that is the reports i've had so far. a lot of cloud cover. not much happening today. our system all eyes are focused on a system that is two days away. heavy rain will be here on thursday. high wind watches already posted. flash flood watches out. high surf advisory. there will be heavy totals but this can change a little bit. all signs point toward moderate and heavy rain. fit continues to march south and doesn't stall out it will be okay. so for most locations it will be a cloudy to mostly cloudy day. might be a few sun breaks to the south but patchy thick, thick fog and drizzles are

light and mist. 60s to near 70. there will be fog out in the east bay causing issues. >> yeah as a matter of fact i'm not really sure if the fog may have contributed to this crash but let's just say it's really foggy and there is a major crash on highway 4 westbound at 242. it's not major injuries however it was really blocking lanes for a bit. it turned out to be a noninjury accident as i read here. but the traffic is very slow. even though it looks like they have moved the accident. look at all of this slow traffic here. highway 4 is backed up solid from pittsburgh all the way out to the 242 interchange. if this is your commute, you should give yourself plenty of extra time to do it because the traffic will be very slow. 680 is not too bad. if you are at 680 and highway 242 it doesn't look bad. let's go to the bay bridge toll plaza. that is backed up for a 15-20

minute wait or delay out of toll plaza. if you are driving in san jose northbound 280 looks good. let's go back to the desk. we begin with developing news out of san jose. we have been following all morning. a fire a at a homeless camp known as a jungle. it is the third fire in four days. firefighters believe this is no coincidence. ktvu tara moriarty is joining us now from the same spot the city just cleared out days ago. >> reporter: yeah could this be retaliation against the city? there have been three fires over the past four days or is this simply a case of a lot of garbage in the area and everything getting upkeep. joining me live right now -- a lot of rubbish out here. a lot of materials that was

bulldozed the last several days. stirring up a lot of materials that could lead to some fires unknown and undetermined. >> reporter: so then this particular location that we are at, this is actually the second fire in this same exact spot since four days ago? >> correct. and talking to the crews they are still miscellaneous couches and all kinds of different material. sometimes you get a small rubbage fire it takes awhile to get down there and put it out. >> and we noticed gas tanks down there too. >> right. we are looking into all of this right now. like i said so much bulldozing lately. moving the materials airbeds. >> reporter: and last night you had another fire as well. >> are you guys worried?

>> reporter: so are you going to be doing extra patrols in the area? >> yeah we will be on our guard for sure. we've had rigs out in this area over the years. so we are definitely aware of what is going on. >> reporter: thank you for joining us live this morning. again we will stay on top of this this morning. we will try to find that location coming up in an hour. where about 50 people are expected to be evicted. time is 6:05. more than 1,000 people hit the streets of berkeley. it was the third straight night of protests over the deadly incidents involving police officers. now last night the demonstration was mostly peaceful. but the crowd still blocked freeway traffic and amtrak service. protestors tell us it's the only way they can get their message heard. katie utehs is at the amtrak station in berkeley this morning. you are talking to people about these continuing protests.

katie. >> reporter: good morning, dave. amtrak is back up and running as you can see. the train just stopped and in all three nights of demonstrations, we have seen protestors head toward the freeway. it's clearly an effective way to capture people's attention. the question is whether or not it creates empathy for their cause or the opposite. let me show you video of the protests taking over the freeway. it happened around 8:30 last night. shutting down both lanes of traffic. police were able to clear them and begin making arrests about 90 minutes later. however at one point an ambulance was brought in when a woman went into labor while stuck in the traffic. >> what we did on the freeway was very effective. we stopped traffic. we stopped the whole city. we got you guys. we got you guys out here. what else can we do to be seen? what else can we do to be heard? >> a bunch of innocent people are being caught up in it and they have no connection to police brutality. i don't even think that's what it's about. i think people just want to

protest. >> reporter: the chp says the 100 or so people arrested were taken to santa rita jail and booked on numerous charges. and it's peaked. the patrol test was mainly peaceful and there was no reports of vandalism or major injuries like we saw over the weekend. the protestors also shut down amtrak service by blocking trains from moving. some dramatic images of a woman with her face covered who climbed on to the front of a train. service was suspended around 11:00 last night and reopened a little before 4:00 this morning. we are just seeing the train leaving the station now at this point. there is still other people waiting on the platform. stopping transit is the attention grabbing method. the question is whether or not it's effective and whether or not it creates empathy for the cause. we are talking to folks in berkeley and answering your

comments on twitter and facebook. dave. >> it will be an interesting morning. thank you. we'll talk to you later. meantime all lanes on interstate 80 are open again after being shut down for almost 11 hours. chp shut down all lanes around 2:00 yesterday afternoon. a woman threatened to jump from the overpass. the highway patrol reopened all the lanes just before 1:00 this morning. but it's still not clear how this situation with the suicidal woman was resolved. today the san jose city council will consider approving an agreement with air b & b. right now home sharing is not regulated in san jose. the city council is expected to approve a 10% tax on all air b & b rentals in san jose. that would be in line with taxes on hotel rooms. people who share their homes would also be required to notify the city. and rentals will be limited to 180 days a year. san francisco passed a similar

measure back in october. some parents in the orinda school district are pretty angry about a decision to hire a private investigator to follow a student home. mary ann says the controversy started when her family were settling into their new home. she says the girl was followed home by a private investigator. and stewart says the district never asked them about vivian. >> shoes by the front door and home work folder on the kitchen table. her bicycle is in the garage. she is so much a part of our family that my toddler cries when she leaves. >> stewart says the investigator also followed 7- year-old vivian when she visited her grandmother in bay point on the weekends. the district says it was wrong in saying vivian didn't live in orinda and is being allowed to attend school there. we get to talk sports now. the warriors did it again. the winning streak is now 13

a man with a knife stabbed a 22- year-old israeli student in the head before police shot and killed the man when he wouldn't put down the knife. the stabbing victim is expected to survive. u.s. embassies around the world have increased security ahead of the release today of a report on the cia's harsh interrogation techniques after the september 11th terror attacks. the report from a senate intelligence committee details the cia's use of technique such as sleep deprivation, confinement in small spaces, humiliation, and water boarding. senator dianne feinstein has been pushing for the report to be released but there are concerns about a backlash. >> this is a terrible idea. so our foreign partners are telling us this will cause violence and death. >> i think there is a little bit of over stating of the issue. a little bit of fear mongering. which i would interpret as a way to triteness press the

information. >> the 480 page report is the first public accounting of the cia's alleged use of torture on suspected al qaeda detainees held in secret societies in europe and asia in the years after the september 11th attacks. time is 6:14. defense secretary chuck hagel is in baghdad meeting with iraqi government officials as well as u.s. commanders. take a look at this video. this is hagel arriving today until baghdad. during a visit to kuwait yesterday, hagel says he believes iraq security forces have gained new momentum. thanks in part to american air strikes against islamic state militants. hagel is on what is expected to be his last over seas trip as secretary of defense. a second nor easterner two weeks will hit several this morning. i want to show you video of the last storm that hit north eastern states in november. this storm is expected to bring heavy rain and wind from maine to new jersey. six inches of snow could fall

in some places as much as two feet in higher elevations. well a british lawmaker is apologizing after being caught on camera playing the candy crush video game during a parliament meeting. now an investigation into being launched into how the picture was taken because photograph any inside parliament without permission is not allowed. if you play the game, you recognize the song. and you probably can't stop playing it. well, this conservative legislator was playing the popular game during the meeting last week on pensions and insurance. mills has apologized. he said it won't happen again. fellow legislatures say he was probably trying to keep himself awake because parliament meetings can be so boring. >> and you know those meetings are boring. >> you know, i have a hard time staying awake in general in meetings. but sal candy crush. do you like candy crush? >> no. i play call of duty and grand

and you will be in a lot of slow traffic through pittsburgh and antioch heading west to concord. at 6:17 let's go to steve. that gentleman was stuck on level 264. you can adjust the time and you will get free lives. you don't have to go on facebook. i'm not addicted. 10-15 minutes. that is a candy wrapper right there. foggy and drizzle. mostly cloudy mild temps. we are waiting for our system. heavy rainfall and if it stalls out we could get a lot of rain. 40-60 miles an hour winds. there is is going to be issues here. travel issues. down trees and power lines. some of the rainfall at the surface may not be bad for some. but there is going to be a lot of rain. some of the higher elevations. russian river. marin county and into the santa cruz mountains. 60 plus miles an hour gusts to be likely. especially on the coastal hills. high surf advisory. that starts tonight and goes into friday. and a winter storm watch in the sierra. thursday afternoon evening. it's still two days away. just so you know. this system does have cold air with it. something the o ere systems have not. the snow level will start off high and go down below 5,000 feet. a lot of cloud cover over us.

could be drizzle. it looks like it's popping up parts of the bay area. north bay nothing is showing up but it's there. cloudy to mostly cloudy. our system is still developing. 59. half-moon bay, sfo and also into san francisco. 50s for others. the water temps are incredibly warm. probably a record in a nonel nino type situation. 61 at bodega bay. this system is just off the chart. that has to feed into this system that is coming in. one would think. 20s and 30s up in the mountains. 50s for almost everybody else. eureka at a balmy 62 with the cloud cover. take your pick on some of these. these will be valid mostly thursday into friday. there is going to be a lot of rain from monterey up to ukiah. projections of six inches of rain. you can take that. on the timing we are okay today. we are okay for most of wednesday. this does not come in until late wednesday. holds up a little bit which is

a good sign. and a sign it is still developing and that will be a surface low forming on this. and where it sets up, that is the key on the breeze. and then it starts to plow through. 6:00 a.m.. that is when you see the red. 6:00 a.m. thursday morning. and look at that line coming through at 8:00 a.m.. i know what i will be doing at that time. and 11:00 to noon it makes it down to the south bay. 2:00 all the way down past. and then we will probably get a break but not until early friday. drizzle to the north and around 60070 degrees -- 60 to 70 degrees. temperatures and everything else taking a turn for the worse if you will by thursday and friday and saturday looks like a break. >> all right. >> you ready? >> i'm very ready. >> it will be pretty intense morning and evening commute. >> i think the morning commute will be sold out. >> what about specifically

driving in around 3:00 a.m.. >> about the time we come in. >> it may be real tough. really tough. by 4:00, 5:00 it could be. >> we'll let you know how our drive goes. 6:21 is the time right now. amazon says it may move the drone test to another country. amazon asks for permission to test drones outside of its office but has not yet received approval from the faa. the faa is blocking innovation by not allowing the drone test. they want to use drowns to deliver light packages to customers. the faa allows seven hollywood production companies to use drones for filming but that is the only private use of drones approved so far. a is being -- apple is being accused of hording the supply of new iphones.

the duchess mastered court side sheik. a korean airlines executive has resigned over claims she delayed a flight from new york to south korea because of the way she was served her on board snack. vice president and daughter of korean air chairman heather chough demanded the plane return to the gate and the chief flight attendant be removed from the plane over in flight service standards. that was after a junior flight attendant served chough mac damian nuts in a bag. but south korea transport authorities are checking out whether her actions were against aviation regulation. time 16:-- time is 6:29. the reason his half a billion dollar development project is on hold. >> and the lights are on at the oakland zoo and that can only mean one thing it's that time

stretch. let's move along and show you the 580 commute which is very slow coming out of tracy to the livermore valley. we've been talking about highway 4 which is a solid line of slow traffic in dense fog from antioch to an earlier crash 242 at highway 4. bay bridge toll plaza this is backed up. let's go back to the desk. sal, time is 6:34. more than 1,000 people marched last night in the streets of berkeley. it was the third night of protests over the deadly police involved shootings in missouri and new york. interstate 80 through berkeley was shut down for 90 minutes. the chp says more than 100 people were arrested. amtrak service was suspended when people started climbing on to trains and lying down. katie utehs is at the amtrak station in berkeley. you are getting reaction from people talking about those protests.

>> reporter: a track is back -- amtrak is back open this morning. we will show you the dramatic pictures. all of the berkeley protests have been in the evening. under the cover of darkness. over this weekend, we saw that, that led vandals to be able to go out and smash windows. last nights protests were peaceful. however, the evening protests are snarling people's eve nick commute. let me show you video from interstate 80 as protestors took over the freeway. at its peak the protests was more than 1,000 people strong. >> it takes a lot of people to be able so shut down a freeway. there has to be something behind what they are trying to show. >> reporter: some are trying to avoid the protests all together. we spoke with a man who commutes for his job via amtrak and the bus.

he says they received a heads up at work ahead of the protests yesterday and he plans to leave early today as well. >> i think it irritates people more than anything. especially people who have been working all day. you are trying to get home. i don't think it helps their cause at all. >> reporter: the protestors also shut down amtrak service as we mentioned by blocking trains from moving. the video shows a woman with her face covered. she climbed on to the front of a train and people laid on the tracks last night. so certainly very dangerous tactics to lay down in front of the train tone to approach the freeway. service was suspended around 11:00 last night and reopened a little before 4:00 this morning. so we are receiving mixed reactions from folks. people who emphasize with the protestors. they think it's an important civic move to make with these nonviolent protests. others just saying they are fatigued and irritated by it and not sure that all of the people that are protesting

progress the country has made because that gives hope we can make even more progress. your time is 6:37. emergency officials all over the bay area say now, now is the time to get ready this weeks big storm. during last weeks storm saw a lot of flooding like this. steve told you earlier this next storm is expected to be even bigger. so you are being urged to have sandbags ready and move cars to higher ground. officials also advise everyone to stock up on food, make sure you have flashlights and extra batteries ready just in case the power goes out. people are also getting ready in the east bay. in oakland some stop by the city's corporate yard. they picked up sandbags to protect their property. public works crews are also checking to make sure a storm drain is clear of leaves and debris before that storm hits. knowing that they are almost certain to have a lot of work on their hands when the rains come. >> sometimes mother nature isn't so nice to us.

and then we have to get up and do that work. that's what we are here to do. >> san francisco as you know had its own share of big problems with last weeks storm. the sink holes and a lot of down trees. pg&e is clearing out brush and trees in areas where the storm is expected to hit the hardest. 49er legend joe montana's plan to build a $400 million development project are on hold once again. montana decided to delay work on his proposed hotel. sports bar and retail office project. other business problems cause similar delay last year. however, santa claire ram city leaders have not lost faith in montana despite the set back. the council are is expected to give montana exclusive rights to the land possibly as early as tonight. it is a bay area holiday tradition. i love it. zoo lights at the oakland zoo. ktvu alex savidge is there this

morning with a special four legged guest and a new ride. >> good morning to you guys. crew cruise -- cruising around the zoo this morning. plenty of room in the jeep. this will be the fun part getting out. [ laughter ] this is the newest ride here by the way at the oakland zoo. the jeep is a tight squeeze for me. i'm not sure it's meant for me. maybe meant more for the kids. that is among the many rides you will be able to hop on. they have that ride, they also have the merry develop round going and the trains as well. let me give you atist of what you will see here. this is one of those shows they have on the meadow and it's the feature show all set to music and you can see santa claus and the reindeer and all the rest if you come down here to the zoo lights. it's a tradition here at the oakland zoo. they have been doing it for

decades here. and obviously families have enjoyed it for quite some time. come on down. the whole place is decked out in hundreds of thousands of beautiful holiday lights. and what better way to get into the holiday spirit than to come on down and enjoy the festive lights. now of course it wouldn't be a trip to the zoo if we didn't have animals as well. and we are joined now by a couple of ferrets. how are these guys doing? this is melinda. you know these animals. >> yeah. this is camela and this is marcela. they are two of our domestic ferrets here at the zoo. they like to sniff and explore. they are pretty excited because they are up and awake and got a lot of new things to explore. >> reporter: ferrets are

predators. >> they are. yeah. >> reporter: what do they like to munch on? hopefully not tv reporters. >> they are connivers. they like birds, mice, and lizards. that is why they are illegal to have as pets in california. they are easy to escape. >> hey, how are you? >> reporter: now do they need their morning walk? >> yeah absolutely. >> reporter: you have her leash right? >> i have her lean right here. >> reporter: so this is their morning routine. they go outside, get the paper, have a cup of coffee. take a little walk. >> they are territorial. they like to sniff and see who has been nearby. >> reporter: oh wow. i think she is walking me. is that safe to say? >> yeah is pretty normal. she is very determined. >> reporter: and there she

goes. and going under the fence. >> you can see how they have the flexible bodies. they can squeeze under tiny doorways. >> reporter: hold on let me get her past this fence. is she okay? >> she is okay. i will help her. >> reporter: i know. pam, you make a good point, i don't have a great way with animals. [ laughter ] >> there you go. >> reporter: yeah i sent a turtle running back into her shell. and now i have a ferret wrapped around a fence. not going well. that is why we leave it to the experts here. if you do come to zoo lights the animals won't be out and about. because it is nighttime. >> yeah. >> reporter: runs until january 4th. and itemings obviously after sun down. 5:30 at night. >> 5:30 until 9:00.

welcome back it's 6:47. a fire has sprung up a homeless camp known as the jungle. now another camp nearby is about to be cleared out. tara moriarty is joining us now right near interstate 280 and 680 not far from san jose state university. how is it effecting things out there? >> reporter: well so far we have not seen the raid which is supposed to happen in 15 minutes. we did find these two women that were kicked out of the jungle a couple of days ago. they were sleeping on the streets can with just a tarp

over them. they say this is clearly retaliation against the city homeless. the fire captain says he's not ready to make that call yet despite the fact that three fires have sprung up in the jungle over the past four days and no one is living there. we spoke to a homeless woman who says she is upset she was forced out of the jungle where she has often received medical services. >> this is where i have been sleeping right here. and because they kicked me out of my home right there. and i really miss it. but you know it is what it is. you know. but i'm trying to make it. regardless. we all got to survive some way. >> reporter: now we know about 50 people who lived in the jungle who have relocated in one spot. we are trying to find that area. they have been given notice to leave in one hour. the jungle if you don't know

for a 20-25 minute wait. let's go to steve in the weather center. steve. thank you, sal. good morning, everybody. thank you for for the information on twitter especially the light drizzle or mist. that seems to be very mild conditions. kind of mist write around there. fog seems to be favoring concord and buchanon. officer todd clark said very foggy on the tree boulevard. so there is pockets of fog when you come down the hill. let's look ahead. not necessarily wednesday night but thursday morning. that is when the system will arrive. it does look impressive. heavy rainfall is expected. there could be seven plus inches of rain. even in san francisco it will be very windy and flooding. some holing areas we've had pretty good rain. the ground is getting saturated here. also some of the pets don't forget your dogs and cats and things could get crazy here.

if this system blasts through, there may be a little less. fit stalls out, we are in serious rain issues here. but again that won't be until thursday morning. wind advisories are already out starts wednesday night and goes into thursday afternoon. 60 plus along some of the coastal locations and i think in the higher elevations. high surf advisory is out and goes into friday. a winter storm watch is out for the sierra. that starts thursday. we are two days away. the snow will be measured in feel. it will start off the level very high. but there is cold air and we will get the snow level down below 5,000 feet. but maybe not friday morning. a lot of cloud cover increasing in advance of it. there will be a few breaks in the clouds. a cloudy to mostly cloudy day and really mild. upper 50s for some. maybe a few mist and drizzle. and also from larkspur and healdsburg. cloud yi to mostly cloudy.

combine a little southeast breeze and that will do it. very mild conditions on the lows ironing with the water temps. unbelievable warm. still in the 50s. and that is nonel nino situation. that would feed into the system which is showing very, very hefty totals here. thursday morning looks to be prime time. tomorrow we can update this. easy 4.5-6 inches of rain for some. especially to the north. and also in the santa cruz mountains. we are fine today. everything is good. wednesday looks pretty good. and then wednesday night starts to move in maybe 5:00. holds up a little bit in the north bay which will produce heavy rain. there is our system 6:00 a.m. beginning to move through. when you see the red, that is extremely intense rainfall which will be coming through. so into the early afternoon maybe most of the day on thursday looks to be very, very heavy rain. cloudy, mild today. patchy morning fog.

welcome back. time is 6:56. prosecutors charging a former uber driver in connection with the death of a little girl. has been charge with misdemeanor vehicular manslaughter. prosecutors say he hit six-year- old sophie lou and her family on new years eve when they were in the crosswalk. he is due back in court tomorrow. the officers involved in a controversial arrest at levi stadium.

cell phone video shows officers moving in to arrest 44-year-old mark lieden. many witnesses say the officers over reacted. police say they need to take aggressive action to control a belligerent and dangerous fan. >> at one point mr. lieden is grabbing on to one of the officers clothing and not letting go. so if he would have submitted to the officers authority a lot of this would not have happened. >> lieden faces charges of assaulting an officer and resisting arrest. they are looking into how officers handled the situation. the orion spacecraft is finally back on dry land. the 11-foot tall capsule was put on a truck last night and driven to a maintenance bay around 11:00 last night.
