14-year-old boy accused in the stabbing death of another teen to be tried as an adult. ktvu with a plea now for family and friends to prosecutors in this case. >> reporter: rain could not dampen the resolve of family

and friends of rashawn williams. williams had an academic scholarship and played football at sacred heart. the suspect is also 14. and since he's a juvenile, much of this case is cloaked in secrecy. more than 50 people gathered today to support williams' family as they presented impact statements. the crowd so large, the meeting had to be movedded from a conference center to a cafeteria at the juvenile justice center. they say a juvenile sentence doesn't match the severity of the crime. the maximum sentence would be 7 years. >> reporter: a spokesperson says he empathizes with the family, but due to the case being juvenile, he cannot legally contact. it will be determined in a factor whether or not the juvenile is tried as a an

new at 10:00, some police officers in berkely showed off their artistic side, with the goal of helping families in need. it's all part of a fundraiser called art and the badge. and it featured the photographer of three berkely police officers.

grade boy was leaving st. phillip, the apostle school. a female student who witnessed the chase said a white minivan may have been involved. the boy ran into a nearby cafe to safety. >> he did the right thing, which is of course, you scream, you run, you go to the nearest safe part. but i want them to have a plan of action if their student is walking home. >> the school sent out a memo reminding students to walk with a friend, or in groups, or wait on school grounds to be picked up. new information now about a woman found dying on a rural stretch of highway 29 north of calistoga. we have learned she was a resident of roaner park with relatives in spain. authorities identified the

victim today as 57-year-old maria cruz behar. they have not been able to notify her family. she died shortly after she was found from blunt force injuries that appear to be consistent with being struck by a car. still, it's a mystery as to how she ended up on that rural stretch of road early sunday morning. more rape allegations have been leveled against comedian bill cosby, prompting tv stations to pull deals. today, tvland announced it will no longer run reruns of the cosby show, and nbc said it was scrapping a development deal with bill cosby. netflix announced yesterday it would not air a stand-up special by the 77-year-old. several women have accused cosby of drugging and raping them years ago. janice dickinson is the latest to have come forward. the outcome of a hotly

(man) introducing the all-new subaru outback. love. it's what makes a subaru, a subaru. more breaking news tonight. this time out of florida state university where police are responding to reports of a gunman on campus. news outlets are reporting that two people have been shot, and wounded. it may have happened at a campus library. it's not clear if the victims are students. the university is located in tallahassee. and the administration there sent out an emergency alert tonight. that alert warned florida state students of a quote, dangerous situation and told them to seek shelter in the nearest building and to stay away from doors and

windows. it appears there is finally a winner in sacramento in the most expensive congressional race this year. the associated press today called the race for democrat ami bara in the 7th congressional district. he has a lead over doug osi who has conceded. the sacramento county registrar could certify the race next week. the loser could then ask for a recount. convicted felons getting a second chance all thanks to a measure that was just passed by california voters. proposition 47 turned some felony convictions into misdemeanors. ktvu's rob roth spoke with one man today who says this new law will help him finally put his past behind him. >> reporter: meet colin powell, same name as the retired general, but with a completely different story. powell was convicted of felony drug possession during the height of the crack epidemic in 1989 when he was 18 years old.

he served some of his 8 month stretch at san quentin prison. as a convicted felon, he said getting a decent job was impossible. >> when you have felonies on your record, nobody trusts you. nobody wants anything to do with you. you're not a real human being anymore. >> reporter: after 25 years, that felon label is about to disappear. under recently passed proposition 47, californians convicted of drug possession and many other nonviolent, low level crimes can ask a judge to have their convictions reduced to misdemeanors. that's a big difference. powell's public defender told him the news. >> he cried a little. >> to get that taken away, that could actually almost be considered being accepted back into normal society. >> reporter: powell is one of an estimated 40,000 convicted felons in california who have already served time, and now may be eligible to expunge

their felonies from their record. >> this is a list of cases that we have to review. >> reporter: jeff adachi set up a special hotline for people to call who think they might be eligible. he says he's gotten dozens of calls in just two days. >> we expect we're going to get thousands of requests for help. in san francisco, we've already identified at least 2500 cases. >> reporter: powell says getting that felony label removed would be a big lift. >> hey. i might even try to take that civil services exam then. >> reporter: he is due to have his hearing in court in about two weeks, but it could take years to sort out of thousands of other cases under proposition 47. in san francisco, rob roth, ktvu, channel 2 news. the oakland city council gave preliminary approval to a controversial expansion plan for the city zoo. it was a lively meeting last night with an after midnight vote to approve the city's expansion into nolan park. dozens of people were there to oppose the project.

they say it sacrifices valuable open space. zoo officials say it will benefit the community with more animal exhibits. the city council is set for a final vote on the project december 9. system number 1 moves through the bay area this afternoon. i point out system 1 was all wrapped up. this system is stronger. see how it's not wrapped up on itself? got some pretty strong winds with it as well. this storm will have a little bit more of a push than what we saw today. so instead of .2 of an inch, or a half inch of rain, we could see an inch of rain in the north bay hills, or 3/4, to 1/2- inch around here. the system doesn't get here number toll. sort of 9:00, 10:00 a.m., by

lunchtime, it's raining throughout the bay area. a lot of it now out in concord, san ramon. out in the livermore valley. it's not going to be widespread, but it's going to be patchy, and all over the place. so even in places like down towards evergreen, in the south bay you could find it in those little cool spots. overnight lows tonight, 40s, dew points, coincidentally are in the 40s as well. the so dew point temperature meets dew point temperature. you get fog. the winds kick up tomorrow as system number 2 tees up. here's system number 3. system number 2, got a little more game. as it moves in, we'll notice the clouds increase tomorrow. could see up to an inch of rain. i expect san francisco, .3 of an inch. maybe .4. oakland, maybe a quarter of an inch. this is your forecast for tomorrow. when does it get here? it gets here really after the morning commute. here's the morning commute. might be a little wet on the roadways. here's the 1:00 time. so it misses the morning

himself in the middle of a crucial game, then apologizing a couple of days later. that would be today. amad brooks center stage again. a couple of weeks ago, he knocked the ball out of drew brees's hands in the final moments. the 49ers had a victory in new orleans because of it. didn't like it this week when he was rotated in and out of the lineup vs. the giants. sat himself down. today, he explained his odd actions. >> it was an emotional reaction during the game. and i reacted out of my character. and i did not quit on the team. i did not take myself out of the game. but words that were said by me, you know, obviously couldn't be taken back. >> it's not insubordination. let's just clear that one up. got emotional on the sideline.

tell you what, for those who have lived around mostly died with the warriors in the past couple of decades. you think of the problems they used to have, compared to things they have these days. now one of the issues, how to deal with all the talent on the
