after a nightmare day here. >> reporter: almost like crossing a swollen creek. >> i saw the alerts advisorying to stay away. >> reporter: -- advising to stay away. >> reporter: flooding near the grand avenue exit brought traffic to a near stand still for 5 miles. as cars went through up to 3 feet of water that covered six lanes of traffic. >> been having a drought for so long we forgot what it is like it rain a lot. it caught everybody by surprise. >> reporter: this shows what it was like to drive through a small pond. drivers had to be rescued from either side of the highway. >> you get water in the engine it will shut off. and you have to replace your car. >> reporter: the flooding tied up traffic for hours. crews worked to clear drains as

drivers plowed through. they tried closing the stretch at 10:45 a.m. this morning but that most drivers didn't take the do d tour. >> -- detour. >> following my gps. yeah. took a long time to get here. >> the good news according it the chp, there were no serious accidents along the 101. caltrans says the concern about the weather means there were fewer than the typical daily 220,000 typical people who drive the 101 each week day. >> all right. thank you. we are still raining. thank you. >> the storm caused a scary situation for a child after he was trapped under a tree that fell over. look at this photo taken by a photographer. that 80-foot tree fell on two students that playground at gateway elementary school. one 12-year-old boy was pinned under the tree for 15 minutes. firefighters used chain saws to

free him. he had a broken arm. the school closed after the incident. all students were sent home. that wasn't the only tree that came down. one family in san jose was awoke by tree crashing into their home. ktvu's ann rubin is live in san jose. quite an effort to clear the downed trees. >> reporter: cures were here all day working on this -- crews were here all day working on this tree. that is just one of many. >> reporter: this woke the family up this morning. their neighbor's came crashing on to their home. >> myself and my three kids. 5:45 a.m. we hear a big boom, crack, crash. it felt like an earthquake. >> the tree punctured their roof not far from the kids' room. >> that was my first concern. >> reporter: everyone was fine.

the roof and car were not. crews are hard at work. >> trying to minimize the damage and get the tree out of here and make things safe again. >> similar scene in san jose. it was an oak tree that fell crashing a home and an suv. no one was hurt. >> can't leave the house till they get it fixed. badly damaged. >> reporter: the damage needs obe repair -- to be repaired and the tree removed. they hope it could be fixed quickly. >> we will stay somewhere else tonight and just try to repair before christmas. >> reporter: her husband just got into her car and pulled out of the driveway before that happened. and so he missed being in the path of the falling tree. >> so lucky nobody was hurt.

i have to ask about the tree and the house, it looks like they barely made a dent in it. how long could it take? >> reporter: it is a massive tree. we saw them this morning working and when they left just a few minutes ago. they have been steadily working chipping away at it throughout the day. and it barely looks like they made a dent in it. >> two weeks till christmas. hope they are back in the house. thank you. we have breaking news out of the south bay. a roof collapsed or a partial roof collapsed at a safeway show in san jose. this happened on east capitalporousway. ktvu's azenith smith just arrived there. >> reporter: there is one minor injury. a person had his leg injured. it was a minor injury and he denied medical assistance. so far that is the only thing

we know of. there are several crews here on scene. firefighters are calling this a major building collapse. they are in rescue mode. all the employees have been accounted for but they are still accounting for all the customer. they are searching the building. we mentioned one minor injury. this is a 50-foot hole with significant cracks going out of the hole. a firefighter will be going on top of the roof to assess the damage. this happened around 4:00 a.m. this afternoon. the chopper spotted the roof collapse and evacuated the building. people are standing around in the rain. luckily they are out. they are calling more crews out here and right now the cause is still under investigation. but initial reports say it may be do to standing water. we will keep you posted. >> just to be clear, people were in the store when it happened. one person had minor injuries?

>> reporter: yeah. that person had a leg injury before and reinjured his leg. it must have not been too bad but they mentioned that one injury that happened. >> there is a responsibility there are people still inside the store? >> reporter: they are in rescue mode. there is that slight possibility. so far we know there are no victims inside but they are double checking and they are searching the building. >> thank you. new video from berkeley. the storm turned a street into a mess. one car you see there submerged there. water rose up to the roof of the car. there is no word on what happened to the driver. we don't believe he is in the vehicle. caltrans is trying to get the water out of the street. the storm hit the north bay

first, swamping homes, businesses and roads. ktvu's mike mibach is live now in napa county with the effects of the storm and how people are coping there. mike? >> reporter: yeah the napa river running flood stage, 16 feet. got to 15.6. it is now 15.2 which is great news. the water is receding. a lot of creeks in the area still on the move. moving up the banks. no doubt a wild and wet ride right here in napa and sonoma counties. >> reporter: roadways flooded. vineyards under water, tasting rooms closed. the ride is a wet one. >> rock slides and mudslide coming down. >> going pretty good. >> reporter: the creek was creeping out of its banks. >> all the water goes up here and backs up, hits the bridge and back fill from here and go over on the street.

>> reporter: a lot of eyes on this bigger body of water. the napa river. >> flood stage 16. we can take 17. maybe touching 18. >> reporter: they live on the banks near downtown. >> hanging in there. we moved our furniture. >> reporter: the worse flooding he has seen in 16 years was 2005-2006 when the napa river got to 23 feet at the bridge. i remember this storm. i was stuck for three days working. back here. the water got up 7 feet on his house and made its way inside. >> right to the ceiling here. we were at the top of the stairs. it was probably two stairs down. >> reporter: on the other side of the river, sand bags line a home. >> we did debate and decided to be smart and put them out there. >> reporter: the homes have been flooded once and with the

river 50 yards away they know it could happen again. >> it is acting like a dam here. it is unknown. >> reporter: it is still a concern for some residents. it hasn't stopped raining here as you can see. as long as it continues that threat still remains here live in napa. >> you know that they have dawn lot of work in downtown napa to fix up the river bank, to prevent flooding in the future but there is still a chance of flooding. >> reporter: yeah. in fact they have done a lot of work here in the last few years. when we were talking to the residents, they showed us a wall that has been built but as the woman said in her opinion we don't know yet. we have to see how it acts. you have all the water from the hills here in napa valley. even though it is receding it is too early to say if indeed

the river will over flow here. >> a heck of a test for the system. thank you live in napa county. look at this. a transformer explosion in san francisco's union square. post and stockton streets. we saw this video on youtube. smoke there rising in the area. more than 90,000 customers in san francisco were without power. dozens of street lights went out, stores and hotels lost power. san francisco police tell us a main transformer blew. >> so we had several calls of man hole covers that had blown. underground fires in a couple locations. the fires were put out. a tie up with the traffic. we had it shut down some intersections. >> the b.a.r.t. station was also shut down because of the power outage. it opened at 1:00 p.m.

and many merchants were able to reopen. pg&e says there are 33,000 customers without power in san francisco. south bay, 2700. north bay 2200 outages. on the peninsula and east bay, 1100 customers in each of those areas have no power. b.a.r.t. saw delays morning along with the mun gumry station being shut down. the san brunostration was shut down because of understood -- bruno station was shut down because of flooding. we saw worker clearing debris. also fairy service from san francisco to the east bay resumed after a number of morning runs were canceled. and a tough day in the skies at san francisco international airport. travelers were delayed and they had ocontend with closed restaurants -- to contend with

closed restaurants. there have been 245 flight cancellations. and delays of 1-1-1/2 hours. this is happening during day one of a two day strike of restaurant workers. a thousand workers walked out today. some restaurants are closed but 80% are open with temporary workers. we are continuing to get word ♪ ♪

live along the water front where it is coming down now. the rain combined with the tides could be a bad combination. >> reporter: it could be and some folks saying it wasn't so bad they weren't outside. the bad news is it is still raining and that is bad for any urban area and we have 30,000 people without power. some of them are coming back online and folks can now see us. the embarcadero, which was a problem because of high tides and winds, faired pretty well. >> reporter: we took these pictures at high tide but the winds stayed calm and did not kick up the feared big waves. the rain, though, at times came down hard. for many the storm lived up to its billing. flooding, huge areas of the city without power. >> pretty bad.

>> reporter: many businesses shut down. the power outage kept workers on the streets. >> no one knew what to do. go home. got beers. and we will relax. >> 10s of thousands of res dependents without electricity since before dawn. 7 hours later long time san franciscan said she couldn't stay home any longer. >> no food. no refriggater -- refrigerator. you are cut off. >> reporter: emergency operations center has a generator. mayor ed lee told me 911, ambulance, fire and police were uneffected. >> look out for each other. we are taking care of business here. >> as the rain stretched into the afternoon without downtown catastrophe some shrugged off the storm of the decade.

san jose, 1.69 inches, that is san jose. you get in the hills, talking over a half foot of rain. some places 7, 8 inches of rain. massive stuff. urban and small stream flood advisory into the next few hours. it did stall this afternoon. a wave developed on the front. when a jet stream gets in here, you get rotation, it stalls the front. see how it lingers? heavy rain in the coastal hills by ben lomond. davenport area. heavy rain in san jose. fairfield as well. fortunately for us and for the kids too, having the kids off of school is genius.

as we are on storm watch the brunt of the storm passed through. the clean up is really just starting. blood water covered -- flood water covered the streets of oakland today. >> and in the north bay where it was hard hit, homes and cars were swamps. people used caiacs to negative -- kayaks to navigate streets. i want to go now to chief meteorologist bill martin. >> the pictures -- looks like a hurricane went through. the rainfall. the rates today at times were that you would see in a hurricane. 1-2 inches of rain in an hour. you can't handle that. infrastructure from local cities have a tough time dealing with that. let me show you what we had for

rain totals. temperatures -- or numbers that were up there. 6 inches and 7-inches in inrussian river area. -- in the russian river area. this san jose number, 2 inches of rain. not quite. that is a lot of rain in a 24 hour period for san jose that has ton of concrete. build in a bowl. they get a lot of standing water. the flood warnings are down now but we have a urban and small stream flood advisory that stays in effect through this evening. 6:00 it will go away in the east bay and 6:15 p.m. on the peninsula santa cruz. here is the imagery. we have a lot of moisture. that concerns me but the models are suggesting the moisture will start to rotate, it will get going, the back edge will move. it has been very stationary. there is a wave that stopped

the front from moving. it is the last thing you want. this wave didn't develop earlier, if it had the north bay would have a worse problem. it moved out and got stuck down here in the san jose area where they have seen 2-inches of rain in some places. some places 3, 4, 5 inches. richman you have rain. bridges are -- have rain. the winds died down. this morning we had the wind advisory, 50, 60, 70. up there. the winds died down when the front went through. again, i think we are fortunate a lot of folks weren't on the roads today. you look at the pictures, they were impressive. i can't remember too many storms where we saw that. when i come back i will show you what you can expect and how

long. the surf, the bay area coast line getting trashed from powerful waves. these pictures of the pacifica peer off the coast line today. national weather service is warning anyone visiting local beaches about dangerous rip currents. 15-20-foot breakers are hitting the coast. a high surf advisory is in effect through tomorrow morning. in the oakland hills one home, all the rain caused the earth to give way. ktvu's john sasaki joins us live from the scene. >> reporter: this is the story of a house and a retaining wall. they are now very close. >> reporter: in oakland it storm run off is flowing fast. just after the heavy rains

moved in this morning the retaining wall decided it wanted to be closer. >> whatever the noise was it escalated and i thought someone was trying to break in. >> reporter: so she called 911. >> i opened the blinds to look out in the backyard and that is when i saw the retaining wall collapsed. >> reporter: against her home. the neighbor who owns the wall said she was concerned about the wall for a year. >> you can tell it was shifting. it was moving. i have been telling the city i believe there is water coming from somewhere with all this pressure. >> finally all the pressure caused the ground to give way and put her neighbor in peril. >> i asked the bank for help and called the insurance company, they said no. this is what happens. >> as we watched inspectors

took a look at the damage. >> i don't know if we would call that a red tag. >> reporter: both homes have been yellow tagged tagged and the gas is being shut off because the wall is crushing the gas meter. now she doesn't know where she will stay. >> i don't have a mother to stay with. i am hoping that that financial burden, hardship does not fall on my shoulders. >> reporter: it is unclear when anything will be down to fix the situation. i talked to her a couple minutes ago, she was leaving her because her power and gas were off. she is staying with her daughter. both neighbors told me they think this wall was improperly installed. back to you. >> thank you. more problems in the hills. crews used heavy equipment to clear a mudslide that

spilled on to a road. it was reported around 11:00 a.m. this morning. both lanes of the road were closed by they cleaned up the mess. we spoke to a neighbor who said slides like these are common because of the drainage there. the storm knocked down trees and made driving difficult. ktvu's rob roth is soaked and joins us now from a mobile home park that is having drainage problems. >> reporter: yes, it is. it is coming down pretty hard right now. we are that mobile home park, a low lying area. take a look that water that is pooling up here. it hasn't flooded homes but it hit a couple of outer sheds. the storm has made for a very difficult day. >> reporter: it may look like a brown lake but this is the highway 37 westbound connector.

caltrans closed it near highway 101. some people ignored other road signs. there were pools, including this apartment building driveway. residents lined their doors with sand bags. >> when you walk out it was over the tops of my knees. hairy walking around. >> the storm sent trees toppling. a tree came down on this car. >> down she went. >> reporter: emergency services estimates 2-1/2 inches of rain has fallen since last night and are expecting another inch and a half by tomorrow. the rains caused areas of the creek it breach its banks sending water up and over center street and into the yard of this resident. >> if the pump is not able to pain tain and get all the creek -- maintain and get all the creek water out, the house is

being flooded. and today we came within probably minutes before the water entered the house. >> reporter: still despite the wet weather residents seem to be riding it out. that doesn't mean a dry sunny day wouldn't be welcomed. >> reporter: public schools were closed today and they are scheduled to be closed again tomorrow. >> thank you, rob. back to the peninsula that is roving from the heavy rain. flooded streets and parts of interstate 280. people were asked to stay tends was so bad. ktvu's cristina rendon has more. >> reporter: from flowing water above ground to below ground. many cities felt the brunt of the storm this morning. roadways turned to rivers, even a portion of 280 southbound flooded in san bruno. >> the water coming from the freeway. our backyard is so flooded and

past 36-48 hours talking 9.2 inches. 8 inches guerneville. these are very, very impressive rain totals. some areas i imagine away from the rain gages a foot of rain. so here is the story. s the system slides through -- as the system slides through, from the big cities, these are impressive. got a lot of concrete. there is the system again. it is what we call a 10 on a scale of 10. showers coming down. we are seeing the radar. showing heavier rain than is occurring. we are seeing heavy rain. the oranges and reds aren't representing the heavy rain you might expect. but it is still raining out there. loving these all morning.

of the hazards to ships and boats. >> reporter: early this morning the u.s. army corps of engineers debris collection boat was ready to take to stormy san francisco boy to protect fairies, ships, tugs and other vessels from striking debris. >> probably the most important thing is the commuter fairies, and the commuters that go back and forth to work. >> it turned out to be too stormy for the safety of the crew. even in a drought year there is plenty of stuff that gets into the bay. some large enough if a vessel hits it it will do damage. like a hawk, he knows where the debris collects. it comes from the bay's shorelines or carried in by storm waters from the delta and the creeks and rivers that empty into the bay. >> they could potentially get damage to the running gear, the
