live from ferguson tonight. >> reporter: just in the last minutes you can see the increase of police and the national guard as well. we saw a fleet of about 10 to 12 humvees pull up and into the unified command center here in ferguson as they prepare for another night of what they hope will be different than the violent unrest which we saw yesterday. protests continue in the street. clashes broke out between police and protesters. hundreds rushed into the street breaking windows and setting fire to businesses while hundreds of shots rang through the air. john mccullis says conflicting testimony about what happened in the shooting made it difficult for the 12 member panel to find probable cause for criminal chargeless. darren wilson supporters say the officer fired in self-

defense but brown's family lawyers argue the teen was trying to surrendered. >> we object publicly and loudly as we can on behalf of michael brown jr.'s family that this process is broken. >> reporter: meanwhile, community leaders are pleading for calm. >> we're crying out to all of you all. for peace, and for healing with us. this is not the answer to continue to destroy us. >> reporter: and the hope is with the national guard troops coming into st. louis and ferguson that police will be able to better focus their efforts on dealing with the demonstrations as they get under way tonight. and the national guard troops will focus on protecting businesses in government buildings here in the area. >> garrett are you getting any sense from protesters or protest groups if they're planning to do anything different tonight than last

night? >> the protests you actually are able to speak to, those are the ones out here to do it peacefully. they say they hope it'll be different. they have plans to come out and demonstrate peacefully. acts of civil disobedience blocking roadways. what we've seen for the last several weeks they plan to continue that. what we're not hearing from is those -- those folks that come in and really ruin those peaceful protests and turning them into mayhem. that's what we're waiting to see if those unfold tonight or not. >> they had 25 businesses at least burned to the ground including a walgreens and auto zone, they knew there was the threat of this violence yet they only had 700 national guard troops out last night. now they're bumping it up to 2,200. why didn't they have 2,200 national troops out last night. >> reporter: you know they were hoping it would be enough. law enforcement officials have said nobody could have anticipated what we saw last

night. they were hoping to keep things less than what we saw in august when in fact, it ended up being that much worse than what we saw in august. the problem with the national guard troops is that a majority of them rather than being here in ferguson they were stationed throughout the city of st. louis around key government buildings and shopping centers and businesses there. where as that left ferguson completely wide open and police here were honestly just completely overwhelmed. >> garrett, live tonight for us in ferguson missouri, thank you. ferguson police officer darren wilson is now talking about that deadly incident in august. in an interview with abc news says he couldn't have done anything differently to prevent the shooting in his confrontation with brown. >> officer wilson also said there was no way brown had his hands up when he was shot. he also says he has a clean conscious because he says i know i did my job right. in oakland last night as we mentioned, several buildings were damaged and a freeway was shut down. another protest is set to begin

at any moment and we have seen some protesters already now in downtown oakland. ktvu's noelle walker was there. what's the situation and what are they planning this evening? >> reporter: they started speaking here just a few minutes ago. there are any where between 40 and 60 protesters. i would estimate right now. this is a peaceful crowd. much like it started last night as a peaceful demonstration. people making speeches, holding signs. talking about solidarity with michael brown and his family. and wanting to find some way to be able to talk to each other about this issue of race. i should point out that we're here at the corner of 14th and broadway. and across the street from where these protesters are, you see the chase bank over there. it's boarded up. we've noticed several businesses boarded up. some of them preemptively. some were damaged in

yesterday's protests that got a bit out of hand last night after it got dark. over here across the street too, you can't see it because there's a bus across the street but there's a cafe called the bittersweet bittersweet cafe. it said this it was going to be closed today. you can see by frank igawa plaza. there is a police presence. they're keeping a distance from the demonstration from the protests right now. everything very peaceful but there is a police presence here and there are demonstrators here who presumably will start to march and get on the move. there was some talk that they would be starting at the oakland police headquarters earlier this evening. but they are starting here at 14th and broadway. now last night, there were some 40 people who were arrested after there was some looting and some graffiti and windows broken.

but right now so far, everything peaceful in this protest at 14th and broadway downtown oakland. back to you frank. >> let's hope it stays that way. noelle walker she will be staying in downtown oakland for us this evening. we'll check back in with her later. >> reporter: police tonight bracing for another night of protests after about 1,500 demonstrators staged widespread protests last night and went into the early hours of this day. in all 43 people were arrested. and police said they learned lessons from last night's demonstrations that left three officers injured and damaged 10 businesses in downtown oakland. ktvu's john fowler went to a briefing by city leaders this afternoon. and john is in downtown oakland. there's many people dealing with major losses tonight, john. >> reporter: that's right gasia. right now there are a handful of protesters here on seventh and broadway. where inside just a short moment ago, the police chief said his forces are tonight better prepared. >> we will try to facilitate a

protest where we do not set the direction of that march. >> reporter: while the police chief spoke at 20th and broadway crews were building barricades in case the protesters came this direction. the protection was for a federal officer. at the metro pcs phone store on broadway. workers were cleaning up. managers tell us looters monday night broke windows and stole merchandise worth $40,000. >> for everybody who did this, you know, shame to you. it's like, we're hard working people trying to make a living for our families. >> reporter: he told us looters left this flier behind. crews at the smart and final a block away stacking up pallets, hoping to stave off looters. a starbucks so badly damaged workers said they couldn't open at all. police say the crowd of 1,500 to 2,000 grew quickly.

that mutual aid officers from the chp, alameda county and contra costa county were called but could not prevent the lawlessness. in addition to the store front damage at least one vehicle was also damaged, three officers injured, none seriously. 42 adults and one juvenile arrested. on a variety of charges most were oakland residents. >> i think last night was very difficult. it was one of the longest demonstrations we've had in a long time. it also had more people than we've had to deal with for a long time. >> reporter: mayor quan and other city officials urging demonstrators to be peaceful and respectful of the brown family's wishes back in ferguson that any demonstration be nonviolent. gasia. >> john, thank you. more protests are happening all across the country tonight following the grand jury decision over the shooting of michael brown. last night demonstrations in most major cities all across the country were for the most part peaceful. but as we mentioned, the

majority of the arrests happened in ferguson st. louis where 82 people were arrested. 25 businesses as we mentioned were also burned to the ground including a wall greens and an auto zone. oakland had a number of people arrested any where between 39 and 43 people taken into custody. many of them during the large demonstration on broadway in the downtown area. in seattle, police reported five people were taken into custody. protesters briefly shut down interstate 5. they also threw rocks and cans at officers. three people were arrested in los angeles where demonstrators also stopped freeway traffic in the downtown area and hundreds marched in new york, shutting down three bridges one person was also arrested there. many of the dozens of rallies being held today involve students in new york middle school students from the bronx marched in remembrance of michael brown. college students held a demonstration on the campus of

ucla this afternoon. the protesters raised their hands in the air and dairied a banner that said black lives matter. young people are holding a rally outside of ron emmanuel. they're expressing their anger over what they call police brutality. the group plans to stay outside the mayor's office for 24 hours. protesters left the city trashed and three officers were injured. ken wayne talked to one of the protesters who says the violence really got out of hand last night. >> reporter: oakland police chief sean wentz said they weren't expecting the level of violence they encountered. there's been 70 protests in oakland this year. this by far the most violent. and as you mentioned after last night, three officers were injured.

the chp's's oakland office tweeted this picture of a chunk of concrete it says was thrown at police. oakland police chief says officers faced that along with bottles and anything people could find. >> we saw people on bicycles driving off and stocking up on rocks and coming back to the crowd to provide further ammunition for them. >> reporter: three officers suffered minor injuries including one that was hit in the head with this brick. thankfully his helmet provided further injury. >> this officer is regularly a school resource officer assigned to mentoring youth at an east oakland school and he's not performing those activities now. >> i don't think any violence is justified. but i understand the rage and the anger. >> this man who identified himself only at camilo says he

was at last night's protest. he says demonstrators need to speak out over the disproportionate number of violence at the hands of police. but not all protesters disagree with the tactics. >> there were people who were attempting to break things and others yelling at the people telling them not to do that that they were endangering the group. >> oakland's incoming mayors says he supports protesters right to demonstrate but not to violence. >> we demand peace in our streets here in oakland. this type of behavior will not be tolerated. we are going to be even more prepared to have a more effective response. >> reporter: oakland police along with alameda county sheriff's deputies did use chemical stray last night. they said they used that to protect the officers. and they may do that again tonight if they have to. the chief says they are always changing their tactics from each protest as they learn more about how the protesters react. asked what kind of tactics they might employ tonight, he said

they wouldn't say, gasia. >> ken, thank you. new york police commissioner bill branton is talking about the grand jury's decision not to indict darren wilson. branton did some consulting work and says he doesn't understand why authorities weren't more transparent with the facts after the incident. >> i really myself as a professional police person cannot understand unless there are prohibitions in missouri why so much of that information wasn't out within the first couple of days. relative to the struggle in the car, several shots fired in the car. officers injuries. >> a protester in time square last night splashed braton with fake blood. that protester ended up being arrested. you can see more of the images from last night's protest as well as read the entire grand jury document for yourself on ktvu.com. preschoolers injured during nap time after a cabinet fell right on top of them.

live pictures now from downtown oakland of a protest that is going on at frank agawa plaza any where in the neighborhood of 50 or so people have gathered right now, more could be coming as the night progresses, the demonstration was set to begin at 5:00 tonight. there are police on hand. you will recall last night the protest did get out of hand.

the number of businesses were damaged, spray painted, broken windows and at one point protesters also stopped interstate 580 near the grand lake theater. so far tonight it's encouraging to say that everything is peaceful. now moving to ferguson missouri, these are live pictures from there you can see the national guard troops on hand. missouri governor jay nixon has ordered more than 2,200 national guard members to be in place in and around ferguson. last night they only had 700. they said they didn't realize they would need that many so now they have tripled that number. 2,200 on guard tonight in ferguson. demonstrators are also gathering in san francisco right now. they too are upset over that decision in missouri. ktvu's david stevenson is live in the mission. david, what are the protesters telling you about their plans tonight? >> well frank, tonight there are about three dozen people gathered across the street from me at the b.a.r.t. station on 24th and mission.

they are trying to continue the demonstration that began about the same time here last night. organizers say they hope to continue the discussion about injustice and the mike brown case. tonight it seems they have a larger crowd than they saw last night. unlike what we saw in oakland and in other cities, the protest last night was peaceful here in san francisco. it disbanded around 11:00. decrying injustice in the mike brown case. protesters tell me they plan to rally until 6:00 and then march up to the 16th street b.a.r.t. station possibly before disbanding. police are standing by behind me about four officers watching over the scene. again as with last night it has been very peaceful here. no arrests or damage reported last night. and the expectation that might be the case again tonight. this is just beginning and we're going to continue to watch the rally here at the mission b.a.r.t. station at 24th and mission and

see how things go through the evening frank and gasia. >> we should mention that last night there in the mission everything was peaceful so hopefully it will remain so tonight. david stevenson in san francisco, thank you. we're just receiving word of a homicide that happened on pinehust road. police have set up a staging area near the park and that's what we're showing you here i believe from news chopper 2. this is on the southeast quadrant where 13th and 24th meet up there in the oakland hills. at this point police have not released any details such as the age of the victim or if anyone has been arrested. as we get more information on this developing story we'll bring it to you but again we're talking about an area that not a lot of people go really. it's very residential. many have the regional parks area up there. pine hurst road appears to be a crime scene. we'll keep you posted as we get more information. a spare the air day today. a spare the air day again

but the loss of tim flannery today he announced he is retiring from baseball after 33 years in organized baseball. eight as the giants flamboyant third base coach who couldn't help but get excited with the way he would wave runners in to the plate. and i will tell you what, this guy has done so much community work with the bryan stow charity in the san francisco area. he's one of those guys that really stands out because you can approach him any time, any place. he remembers your name and there's the tweet that the giants organizization sent out. thanking flan. truly a class guy. he felt after 33 years in organized baseball, time to concentrate on the family. he feels he's missed out on a lot of opportunities. away from baseball or not great guy. >> we definitely saw him shine

through the bryan stow foundation. tim said i have three rings and do i want a fourth, a the fifth. where does it all end? if you don't put the brakes on it now, where do you stop. >> the giants losing both flannery and pablo sandoval. how big a hit is this for the giants? >> well, i mean you don't think of the third base coach necessarily as a key ingredient. but he's maybe under rated. one of those guys you only seem to notice the third base coach. he messes up and sends a guy home and the guy gets tagged out. he's a valuable ingredient because a lot of players would confer with him to get advice. he was just a very stable figure in the giants organization. a go to guy and a big time right hand man for bruce bochi who he brought with him from san diego.

43 people were arrested in oakland. much of the damage was concentrated in downtown oakland. in oakland 61 people were arrested there. this all came after a grand jury there decided a white police officer would not face criminal charges for the death of 18-year-old michael brown. let's go back to oakland now and our noelle walker with demonstrators in frank ogawa plaza. >> we talked to you about a half an hour ago. has anything changed since then? >> reporter: no not really. we still have 50 to 60 protesters. if you want to go up a little and give them a little bit of respect. we're going to put our camera up high so you can see. they're standing in a circle and giving speeches talking about justice for michael brown and his family. they've been here since 5:00. this has been i want to point out a peaceful protest. nothing has spilled over into the street or even off of the sidewalk. right now cars are still going by. the roads are still open. across the street you can see

some of the aftermath from last night. the chase bank, windows are there boarded up. on the way here we saw several businesses along broadway with boarded up windows, the metro pcs, the smart and final both two had looting. starbucks also had broken out windows, the damage was basically broken window, a little bit of looting. graffiti and frank as you pointed out earlier last night, protesters streamed on to the freeway. so the hope is that this is how it's going to remain tonight. peaceful protests. people getting their thoughts and opinions out but so far that's all it is tonight and that is all we're expecting at the moment. frank. >> can't stress enough that so far it has been very peaceful there in oakland contrast compared to last night as you said. thank you noelle. in what's seen as an unusual mood, the grand jury released hundreds of pages of testimony into the shooting

investigation in ferguson. in the documents wilson says the only way i can describe it it looks like a demon that's how angry he looked. wilson said at this point it looked like he was almost bulking up to run through the shot that it was making him mad that i'm shooting at him. that's when wilson said he shot michael brown in the head killing him. the documents also include these photos of injuries wilson sustained after he says brown punched him. in a few minutes, we'll talk to teenagers at youth uprising. it's a center for teenaged kids in oakland. we'll tell you the heated discussion they had about the decision and what it means for them. now to new details in a debate over how to pay to maintain the golden gate bridge. the setting that makes the golden gate bridge so breathtaking is also pretty

hard on the steel paint and asphalt. the bridge takes a real beating from the elements every single day and ktvu's tom vacar is in san francisco tonight with the steps that are being taken to make sure that pedestrians and bike riders end up not having to pay a -- to make sure pedestrians don't end up paying a toll. >> the board understands that this is a controversial idea. and that's why there are no steps being taken any time soon. >> reporter: today assemblyman tin of san francisco says the state has helped the bridge a lot most recently with suicide barrier funds. >> we secured money for them

homicide investigation under way in vallejo after a shooting left one man dead and another hospitalized. it happened around one clock outside a valero gas station at the corner of solerno. there were 10 or more shots fired. then one of the the victims stumbled into a restaurant that is connected to the gas station. that's where the victim died. another victim was shot in the head inside of the car he was rushed to the hospital. both are described as men in their early 20s. >> i'm sure that we have some good witness statements. there were several witnesses transported to the statement where they're being contacted by detectives now. all volunteering statements. it's just a matter of being

able to put together the investigation and then follow up any investigative leads that develop as a result of that. it's unclear at this point why the shooting happened and police aren't saying whether it was a robbery or some kind of conflict between the victims and someone else. super bowl l is coming to santa clara that means that taxpayers could possibly be on the hook for some of the super bowl festives if they can't raise enough money. yesterday city leaders unveiled a $270 million package. the city is hoping that private money will help pay for things like a parade and a fireworks show. but if not enough money is raised, taxpayers may have to flip part of that bill. two preschoolers injured during nap time. the school's response and why it was shut down a few hours ago. >> right after the break tracking more showers into the bay area weekend. it's going to get wet around here. and you'll need umbrellas,

a live look from our camera on the streets of downtown oakland here. we're showing you marchers protesters, they've gathered outside frank ogawa plaza before 5:00. 60 people or more now marching through oakland. from what we can see this is a

strictly peaceful protest. i assume police are aside of them but they're not impeding this protest and that's what police said they're going to do. you remember last night things started this way as well but as the night grew later the mood definitely changed with some protesters. we did see violence happening in downtown oakland. we saw some people damaging businesses, vandalizing, loots of stores as well. many stores have boarded up their windows in advance. now tonight many people are being followed who broke away from this. again it is peaceful but the night is still early. there's a note that is coming out today and it's a note written by darren wilson. he speaks out to his supporters. >> the group we are darren wilson was released and someone read it out loud.

wilson wrote it during the investigation and ask that it remain private throughout the investigation. >> i watched the rally and it brought tears to my eyes. all of you are simply amazing and i don't know how to thank you all enough. i wish i could attend and meet you, hug you and personally thank you for all of your continued support. >> reporter: in another statement, wilson's attorney says officer wilson followed his training and followed the law. wilson also spoke for the first time today since the grand jury's decision. he told abc news that he knows he did his job right and that he couldn't have done anything differently during his brief confrontation with michael brown. >> there's been protests, unrest and violence. tonight we also wanted to take a closer look at the conversation that's happening particularly with young people. >> claudine wong went to youth uprising and sat down with three young people for a glimpse at what's happening

with they did. >> when did that change? >> i think the oscar grant thing. the oscar grant. >> we look at police a lot differently. >> reporter: while the trust is hard to find they have found it. >> i like officer -- because he's pretty awesome in alameda. >> i can't name one. >> an officer called richard williams, he works at the oakland police department at east mont high school. >> oh, yeah. >> reporter: they watched the frustration of ferguson spill into oakland. >> what about what they're doing? they're running around here killing people. we're breaking stories, which one is worse. >> people's cars that they work hard for we don't destroy that. >> but they can destroy someone's life. >> but that's the cops doing this. why are we destroying each other's stuff? >> at the same time, that's the way we get their attention right. >> reporter: they are young but there is an undeniable sense of hopelessness. >> we have two people basically that we have to duck and cover

i walked outside and i thought wow it's warm out here. >> it was warm. it's going to be warm again tomorrow. we had numbers into the upper 60s and low 70s. it's the middle or end of november. we're knocking off temperatures we're there. we're also getting a spare the air alert day for the second day in a row for tomorrow. that's an indication it's going to be warm again. this high pressure takes ownership of the area. you knew that. we talked about that last night. this is just the jet stream way up here. where's the green? where the jet stream is. this is the system we're tracking right here and what it will do is under cut the jet stream. that green will come this way. that will start to come this way. but noting in we get into tomorrow. a new clouds on thursday. friday though, friday night the showers will begin. so friday night maybe the north baby 10:00. we'll be tracking that for you. there's no fog along the coast because the winds are going offshore or if anybody here is offshore in concord, fairfield.

that's why we have the spare the air day because the high pressure and offshore winds. if it was blowing really hard offshore it just clears out the wind. it gets you right down around where we exist. the high pressure where it belongs for the next couple of days through thursday. and then this low pressure comes in friday afternoon it starts to impact us more clouds on friday you will notice. and then by friday night i suspect we will see showers showing up in the north bay. just a long range model just shows, see how progressive it is here. saturday at 1:00 look where the green is. the jet stream is far south. don't get caught up in the exact timing in this just know everything drops down for over 72 hours. friday night, saturday, sunday, monday and a little bit into tuesday morning. and then the jet stream wants to go back up north. hope that transpires and it looks like it will. we're going to get some rain around here. these are the forecast highs. some of the rain accumulations 3-1/2 inches of rain over the

streets shut -- a school shut down tonight after a wall with two cabinets fell on some children while they were napping. one child was seriously hurt. azenith smith live in fremont.

that cabinet that fell was not the only problem there at the school. >> reporter: the 3-year-old little girl is recovering at stanford city hospital because the cabinet was not properly secured. after today no one will be allowed inside the school after inspectors found other major violations. our cameras were rolling when fremont code enforcement officers red tagged and closed the preschool. they said everyone what they found was shocking. >> you think you're leaving your children safe and when this happens, it is very upsetting. >> reporter: two preschoolers were injured as a cabinet fell on them when the cabinet fell on them. >> the little girl was more calm i think. and the little boy was crying because there was no parent for them. >> reporter: the little girl was taken to stanford

children's hospital where she's expected to recover. while the cabinet falling was concerning enough, firefighters are also concerned with the school's response. >> it took 45 minutes for 911 to be notified. the cabinet was not anchored properly into studs. it was attached to the dry wall not the actual structure of the building and couldn't hold the cabinets weight with its content. >> it was a freak unfortunate accident. >> could it have been prevented if the cabinet had been anchored to the wall. >> reporter: city officials also found other violations. the school had expanded without approval. also the fire sprinklers were not maintained. >> the building official has decided to revoke the
