2024 olympics, the three things that may hurt san francisco and its chances of getting e games. ktvu channel 2 morning news continues. >> good morning. thank you for joining us. wednesday, december 10th. i'm pam cook. it's tax day. isn't december 10th tax day. >> good morning. i'm dave clark. let's talk about weather and traffic. speaking of steve. he's right here. bring us up to date. >> well, it will be tomorrow. >> so not tonight. >> tonight north but not until tomorrow. i think that will stall out and over the north bay and windy to the south. we'll have details coming up today. we start out with fog. just -- if you haven't heard, you're just getting back. you say, wow, what's going on. heavy rain is expected late tonight to the north and

overnight tomorrow. wind gusts, already high wind warnings. 80 mile-per-hour gusts. there will be downed trees and power lines. also don't forget the christmas decorations, your pets as well. it's the best system we've seen in a long, long time. the surface low is going to form and there in lies the key. it's going to tighten the pressure gradient and give us some of the rainfall rates. two plus inches an hour if this system stalls. we want it to blast, but i don't think it will. it's going to take time getting through. it will be windy ahead of it. once it goes through, we aol see the wind relax a little bit, but that may not be until tomorrow for some. >> getting close for some on the north coast. there's so many warnings and watches. high wind warning. blizzard warning for the sierra nevada. those will change rapidly. 50s on your temps. there's still plenty of areas of fog. napa,'s at 12. that's a sign of things to come

as it turns southeast. cloudy today. rain develops to the north and then moves slowly toward us overnight into tomorrow. so drizzle out there. breeze picks up a lot of 60s on the temps. don't want to forget. the fog is thick in some spots. >> we can see highway 24 cameras, steve. it's too foggy. we'll show you those areas. start out with 101 in san jose at 880 that cleared up an accident. it's slowing before 280. i will show you the accident we're talking about on northbound 101 that's right there. there's a new crash reported northbound 101 near matilda in sunnyville. 101 is not the freeway right now. 280 looks good. you're watching this. you get up on the road early. avoid 101. pretty soon, though, all these freeways are going to be crowded. now, let's move to the bay

bridge toll plaza. about a 25-35 minute wait. 6:02, let's go back to the desk. >> anger over a city council meeting fueled a fourth night of protest that started in berkley and ended in oakland. the crowds of hundreds gathered around 7:00 tonight, right outside berkley city hall after learning the meeting was canceled, the crowd made their way down telegraph avenue into oakland. at one point, they went onto highway 24. it took the chp20 minutes to clear the freeway and 14 people were arrested. there are also reports of looting and vandalism in downtown oakland. people across the country have been protesting the decision not to indict police officers in missouri and new york for their roles in the death of michael brown and eric garner. now there may be division among

city leaders. we're joined with more about the decision to cancel the city council meeting. >> reporter: good morning to you. there's discussion in berkley about the canceled meeting. the mayor called it off at the last minute. he had concerns about rowdy protesters taking over city hall. you can see the damage that was done during one of the demonstrations. in a statement, mayor tom bates says we've postponed the meeting -- one estimate, placed a number as high as 1500 people. along with the overcrowding issue. the mayor and police chief were -- this large crowd took to the streets of downtown berkley. several hundred people held an impromptu town hall meeting.

that's when the mayor was blasted for pushing back the meeting. chris worthington said the mayor overstepped his authority. >> the mayor thinks he has the power to cancel the meeting and not to listen to you, but members of the city council can overrule the mayor. so we will be demanding an investigation. we will be demanding having the city council meeting that shouldn't have been canceled tonight. >> and protesters are planning to attend the council session to sound off about the recent killing of unarmed black men at the hands of police in ferguson and new york. demonstrators are hoping to raise the issue of excessive force during some of the recent protests here. council members are promising to look into those accusations. and while many business owners are frustrated by the vandalism that has come along with the recent protests, there are some

stores, like this print shop in oakland, last night that store opened protesters food and water as they made their way past the store, which is there in oakland. by the way, pam, we should point out that that city council meeting that was put off last night will be rescheduled, but the date has not been set for that. >> do we know when they're going to try to make that announcement on the rescheduling. >> no. we don't. what we're going to try to do is get in touch with the mayor. >> thank you, alex. time now, 6:06. the disruptions and violence have people now questioning the tactics of the activists. yesterday in san francisco, a group of mostly african pastors say they've seen enough. >> we're tired of other people determining their gender who have used violent means. >> the pastors are inviting protest nors to work with them

to bring about change without resorting to violence or blocking freeways, and that includes revisiting the grand jury system and better sensitivity training. time is 6:06. after days of watching protesters clashing, it's a different scene in the city of richmond. yesterday morning the small group of people -- richmond police officers and the police chief joined them. the police chief held a sign that read black lives matter. this group lined the road for 4 and a half hours, the amount of time the body of michael brown was left out on a street after being shot by darren wilson. >> we share a lot of similar concerns. >> that's why i'm glad to see the chief. he's opinion instrumental in taking away that divider. >> and at one point, the police officers passed out pizza to the protesters. both sides say richmond has a strong sense of community and

they want to keep that going. >> the bay area's biggest storm in years is expected to hit sometime overnight into early tomorrow morning. ktvu -- joins us talk about how people are getting ready for the pounding rain and near hurricane force winds. could see power outages. >> absolutely. people are really getting ready to hunker down, buying groceries, doing what they can. they don't have to be on the roadways tomorrow. here's what you can do today to help out everyone in the area. clean your neighborhood storm drain. if everyone pitched in, it takes the stress off the storm drain system. it could really help out everyone tomorrow. the city of oakland only has 10,000 storm drains, but only 17 people to cover the entire system. so you can imagine, if there's

a major problem, the crews will be tied up and your neighborhood will not be a priority. you can also spend time inside and if possible, avoid the mess tomorrow, which is what people are telling me they're going to do. >> i've gotten a lot of groceries and errands done way beforehand so i don't have to drive out in that type of weather. it's not just the weather. i'm in a car, so it's okay like that, but people are driving around. they don't see each other very well. i just don't want to get in an accident. >> we checked out one of the sandbag locations on red rock road. it was wiped out this morning. you can see the empty pallets. san francisco also ran out of sandbags yesterday, so it would appear that people are heeding the storm warnings. we did not see many christmas decorations. people have put those inside. the sandbags are wiped out. we do have on ktvu.com a list

of sandbag locations. you can check with your public works department today and to the simple things, clean out the storm drain in front of your own home and help out your neighbors. >> good advice. time now, 6:09. city work crews in san francisco literally going to great heights to protect from tomorrow's big storm. >> we have a close look at some of the chris cal work. this is telegraph avenue, 150 feet above the ground, workers are racing against the clock to stabilize the hill before the wind storm moves in. there have been storm problem on telegraph hill for a very long time. >> traditionally this was a corridor that was undocumented in the early 1800s, and they left it in a pretty precarious position. >> looks like it, though. in january 2012, you might

remember a weaker storm caused a huge slide on telegraph hill. boulders the size of cars slid down the hill, smashing one car and damaging an apartment building. >> time now, 6:10. the u.s. olympic committee may decide whether or not to make a bid for the summer olympics olympics in 2024. now, a meeting is set, they will make hour long presentations. those cities include boston, washington, dc, los angeles, and san francisco. now the host of the 2024 olympics will be selected in september of 2017. the head of the olympic committee says san francisco is probably the city the committee would prefer except for three things. political tensions within the city. questions about venues, and the number of nearby cities that would most likely have to be involved. >> 6:11 is the time. a long awaited affordable housing projects in san francisco.

what's happening a few hours from now in the bayview hunter's point neighborhood. first, suing uber, the two reasons the city of san francisco is taking legal action against the ride sharing company. >> right now we're looking at a commute where traffic is a little bit slow coming up on the richmond bridge, but all that bad. we'll tell you more about the bay bridge toll plaza. that's a different story. >> not too much going on right now. some thick fog. all eyes on late tonight and tomorrow. update on timing and also the warnings and watches.

welcome back to the morning news. time is 6:14. san francisco is suing uber. district attorney says uber operates illegally at airports and is not testing its apps for accuracy in calculating fares. they use misleading statements about the driver safety. uber says it is a safe and established part of the transportation system and will continue to talk with the district attorney about his concerns. a former uber driver charged with vehicular manslaughter, he's due in court today. he hit a family. 6-year-old sophie lou died. her mother and brother were hurt. the family has filed a civil lawsuit against him and uber.

>> the system so bad the driver -- he's driving and looking at the phone. >> uber says he was not carrying passengers or responding to a request for service at the time of that accident. sophie's mother plans to be in court today. time magazine announced the person of the year, and the winner is the ebola fighters. take a look at the cover. the magazine says doctors, nurses, others who have been treating patients in west africa risked their lives to save others. they're fighting a war that's waged with bleach and a prayer. the virus has killed more than 6,000 people in west africa. an american doctor whoing contracted the ebola virus came to speak at ucsf yesterday. he volunteered to go help

battle ebola. he says he took strict precautions and does not know how he became infected. he credited emory university for saving his life. he urged support for health organizations caring for the sick and more research against this deadly disease. >> this is a villain of a virus. that not only kills a lot of people, but it does it in a way that robs human beings of their dignity. >> he's now immune to ebola, but says he often gets tired and suffered from vision problems. his case may help researchers at ucsf. >> he looks good for someone who's come through ebola. >> yeah. >> time now, 6:17. let's get you to where you need to go. i came through fog this morning in some of the areas. >> it is pretty dense out there. we also do have a crash in san

jose and sunny veil. two of them, northbound 101 at matilda. that one is still there. the other one is northbound 101 and 180. cleared it out of the way. 101 is to be avoided. you can use 280 instead. 280 actually looks pretty good and 85 also looks pretty good. you can avoid 101 for the time being. later on, everyone is going to figure that out and all the freeways will be crowded. san mateo bridge is clearing. the traffic also looks good on the bay bridge itself, but at least about a 20-25 minute wait before you get onto the bridge. new crash in the richmond asia, westbound 80 just west of carlson. now, at 6:18, let's go to the weather center. >> we'll talk about that, some drizzle. the calm before the storm. it will be here late tonight. key factors on why this system

is so impressive or shaping up to be. there's a lot of available moisture. the jet stream where the pilots fly, curious of anybody out there, maybe makes the run from san jose sfo or oakland to the hawaiian islands coming back, probably making very good time. the jet stream, 20,000 feet is really roaring. this is called the lift. you get the vertical lift. you take this moisture, way above average. you lift it, cool it. that will ring out a lot into the north bay. the factor will be the developing surface low. water temps are going to boost rainfall rates. like a recipe, everything has to come together. now, the cloud cover is over us, the water temps right

there. 60-61. very, very warm for this time of year. north bay, these are a broad brush. santa cruz mountains, 48. south bay, 1-3. there could easily be more than that. we'll see gusts at hurricane strength. coastal hills. 25 to 50 for us tomorrow. the seas are beginning to build. that will take us into friday. combined seas over 20 feet possible. a blizzard warning. long time sentence i said that and dusted that off. blizzard warning out. that goes thursday into friday. there will also be extremely high gusts over the passes, was snow fall will get over 4500 feet. it's just not going to get there until late thursday or friday. in advance of that, it's cloudy, on the mild side there. 's thick fog out there. low to mid, upper -- not much of a breeze yet, starting to show east to southeast. that's going to pick up later today in advance of that front. 30 up in tahoe.

improving. donations at the marine food bank were down in october and november and the food bank is 13% short of what it needs. with christmas eve two weeks away. there's no indication donations are picking up and food bank workers say donors may be doing better financially and incorrectly believe that's the case for everyone. >> most of the up tick has been in professional jobs. so for those in our community that are in those professional jobs, oftentimes, times like this get duffer. rent prices are going up. food prices are going up. >> the biggest need is for high protein foods, such as peanut butter, beans, and canned tuna. >> okay. pam. time now, 6:27. a brewery in oregon going hot and cold with its latest beer. yep, cirri chai hot chili sauce

for those of you who remember -- there's areas of fog out there, but the rainfall is going to be excessive for some. as we head into late tonight, for us it will take until tomorrow morning and go into friday. rain is beginning to show itself off the north coast. thins are still taking shape. this system is going to slow down and stall. i would be better telling you about what we do have. flash flood watch. with that, keep an eye on hoplin for tomorrow, but that's tomorrow, not today. it's mild to warm, the at least breeze is starting the show itself for almost everybody. not too bad yet, a lot of cloud cover. the rain starts late tonight and maybe not make it past the north bay until 7:00 or 8:00.

60s on the temps. tomorrow it could be very windy in the south bay an also fremont in the north bay. our own tara moriarty. hello. >> reporter: hello. 70 miles per hour. is that true, some of these wind gusts. >> some of the higher elevations, i think at the suffer vas, about 50. >> and that's kind of nuts. the last storm we had, the really big one, it was less than half of that, right? >> okay. steve. we've lost steve. so with these wind gusts, pg&e wants to make sure that they're taking care of business and getting a jump start on things. we're out here at one of their yards where we've seen the trucks go in and out as they begin to prepare for this powerful storm. now, if we take a look at some of the pictures here that we have of pg&e, the powerful winds can can topple trees and down power lines. they're not mobilizing the troops, they're going to fan out all over the area.

pg&e can quickly send them out to restore service. also urging customers in addition to the clearing of the storm drains we were talking about earlier. you have to secure those out door christmas lights so they don't blow away. another preparation is clearing clearing the storm drains. they pumped out debris near interstate 880. they want all of the drainage channels clear. right now we're going to check in where the roadways are probably looking pretty good here in the calm before the big storm. right, sal? >> absolutely. we're looking pretty good here now, but, of course, tomorrow, as you mentioned, we're all going to be pretty busy. let's take a look now at what we have in the bay bridge toll plaza. it's backed up to a 25-minute

delay. also looking at the commute here. if we move along to the freeway 880 north and southbound. that traffic is moving well in both directions. 580 is slow through dublin and livermore. it has filled in. also slow headed down to the fremont area. the peninsula is okay. 880 southbound is slow. of course 101 started off poorly because of a couple of crashes. still clearing an accident northbound 101 at matilda and sunny veil. now at 635, let's go back to the desk. >> the bay area, they've been packed. people are getting ready for the storm. in napa. one agent says when they opened yesterday morning in just the first three hours, 12-tons of sand was packed into 3500 bags. now, while most of the people we talked to don't live in flood zones, they still say they need sandbags when there's a lot of rain. they worry about urban and

small stream flooding. a high surf advisory already in effect, including point rays national seashore. a high surf advisory for san francisco, peninsula and northern monterey bay. the waves and the surf could reach 20 feet, maybe more. people standing on the rocks fishing or just being out there looking at waves, you could be swept out to the sea. make sure you stay right here with us at ktvu channel 2 and of course our website for updates on the storm headed our way. we'll have more on when the bay area is getting ready and when the storm hits tomorrow. you can use our interactive tools to track the rain. >> a last minute cancellation fueled a fourth night of protests. the crowd marched through berkley into oakland. alex savage joins us now with more on the backlash over cab selling this meeting and

reaction from city leaders. >> good morning to you, the mayor is taking heat over his decision to postpone last night's city council meeting. he was worried about protesters getting out of hand at city hall. as you push in here, you can see there's damage here. the front windows were smashed during a recent demonstration, now, along with concerns about violence, mayor tom bates says there was an overcrowding issue. came chambers can hold 150 people. word of the cancellation trickled down. this large crowd took to the streets of berkley. several people held an impromptu meeting. that's where a pair of city council members blasted the mayor for the city council meeting. they're planning to attend the session to sound off about the recent killings at the hands of police and ferguson in new york. they also were hoping to race the the issue of excessive

force. it's very surprised and concerned about the -- about what i think was excessive force. it was an overresponse on saturday. and mayor tom bates put out a statement, addressing in part the force by berkley. he says, i believe we have one of the best police departments but under a duress, abuse can happen even in the best of departments. the the abuse will be investigated and the mayor says he supports that as well. >> okay. thank you for that. the protests started to get violent as the crowds of hundreds made its way down telegraph avenue toward oakland. this is about 8:00 last night. the fire there celt by -- set by a small crowd, one man was ataxed as he tried to put the

fire out and small fires were started as the march got closer to the downtown area. they will not cause any damage. now n a letter -- in a letter to parents, berkley's high school principal said they're planning a backout today to protest what happened to michael brown and eric garner. it's supposed to happen between fifth and sixth period. any students that do leave will be given an unexcused absence and will not be able to make up any missed work. our time is 6:39. san jose, now the second bay area city to tax b&b rentals. the 10% tax was approved. it's the same tax that hotel guests pay. this new law also requires them to notify the city of short- term rentals. they had already agreed to the tax. san francisco approved a similar measure in october.

people are getting ready for not just the rain, katie, but very strong winds. >> yes, absolutely. a lot of people wanting to just stay inside. hunker down during the storm, but not all of us have those luxuries like you and i. we have to go out and brave the elements to either get out to work and be in the elements for work. those who take public transportation are particularly concerned. >> i'm certainly concerned about it. i have to decide whether i'm going to go into the city to work because i'm not sure what's going to be happening with the bart. actually it's our office christmas party. i was just thinking about that as i was walking up the street. >> hopefully holiday spirits won't be dampened, but people are certainly preparing for the rain and wind. this is the way we found the city of piedmont's public works yard this morning, empty sandbag palace. >> others are cleaning storm

drains and raking leaves. it's especially important where backed up drainage systems and flooding can lead to mudslides. they have an adopt a drain program. you don't need to be a part of a program to help out. simply cleaning up your leaves an helping neighbors do the same makes a huge difference. the city of oakland has 10,000 storm drains and only 17 people to cover them all. city crews will likely not have a lot of time to clean your drains. we also have sandbag locations posted on ktvu.com, but with the storm, it's really prevention that's the best medicine. when i get home, i'm going to do another round of leaf raking so we're ready to go for the rain. >> cleaning the drains, if you have any drains out around. 6:45 is the time despite the rain headed our way. we'll still be paying more for
