1-844-331-7996 to learn more or to schedule an in-person meeting. we're on stormwatch. the bay area is still getting soaked by a steady stream of rain after quite a downpour this morning and more is on the way. we're tracking how much rain we've already received and how much more we can expect. and this incredible sight on the golden gate bridge this morning after a car got stuck on the pedestrian sidewalk. how it got there and what crews had to do to remove it. and despite the rainy weather, dozens of people a rebel 26 stories down a hotel -- rappel 26 stories down a hotel in the south bay. we'll tell you why.

umbrellas out. some roadways flooded but finally we're getting the much- needed rain that our meteorologists have been promising. the morning downpour made for a very messy morning commute. right now we look over the san francisco bay, you can see it's still raining with gray skies over the bay area. good afternoon. i'm tori campbell. we have team coverage with our own sal castanedo out in the elements tracking the conditions on the roads and problems created this morning. let's start with rosemary -- with rosemary tracking the storm. >> we've seen some impressive amounts of rain so far. let's get to the radar and we'll take a look at where the scattered showers are falling. you can still see scattered showers. i think we'll be that way for most of the day. if we squeeze in closer, light to moderate rain. perhaps sunnyvale, saratoga and into san jose. we've got light to moderate

rain falling. it's widespread. it's light over the east bay. we'll do one more shift and you see crossing over the bay bridge, the san mateo and the richmond, san rafael. it lightning slick and wet. on the back side we're getting a bit of a break. the west edge of san francisco, areas like point reyes, mostly cloudy, but momently dry at the moment. i want to take you off the coast to -- because something very interesting happening here. notice that impressive amount of lightning strikes off the coastline. in addition to the rain continuing for today, we still have the possibility of embedded thunderstorms in the forecast i. i want to show you what was going on this morning. those circular remarks are reports of flooding from brisbane down into san jose and east into livermore. so minor flooding this morning. minor flooding still a possibility for the rest of your day, something to be aware of because this system is not out of the area just yet. we've got the center of the circulation still here. it's marching towards the

coastline. we have more rain to come. scattered showers for today. another round of heavy rain for tomorrow. i'm gonna time it out for. i will show you some of the totals so far coming up. >> thank you. and the rain, boy it made for a very messy commute. let's go live to sal castanedo tracking it this morning and tracking it now at noontime out on the wet roadway. sal, you learned chp responded to hundreds of incidents this morning. >> reporter: that's right. in the bay area, more than 100 and in oakland alone about 23. now, it's still raining very hard out here. i want to show you, i will step out of the picture. you can see interstate 80, this is the backup for the bay bridge, believe it or not, it's going hours after the -- it looks like 7:30 but it's after noon. the chp has received 100 incidents reports since midnight last night. 23 in the oakland area alone. drive times this morning, doubled and tripled as you can

see some commutes have not yet recovered. chp says all of the slow traffic has actually kept the collision rate down. >> on the bright side because we've had heavier traffic we've had less collisions. normally on a rain day, we see double in the collision responses for the average day. this morning because traffic was so heavy, we didn't see that heavy call volume. once the commute lets up, traffic will speed up and that's when we're expecting to see the spinouts start up again. >> reporter: drivers are dealing with debris and trees down. this tree came down on st. mary's road in la fayette. one driver ran into it closing that road. in san francisco, six trees have come down this morning. these two trees came down and damaged two cars near 23rd and guerrero. the biggest thing the chp says you can do is to slow down. people get complacent after it

has not rained for a while. all of the oil is coming up and there have been a lot of fender- benders. too many to mention. did i say it's raining? it's raining pretty hard out here. driving is probably not your best voice if you can avoid it. live in berkeley, sal castanedo, ktvu channel 2 news. >> or if you have to drive, drive very carefully. thank you, sal. this wet weather system is causing big headaches for travelers at san francisco international airport. we just got off the phone with the airport duty manager at sfo. the manager says they are operating on a ground delay system? that means three-hour delays for many arriving flights and 30 to 90-minute delays for departures. there have been more than 100 cancellations for arriving and departing short hall flights, mainly up and down the west coast. san jose airport is reporting just a few delays and there are no weather related delays reported at oakland airport. you can always go to ktvu.com

to check realtime traffic conditions or to track the weather where you live. a car ended up on the sidewalk of the golden gate bridge after a bizarre crash this morning. crews had to shut down traffic in both directions for a short time in order to remove the car from the bridge. cara lui is live there right now and cara, are things finally back to normal? >> reporter: they sure are. traffic is flowing smoothly. we're high above the spot where the crash happened around 5:00. it wasn't until quarter after 10:00 until the crews got the car out of here. workers called for a traffic break to remove a mustang that managed to crash on the west sidewalk of the golden gate bridge. with the help of a reach fork, it took minutes to lift it up off the sidewalk and get it out of the way. how that car got there is something else. police say the driver went from

the parking lot onto the sidewalk, heading southbound toward the bike lane on the bridge. officials say this driver was going so fast, he plowed right over this steel barrier and then went and plowed through another steel gate before going on the sidewalk. he drove about another 400 yards on the sidewalk. this picture shows where he finally got stuck, wedged between the sidewalk railing and median. >> i personally have never seen anything like this. this is pretty -- i would say very uncommon. you know, fortunately, it was early, early morning. there wasn't anybody on the bridge. >> reporter: many southbound commuters saw the car covered with a blue tarp. workers hoped to minimize des strakstions on the bridge. a spokesperson for the goingbridge district says workers discussed numerous options to remove the car. they even considered removing part of the railing before finally lifting it up off the sidewalk and carefully placing it onto a flat bed tow truck.

>> this driver gave our crew some work to do. >> reporter: police tell us the driver 22-year-old daniel soto of san francisco was taken to a local hospital for minor injuries, then arrested for driving under the influence. live from the golden gate bridge, cara lui, ktvu channel 2 news. >> thank you. cara. happening now, uc berkeley students are rallying against a series of planned tuition increases on today's 50th anniversary of the 1964 mass arrests during the free speech movement on campus. this is a live look from cal in berkeley where students are challenging the recently approved tuition increases. back in 1964, 814 people were arrested during a sit-in at the administration building to protest the university's ban on political advocacy. as the nationwide protests against police violence and racial profiling continue, members of the obama administration are promising change. attorney general eric holder echoed the words of president

obama that the first step towards change is a national conversation about the issue. he also said that despite a grand jury's decision not to indict darren wilson, the federal government has not come to the same conclusion. >> the justice department's investigation into the shooting death of michael brown as well as our investigation into allegations of unconstitutional policing patterns or practices by the ferguson police department remain ongoing and active. [ cheers ] >> holder has opened two federal investigations in missouri, one on whether officer willson violated the unarmed teenager's civil rights. the other on the ferguson police department's track record with minorities. the ferguson mayor, though, expressed concern about the investigations. >> they are supposed to be open and fair with this rigorous investigation, that they've not

prejudged that. but he's made statements like this, weeks, in fact, months ago, saying that there is an obvious need for whole chal sanege. >> president obama outlined several new efforts including federal funding for police body cameras and training for local law enforcement officers. st. louis area police union members are keeping watch over darren wilson. st. louis fraternal order of police members have been sproe vidding security for -- providing security since the august 9th shooting of michael brown. according to reports, part of the duties include transporting him to undisclosed locations for his safety. wilson's attorney says officer willson has been the target of numerous personal threats. the secretary of homeland security is on the hot seat defending president obama's executive action to shield millions of illegal immigrants from deportation. nearly 90 people in the

carter is a former deputy defense secretary. if confirmed, he would replace chuck hagel who announced his resignation last month. white house officials say no final decision has been made. the man charged with implementing president obama's sweeping immigration changes was called to testify on capitol hill this morning. lawmakers are grilling homeland security secretary jay johnson on the impact the new policy will have on border security and his department's readiness to deal with any unseen consequences. >> reporter: facing tough questions from lawmakers, homeland security secretary jay johnson defending president obama's executive action last month in which he shielded millions of illegal immigrants from deportation. a move the president made without the consent of congress. >> the reality is that for decades, presidents have used executive authority to enhance immigration policy. president obama views these actions as a first step toward

the reform of the system. >> reporter: but republicans argue that those reforms should have come from congress and say the president is violating the constitution through executive overreach. a position, they say, the president once agreed with himself. >> who should we agree with the president before who said he didn't have the authority to do this? or the president after the election who said he does have the authority? >> reporter: democrats on the commit eet defended the administration's move, claiming the president had no choice but to act, as congress has been unwilling to fix a broken immigration system. >> in the face of this crisis and in the absence of congressional action, the president acted in a measured way that is likely to improve both our nation's security and economy. >> reporter: later this afternoon, the house judiciary committee will look into the legality of the president's action and explore their legal options to stop implementation.

in less than an hour, muni's board of directors is scheduled to consider a plan to lower fees for taxi drivers. the proposal comes after complaints from taxi drivers who say they are struggling to compete with ride sharing companies like uber and lyft. muni's board is also scheduled to receive an update on the central subway project and discuss an evaluation of a pollgy that allows riders to board buses through any door. the meeting is scheduled to get underway at 1:00 p.m. at san francisco city hall. the rain today did not stop some brave folks from carrying out a bold fund-raising event in the south bay. about 90 people rappelled 26 stories down the outside of a san jose marriott hotel. they did it to raise money to prevent childhood drug and alcohol addiction. they are associated with an anti-addiction organization called shatter proof. those people rappelling down the building include relatives

of young adults who have died due to addiction as well as local hotel workers. >> what we're doing as part of this event is changing the conversation. addiction is a disease. it's not bad will power. it's not a character flaw. it's a chronic brain disease that no one ever has to have. >> over the last year, they've posted about a dozen events across the nation and haz raised more than $1.5 million. parts of the sierra are bracing for more snow from this storm. this is new video from heavenly ski resort. crews say they are busy preparing for the skiers and snowboarders who have already begun arriving. up to two feet of snow is expected to fall in the higher elevations from the storm. today's fresh snow is in addition to the foot of snow that fell over the weekend on both 80 and squaw valley. the snow is expected to stick around until tomorrow night or thursday. caltrans is warning people that the highways and passes could

be dangerous and to remind people to carry chains. our soggy weather pattern is going to continue as well. let's get back out and see what's going on out there. stormtracker2 showing you fairly widespread light rain reported over parts of the south bay, east bay, into areas over parts of the north bay, although we're seeing a little bit of a break in some spots, more on that in a minute. this is where we have pretty steady rain. the southern half of the peninsula and into the south bay, light to moderate rain falling in sunnyvale, san jose and milpitas. we have light, steady rain falling over the east bay, areas like oakland, hayward stretching out into areas like antioch and beyond. but look on the back side. we've got partly cloudy -- i should say mostly cloudy. but mainly dry conditions on the west edge of san francisco and parts of the peninsula and if i shift into the north bay, we've got some dry weather at the moment in areas like santa

rosa, petaluma, novato in through san rafael. but napa still reporting light rain and that continues through fairfield as well. here is a look at the rain and snow where that line remains at this time. right about donner summit. right about 7,000 feet, this is going to be the case for today. we do have a winter storm warning that will last all the way into thursday morning. so more to come. i should eshowed you this at the -- i showed you this at the top of the hour. this has to move through california, when it moves closer to the coast line, it will continue the wet weather and the possibility of thunderstorms in the forecast. take a look at the totals. anywhere from .50 to an inch to 1.50 fell over parts of the bay area. redwood city picked up more than 1.50. san francisco picked up an 1. oakland an inch, concord you are in there as well with more than an inch reported. morgan hill 1.37. over parts of the north bay, napa i you did pretty good.

.82. vore, 6 -- santa rosa, 6/10. but the national weather service has indicated that might be an error. as we get into today and tomorrow, the rain and the possibility of wind will continue as well as the possibility of thunderstorms. i think for today we will see scattered showers remain with another heavy wave moving in tomorrow morning. rainfall totals still looking on track, looking at the possibility of picking up a couple of inches over the urban areas. 2 to 4 over the coastal range as well as the hills and in the sierra, 1 to 3 feet possible. so as we get into the afternoon, here we are picking up for you. scattered showers in the forecast. the evening drive home is going to be a wet one. it's going to taper off as we get late into the evening but by tomorrow morning, here comes that next round. we're looking at another very slick road for your morning drive. wednesday night and the scattered showers continue. in fact, the models keep rain going, at least the possibility

of scattered showers through thursday, maybe friday. temperatures right now in the 50s for the afternoon upper 50s to low 60s. temperatures not too bad. but when it's cloudy and it's wet, it will feel cool out there. the extended forecast here, again, the scattered showers continuing for today. more for tomorrow. the possibility of scattered showers lasting all the way into friday, saturday, maybe the possibility of a few sprinkles but for the most part our bay area weekend looks dry. >> okay. but boy, a lot of rain and we certainly need it. thank you, rosemary. it's a holiday tradition that began in san francisco over 100 years ago, why the salvation army expects to have fewer bell ringers this holiday season. >> thank you.

black friday promotions drove u.s. auto sales higher. take a live look at the big board, the dow is up 102. the nasdaq is up 26 and the s&p is up 12. cyber monday apparently did not live up to expectations. according to data from ibm, u.s. online sales grew a smaller than expected 8% from last year. analysts say sales were hurt by web promotions before and during the thanksgiving weekend. cyber monday sales were projected to rise by as much as 15% which mass traditionally been the busiest online shopping day of the year.

and today is being called giving tuesday. all part of an online campaign to get people to donate to nonprofit organizations. the day was started back in 2012 as an alternative to plaque friday and cyber monday shopping. the fund-raising website crowd rise is offering a free app with the virtual tower where each brick represents a donation. several corporations are matching gifts made on giving tuesday including microsoft which will match gifts made through the website global giving. the salvation army's familiar holiday sight and sound may not be as common because of a shortage of bell ringers. >> merry christmas. you are welcome. thank you. >> many of the long-time red kettle workers have retired or are back at full-time jobs. we found two in corte madera. the salvation army has dozens more kettles in the san rafael office that could be taking in

money if there were more bell ringers. they hire bell ridgers at $9 an hour but that means less money for toys and food for families in need. >> the ideal situation would be if we could have volunteers. i think that would be a great help for us. >> the salvation army ally red kettle tradition started in san francisco more than a00 dread years ago -- 100 years ago. crab pots were the original kettles used for fund-raising. i'm the one. that what a bay area woman proclaimed after winning she's the latest winner. she did not win the whole jackpot but her ticket was worth nearly $500,000 on the draw of november 18th. her ticket had the winning numbers, 39, 37, 53, 68 and 75. it was missing only the meganumber 6. smith who works the graveyard shift storking local supermarket shells bought her ticket at gas and go on blossom hill road in san jose.
