you can see a lot of water on the roads. there have been accidents this morning. a bit of a messy commute for the rest of the morning. we do have live storm watch coverage. i'm pam cook. be careful out there. >> can i buy an umbrella for you? >> i have one. >> good morning. i'm dave clark. let's check weather and traffic. it is serious. we are getting a lot of rain. >> marin county, san francisco, pacifica. >> could we get a kim inches out of this? >> easily. now the north bay expect for marin county is waiting for the heavier rain to show up. it will. later today into tomorrow looks prime time for you as the low gets closer. right now it's been about san jose. peninsula, east bay, san francisco oakland into marin county getting the heaviest. there is a lot there. some of the heavier moisture is getting pushed off towards the east. this is very light as you move up toward fort bragg. some rain clear laccolites have

had steady rain. it's moving closer to clover dale. over to richmond and berkeley and kenningston. on the san mateo coast. but we can get a steady rain there. wide spread rain. thunderstorm possibility increases later today into tomorrow. 50s on your temps right now. some of these won't travel very far. maybe four or five degrees. you will see what the lighter rain is. this will be with us all morning long. projections between now and thursday are really good. some of them inch to three plus. this will be tonight and tomorrow for the north bay.

which is already up to 88. there might be more than that one inch. 50s and 60s on your temps. here's sal with an update on a wet commute. it sure is steve. the best advice i can give you is leave early even if there are not any accidents under way. people will be slowing down. i want to show you the east shore freeway and the traffic between the mccarthur maze. the westbound commute between the carquinez and the maze 32 minutes now which is more than it usually is. and people taking longer to get there at the bay bridge toll plaza. it is already backing up. we've been keeping a close eye on the bridge. just a little bit slower than normal. 580 through the livermore valley coming out of the at mont pass. 580 through castro valley we've

had numerous crashes in this area. please give yourself plenty of time. a couple more just came in. we had a couple crashes in hayward. latest one being southbound 880. a lot of crashes and a lot of standing water out there. that is really the big problem. we already had report of someone getting caught in big puddle of water and the car didn't make it through. that is exactly what can happen. please give yourself extra time. let's go back to the desk. tara moriarty shot this video this morning in san francisco as her photographer was driving. there is what we've been talking about right there. a lot of water on the road. shooting up on to the windshield making for very dangerous conditions this morning. flooding is reported on several parts of the bay area freeways. various areas. in some spots there is 6-7 inches of standing water on the road. steve paulson says the rain is going to continue throughout the day. we are certainly going to get a

couple inches in some places. it could come down even harder this afternoon. steve also saying this will be the most rain and snow we've had since december of 2012. although california badly needs the rain, the current series of storms creates a potential for dangerous mud slides. especially in areas that were burned by fire like the king fire. that fire burned 12 homes earlier this year. this is in placer county. over the weekend more than 2.5 inches of rain fell in that burn zone. even more rain is on the way. and crews have been preparing for weeks to protect that area from mud slides by installing some new drainage openings and dropping tons of rice straw. >> time is 6:05. parts of the sierra bracing for a major snowfall. here is video from the last storm on both interstate 80 and squall valley with more than a foot of new snow fell. that snow is expected to start falling this morning.

it will stick around until wednesday night or thursday. cal trans is already warning people the highways and the passes may be dangerous. so if you are heading up to the sierra, make sure you carry chains. san jose homeless shelters are adding beds now. they're trying to protect as many people as possible during the cold winter months. they're also trying to offer an option for the people who are about to be displaced from the largest homeless encampment. yesterday morning workers started handing out 72 hour eviction notices for the people that live in the area near coyote creek called the jungle. the city says the jungle is not sanitary, it's not healthy, and it's dangerous. people at homeless shelters say they are lucky they have found a place inside. >> i am fully clothed. and i'm warm. but i'm still homeless. there is other homeless people that don't have that. >> city says about 50 homeless people agreed to leave the jungle yesterday be the shelter says as the temperatures go

down, they will fill up a lot faster. one shelter says last year they turned away 50 people in one night because there just wasn't any room. i want to go back to ktvu alex savidge who continues our storm watch coverage. alex is in emeryville this morning. how are the freeways behind you? you can see a lot of water coming up. >> we've seen quite a bit of water building up. the big concern for the chp. this is the thing you want to take your time and as you head out the door. we are here in emeryville this morning. we are right off the powell street exit. it does look like traffic is slowing at a slower pace. let me show you video we shot a short time ago. this is as we drove through oakland. right along interstate 580. and boy, you can see how much water there is and how much rain was coming down this morning. the windshield wipers were working hard and the visibility was not that good. we checked in with the chp.

they've had a handful of crashes. nothing too serious they say. but obviously a lot of the crashes related to the wet weather. the big concern for drivers according to the chp officer is the concern about hydroplaning where your car can just very easily lose control when there is a lot of standing water on the road. listen to what they are so concerned about. >> the water will pull on the shoulder or a drain will get backed up. if people are seeing that, if they identify that in an area, we are encouraging them to call us. or call cal tran. >> before this system moved in late yesterday, a team of volunteers spanned out across the city of oakland to clear out debris from the city's storm drain. this is part of the city of oakland's unique adopt a drain program. it's a model that is taking hold all across the country. there are 10,000 storm drains in the city of oakland. so far neighbors have adopted about 300 of those storm drains so they can clear debris from the drain and try to prevent

flooding. back out here live, the big concern out on the freeways and the roadways is all of that standing water and the possibility of flooding as well and what that does for drivers. the advice from the chp take it slow, watch out for standing water and really take your time. the chp is bracing for a very busy morning commute. live in emeryville alex savidge ktvu channel 2 news. >> good advice. we are all talking about how much longer it took us to get to work. >> nothing wrong with just taking it slow. >> thank you. happening today uc berkeley students will rally against a series of planned tuition increases on this 50th anniversary of the mass arrest during the 1964 free speech movement on campus. on december 2nd, 1964 114 people were arrested during a sit in. students were protesting the ban on political advocacy. today's rally is scheduled for noon at sprawl plaza. they are challenging the

tuition increases. a group of protestors occupied wheeler hall. also today an online campaign is asking people to donate to nonprofits on what is being called giving tuesday. the day was started back in 2012 after coming in after black friday and cyber monday shopping. they are encouraging you to give. there are several ways to do that. the fund raising website crowd wise is offering a free app with a virtual tower where each brick represents a donation. several corporations are matching gifts made on giving tuesday. that imclouds microsoft which will match gifts made through the website global giving. time is 6:10. speaking of giving. it's a familiar holiday site but becoming less common. coming up 59 6:30 what the salvation army is asking for to deal with the shortage. coming up next waiting in line for five days. the charitable mission of some

police dog is back on the job after getting treatment. we caught up with four-year-old cota during a training exercise at a petaluma post office. last week the german shepard was called in to help search a suspects car in elsa roadway toe. cota sniffed out cocaine hidden in the car and found methamphetamine which he accidentally inhaled. >> depending on the dosage and how their body responds to it, it could be fatal. it's a long 2.5 year relationship. we built a bond that it's not like any other. >> he rushed cota to an emergency clinic. the dog was treated and releaseds other day. the dogs are trained to get very close to controlled substances but cota has never

before inhaled a drug. today sam liccardo will officially be declared san jose's new mayor. the registrar voter says a manual recount determined that the machine count was accurate in last months election. liccardo beat dave cortese by 2700 votes. but questions were raised by the tally the day before the election. and the closeness of the race. liccardo will be sworn in as mayor on january 6th. if you don't like heights, don't watch your tv. happening today about 90 people are going to repel 26 stories down a san jose building but they are doing it for a good cause. here's video from two years ago of a similar event in san francisco. this morning people will be repelling down the side of the san jose marriott. it's part of an effort to raise money to prevent drug and alcohol prediction among children. today's event is being sponsored by over the edge.

it's an organization that holds a hundred similar events eachiereer. >> a group of hells angels -- real life angels buying out a stores entire bicycle to give to needy kids. it happened at black friday sales. riders stood in line for five days to be in line to buy every bike in the store. >> you know when a kid runs out and comes on this bicycle and rides around. it's a good toy. it's not a jacket. it's not a glove it's a bicycle. and it's pretty awesome. >> i think everybody remembers getting a bike. the bikes are given to catholic charities. an organization that helps the homeless and close to 600 riders helped deliver those bikes. >> they bought every bike in the store. >> that is awesome. nothing like a new bike at christmas. time is 6:16. in case you are waking up and

didn't know, we have a lot of rain. driving is already tricky this morning around the bay area. >> yeah dave and pam. there is a lot of standing water out there. i'm sure you noticed it on your way to work. the more it rains, the more water will be there. we've had a couple situations where cars will be stuck in puddles of water. assuming they didn't see him or make it through and they couldn't. this is westbound 24 about a ten minute drive between pleasant hill road and the caldecott tunnel. when you get to the bay bridge toll plaza, there is a lot of people waiting there. this is a 30-35 minute delay getting into the area. highway 4 is slow from ant ideologic all the way out to concord. and 80 westbound is slowing from hercules to richmond. we've had a lot of fender benders. 580 to castro valley sticks out. but just give yourself extra time. we've had noninjury accidents. we've had a crash on the golden

gate bridge. so it's just one of the things where you need to give yourself extra time. 6:17 let's go to steve with -- steve it's going to rain all day. not all day but there will be periods of rain most of today and into tomorrow. heavier bands coming on shore right now. and then unsettled weather comes back in. as the low gets closer we have rain from mendocino county to monterey. so that is good rain. i'm betting mill valley is over an inch of rain. san francisco is very close. as of 5:45 i think .93. the heavier moisture will start to get pushed off toward the east. southern california getting rain. this is the area of low pressure that looks like it will swing into the north. all signs point toward that moving in. the instability associated with that and there will be decent lift. we will provide an opportunity for thunderstorms later. any time you can get the yellow or orange arid that is coming

down pretty hard. we haven't seen that in a long time. some rain in lake county. thank you, pat for that information. and i have a hard time saying this. so i trust. some reports of hail there. i'm not surprised by that. because there is going to be a pretty good parameter for severe weather for us coming in. when i worked in denver, you could see them going through the roof. there will be instability coming in later tonight with that low into tomorrow that looked really good for us. mill valley probably an inch of rain. a couple observers there i know it's been pouring. also around tiburon and sausalito. over to the east bay concord and walnut creek and lafayette.

morning. measure in feet. the only thing is it might be a pretty high snow level. the cold air doesn't move in until wednesday morning. for us rain everybody. and some of the rainfall projetions are really good. and with some of that thunderstorm activity it could be impressive as we head through wednesday night and thursday. everybody is in on measurable amounts. even san jose projected to be 1.38. one system moves in and we will get a little bit of a break. and then that is the next part that comes in late tonight and tomorrow. and that will have the thunderstorm activity. rain, cooler. windy at times. 50s and 60s on your temps. today and tomorrow the main days. there will be a series of weaker systems kind of brushing us. keeping rain in the forecast. it will probably lift north over the next couple of days. i think thursday late friday into saturday one forecast model is very, very wet around the tenth or 11th. the other one is dry pip tend to believe the one that is wet.

i think we are setting up for a pretty good pattern. >> for a couple weeks maybe. >> hopeful. 6:21 is the time right now. the price of crude oil is rebounding. the cost per barrel is up 5% from yesterday but still at the lowest level since 2008. the price hovering around $69 a barrel. oil prices are down 30% since the start of the year. goldman sax says it's the equivalent of a tax cut for many americans. some analysts say the average price could continue to fall through the winter. one says some states could see prices at the pump drop below $2.50 a gallon. i'm just happy to see below $3. time is 6:22. the new call by president obama following what happened in ferguson, missouri. coming up in 22 minutes the one tool he wants all police officers to have and what it

welcome back to the ktvu channel 2 morning news. police are waiting for autopsy results to identify a body found over the weekend. a man called to report he found a human skull in his yard. likely brought there by his dog. search and rescue crews found partial human remains in a wooded area about 100 yards away. police have not said whether or not the death is considered suspicious. new this morning authorities in lebanon say they have detained a wife and a son of the leader of the islamic state group. the woman who is believed to be one of the wives of the isis leader were detained near a border crossing in syria. officials say they are using fake id cards and they were taken into custody after information came in from foreign intelligence agencies. meantime federal officials are

warning american troops scrub their social media account of any information that would make them a tool for the islamic group. it's expressing concerns over calls by isis for their supporters to look through social media for the addresses of u.s. military personnel and carry out attacks at their homes. the late apple cofounder steve jobs is expected to be a key witness in a class action lawsuit that starts today. the billion dollar suit claims apple uses software in its itunes store. attorneys for consumers and retailers say that inflated the price of millions of ipods sold between 2006 and 2009. apple steve jobs recorded a deposition for this case before he died in 2011 and attorneys plan to use that during the trial. it's now 6:27. the battle between cabs and ride sharing companies may take

producing more rain here today than some areas over the entire weekend. so that is good. especially the east bay. broody sanders out there i know broody runs cattle. .55. i think that is almost double. we do have our rain moving through. we will get a little bit of a break moving through. lighter rain to the north. it looks like it's picking up around lake port. probably middletown as well. the heavier rain is on its way from mendocino county as the low gets closer. easily an inch of rain. i haven't seen an update yet. 80 all the way up to santa rosa starting to ping up. pet low ma to concord. lafayette and san ramon. oakland rain and on the peninsula pretty good rain as well. hydroplaning on 280 northward. that is for sal if he is listening. and toward the santa cruz mountains as well. that looks like monterey. a lot of this may clip the

southern santa clara valley. that might move in the next hour. rain and windy. wide spread rain and possible of thunderstorms. a couple possibilities will be later today. 50s on your temps. rainy morning and a little bit of break. more comes in tonight and tomorrow. and maybe all the way into friday night and saturday morning. look at the projections between now and wednesday night. that is really good rain even san francisco. these amounts have been going up here. i think we look really good here to make up significant dents in this drought. 50s and 60s. did you hear me sal? >> i did hear you and hydroplaning is certainly an issue. let's start off with a look at highway 24. we do have a look at slow traffic. it looks like it's very slow. i saw flashing lights up ahead. i didn't see anything reported on 24. it will be slow in contra costa county on concord avenue at diamond boulevard.

word of the light pole has come down. this is a look at the bay bridge toll plaza and the traffic here has been looking okay. on the nimitz freeway we already have slow traffic as you drive south from 238 all the way down to fremont. we've also had on the peninsula traffic moving okay on 101 and 280. i want to mention that a large oak tree has fallen on wood side road. and some power lines were damaged there. so please give yourself extra time. a lot of fender benders. i can't mention them all because we will be here for too long. a lot of standing water. this is the morning where you need extra time. at 6:34 let's go back to alex. this nonstop rain is creating dangerous conditions on the bay area roads. alex you are standing there in emeryville has been it raining steady the whole time >> yes the rain has been coming down at a steady pace. when you get the rain and just doesn't let up, this is really what you tend to get.

take a look right here. you can see the standing water. obviously this is on the side of the road. you can also get this water pooling right in the middle of lanes on the freeway. as you all know, that is where it becomes a headache for drivers. this is a live look. we're here in emeryville. right off of powell street. you can see the conditions right now. i want to go to video. this is what we shot this morning. as we were driving along 580 through oakland and you can see the conditions for us behind the wheel. the windshield wipers were working hard. the visibility very limited. so dangerous driving conditions this morning. the chp has obviously even obviously been dealing with a lot more crashes. obviously a lot of them rain related. and the big concern is the water pooling on the roadways. that standing water and when drivers run into it, it can be a hazard. and there is the concern for hydroplaning. i talked with the chp officer about what drivers should not do if they come across standing water. >> what you don't want to do is

apply your breaks or lock them up or anything like that. just try to kind of roll through it. keep your tires going. try to keep traction on the roadway. because any time you react and apply your brakes heavily, you can cause that uncontrollable skid to happen. >> and before the rain even started falling late yesterday, this was the scene in oakland as the team of volunteers fanned out accrues that city to clear debris from many of the storm drains there. this is part of the city's adopt a drain program. it's a unique program that is taking hold all across the country and they have 10,000 storm drains in the city of oakland. and so far neighbors just regular folks have adopted about 300 of those drains and they have committed to clearing those drains clearing all the debris from the drains to avoid the possibility of flooding. we'll bring you back out here to a live picture. the concern out on the freeways this morning is obviously flooding and standing water in some of the lanes. that is what you want to watch out for this morning.

update on california's campaign to save water during the record breaking drought. the state water board will announce the latest statistics on water use for cities across california. figures released earlier this year showed water use ranging from as low as $49-gallons a day to $180 gallons a day in san diego. time is 6:38. a familiar holiday sight and sound may not be as common this year. the salvation army has a shortage of volunteer bell ringers. great people too. many of the long-time red kettle workers have retired or back at full time jobs. now we found just two bill ringers in court me terra.

that would mean less money to buy food and ties for families in need. >> the ideal situation would be if we could have volunteers come in and actually volunteer to bell ring. crab pots were the original pots used. we are posting information about volunteering for the salvation army. just check it out. also happening today muni's board of directors is considering a plan to lower the fee for taxi drivers. and discuss an evaluation of poll lazies that will allow

riders to board drivers. supporters say that will keep people on the sidewalks safe from being hit. but critics say it puts the cyclists in danger by forcing them to ride in traffic. with so many people effected by the decision the city is expecting a big turn out at today's meeting. time is 6:40. we're focused on san jose. a month after the election san jose will officially declare its new mayor today. coming up at 7:00, the unusual problem that put the announcement on hold in the first place. >> and a high speed chase took a strange turn when the suspect tried to get away on a skate board. take a look at him runningen up next the quick actions of one witness. >> good morning. we are -- i was looking at that

this is a high speed chase that came to a very strange ending in los angeles yesterday after a suspected car thief tried to escape police on a skate board. and then you see him running. the pursuit ended. the truck driver saw what was happening and drove right on to the sidewalk to block the skate border and that gave police a few extrack seconds to catch up and capture him. >> response to what happened in ferguson, missouri president obama says he wants more police officers to wear body cameras. the president is asking congress for funding to buy more than 50,000 body cameras. he says he's also looking for ways to build trust and confidence between police and minority communities across the country. here in the bay area 14 police departments have or soon will be getting body cameras. oakland was among the first spending a half a million dollars to equip more than 400 officers with the cameras.

last month all 80 officers started wearing body cameras. and uc berkeley professor of criminal law says it's human nature to be on your best behavior when there is a camera present. >> the fact a camera is on it simply means that the department of human nature is operating at full incentive in ways that may very well improve things. >> bay area police officers say they like having another eye looking out for them. time is 6:45. palo alto police are saying thank you to stanford university students for protesting the ferguson, missouri decision in a peaceful way. this was yesterday. hundreds of students walked out of class. some of them holding their hands up. similar walkouts occurred in schools nationwide. it has been more than a week since the grand jury in ferguson, missouri decided not to indict officer darren wilson for the fatal shooting of 18-

slow getting up to highway 17. we have crashes on the peninsula. southbound 101 and 280 are slower than usual. the slow traffic really is in the east bay right now as you look at 880 it's backed up from 238 all the way down to fremont. westbound 580 castro valley we've had several crashes. there is a big backup at the toll plaza as you might imagine. just got word of a crash westbound 80 at the mccarthur maze at the 580 interchange. and if i can put up san francisco here, i want to show you here northbound 101 if we can bring it up, it might be hard for them to route this. northbound 101 and southbound 101 are a mess. southbound 101 is slow leaving san francisco. northbound 101 eastbound there is a problem on the lower deck of the bay bridge. 4-5 car accident. if you are leaving san francisco for oakland, this will effect you. almost every freeway is going to be slow. we've had dozens of crashes. today is the day if you can to either work from home, take

reports of heavy rain. benicia three quarters of an inch of rain. and also william tweeting in vallejo three quarters of an inch of rain. there is your vallejo martinez. oh i forgot somebody said steve, could you wave to me at 6:45 in the morning? i said no, i can't do that. i can't do that. richmond, hercules over to berkeley. any time you see the dark green that is good. if yo see the yellow and orange that is really good. there is still steady rain all the way down. watch this punching in at monterey. that is pretty heavy rain. some of this looks like it could head toward gilroy and santa clara valley. we will get a little bit of a break right there. doesn't mean it will be a lot. but a little bit. and then the low swings in and that is when the instability moves in.

some of the parameters for the severe weather. looks pretty good for us. 50s on your temps. a little breezy. maybe windy along the coast. some of the higher elevations not too crazy. 10:15 with gusts to 25 later on. that could pick up later. i want to show you this real quick. unbelievable. i've been asked is this not el nino? no. without an el nino that might be a record so late in the season. i know they are talking about it. just incredibly warmen that is helping to feed the systems. 28 tahoe and truckee. i know the winter storm warning starts at noon. this will be measured in feet. it's just going to be a high snow level. this is a very warm system.

cold air doesn't really arrive until tomorrow. you can see we will have a rainy day. and the projections are good. really good here all the way into wednesday night and thursday. take your pick it doesn't matter if it's from ukiah to santa rosa. three plus inches of rain. rain cooler. 60s on your temps or 50s. i might be a little high on some of those. 55-56 degrees already. and we do have rain off and on. i do think we see unsettled conditions all the way into friday night and saturday. but today and tomorrow are the main two days. >> mud slides. >> some of the burn areas that is a possibility. no doubt up in the sierra nevada. we do have flood warning out. >> and the big fires around lake tahoe area. yeah. thank you. 6:51 is the time. december is usually a quiet month for wall street but three bay area tech companies plan to make a splash this month. they have all updated filings for going public.

welcome back to the morning news. time is 6:55. a $10,000 reward is being offered for information leading to an arrest after a man was found shot to death last week on a hiking trail. police say a hiker found david's body tuesday afternoon at the huck l berry regional preserve near skyline boulevard. investigators say it appears he was shot several times during an attempted robbery. >> it is an unusual crime for

newsroom. republicans have threatened to withhold funding for immigration in an upcoming spending bill. there could be a show down to pass the spending bill to keep the government running. the contra costa county board of supervisors due to vote on a plan to keep doctors medical center in san pac owe from closing. now they would postpone a $3 million property tax payment owed by the hospital. supporter say it's a part of a plan to restore emergency services. the hospital filed for bankruptcy in 2010. the christmas tree at 555 california street will be it will tonight. american idol winner phillip phillips will perform at the
