had attached to him and pushed an officer. at that point they took him down to the ground. >> he disputes that and the dwi charge. and says what you can see is once he is on the ground he didn't stand chance. >> to be beating someone as they were and saying we will stop beating you as soon as you stop responding to us beating you. >> he went home uninjured from our staff and our staff was uninjured by him. >> i have permanent nerve damage. >> reporter: he shared these pictures following his release. prosecutors added resisting arrest and suspicion of assaulting a deputy. >> we will beat this case and when we do we will sue everybody involved and my client is going to have his day in court. and these people will know they

twice as yesterday. .71 petaluma. .52 in san francisco. not major rain but a bunch more than we had and there is more coming. the radar right now. coming in closer. reds and yellows represents moderate rainfall. outby the bay bridge. heavier showers, slowing you down. heavier shower activity. back out a little bit. san jose, downtown san jose, dumping down there. heavy rain in san jose at this hour. that is slowing things down. saratoga earlier we had thunderstorms over the hill here. you may see more. when you have a weaker storm the hills create dynamics that will allow for a stronger cell, heavier rain, maybe even a thunderstorm. maybe a few more coming. this is storm number two. on its way out. when i come back i will time line it.

more rain in the forecast. inefficient and over stafficide what an audit -- staff is what an add is saying. -- an audit is saying. they are calling for reduced work hours to save millions of hours. ktvu's melanie woodrow spoke to people who are questions it. >> reporter: anyone who has waited in line at the post office might think there should be more help, not less. when it comes to the processing and distribution center they said there should be fewer employees. pictures like this one that show many idle employees according to the report. the union president said the photos in this report are misleading. >> reporter: in office of the inspector general report says there are too many employees

that processing and distribution center. but the sign outside said we are hiring. it recommends eliminating 486,000 work hours to save $21 million. they suggested having 280 employees retire. management is questioning the math. management is not alone. >> if they are questions the figures so am i. >> reporter: the union president says the union has challenged past reports that national level. >> a lot of times the data are not accurate. >> reporter: he claims pictures are also misleading. some show over staffed machines and idle employees. >> if they are standing around it is probably because they don't know what to do because that is not their jobs. >> reporter: management has been moving people around to areas they are qualified.

employees did not want to speak to ktvu channel 2 news on camera. >> i think the solution is they need better management the postal service. >> reporter: while united states postal service disagrees with the recommendation to eliminate work hours it has agreed to evaluate efficiency, staffing staffing and productivity and improve employee supervise. it includes a response from usps management that says it disagrees with the math in the report. they stand by the matheddology. they -- methodology. they say they will check in on the changes in the future. >> thank you. as expected the full board of the uc board of regents voted today increase tuition

for the next 5 years. protesters gathered in san francisco again today but to no avail. uc board of regents approved the plan by 14-7. that means tuition can be increased by 5% for each of the next 5 years but it is not a guarantee. officials say if the state increases funding to the university system the hike will be unnecessary. but students are vowing to protest and say they don't want to be forced to pay more. ktvu's rob roth is live at university of california at berkeley where demonstrators continue their occupy of wheeler hall tonight. rob? >> reporter: right now 200 student demonstrators are inside the amdemic -- academic building. >> reporter: among students on the university of california at berkeley campus today these are the five most uttered words. >> i think it sucks. >> reporter: hundreds of students are so upset with the uc board of regents vote to raise tuition they have been demonstrating inside wheeler

hall. >> if everyone on the campus decides they be had enough -- they have had enough i am positive they will reconsider. >> reporter: classes and lectures have been going on as scheduled and there was an english class on the lobby floor. many students say they are in debt through student loans. >> it will be more loans. more debt. when i get out it will be more difficult to management my way through life. >> i work five hours on friday and have mornings in the class and 8 hours saturday and sunday. to juggle that and school and then -- it is frustrating. >> the vote allows for 5% tuition hikes over the next 5 years. that could raise tuition from 27,000 a year now to 15,000 a -- 12,000 a year now to 15,000 a year. >> my brother will need someone

to pay for his education. he will be in college in six years. i will have to work hard to help pay for his education. >> reporter: students are talking about walking out classes monday. the university is monitoring the situation but as long as the students are not disruptive they have no plans to force them out. >> looks like it will be a while before they leave. thank you. in the east bay pg&e employees underwent another day of earthquake disaster training. they set up a command center at the fairgrounds. today was the second day of exercises to make sure employees know what to do about emergencies in the event of a earthquake. officials say when the napa earthquake hit in september crews were able to set up shop immediately. >> after the earthquake we knew where our base camp would be. at the napa airport. and we do that ahead of time so

the day. the homeowner gave us this surveillance video that shows the incident as it happened in october. the woman makes her way to the porch, grabs the package and she drops what looks like a catalog. the homeowner says it contained her daughter's halloween costume. in may the same thing happened to another home. neighbors are hoping the videos will catch the suspects. at&t agreed to settle illegal dumping allegations in california. an investigation was launched in 2011 after inspectors found waste and other hazardous materials used to by at&t technician thrown into dumpsters. the settlement requires the spending of 28 million dollars for new policies like staging bins for waste inspection. new at 6:00 p.m. from star wars to eye robot,

movies presented us with versions of automated workers. now one company is rolling out a robo cops. it is made in the bay area and is already being tested. ktvu's david stevenson got a look today at what the future may be for private security. >> reporter: move over r2d2. >> we wanted to make something socially engaging. >> meet the night scope k5. this robot was born last year in mountain view and is set to roll out next year. >> we have the familiar blue light for calling for an emergency. >> announcer: >> reporter: using laser beam mapping, gps, microphones and license plate recognition software. >> multiple cameras feed back image on what the robot sees.

>> the target buyer, tech companies and malls. the creation was influenced by the sandy hook elementary school massacre and the boston marathon bombings. it collects useful information to help law enforcement during a crime. >> if somebody is messing with it and trying -- messing with it and trying to keep it from doing its duty it will send an alert. >> reporter: even knows when to recharge. what might this mean for humor security guards? >> let the robot run around and monitor what is going on. send the alerts to a operation center, allow the humans to do the strategic work. >> reporter: costing $6.25 an hour of operation.

it will be interesting to see what the 49ers do now that they can pay attention to football. lots of distractions. and the main issue for the 49ers right now, they cannot score a lot of points. lot of missed fires last week. especially when they intercepted the giants five times and turned the turnovers into just three points in new york. no touchdowns in the red zone. 33 times they have been in the
