chain of people around the lake. there is groups on this side here where we are, and some on the other side. organizers say they will walk around the lake and check out the candlelight vigil but the city says this is fine. they don't mind the peaceful protests. >> canceled days off. canceled holidays. going to continue to bring officers in till we can ensure public safety which is number one priority in the city. >> reporter: for police police officers deja vu. dozens of people came out taprotest an injust -- to protest an injustice by law enforcement. after 7:30 a.m. monday morning 200 people shut down part of downtown oakland. as protesters sat in the

streets blocking traffic. linked and chained together. >> we came here to shut down the police department. >> reporter: they did just that. as officers had a stand off with another group of protesters. often times angry and heated. the protest never turned violent. >> this is not a matter of policing the black. matter of policing the community. >> reporter: you can see the people are walking around the lake. they want to inclose the lake. that is -- in close the lake. that is their goal. this is for violence. officers against blacks. black lives matter. let me stress all these protests have been peaceful. no problems whatsoever. 25 people were arrested. but you can see people are

walking. they will walk for a moment of silence. we are out here that lake and it is back to you guys. >> any word on whether they will march through the streets of oakland? >> reporter: as of right now that was not the plan. they have not said that to us. they want to show these lights to make sure people understand black lives matters and they want to make sure this is in their mind, not just today but every day. >> paul chambers in oakland. thank you. also in oakland students from four high schools walked out of class for a rally against police violence. they gathered outside the fruitvale b.a.r.t. station where oscar grant was shot and killed in 2009. b.a.r.t. says the station was closed

briefly today because of the protest. 300 san francisco high school students heard from had father of michael brown, jr. today. he was shot and killed in ferguson, missouri. he spoke during an assembly. students from every high school in the city attended. he said till his son was killed he hadn't paid attention to the issue of people of color being killed by police. [ indiscernible ] >> the uncle of oscar grant also spoke out. students said it was important to hear from those directly effected. san jose police officer has been put on administrative leave after several

controversial tweets about protests against police. the posts on twitter are in reaction todemonstrations against -- to demtrations against kill -- demonstrations. he tweeted threaten me or my family and i will use my god given right to kill you. ops lives matter. a second tweet reads: does not consent to your possession, review, copying, dissemination, publication, uploading, downloading or making any use of the stolen information, and to request your cooperation in destroying the stolen -- tweet reads: by the way if anyone feels they can't breathe or their lives matter i'll be at the movies tonight, off duty, carrying my gun. many people are debating whether the tweets are threatening or if officer phillip white is just defending himself in a growing climate of anger towards police. new at 6:00 p.m. the first day on the job for the newest police officers at a time when protest are happening daily. ktvu's claudine wong sat down with two new officers and a veteran about what being on the job means to them.

>> reporter: a day they have waited for. >> i look forward to this day for the past 8 years. today is my first day as a new officer. >> today begins a new year. in a time when protesters are filling the streets and clashes with police are happening daily, we wanted to know why they signed up. >> i believe it is a higher calling. for people that want to help others. >> he wanted this since he was in high school and knows it won't be easy. >> tough. challenging. but the challenge motivates me. >> reporter: at 36 she no stranger to the -- he is no stranger to the uniform. he joined the air force. >> i knew i wanted to do something big. >> growing up in southern california as a young man watching the rodney king riots he has always wanted to serve.

>> everybody thought police officers were bad. that is something i wanted to change. >> reporter: they are idealestic but their lieutenant says he feels the same way. . >> still that guy. i am. still that guy. >> reporter: he says good police officers always remember why they signed up. >> rodney king era to, you know, the era of what we are dealing with now, through it all i think that, you know, you remain committed to what it is and why it is you are here. there is honor in what we do. i believe that. >> reporter: in an imperfect system they respect the future. >> i want to make a difference. serve and protect. >> you want to be the one people can count on. >> reporter: the home the badge will make a better life for the community around them. >> claudine wong reporting. the officers bring the number

of sworn officers to 106. they are authorized to have 110. they have been recruiting. a couple years ago they dwindled down to 77 officers. we are back on storm watch tonight. this house is expected to be red tagged after the tree came crashing down on top of it. the house is on soda cabbian road -- canyon road in napa. you can see just how much damage there was to that home. roads look like small rivers during today's rain. this is brown's lane. there were several spots of standing water on the highway because of the rain that started over night and continued into today. >> and ktvu's cristina rendon is live in san francisco now at the scene of a rock slide. >> reporter: it is cleaned up now but there is a danger more

rocks may fall off the hill. one of the many incidents we saw that was caused by the rain. this morning we saw drivers going through puddles across the peninsula. we saw at&t crews repairing storm related damage underground and caltrans picking up debris along highway 101. people say thankfully the rain didn't cause the damage they saw last week. there were a few down trees and this rock slide around 11:30 a.m. heavy rain always increases the possibility of rocks falling and they said this is adjacent to a project to stabilize the hillside, unfortunately it was not covered with fencing. >> just occurred today. our priorities are to clean up the street and make sure it is safe and then we will make

plans and work with the owners and the neighborhoods on how to get a long term fix. >> reporter: taking a live look here at the hillside. there is a probability more rocks could fall. there are engineers trying to figure out what they should do. the barricades will remain over night but no one was hurt. they hope another incident like this doesn't happen when more is rain is expected to come -- when more rain is expected to come. delays at san francisco international airport. the duty manager tells us 145 flights have been canceled. weather prompts the airport toimplement a ground delay program that results in delays and cancellations. there are no reports of delays or cancellations at san jose or oakland. police are searching for a clever santa. someone dressed up like santa

robbed a bank last saturday around 1:00 p.m. in the afternoon. the man handed the teller a note and demanded money. no one saw a gun but the man got away. you would think that would be hard to do but in this case the bad santa timed it perfectly. he hit the bank during the santa event in union square. hundreds of people were wearing santa suits so he simply slipped away into the crowd. a battle over graffiti and it prompted a declaration of war from a city official. why this is so bothersome the tagger has become the target. >> the storm damage continues as the rain lets up. the reason these residents were especially lucky this morning. >> and rain in the forecast. it will have an impact tonight and tomorrow for the afternoon commute. i will time it out for you.

new at 6:00 p.m. graffiti and taggers are a common sight in san francisco but this particular tag sparked a angry reaction from one city official. it is prompting a battle between the public works directer and the tagger. ktvu's ken wayne tells us there has been a declaration of war. >> needs to be nailed down. that is my job. >> reporter: the director didn't mince words calling out what he considers to be the worse graffiti offender in san francisco. he said i am at war with mors. i just wiped out all the tags and if you know them $1,000 reward. >> sounds personal. >> it is my route home.

and i just angry. why? >> reporter: it is along highway 101. this shows the graffiti along the freeway as long as in the mission. >> friday he hit. we cleaned it. last night he hit we cleaned it. >> reporter: keeps coming back. if there is a most wanted list for graffiti artists it is merse. >> every day i am going to go home, i have my people, the police, we will find him. he will pay for all these. this cost the taxpayers a lot of money. >> reporter: [ inaudible question ] [ laughter ] >> reporter: he has 25 people in public works assigned to clean up graffiti. he says the crews will respond in hours to remove it and work with private property owners to clean it up there. the best way to end graffiti is to clean it up so they tire.

that hasn't happened so far. >> someone with a problem. i hope we can get him some help. >> reporter: if not help then arrest and restitution for the thousands of dollars of damage he caused. he is willing to call a truce if he would stop but he is not counting on that is. ken wayne, ktvu channel 2 news. the san francisco board of supervisors will vote tomorrow on whether to pay $3 million to the family of levialist -- of lynne spalding. she spent missing at san francisco general hospital. her body was found 17 days later in a stair well. they filed a claim in march. they accuse the hospital and the sheriff's department of negligent and creating a dangerous condition. if they do not approve the settlement the family is expected to sue.

lynne spalding was admitted for an infection but disappeared two days later. we are back on storm watch tonight. even though today's storm wasn't as severe but the impact is still real in san jose. two power poles snapped this morning. falling on top of two homes at a mobile home community. the people got out safely before firefighters or police arrived. the fire department chief tells ktvu channel 2 news they are lucky they are not electrocuted. >> they were live wires. the lessened learned -- [ indiscernible ] >> we have another pole on the other side, the bracing is off of it. we don't know if that is coming down. >> pg&e will be working through the night to pull out the old poles and bring in the new ones and restore power to the community. a strong storm last week, more rain today and more rain later this week and that has

people asking, is there any drought relief in sight? officials released numbers from california's major reservoirs. while the reservoirs are getting fuller most are still way below the average. officials say there is a silver lining. flooding isn't likely. >> the good side is the reservoirs can absorb a huge amount of prescription because they are so low. the bright side of the drought, we have a lot of casspi to ab-- capacity to absorb the water. >> here is a look at where water levels stand around california. the largest lake shatta, 31% of capacity. lake orville 32%. and in the south bay, also at 32%. talking more rain is on the way. our chief meteorologist bill martin in the weather center tracking what is next. >> talking about the reservoirs, it is a big deal.

it is. it is about the ground water. the reservoirs are easier to fill up than the water table. this drought is big. it will last. you need a lot of days and a lot of years of a well above average water to fill the aquifer. giants underground lake. just because you can't see it doesn't mean it is not there. that is a bigger deal than the reservoirs. the situation now, showers sliding through. more rain today. we got rainfall, 1-2 inches of rain. 2-1/2 inches north. showers on the bridge area. you can see heavier showers. if we look at the computer model here. tuesday. late tonight. early tomorrow morning. showers. right? and then tomorrow morning, your

sports. a rough weekend for the 49ers. >> it is going to be an interesting off season for the 49ers. jim harbaugh will not be with the team. third straight loss yesterday against seattle. and when you talk about the seahawks alone they won four connective games to them up in seattle. the 9ers are just 7-7 and this will be the first time under jim harbaugh that they will not be going to the post season. eliminated. now how do you get psyched up for the last couple games? >> a lot to play for. play like our lives depend on it. so play for a winning season.

playing for each other. playing for the team. playing for the honor of the game. >> in fairness the 49ers did play a good game. gave seattle all they wanted. this was the key call. roughing the passer. and instead of being forced to go for a field goal seattle gets a 1st down and they scored a touchdown which put the game out of reach. today the nfl says the referee who made the call was incorrect in his adjustment and it should not have been a penalty against the 49ers. mean time, in baseball stuff. i don't know if the giants are expecting him to come back or not but they lose out on another guy, chase headley, third baseman with the yankees. they give him 4 years and $52 million. he will stay put at yankee
