several bay area cities actually dealing with flooding. we have problems in marin county. not far from sausalito. we have live storm watch team coverage for you this morning. stay with us we'll get to that in a moment. it's wednesday, december 3rd i'm pam cook. >> and i'm dave clark. we were out there when no one was out there. tricky driving and i saw lightning all the way this. >> both hands on the wheel. >> it scared me. i'm not used to lightning. it's coming in so fast and so furious. some of the rain totals probably approaching four inches in the last 24 hours. i know chris near sleepy hallow and near novato have had 3.75 and 3.77. look at what is it will up there. marinwood, san rafael coming down so hard. can't hear the tvs. petaluma i have a friend there.

gary can you confirm that? a couple people told us it's coming through like crazy. urban and small stream flood advisory out until 7:00. it will probably be updated pretty quick. and right now coming in over southern marin. and right back over north beach things are picking up. and right over the golden gate. some areas are getting a break. some of the heavier rain in the east bay bay has moved off. nothing that is really lighting up. some areas are showing up around the santa cruz. waterspouts, funnel clouds would not surprise me in this. now probably offshore but it's certainly there.

some of the gusts 30 miles an hour. even san jose up to 26. so get ready for a raw day. there will be a few breaks in the clouds. but still coming up they are not done yet. we still have ways to go. rainfall projetion will lift a little bit. south bay and santa cruz mountains. still really impressive for parts of the north bay. could get very active there friday into saturday. rain clouds, thundershowers. rainbow weather will be with us today. a breezy mild kind of day. but some areas heavy, heavy downpours approaching four inches of rain. sal i'm telling you man, things are unbelievable here. >> yeah it's kind of the perfect storm if i will. i use that expression for drivers. we've had flooding. we've had a lot of crashes reported. we had a jackknifed big rig. let's start off and take a look at the overturned truck westbound 80 at abernathy. chp still has the sig alert

cars sitting there. right at the bottom of the roadway. those cars are two of three cars that got stuck. i want to bring in one of the gentlemen who was in one of the cars. the mercedes is dun there. not having the best morning. understandably. take me through what happened. >> trying to avoid. it was heavy rain. it was lightning. a lot going on. i was trying to avoid it and get off the freeway. >> reporter: and your car you said to me it was floating. >> you could feel the water take control of it. >> reporter: moment of panic for you? >> a little bit. more of a panic looking for a phone and a wallet and hurrying up and trying to get out of

there. >> so you and all the other folks inside the cars you made your way out on your own. >> reporter: pretty much. just opened the door and grabbed my phone. >> reporter: what is the lesson you have learned? what is your advice to other drivers? >> drive safe, drive slow, pay attention. try to avoid all the extras. if you can take the day off, i recommend it. it's unclear the time frame what it will be like to get the cars out of there. the waters have rose so quickly. as it goes underneath highway 101. a couple cars didn't see how high the waters were and they got stuck. they are still waiting to get those cars free here. caesar chavez closed in both directions. we are live in san francisco alex savidge ktvu channel 2

news. >> oh boy, thanks for showing us. one heck of a way to start the day. time is 6:06. take a look at this photo of a major street flooding in daly city. ktvu viewer posted this picture on our facebook page. this is an ambulance trying to get through the water. it's about three feet high at least. up to the rear wheel there. look at that. that is on 88th street in daly city. we're also seeing flooding in marin county. several drivers even a fire truck got stuck at the marin city off ramp. mill valley and tiburon city officials have ordered all off duty public work employees into work to deal with these issues. ktvu news contacted a number of home repair businesses in the bay area. they say they are swamped with calls since the big storms began. they say that the trouble for homeowners often begins in the street.

>> if the gutters and down spouts can't get water away from the house, you have water coming into the house. >> water leaks can of course destroy homes from inside the walls if it starts dripping in there. the best time to fix the leaks is right now. the start of the rainy season. >> that is for sure. time is 6:07. we have new numbers about bay area power outages caused by the stormy weather. the biggest problem is in san francisco. 2600 homes and businesses have no power. 2200 without power on the peninsula. only a few dozen pg&e customers still without power in the south bay and north bay. and no reported outages in the east bay. southern california is also getting a lot of rainmaking mud slides and flooding major concerns.

the city is prepared to have sandbags in place. and people are putting barriers in front of their homes. now we will continue our storm watch team coverage for you all morning long. you can also check out our website ktvu.com and mobile ktvu. san francisco police will hand out fliers tomorrow at the montgomery bart station in search for three people suspected of a brutal beating and killing of a homeless man. the unprovoked attack last month was captured by surveillance camera. the video is grainy but investigators say it shows three young men killing 67-year- old thai lamb. disabled homeless man who used crutches to get around. he was sleeping outside of a building and attacked twice by the same people between 11:00 p.m. and midnight. >> this attack is extremely

brutal. [ inaudible ] but first stuck in the chimney. not santa claus. teenager ended up there and how rescuers were able to get them out. >> pretty heavy rain coming down in the north bay. right here on the golden gate bridge. it doesn't look like it's too bad. novato we had slow traffic because of heavy rain and a couple crashes. >> and that makes sense. about 3.5-4 inches of rain in parts of sal ma snow ma.

welcome back to the morning news. democrats in the state senate unvailed their new plan for more funding ering for the uc system and block a tuition hike. the proposed plan includes a 17% tuition hike for out of state students. it would also eliminate a middle class scholarship program that averages about $900 a year. the democrats plan would also take more money out of the

general fund than governor brown has been willing to give. meantime uc berkeley students rallied yesterday against those tuition hikes. they were at wheeler hall again. they protested the vote to raise tuition and marked a major event in uc berkeley's history. this is the 50th anniversary of a mass arrest on the campus during the free speech movement. city college of san francisco has been hit with a civil rights lawsuit filed by two students. they claim police used excessive force on them during a campus demonstration back in march. the two students were arrested during a sit in protesting a new tuition policy. neither student was ever charged. for the first time in almost 20 years a major college football program is being shut down. this is major. students at the university of

alabama were booing. the police led the university president off the campus yesterday. uab made the decision after a study conducted over the past year. the president of the university says that decision to shut down the football program will save the school steps of millions of dollars and that he had to make this tough decision. >> i'm one of those saddened by the necessity of this decision as well. >> uab is eligible for a bowl game for the first time since 2004. the players say they want to play if they are selected for one. the university of pacific was the last bowl to ban a top football program. arizona teenager is safe after getting stuck in his chimney. he lowered himself down the chimney because he was locked out of the house. when he got to the bottom, he

realized he was stuck. luckily he was able to call 911 and it took officials an hour and a half to get him out. >> he's covered from head to toe. the black charcoal from the fire. he's dirty and a little winded. >> rescuers say he had no juice. no one was home during the ordeal. firefighters eventually got ahold of a family member to come home to be with him and chat with him about having an extra key. >> got a lot of explaning to do. time is 6:16. hey sal, bad traffic. rain. lightning. flooding. everywhere. >> everywhere. it's not bad. it's not good. it's bad. although things are getting a little better if the rain moves north. but just a little better. it's not a heavy downpour. but we do have a jackknifed

truck. we will start with that. westbound 80. and the commute from vacaville to fairfield has been terrible. we're also looking at 580. we had an earlier crash. 680 is slow. we also have a new accident reported in san mateo county. eastbound 92 at highway 101. let's get a look at live pictures. bay bridge that is backed up for a 30 minute delay. this is a look at san francisco now. and we can't barely see it. i don't know if that is rain or fog but the freeway is there. we just can't see it. 6:17 let's go to steve in the

weather center. the rain totals are coming in so fast, i would be here all morning too. green point which is near novato. sleepy hallow 3.77. cazadero 2.57. livermore an inch and two- thirds. redwood city two and two- thirds. some of the reports come in it's raining so hard i can't hear the tv. my cat is freaking out. the dogs are like no way i'm going out there. marin county to petaluma. it looks to be the taking the most of it.

tiburon just pouring. we will go to marinwood. looks like roanoke park and santa rosa. this is really heavy rain pockets of it. that seems to be the heaviest rain. urban and small stream flood advisory out until 7:00. some of these continue to filter in. there is still pockets of rain here. nothing too heavy though. a little cell looks like up toward page mill road. but not a lot. little bit coming out of the santa cruz mountains. sometime there is it doesn't matter. it's just steady. so i'm sure boulder creek getting some good rainfall. there is a system that swings in. it looks to be favoring areas san francisco and oakland north.

there is still plenty of moisture. i know it's john lindsay down in so cal said it's pouring down here. that is a little wave. a little system has to swing through. that will be with us for most of the morning. 50s and 60s. i mean it's a mild system. and boy is it windy for some. san jose 20 gusts to 30. so coast, coastal hills and some of the higher elevations it will be a windy day. as this system rotates in. the upper low is moving north. but the water temps are feeding into the system. they are incredibly warm for theism time of year. it's been a south wind and brings up that warm water. warm water has made it all the way to the washington coast. some of the rain totals will favor areas to the north.

we still have today to go. showers tomorrow. and another system friday into saturday could be really healthy totals. rain clouds. some sun breaks. and it will be a beautiful rainbow day. the pictures will come in fast and furious because the conditions are right for it. off and on rancher. things should calm down saturday evening. seeing very heavy rain the middle of the month. >> going to be a wet december. >> it's already been. 64% of normal in san francisco. in two days for the december total. >> wow. and that is why all the flooding. it's a little too much. >> too much too soon. cyber monday online sales hit a record $2 billion this year. that is up 17% from last year. it makes monday the busiest internet shopping day this

welcome back to the ktvu channel 2 morning news. 6:25 is the time. just about five minutes from now the u.s. senate committee will hear about seismic safety at u.s. power plants. it's another only nuclear energy plant in the state. it's located near several earthquake faults on the central california coast. now pg&e owns the plant and says it's safe but seismologists say earthquake safety standard needs to reevaluate after a magnitude 9 earthquake caused a plant to melt down. police until livermore are

warning high school students don't take part in a popular game called assassin. to play this game students break up into teams of two and trying to knock off their classmates. each player pays $5 to get in. the winners get the pot. this year it's around $1200. to get someone out, the players shoot them with a nerf gun or mark their neck with a sharpy. >> there is a ton of different ways you can do it, but probably the best way is waiting out at someone's house. >> two years ago livermore police were called when neighbors reported seeing armed kids hiding in bushes. another high school student crashed a car into a house trying to get away from her would-be assassin. police say this game is dangerous. students should not be playing it. the game started monday at grenada high school. it's expected to begin soon at livermore high. the alameda county coroner

is investigating a human skull found in oakland inside a box. a worker found the skull last week inside a wooden box but police say they were only called yesterday. one officer said the box looked like some sort of time capsule. time is 6:27. a mystery in texas. the human organ missing from a college campus. the reason h. tours think -- the reason investigators think they may have been stolen. >> we're looking at a commute where traffic is a little slow approaching the richmond bridge and it's very soggy. >> some of the comments from marin county i cannot believe how hard it's raining. i will say. take a look at that. my goodness. all the way up to petaluma and over to sonoma county as well. with the finest nespresso coffee blends.

center. and tara moriarty also checking in on some of the flooding but steve paulson is over here. he said yeah people said no, they have never heard it. >> up to near novato green point. there is over 4 hadn't 5 to five inches. i don't want to forget santa cruz mountains. that is near the radar site. i know sometimes we don't want to over look that. there are reports of really heavy rain. look at that wow. fairfax, san rafael, marinwood. just getting hammered. all the way back toward virginia lins in and northward. observer in petaluma said he saw a frog on his porch. that is how hard it's raining. american canyon.

vallejo looks like it's picking up there as well. hidden brook. who am i leaving out? benicia, crockett. now things to the south though are not as bad. decent little cell out toward bethel island. we do have some breaks around the east bay. probably not much happening. peninsula there were few cells falling apart. so this still has to swing on shore. i mean we are on a marginal risk of severe weather. which is very rare to get marginal. so possibility of funnel clouds and waterspouts. a couple reports from half-moon bay and pacifica it is howling along the coast and in some of the higher elevations. half-moon bay 37 out of the due south. it will be a blustery windy day for some. and some of the higher elevations. we still have a ways to go. this looks to be favoring areas to the north.

some of the rainfall projetions will lift a little bit over the next couple of days. there will still be rain san jose and out to sacramento. the heavier rain will be focused near marin county. some soft rain rates i have not seen for as long as i can remember. i cannot keep up on the rain totals. >> yeah one of the things we cannot keep up with all the crashes. fender benders. more serious crashes. let's start off by looking at the the toll plaza. it is backed up for 30-45 minute delay. getting to it will be tough. even though i've been talking about it, it's taken people by surprise. this is a look at 880 north and

southbound. clearing an accident there. there is also a tree down on middle field road between marsh and fair oaks lane. and they expect it to be closed for the rest of the day. because of this huge tree that came down. let's go back to the desk. we had to show you this. this is new video. that pounding over night rain flooded several cars on 27th and kelliorous streets. this is in san francisco's knowy valley. as you might have guessed she

was late getting to work this morning. her car was flooded. wow. today's bay area commute all over will be treacherous. we have news crews checking the road conditions for you. it is tricky. alex savidge continues our live storm watch team coverage. you're in san francisco in the area. good morning alex. >> reporter: dave, good morning to you. we are heading east across the bay bridge. we're on the western span. we just left san francisco. let me take you out here. we have a little bit of cover here. we're on the lower deck here. even under here the roads are wet and they are wet all over the place. the situation we have seen this morning driving around is that you will have periods of very light rain and then you will get a huge downpour. just a huge burst of light rain. you will see the traffic go into slow motion a times. people are really slowing down from what we can see this

morning. now one of the issues have to contend with is the flooding on the roadways. that is the real hazard when you talk about driving in these conditions. let me show you the situation in san francisco. we just shot this video a short time ago. this is at caesar chavez as it goes underneath highway 101 in san francisco. this is where a total of three cars got stuck in a whole bunch of standing water. we talked with one of the drivers. they are all okay. all the people involved here are okay. we talked with one of the drivers that describes. he was just getting off of the freeway. he turned the corner to go on to caesar chavez and then a ton of water in his way. >> it was raining pretty bad out here. i got off the freeway trying to avoid it. it was actually another car submerged went out. and somebody came behind me. i was still soaking wet. had to climb out in the water. >> reporter: we bring you back out here to a live picture.

obviously you can see where we are right now. this is the new eastern span of the bay bridge. we are heading back over toward the east bay. the rain pretty light right now. i want to let you know those drivers in san francisco who's cars got stuck in that rising water, they are all still waiting to get towed out of there. obviously a frustrating morning for them. the situation what we have seen on the roads so far this morning there has been a handful of crashes. but you know the chp is hoping we won't get a repeat of yesterday. yesterday they got hammered dealing with-ups of crashes. i have to tell you driving around the bay area so far this morning we've seen a lot more people out on the roadway from what we can tell. a lot of people thinking i was late for work yesterday and i don't want to do it again today. so they are hitting the road early. today we will keep heading to the east bay. for now we are live in oakland alex savidge ktvu channel 2 news. >> before you go, are you seeing a lot of big puddles you have to swerve around yet?

>> reporter: yeah. for the most part we are seeing a lot of the standing water in the far right lane. and that seems to be one of the most dangerous places. one of the most dangerous lanes to be driving this. i think the chp would say the same thing. we've seen the large pools of standing water. it's very easy for your tires to lose contact with the road. so it's real important even if you are not dealing with heavy rain at the time to keep it slow and remain cautious. >> and one other thing before you two. as i came in i saw a lot of lightning. rarely do i see that much. have you seen any this morning? >> i've seen a few flashes. we haven't seen a whole lot of lightning. we went from the east bay to the peninsula. a few flashes along the way. we haven't seen a lot of lightning. >> alex, thank you. we just took a quick look at

the sky. alex savidge, thank you. driving through the bay area this morning. meantime bay area airports are also effected by the storm this morning. in fact, the duty manager at sfo expects delays later today of about three hours. yes, three hours because of the rain and wind. the storm has already forced 51 flight cancellations at sfo. if you are heading to the airports in oakland and san jose, also expect storm related delays. drivers heading to the bay area to the mountains should be prepared for stormy road conditions. last night chain restrictions were already lifted on highways 80 and 50 to the lake tahoe area. drivers are still advised to carry chains since cal tran crews are still clearing the snow. that fell over night. >> still coming down but keeping the roads pretty clear right now. >> as much as three feet of snow could fall at the summit by the end of tomorrow. sol the chain restrictions could be put back in place.

thrive and succeed, we'll find it. that's the power of local connections. that's bank of america. welcome back. we are on storm watch this morning. heavy rains causing major problems in marin county. tara moriarty just arrived in tiburon where some homes and businesses are flooding there. >> reporter: we are on tiburon boulevard 37 the flood waters we are told came up to about right here so these businesses were submerged in 2.5 feet of water. a physical therapy center, restaurant, and frame shop.

mostly floors and carpets we're told will have to be replaced. as some art work and frames appear to be damaged as well. we know all off duty public works crews have been called in to help with the flooding this morning. >> these things are difficult to deal with. the drips themselves were clear. the pumps couldn't get the water out. this is a low area. there were pumps here. >> at marin city. major flooding. even emergency vehicles got stranded in more than three feet of water. officials are concerned that that area as well as the point where highway 101 meet will be experiencing more flooding at 8:00 this morning. that is because high tide is coming in and those spots are at sea level. we also have reports of

highway 17. it is a little bit slow. i want to mention 101 and 85 are slow. good thing is traffic in the south bay has slow enough we haven't had any major problems. people are just going too slow. highway 92 at 101 westbound. there is a crash there. traffic is slowing off the san mateo bridge. middle field road is closed today near marsh because of a tree down. police say it will be closed for most of the day. remember a lo of standing water. especially in the north bay. 6:49 let's go to steve in the weather center. also a man with his hands full. >> oh boy. for some though you are right the rain has tapered off. for others it won't stop. especially up in northern napa county. really impressive over night. we did get the lightning and

thunder. all the way from daly city, pacifica, san francisco into marin county and lake county. maybe where you are as well. i almost slipped on something right there. oh boy. hopefully it's not the rain coming through the roof here. 4.70. probably by i would say five inches by now. near clayton and broody sanders. shepyredwood city two and two- thirds. they are coming in so fast i can't keep updates on them. some of this heavier rain near sunnyvale and saratoga. this is the one that has been taking the cake here.

green point toward sears point you can see why. yontville and san leandro and american canyon. and benicia you are bonn. still some light rain toward preventwood and antioch and oakly. pleasanton getting some. toward santa cruz it looks like things have quieted down. it looks like one little cell that has to swing in. a lot of this is taking in half- moon bay. san mateo coast north ward. so things seem to be lifting a little bit.

50s and 60s and it is howling. half-moon bay airport 35 miles an hour gust. i've seen up to 50 miles an hour gusts to get around 2,000 feet. it will be a blustery windy day. there will be a few sun breaks but because of the very warm ocean temps. bodega bay 60. probably one would think feeding into these systems as they come in. these are warm systems. it's raining up in tahoe and truck key. rain will be decreasing to the south. it will be increasing to the north. areas that haven't had heavy rain, it's on its way. there will be another system coming in friday night into early saturday. san jose only .39. so these are kind of lifting a little bit. 60s on these temps. very mild. we're sitting at 59, 60 degrees for some already. it wouldn't take much to get near 70. possibility of thundershowers. funnel clouds, waterspouts. that is is a tornado over water.

doctors in boston are testing a patient for possible ebola. now that person checked into the hospital yesterday afternoon listed in stable condition. doctors won't say yet why they suspect ebola expect that the person was in an area where ebola is present. the centers for disease control and prevention are keeping an eye on 1400 people in 44 states who recently came back from ebola effected countries in africa. meantime the cdc just designated kaiser hospitals in oakland, sacramento as certified ebola treatment centers. the cdc visited oakland just a week ago. they went through a checklist was 28 pages long. they spent eight hours watching a team of doctors, nurses, and staff take care of a simulation

patient as if this was a real thing. hospitals have to have a decontamination process with very special high-tech equipment and negative pressure rooms which don't allow air to recirculate outside of that room. ucsf medical center and uc davis are also certified to handle ebola cases. the university of texas is missing about 100 brains. the school says that is about half of its collection of brains preserved in jars and used as a teaching tool. they were stored in a basement nearly 30 years ago but they can't say when the organs were last seen. it's possible one of the brains came from charles whitman who killed 16 people in and around the clock tower back in 1966. school officials say it is possible someone took the brains for a halloween prank. time is 6:57. one of the world's most famous christmas trees will be it will tonight. thousands and thousands of people expected to at
