nnouncer: it's a great big world and it can all be yours. here and only here. ♪ come and get it. now at noon, rain around the bay area right now and it's expected to pick up. ktvu's mark tamayo is tracking some thunderstorms and will join us live. tuition is going up across the university of california's ten campus system. what that means for students. and president obama gets ready to announce sweeping changes to the nation's immigration laws. why the way he is doing it has many outraged. good afternoon. i'm tori campbell. right now, much-needed rain is

once again falling around the bay area and there could even be some thunder and lightning and this could create havoc for this evening's commute. mark tamayo has more. the rainfall moving in right on schedule, midmorning into the early portion of the afternoon. here is our live camera of the south bay, the cloud cover and the main action has been focused up to the north and a few lightning strikes detected out to humboldt county and well offshore. this is the radar loop over the past six hours. this is our live camera looking out over the golden gate bridge. wet roadways and probably accumulating water on the roadways. we'll get rid of that and show you pattern. those yellows and orange correspond to moderate downpours. could be heavier cells as well. steady rain up in the north bay. petaluma sonoma, st. helena.

as you can see, closer to oakland and san leandro, those rainfall rates have been picking up especially out towards la fayette and we'll continue to tour the bay. they are covered with the green there, indicating light rain showers. the heavier amounts are out to palo alto andwoodwood side. not as much south. basically dry in morgan hill and gilroy. things are more active closer to the coastline and the san mateo coastline and right around half moon bay. as far as forecast totals, we're expecting about .25 to possibly an inch in the wettest locations. we'll have more on the timing of this system for this afternoon. another one showing up on the five-day forecast. we'll have more on that in a few minutes. >> thank you, mark. tuition at the uc system is going up. sal castanedo was there as the uc regents approved the hike

and exexplains what this means for students. >> reporter: about an hour ago, the full board of regents voted 14-7 to approve an increase that could raise tuition by 5% for the next five years and compounded that's about just shy of 28%. some students and employees not happy with that. they were here protesting and also protesting at uc berkeley. last night, a group of students took over a portion of wheeler hall on campus vowing not to leave until a tuition hike was rejected. it's not clear what they will do now after the increase has been approved. public comment at today's meeting was emotional and at times disruptive but the regents managed to vote for the tuition increase before that meeting was interrupted. gavin newsom, lieutenant- governor, and uc regent is one of those who voted against it. >> it directly impacts middle-

class families. we're saddling up hundreds of millions of dollars of additional debt. someone is paying here. there's this mythology. 55% don't pay which suggests 45% do. hundreds and be hundreds and thousands of families will pay the price and bear the burden and society will pay a price. >> reporter: as i mentioned today's vote was 14-7. all thole there was a majority there to increase tuition, the funding is a contentious issue. several high-profile members of the board opposed due wicks hikes and are calling for a dramatic restructuring of the university's finances. student leaders say they are not giving up. >> we're gonna keep fighting this. this is just the beginning. monday is a statewide day of action taking place across the state on uc campuses across the state. there will be mass actions and direct actions that students in the community will carry out to make sure there will be no fee

hikes next year. >> reporter: and again, students have called for a day of action on monday across all uc campuses. not only at berkeley but everywhere else. uc leaders say the tuition like is not a done deal but depends on how much money the state can come up with. sal castanedo, ktvu channel 2 news. just within the last hour, state regulators decided to hit pg&e with a huge fine because of leaked secret dealings. they are fining the utility $1 million. pg&e shareholders would also be required to cover as much as $400 million of a proposed gas rate increase instead of utility customers. investigators say that rate increase was a product of back- room negotiations between pg&e

executives and regulators. extra counselors are at the campus of saint phillip at the apostle school after an attempted kidnapping. police say a man chased a 7th grade boy as he was leaving campus. officials say he ran and screamed until he reached a cafe. >> you don't think you have to worry about these kinds of things when they are in a safe environment and you don't want to have to think about this kind of stuff and the sad reality, you could. >> i will be meeting with a school counselor. she will bring colleagueses to present in case there's students or a group of kids would would like to, you know, vent about if or be concerned about it or reassured. >> school officials say the boy is doing okay. but was traumatized over what happened. the school is urging parents to

consider having their kids walk with a friend or in groups. happening today, the president plans to overhaul immigration rules announcing some key changes during a prime time speech tonight. but as mike emanuel reports, the heaption of executive action has already drawn strong criticism from republicans in congress. >> reporter: ahead of the prime time address, the white house releasing a video of president obama explaining why he feels he must take executive action to make changes to the nation's immigration policy without going through congress. >> this is consistent with steps that were taken by president reagan, president george h.w. bush and others who have used their executive powers to address problems with the broken immigration system. >> reporter: the changes the president has in mind could affect an estimated 5 million illegal immigrants. it's believed deportation efforts will be steered away from those parents who were born in the u.s. the president

is also expected to announce tighter border security measures. >> this is a president setting out new territory for presidential powers in effect saying the president of the united states can unilaterally rewrite laws without the participation of congress. >> reporter: some within the gop are threatening to withhold funding for any action the president undertakes while others are considering holding up funding the government beyond december 11th, when the current government expires. >> if president obama poses his will on the country, congress will act. >> reporter: none of the tv networks are planning to air the president's statement. back to you. ktvu will bring you complete live coverage of president obama's address to the nation tonight.

comedy tour. his next school for this friday in florida is sold out. back to you. 2 investigates exposes a multi-million dollar problem on bay area freeways. dangerous debris and litter is ending up on highways. we discovered the cost to clean it up has never been higher. this year, caltrans spent $61.6 million clearing litter, debris, spills and other highway hazard statewide. that's up 35% from five years. quite honestly, that's money that could be rather redirected towards vital transportation projects. >> you would rather not spend that much? >> right. >> tonight at 10:00, 2 investigates what's driving that price tag so high and we'll reveal some of the ideas being considered to hold drivers responsible as well. the city of san francisco is preparing a bid for the 2024

summer olympics. according to reports, giants' president larry baerd is leading the committee. los angeles, washington, d.c. and boston are trying to be nominated. critics have raised concerns whether tax payers would be left to pick up the costs of hosting the games. 2008 summer games cost $44 billion. last year's games in sochi, russia may have cost even more. an investigation is set to get underway into what led to the death of an abalone driver off the sonoma coast. emergency officials say yesterday the victim's diving partner called for help two miles south of sea ranch. he said the victim began struggling while diving and stopped breathing. the driver has been identified as 54-year-old john curtis from grass valley. they say an exam into the cause of death is scheduled for this week. in buffalo, new york, roofs are starting to collapse under the weight of all of the snow as snore storm batters that part of the state. the storm is blamed for as many

up. this was the scene in san francisco. just watching this camera offscreen or offair, light to moderate cells. san francisco so far picking up only 3/100ths. obviously not a heavy downpour but there's more offshore and it will be pushing into the region. in oakland, there's a downpour pushing into the region. that was about half-hour, 45 minutes ago with the rainfall rates picking up at least for the short term and then we have more activity developing offshore. here is the wider perspective on the radar and a lot of coverage for a good portion of northern california. this will be a snow producer out toward the sierra up above 6500 feet. you will notice some lightning strikes being detected as well up to the north and to our west. as you can see here, it looks like we have three or four. there is a chance we could have a few isolated thunderstorms across the region. as we dive in closer to the north bay for santa rosa, petaluma, sonoma, know vaughn toe, the yellow cells

correspond to more moderate activity closer to novato, black point and sears point. over in san francisco we showed you the live camera still covered with light shower activity. out towards oakland, we have more action to show you. this is a closer look at san francisco even sengsly covered from the richmond district out toward the mission and chinatown as well. out toward berkeley. more moderate cells. be careful original the roadways. this is more of the moderate downpours as water accumulates pretty quickly. closer to palo alto, sunnyvale, cupertino recovered here as well. not as much coverage in the south bay, especially south of san jose. there is not a lot to show you. that will change over the next few hours. as you can see, closer to santa cruz county, we had the yellows and reds flaring up corresponding to heavier rainfall rates. there's the wider perspective. we'll keep an eye on the lightning strikes up to the north and to the west. our live camera looking out toward the golden gate bridge. a lot of clouds here. the rainfall has backed off a little bit poeferrer the past few minutes. forecast headlines for today, rain today. the chance of an isolated

thunderstorm. next system moves in friday night and into saturday morning. we are working on a dry sunday forecast and a dry week ahead, at least mup for monday and tuesday. for the raiders' game today there's a chance of rain especially during the 5:00 hour. after that, i think we'll have improving conditions. temperatures will be in the upper 50s. system one moved across the bay area. next one is basically moving in right now and then that third one, that's set for saturday, especially for the morning hours. the one we'll foal cuss in on that's the one happening now with rainfall expectations about .25 to possibly pan inch foreign the north bay coastal hills. the rain line will continue to spread to the south. probably already feeling the cold air. still the temperatures only warming back up to the upper 50s to the lower 60s. 4:00 this afternoon, still some rain showers moving to the south and at 6:00, that trend will continue. not much to show you at 10:00 tonight and probably partly cloudy skies. slipt chance of a sprinkle -- slight chance of a sprinkle

rising u.s. home seams and encouraging data on applications for unemployment benefits and u.s. manufacturing helping to lift stocks. taking a live look. dow is up 14. the nasdaq up 20 and the s&p is up 1. graco is recalling almost 5 million strollers after reports of serious hand injuries. the recall affects 11 models of graco and century-branded strollers and travel systems. the model names include breeze, ka pre and travel mate. the strollers were made from august of 2000 to 2014. there have been 11 reports of finger injuries including six reported finger amputations. we'll have coverage on the
