berkeley. some people angry at trouble makers. >> nothing to do with breaking our windows and starting fires and -- i mean, just destroying our city. they come from somewhere else. >> reporter: 600 people on the street last night, protesting police brutality in new york and missouri. but some demonstrators turned into looters and rioters. one man trying to stop looting hit in the face with a hammer. hospitalized. he will survive. some calling it police over reaction with batons, tear gas. >> i didn't like the way the police were acting. i didn't like their attitude. i felt they were being rough. the police rioted on protesters. >> a lot of people were angry. a lot of people came out last

flames in los angeles this morning. an apartment building caught fire about 1:00 a.m. more than 250 firefighters were on the scene trying to get the fire out. they say it was like a huge blowtorch that started to spread. >> firefighter said got in, they were able to cool the building gone before anything took off but they had papers, blinds, window screens that started catching on fire or melting. >> portions of the 101 freeway were shut down and that backed up traffic for miles. no details on the cause of the fire. the battle of the bay, the raiders and their quarterback

had a big storm on the way. >> one of the bigger storms we have seen in the last year or so and it will come down heavy for a time. winds will be there. snow. good winter storm and we will get a lot of rain and we will see the breaks we need so we don't have major river issues. we will see flash flooding and stream flooding around the bay area as we typically do with a rainfall event that gets over 2 inches of rain. look for ponding on the freeways. small stream flood advisory on thursday. the system is coming -- look where it is coming from look at all the moisture. that is pulling in the moisture. one thing you can tell, it is a zonal flow, that means the jet stream when it doesn't bend it accelerates. the upper level winds with the

storm are very strong. so the winds that make it down to the surface could gust to 60 miles per hour thursday morning. still have a ways to go. but the weather service issued a flash flood watch. 3-5 inches of rain not out of the question over a 48 power period. and a wind advisory. the winds will be very noticeable thursday morning. gusts up to 60 miles per hour. maybe higher. with -- we have had windy days but we will have concerns for trees coming down. power outages and when all said and done it will be power outages. there will be a lot of winds. 2-5 inches. gusty winds. the surf will be big too.

deal with air b&b. they are expected to approve a tax on residents who offer their homes to travelers. it would be a 10% tax on all rentals in the city and it will require hosts to notify the city when they rent their homes so neighbors could be eliminated. we have an update on a plane crash near washington, d.c. authorities are saying six people may have been killed. including three on the ground. it lost control and crashed into a residential area in maryland. the plane hit several homes. including one that was almost destroyed by fire. three people on board the plane are confirmed dead. >> i heard screams. somebody else besides me heard screams. we are not sure if it was from

inside the house or behind the house. we did hear screams. >> another witness said it looked like the plane was struggling to maintain attitude. officials are investigating. at least 23 people are dead in the philippines as they are processing for super typhoon hagupit. it caused widespread destruction on saturday. strong winds tore the roofs off buildings and knocked off power. the storm has now weakened weakened and down graded to a tropical storm. however it is moving slowly across the region and is still bringing heavy rain. a fan arrested at levi stadium. strike three officers took him into custody. >> tonight police tell us they are side of the story.

[ indiscernible ] >> reporter: 19 seconds in that man in white is moved towards on open area where there are more police officers and audible reactions from the crowd. batons come out as do murrers of police brutality. -- murmurs of police brutality. [ indiscernible ] >> reporter: 44 seconds in one of the officers puts the man in a choke hold that alissants a strong response -- elicits a strong response and chanting begins. to the crowd to get his broken baton. one minute 15 seconds in things start to calm down and the crowd is pushed back. >> reporter: then more reaction from the crowd. a possible reference to the death of eric garner in new york that caused violent and emotional protests across the country. >> reporter: again, it is obvious some of the people, how they felt. we came here to the police department and they talked to us and told us the video only shows one side of the story. >> he pushed one of the officers while in the stands. >> reporter: [ inaudible question ] >> this proceeded that video. what you see on the video is him entering on to the

concourse area. >> reporter: police say the man had already gotten in a fight with stadium staff, pushed an officer and had been told he was being arrested. >> she a very large man. 5'11", 240. stout and strong individual. by looking at the video as you can see, when the baton struck him he didn't flinch. what did have anenth was multiple officers being able to respond and taken control of him. >> reporter: [ inaudible question ] >> he should have submitted to the officers. he is grabbing on to one of the officers and is not letting go. if he would have submitted to the officer's authority a lot of this would not have happened. >> reporter: police say they are looking into the case. he is facing a couple of charges of assault on a police officer as well as resisting arrest. we tried to get ahold of him

that is pretty good. the reason the storm is strong is it has a lot of subtropical moisture. the jet stream wins. when the winds curve it slows them down. when it does this, the winds slow down. when the winds straight line, they accelerate, the winds are cooking across that part of the pacific and that create as powerful storm with subtropical moisture and a ton of, you know, surf along the coast. so here is the deal. we have radar spinning. for the rest of us it was a nice day. computer model. this is tomorrow. right? not a bad day. here is the system starting to come in. wednesday morning, 5:00 a.m.

still not a bad day. fog. clouds. dense fog advisory this morning. wednesday evening it shows up. look at that. right? that is the real deal. this is thursday. model says 8:00 a.m. at this point i would say hesitate to give you an exact time. you can see the line of showers. rainfall rates that could be over an inch of hour. we will see urban and small stream flood advisories. big rivers should not be a problem because it is not going to last that long. you need a lot of water to get the rivers to come up. it is a good storm. with the storm the winds will be significant too. 60 miles per hour winds. that is how it looks. the timing remains to be scene. looks like early thursday morning. through thursday afternoon. there is still rape after that
