flooding, even mudslides in tiburon this morning after some very heavy rain here overnight. we'll show you some of the damage in the area and tell you why the town is not out of the woods just yet. we're getting some new news about the santa cruz mountains. all of the lanes are open

northbound and apparently we're just moments away from southbound lanes reopening after tree and power lines came down on highway 17. should lock him up and throw the key away. >> we're faring from a bay area man with family ties to the deadly hostage standoff in sydney, australia. >> reporter: we're live in pittsburg, where the city council has lifted a ban on electronic billboards along highway 4. why some say the revenue may be a payoff over the possibility of distracted driving. "mornings on 2" starts now. we're live in tiburon where more overnight rain has caused serious problems for homeowners and businesses. alex savidge has been looking at the damage caused by a mudslide and coming up in minutes, what crews are telling him about this mess. you are looking at live

pictures right now. good morning. welcome to "mornings on 2." i'm tori campbell. >> good morning. >> good morning. >> i'm dave clark. let's talk about weather and traffic. steve paulson knows everything. and you say this evening? >> later this afternoon and evening. what happened in southern marin county was one for the record books. tiburon, larkspur, sausalito, coming in about 3.50 to 4 inches. the rainfall rates, 1.28 fell in 20 minutes in sausalito. thankfully, things have calmed down but there's not going to be much of a break. we do get cloudy to mostly cloudy skies. there's a little bit of patchy fog out there. but right here, our next system, that's going to give some cope peepious amounts of rain that -- copious amounts of rain that will come in. san anselmo has had 17 inches of rain this month. you start picking up another inch and a half to 2 and i think we have to keep an eye on things. the system will be in later this afternoon.

40s and 50s on the temps. kind of cold. this will give us rain tonight and into wednesday morning. then things should start to calm down. clouds, showers here in the morning. we'll cloud it up pretty fast. rain returns by this evening. 50s to very low 60s. i know highway 17 has been a tough one. any improvement? we just got word that monterey chp said they will be reopening the southbound lanes any moment now. northbound lanes are reopened and brian flores is at the scene. he will have an update for us coming up in just a moment. let's get to the other traffic in the bay. bay bridge toll plaza backed up out to the macarthur maze. it's about a 25 to 30-minute delay getting into san francisco. san mateo bridge moderately heavy, you can see and the lights just went off there. san mateo bridge is moderate. no problems on the peninsula as you drive over to 101. it's been a little bit heavy. it's not too bad. again, this is the closure location highway 17 in

glenwood. southbound closed. northbound was closed for a time as a tree came down. let's go to ktvu reporter brian flores who was there on highway 17 and brian, i guess you heard they are gonna be reopening this soon. right? >> reporter: they are, sal. actually, we have to do this quickly. we're being told to get out of the road. all southbound lanes will be open here. all lanes are now open on highway 17 from the street, roughly before 5:00 this morning, that's good the news. crews had remove the tree and get out the power lines. but the good news, all lanes open here on highway 17. dave and tori, back to you. >> all right. we'll check in shortly, let you get out of the way. we continue our stormwatch coverage in tiburon where the rain overnight caused major flooding and also a mudslide. alex savidge is live at tiburon city hall why more on why the problems could get worse in about an hour from now. alex? >> reporter: yeah, tori, good

morning. tiburon got hit with a massive amount of rain early this morning. all of it came rushing down from the hills and filled up this marsh here in the downtown area. you can see the flow of water. city crews came in, put in some sandbags but it wasn't enough to stop the flooding. all of that water filled up the parking lot. this parking lot is on the back side of tiburon city hall. let me show you video. what this looked like when we first got here early this morning. this is town hall right next to the library on tiburon in the downtown area. according to firefighter, they had about a foot and a half of water. it was just a huge downpour just after midnight in this area and it really just overwhelmed the system. some -- some of that water flowed across tiburon boulevard and into a salon and nursery. i'm told the damage there was minimal. i talked with a battalion chief trying to deal with all of this rushing water. he talked to me about what the problem is they see in the

area. >> there's a marsh behind town hall in downtown. typically it drains naturally. but with the amount of rainfall from 11:30 on last night, it's just overwhelmed. >> reporter: and there were a number of issues here in tiburon. this is a mudslide we saw. we got video early this morning. this is behind a home up on a very steep hillside not far away from here. all of that rain caused the hillside to give way. part of it came crashing down. mud and debris rushed down into at least three homes in the area. firefighters say they will be assessing the damage later on today. meantime, as we bring you back out here live, the water continuing to flow and tori, the real concern is they don't have high tide until about 8:00 this morning. an hour or so from now. they feel like they are not out of the woods even though the water is receding in this area right now. >> we'll check back in an hour and see what the situation is like then. thank you. 7:06. well, if you will be flying out

of sfo, expect more flight cancellations and delays today due to the weather. this is a live look at the airport right now. sfo tells us there are 48 cancellations so far today due to the weather. they are also expecting delays up to two hours, almost three hours from 8:00 this morning until 11:00 tonight. they say exactly two hours and 43 minutes if you want to be specific. yesterday, 145 flights were canceled. last thursday, 250 flights at sfo were canceled due to all of that heavy rain and very strong winds. no major delays are reported, at least so far at oakland or san jose airport. 7:07. a pittsburg high school student was arrested during class on suspicion of killing one man and shooting two others. shootings happened late sunday night at the meadows mobile home community near highway 4. the 17-year-old opened fire on three men outside of a party. police say he was not a guest at the party or even associated

with any of the people there. the man who was killed has not yet been identified. police say the two other men who were shot, they are expected to survive. pittsburg has lifted a ban on electronic billboards along highway 4. katie utehs is live in pittsburg with more on the concern some people have about the billboards. good morning. >> reporter: good morning. traffic along highway 4 is pretty congested this morning. you can see why advertisers would like the boards in this location. however, distracted driving is a concern. the payoff appears to sway people's opinions. the billboards could bring in $10000,000 in -- $100,000 in revenue. we're showing you the bay bridge billboard as an example of what could be installed here in the pittsburg area. there are some specific restrictions for the highway 4 signage. signs could not be more than 55

feet tall and there will be restrictions on how bright the signs can be. only static images that remain on the screen for eight seconds are allowed and distracting drivers tends to be the first concern as we mentioned. >> it's a little too glitzy for me. i don't like to have las vegas on my freeway. >> reporter: while he doesn't want las vegas on his freeway, when i mentioned that $100,000 in revenue, well, said that could be a good thing. the schools need it. s the roads -- the roads need it. city council would have final say on the two billboard locations. dave? >> katie utehs, live. interesting story. thank you. 7:09. once again, a majority of san francisco firefighters have given a vote of no confidence to their chief. last night, ktvu news obtained the results of the latest vote by rank and file firefighters on their support for fire chief

joanne hayes-white. 680 voted no confidence. just 56 voted confident. nine firefighters abstained. this is the second no confidence vote for chief hayes- white in the past few months. a new contract for the san jose fire department will be on the agenda of the san jose city council and the santa clara board of supervisors. the contract would include incentives for better response times for medical emergencies. san jose is santa clara's only city with an incentive contract and famed to meet county standards for responding to 911 and ambulance calls 90% of the time. 7:10. there is a bay area connection to that hostage tragedy in australia. >> a lot of people thought something was wrong with him. >> we'll let you hear from a man with family ties to the person believed responsible for the standoff. it's no secret gas prices have been getting cheap.

wife's sister, brother-in-law, mother, grandmother, and 14- year-old niece. her 17-year-old nephew is badly injured. stone's daughters were found alive later and safe at a neighbor's house. they found stone's car and cell phone and are not sure how he's traveling or where he is going. a san jose police officer now placed on paid administrative leave after he posted controversial tweets aimed at police protesters. the tweets by officer phillip white included this one. it said "by the way, if anyone feels they can't breathe or their lives matter, i will be at the movies tonight off duty carrying my gun." this is video of officer white earlier this year as a san jose elementary school where he used to work in one of the department's anti-gang programs. the san jose police officers

association is not coming to his defense. >> this is disrespectful or inappropriate social media comments that have no place in the public discourse surrounding the recent tragic loss of lives in officer- involved incidents. >> and the police chief said it's extremely important for the community to know the comments made on officer white's private social media account do not reflect the thoughts or feelings of the men and women here at the san jose police department. now, the police department is conducting an investigation of officer white's actions. 7:15. richmond's police chief is under fire for taking part in a peaceful demonstration against police brutality. last week, we showed you chief chris magnus on the right holding a sign that read black lives matter. the police officers association says magnus should not have taken part in what they called a political action while in uniform. magnus wrote a letter to the

poa, saying, it was not political. he also said "most importantly it conveys that we want to build bridges and strengthen relationships with persons of color in our city." 7:16. google is saying the tragic death of robin williams was its fastest-growing search request of 2014. robin williams's suicide in august set off a global reaction making it the top trending topic for the year. google released its list of top searches this morning. now, the company says lots of people alsoled the -- also googled the world cup, the ebola outbreak and the disappearance of malaysia flight 370. the ice bucket challenge for als was on the list as well and the addictive smartphone game flappy bird. the word of the year this year is one we are probably all familiar with. it's getting a new twist. mirror reian webster unveiled, culture, as the top word.

it got added to a lot of social friends from consumer culture to coffee culture. the number two word of the year is nostalgia. the rest of the top five are insidious, legacy and feminism. >> the world for sal, busy. busy since you walked in. one of the things that i've noticed, things are getting a little bit better now. as the week goes on and we get closer to next week when a lot of people have the week off, we'll start to see a break. let's take a look at what we have here with the eastshore freeway about a 40-minute drive, driving from the carquinez bridge on interstate 80 to the macarthur maze and if you are driving to the toll plaza, kind of mixes in with it. maybe it's an hour all told between the carquinez bridge and the city, if you are driving from crockett to san francisco, it will take you about an hour. there are no major problems on

southern marin county. tiburon, sausalito, college of marin, mill valley, incredible rain last night. especially around midnight. down to -- gilroy, which has had good rain. john sent me an e-mail, they've had 5, 6 inches of rain. i know areas to the north have had a lot. wettest december since 2005 and the one i'm standing over right there, this one is coming in later tonight into tomorrow and that may send us -- the wettest december from tease 1st through the -- from december 1st to the 15th ever. another one on friday that looks weaker. some of the rainfall projections over the next 24 to 36 hours again favor very heavy rain, parts of marin county,

petaluma, novato, sebastopol. this is an area we have to keep an eye on. rainfall, as you might imagine, some areas, most are already over halfway past their seasonal total. it goes july 1st. that's the beginning of the rain season. oakland probably 11 inches. 191% of normal. san francisco, 185 and 244% of normal for san jose. last 24 hours, there's been some incredible totals coming in. santa rosa, 2 inches of rain. san francisco 1.34. not as much santa cruz mountains but still not bad, about .75 to an inch. for the morning commute, cloudy skies. there are a few breaks in there. patchy fog. had a few showers. the evening commute, we cloud it up fast. by later this afternoon, we'll see the rain returning. 40, 50s. 30s up in the mountains. light snowshowers. no warnings or watches. winter weather advisory up at

kings canyon. our system will sweep in here. this will give us moderate to heavy rain. some breaks in the morning. if you need to do anything, do it in the morning. the rain will pick up the pretty fast. could be a decent south breeze coming in. slightly warmer. 50, 60s on the temps. rain tonight takes us into wednesday morning. showers, possible thundershowers. one more system friday. after that, we'll get a break saturday and sunday. most of next week. >> which will be good. a lot of mean traveling for the holidays -- of people travel forks the -- for the holidays. the price of crude oil continues to tumble this morning. it's telling for slightly under $54 a barrel. that's down almost a dollar in just the last few hours. oil prices are now down 47% from their peak last june. that's the biggest drop since the global economic crisis started in 2008. that's also pushing national gas prices down 70 cents in the

last year but analysts say that does not mean more americans are hitting the road. they say americans are less sensitive about gas prices than they were in the mid-'90s when gas was selling for a little more than a dollar a gallon. it takes a 25% to 50% plunge in prices to increase car travel just 1%. kind of not paying too much attention to it. 7:22. there's a war in san francisco against a graffiti tagger who just will not stop. the exception one city official is willing to make to make the tagging vandalism go away forever. i have been wanting them. i never got any but i finally did. >> the early christmas gift for children in need. how a small pair of shoes goes a long way.

concord police are stepping in after gifts were stolen for christmas. sometime thursday or friday last week, a thief broke into a storage container at the salvation army in concord and took all of the gifts. this afternoon, the concord police association is set to present a check for $1,000 to the salvation army to make up for some of the losses. >> wow, that's great. 7:25. here is a story that will make you smile. hundred of kids in east san jose received an early christmas gift. it wasn't toys. it wasn't games. something you might take for granted. more than 200 children in need received a new pair of shoes. ktvu's maureen naylor tells us how for some it really meant a lot. >> reporter: inside this

other areas around tiburon, sausalito, larkspur, had about 3.5 to 4.5 inches of rain. that break won't last long. look what's coming in. this looks very juicy. your morning commute is mostly okay here. cloudy, maybe patchy fog. by this evening, again, if you can get out of dodge as soon as you can. the rain is going to return. some of this will be moderate to heavy. it's cold out there. really? yeah. 46 for many. 50s. low 50s. these are near average for some. no warnings or watching. scattered snowshowers up in the sierra. all of our attention draws to this system. the low is forming right there. i think it will intensify it. clouds, showers, a few breaks. if you need to get out and do something, the morning is your best bet. 50s and also 60s. all right, i think we have improvement on highway 17. what else? we do have slow traffic, though, steve. we are improving as the week gets closer to christmas. that's for sure.

let's begin now and talk about the commute on the san mateo bridge. it is moderately heavy and you can see that -- i can actually see over to the peninsula, the last few days we haven't been able to do that. that's okay. san mateo bridge traffic is moderately heavy getting out to 101 where we've had a couple of problems. we had an accident on 101 near 92 and that's causing some slow traffic in the area. they've cleared it up. it wasn't a serious crash but it's pretty slow. also patrick sent me -- funny tweet saying northbound 101 near 92 looks like a country road with so many potholes. i hear you, patrick. westbound bay bridge, as you come up to the macarthur maze. the traffic is backed up for about a 30-minute delay. it's also very slow on interstate 80 to east shore driving from richmond to the macarthur maze. i want to mention that 580 has been slow through livermore. been a lot of standing water and road hazards. a couple of minor crashes. northbound 880 near marina, there was a crash there.

so traffic is going to be busy trying to get up toward the coliseum. 580 might be a decent alternative westbound. 7:34. brian flores is live in the santa cruz mountains with more on that tree that came down. brian? >> reporter: good morning. the good news, the tree that caused problems for many commuters this morning, along the santa cruz mountains is pulled to the side. we're on highway 17 just north of glenwood. this is a tree that fell. it got pulled to the side roughly about an hour ago. if you can take actake a look at the traffic -- if you can take a look at the traffic, northbound picked up a few minutes ago. southbound is open. also the tree along with blocking the lanes took out power. i'm here with agnes simpson. good morning. what did you hear? >> i was in bed and it woke me up. i thought i heard it on my roof. thank goodness, it wasn't and then my neighbor down the

driveway called to let me know the tree was there. he was quite alarmed it crossed the lanes of the highway. and the power is out. it happens all of the time. that's life in the mountains. >> reporter: that's what i was gonna say. life in the mountains. >> yeah. >> reporter: have you heard of any other trees down? i talked to caltrans. >> not that i know of. not in this area. i would like to give a shot out to chp, caltrans and pg&e, we can't live without them. thank you guys, too. >> reporter: i talked to caltrans earlier this morning and they were saying that they can't count how many trees have fallen. they work highway 17 all of the time. >> reporter: one other thing for you listeners and your viewers, 17 is a treacherous road. would you guys please slow down when you drive. that's my take on this whole

area. i think half of the accidents could be eliminated if people would just follow the directions that they give you. and slow down when up go past the curves, especially the one at glenwood. >> reporter: yeah. >> we have problems here all of the time. you guys must know it. >> reporter: we've been here quite a few times. i wouldn't agree with you more. this goes to the fact that caltrans says that there are -- because the ground is so saturated, you might seeing more scenes like this. we did see a few rocks that fell driving up on highway 17. as agnes mentioned earlier, you have to be careful especially around highway 17. it can get pretty scary at times especially with the wild weather we've been having for the past few days. >> okay. thank you. continuing coverage of the standoff in sydney industrial. the gunman has been -- sidney, australia. the gunman has been identified

as man haron monis. they believe he was acting alone. here he is. he was also well known to police because of a criminal background that included being an access sesry to the murder of his -- accessory to the murder of his ex-wife. he we talked to his ex-wife's godfather who lives here in the bay area. >> the godfather of the gunman's ex-wife says that man haron monis was jealous and controlling. he warned his goddaughter to stay away from man haron monis after they found out he was writing letters to families of dead australian soldiers saying they deserved to day for taking part in the iran war. we spoke to this man yesterday. her mother age to man haron monis crumbled after the birth of their second child. last april she was killed, stabbed more than a dozen times and set on fire. man haron monis was charged with being an accessory to her

murder and then was released on bail. >> if he was still in jail, those innocent victims wouldn't have died, you know, should have locked him up and threw the key away. >> he says that man haron monis became an extremist after divorcing his goddaughter. he had four or five passports. told people he was an egyptian but was an iranian. he had a difficult time speaking to adults and avoided contact but would perform magic tricks. he said man haron monis became abusive to his goddaughter in the end. tara moriarty, ktvu channel 2 news. >> thank you. we're also learning more now about the two hostages killed in yesterday's standoff in australia. 38-year-old katrina dawson was killed. she was shielding her pregnant friend from gunfire. she was the sister of sandy dawson, an employee at an australian tv station. it was a very emotional moment when the anchors released that

could -- that katrina dawson was one of the victims. >> the sister of -- >> i have friends who know her. mother of three children. >> the second victim was tori johnson, the manager of the cafe. he was killed when he grabbed the gun and the gun went off. it was that gunshot that prompted police to storm the cafe. pakistani officials say the attack at a school by taliban gunman is over. at least 130 people were killed in the attack. most of them children. taliban gunmen stormed the school early this morning and started shooting at random. more than 700 children attend the school which is run by pakistan's military. a spokesman for the taliban says six suicide bombers were sent to the school compound with orders to kill older

students. the spokesman said the attack was revenge for a recent operation by the pakistani military to clear out the taliban in the area along pakistan's border with afghanistan. pakistani troops shot and killed all of the attackers. a protest is scheduled tonight in berkeley ahead of a planned march to the city council meeting. last week's city council meeting was canceled after reports of hundreds of demonstrators were planning to attend. they are upset about the berkeley police response to recent protest esover the deaths of michael brown and artic garn -- eric garner. tonight's meeting is scheduled at longfellow middle school auder toial on derby street -- auditorium on derby street. a peaceful protest was held in oakland. hundreds gathered at lake merritt and held a candlelight vigil. there were children as young as 5 years old there. organizers say they wanted it to be a demonstration focused

on young people and not violence or vandalism. >> nobody is gonna change the world for me. i have to do it myself. if that means marching in the rain, making posters, signs, whatever it takes. i'm gonna do it. i can't wait anymore. >> organizers feel this is building up to be another civil rights movement. they say people are fed up but need a way to voice their opinions. earlier yesterday, a demonstration in oakland led to the arrest of 25 people. it happened during a protest at police headquarters. we brought it to you live on "mornings on 2." a large group of people blocked off the area around the building and chained themselves to the doors. one man climbed the flagpole and put up a picture of those killed by police. a federal judge has ordered oakland's city attorney to turn over dozens of disputed police department documents. the judge ruled an independent court-appointed investigator

the freeway. if you know him or her, there's a $1,000 reward. the best way to end graffiti, he says is to clean up the tagging and they will leave but he says murs keeps come back. >> we'll find him. he will pay for this. it cost the tax payers a lot of money. >> the public works director is willing to call a truce with the tagger. he promises not to seek criminal charges if the tagging stops. but he says he's not counting on that happening. bill cosby's wife is breaking her silence about the more than a dozen rape allegations against her husband. camille cosby released a statement saying, "he's a kind man, a generous man, a funny man, and a wonderful husband, father and friend. he's the man you thought you knew." camille cosby blames the media for not vetting her husband's accusers. the two have been married since 1964. 7:47. san francisco police out there searching for a man who robbed a bank while wearing a santa

claus costume. it happened saturday on sutter street about 1:00 in the afternoon. investigators say he handed the teller a note demanding money and said he had a gun. now no one saw a gun, no one was hurt but that man dressed as santa claus did get away. you might think it would be hard for him to do dressed in a very obvious outfit. but in this case, the bad santa timed that crime perfect. he hit the bank during the massive santa con event in union square. hundreds of people were out there wearing santa claus suits and beard. so the bank robber simply disappeared into the crowd. here's something you don't want to see during one of the busiest shipping seasons of the year. this fed-ex truck flipped over in new jersey. the driver swerved to avoid a tire and packages spilled all over the highway and the exit

ramp. no one was seriously hurt. but fed-ex said it reloaded all of the undamaged packages on to another truck. >> you get a package in the future, a little baked up, that could be -- banged up, that could be why. let's see if traffic is banged up. i know things are better on 17. how is 24 looking? >> 24 is okay, tori and dave. we're looking at the commute that's moderate already beginning to see signs of schools out. even though it's a normal commute. there's a little bit -- there's a few less people on the road. that will multiply and by next monday, we'll see tumble woods on this road and many others. let's take -- not literally, but this is the bay bridge. you can see traffic is backed up for a 20, 25-minute delay coming into san francisco. there are no major problems. also, looking at the commute here if you are driving in walnut creek, southbound 680, we had an earlier crash near

walnut creek. southbound 680 is backed up now as you drive just south of 242. it's also a little bit slow getting into rut gear road. as you look at the core of the bay area, i would say 880 has improved after marina. if you are driving from hayward to marina, there is a crash there. 580 is not too bad. but you will see slow traffic as well. this is a look at the richmond richmond/san rafael bridge. it has not been raining in marin county. that commute is looking pretty good. let's go to steve in the weather center. sal? >> yes, sir. >> my weather system locked up. so i had to reload it. thank you for stretching. >> did you have to go control, alt, delete. >> not that far. i did on the other one. i think we're good to go. a couple of sunrise pics coming in. there you are. not me or you but the breaks in the clouds. we've had a lot of cloud cover and torrential rain last night,

southern marin county. don't want to another get other area, benicia, gilroy, a lot of reports coming in. 4 to 5.5 inches of rain the last day or two. we're seeing a little bit of a break until the next system. look at this. it's beginning to take shape. there will be rain out ahead of it. very fast. i mean, i think a seagull flapping its wings would provide enough dynamics or lift to get the rain going. i do. i do. there's so much moisture in the air. look at this already developing. we get a break for the morning commute. cloudy conditions. very light rain if you are leaving now, you should miss most of the rain. patchy fog, rain returns later this afternoon into tonight. i think the evening ride home could be tough here as the wind and rain picks up. 40s and 50ss on your temps. no warnings unless you are yosemite down to kings canyon. there is a winter weather advisory. even bridgeport. finally heard from kelly up hear. 7100 feet. 4 inches of snow. finally we get the snow.

we've been taking the bulk of the systems coming in more so than the sierra. i think southern california had more than the sierra. our system will swing in the front and the low will wrap around. this will keep rain coming in. a few breaks in the morning. it won't last very long. kind of cold out there. we'll go 50s and 60s on the temps. we bring the rain right back into the evening. it could be moderate to heavy. most of this will be done probably about this time tomorrow. but i think we keep it unsettled through thursday. one more system on friday. after that, we will get a break. there will probably be a lot of fog. christmas week is looking dry. the end of the month is not. wow. >> there's signs about 11, 12 days out of a very active jet stream coming underneath. if that's the case, we're going right back into the soup which means rain. >> yes. >> this is already one of the wettest months since december of '05 and '02. >> kicking off a new year. >> maybe. >> yeah. >> that would be great.

since 5:00 this morning. coming up in about three minutes, alex will be here live. he will tell you what the crews are saying about that mess they are dealing with in tiburon. good morning. thank you for joining us here on "mornings on 2." tuesday, december 16th. i'm dave clark. >> i'm tori campbell. a quick look at weather and traffic. we've been talking about winter storms. technically winter starts sunday? >> sunday, 21st. >> i noticed this. maybe if you have been outside, the wild mushrooms are exploding. be careful not only for people but also your pets as well. this is the most i've seen in a long, long time. it makes sense we've had so much rain. i want to thank don up in ben lomond about 2.5, 3 inches. he said marshall creek is raging. although be honest, santa cruz mountains have been a second or third place on some of these rain totals coming in. it's been the north bay which has taken i think the van guard

here, the leader of the pack. our next system is approaching. it won't take much to get the rain going. right off marin, san francisco, you can see some rain beginning to develop. this isn't heavy but it's a sign of things to come. there will be some hefty totals out of this next system. this almost will probably the last strong one in this pattern. there will be one more friday but it's showing areas of being more to the north. tonight and tomorrow looks moderate to heavy. i would not be surprised to see another 2.5 inches of rainfall. not only to the north but the south. rainfall, this is for 30-year average for nearly at this point. oakland is 191% of normal. san francisco 185 and san jose is just blown out there, 244% of normal with more on the way. 40s and 50s. it's cold out there. there's some snow in the sierra. no warnings or watches. if you can go now, it would be a good time to go before the system swings in. that will keep very moderate to

heavy totals go. mostly cloudy. a few breaks. showers popping up. rain returns. i think we'll get a good breeze as well. sam, it's still -- sal, it's pretty active, you are still telling me? i would say it's three- quarter of a normal day and a little bit of lighter than usual conditions in some areas. let's begin with the east bay where 880 northbound, we had an earlier crash near marina, westbound 508 is pretty slow all the way to the bay bridge. we had an earlier crash on the way. just a minor thing. but 580 is slow all the way to the bay bridge toll plaza. when you get to the bay bridge, it's backed up a little bit. it's getting better on 880. i have a feeling we have already started seeing some of the christmas and holiday vacations begin. today is the first day of hanukkah. a lot of things going on and some schools may be out and for

the driver, that means better conditions. at least a little bit better. you can see northbound 280 getting up to 880. the traffic is going to be a little lighter. although 85 is slow. it's lighter in some area, not so light in others. we're following the whole thing for you. back to the desk. >> all right. thank you, sal. we continue our stormwatch coverage in tiburon where the rain overnight caused major flooding and a mudslide. alex savidge is live with ax loot at the damage and also the cleanup ahead. good morning, alex. >> reporter: good morning. tiburon just got slammed by this overnight storm. and you can see this is the result this morning. the signs are out. this intersection right here in particular is a real problem spot. it's flooded pretty good. we're watching as the cars take us slow. this is tiburon boulevard right at beach road and quite a bit of standing water this morning. they had a ton of rain that came down between midnight and 2:00 this morning. let me show you how things

looked this morning. there was flooding in the parking lot of the city's town hall and part of the problem was the marsh that sits just behind the town hall here in the downtown area was overwhelmed by all of the rain they got and that water just came flowing from the marsh. it flowed into the streets the there were a -- streets. there were a couple of businesses that had flooding, including a salon and nursery. public works crews were out here using sandbags and trying to control all of that water. >> we're trying to figure out where we can move the water to. we have a high tide coming in at 8:00. the tide is already high. we had a massive amount of rainfall. it's all coming off the hills and going into the marsh and there's no place for it to go other than out to the street. >> reporter: the other problem they saw here in tiburon was mudslides. this is one of those slides. you can see here the mud and debris came flowing down a

hill. that -- all of that rain saturated the soil in that area, the mud came rushing down the hill. it's a very steep hill. it flowed right into the backyard and the swimming pool of a home. from what we understand the people who live in the particular home decided to stay somewhere else after this mudslide happened this morning. a total of three homes impacted by mudslides here in tiburon. again as we bring you out here to a live picture, this is tiburon boulevard. a main thoroughfare here in the downtown area and there's a lot of standing water this morning. you may have heard the battalion chief from the fire department say at high tide right about now now, that could impact the water levels with the marsh. that's what they are concerned about. they will continue to keep an eye on the flooding situation here in tiburon throughout the day. >> you will be keeping an eye on it for us as well. thank you. if you will be flying out of sfo, expect more flight cancellations and delays today due to the weather. this is a live look at the

airport. sfo tells us there are 48 cancellations so far today due to the weather. they are also expecting delays up to two hours and 43 minutes from now through 11:00 tonight. so it's a good idea to check with your airline if you are flying today to find out your flight status. yesterday, 145 flights were canceled. last thursday, 250 flights were canceled due to the rain and strong winds. no major delays are being reported at oakland or san jose airport. 8:07. a pittsburg high school student was arrested during class on suspicion of killing one man and shooting two others. the shooting happened at the meadows mobile home community near highway 4. police say the 17-year-old opened fire on three men outside of a party. police say he was not a guest at the party or associated with any of the people there. the man who was killed still has not been identified. the police say the two other men shot, me are expected to

survive. a majority of san francisco firefighters given a vote of no confidence to the fire chief. last night, ktvu news obtained the results of the latest vote by rank and file firefighters on their support for fire chief joanne hayes-white. 680 voted no confidence. 156 voted confident. nine firefighters abstained. this is a second no-confidence vote for her in the last couple of months. today a new contract for the san jose fire department will be on the agenda as both the city council and the santa clara county board of supervisors. now, the contract would include an incentive for for better response times in medical emergencies. san jose is santa clara's only city with an incentive contract. but they failed to meet standards for responding to ambulance calls 90% of the time. a san jose police officer

has been placed on paid leave after he posted controversial tweets aimed at police protesters. the tweets by officer phillip white included this one saying, by the way, if anyone feels they can't breathe or their lives matter, i'll be at the movies tonight. off duty carrying my gun. this is video of officer phillip white earlier this year at a san jose elementary school where he used to work in one of the department's anti-gang programs. the san jose police officers association is not coming to his defense. >> offensive, disruptful, inappropriate social media comments have no place in the public discourse surd surrounding recent lost of lives around the country. >> and the police chief said it's extremely important for the community to know the comments made on officer white's private social media account do not reflect the thoughts or feelings of the men and women here at the san jose

police department. the police department is conducting an investigation of officer white's actions. 8:09. well, richmond's police chief is under fire because he took part in a peaceful demonstration against police brutality. last week, we showed you chief chris magnus holding a sign that red black lives matter. well, the richmond police officers association now says magnus should not have taken part in what they called a political action while in uniform. chief magnus wrote a letter to the poa saying it wasn't political. he also said "most importantly, it conveys that we want to build bridges and strengthen relationships with persons of color in our city." 8:10. new this morning, another giant is leaving the world champs. ken rosenthal from fox said michael morse agreed to a two- year deal with the marlins pending a physical.

one of the most memorablal moments came when he hit that game-tying win. the giants won the pennant the next inning on a ishikawa walkoff. >> great player. a lot of controversial surrounding around bill maher. scheduled to speak at uc berkeley's commencement ceremony this saturday. the university is expecting protests after some of the students launched and online petition to cancel his keynote speech. they are angry over comments he made over his show that linked islam to violence and intolerance. bill maher still plans to speak at the event but he's left open the possibility of canceling if his presence causes too much of a distraction. the city of pittsburg has lifted the ban on electronic billboards along highway 4. katie utehs is live in pittsburg with the concern some

people have. >> reporter: good morning. we've heard mixed reactions this morning. some people say the billboards are too distracting, yet others say it's hard to turn down the proposed $100,000 in city revenue that these billboards could generate. now, pittsburg's city council, they voted unanimously to lift the ban on electronic bim boards along highway 4. we're showing you the electronic billboard at the bay bridge as an example. pittsburg has set guidelines. they cannot be more than 55 feet tall and there will be restrictions on how bright they can be. only static images on the screen for eight seconds will be allowed. some people say the city needs the money these could jen rit. >> i think it's a nice city in jen. . but they do need to branch out. i know it would help with the community. >> reporter: city council does have final approval on the billboard locations. as of this point, we haven't

you get to show to the judges. like logan said, that's it. right now is the last time you can prove to them that you are a great chef. >> samuel, you were here and said you had a lot of fun and made a lot of friends. what's been your favorite part of this competition? >> i think my favorite part of the competition was actually after the competition because we've gotten to spend time with some of the other contestants. it's really fun to see how they have changed and how they've grown as chefs after learning under gordon graham and joe. >> the prize tonight, $100,000. that is huge for a 12 or 13- year-old boy. logan, what's the first thing you thought about buying if you win? >> well, the first thing that i think about buying was a trip to like one of those tropical islands. i mean, i just really want to go there and then go to japan

880 and 580. kind of very slow on 13. getting up to highway 24 and then on the eastshore freeway as well. if this is your commute, you need extra time. i have a feeling the next few days we'll see improvements to the commute. let's go to steve in the weather center. >> i think we'll have a tough commute this evening. >> i see. yes, sir. our system is inching closer. maybe a few hit-and-miss showers. we're getting a little bit of a break. some of the clouds have parted a little bit. blue sky, where have you been? gone for much of this month. some of the rain totals coming in are just incredible. best december since '05 and '02. some going back to 195. i'm standing right in front of your system. there it s it will start to -- there it is. it will start to swing in. it won't take long. we'll have two parts. if the front comes in later

tonight and then the low wraps in with colder air, and that will give us widely scattered showers. we had a dying down of the system. cloudy. mostly cloudy. there are a lot of cloud. healdsburg, some rain, back to monterey, north of santa rosa towards windsor. a little bit around point reyes. now just beginning to move onshore. southwest marin county and just off san francisco and also towards santa cruz mountains as well, scotts valley. it looks like highway 17. boulder creek, 40s on the temps. it's cold. we should get a southerly breeze. the national weather service in

sacramento has issued a winter weather advisory. it goes until noon for additional snow. that includes plumas county and for the northern sierra. you can see nothing too heavy but there are areas down around the 4500-foot level that wraps back around. you can see why. colder air beginning to come in. 1 to 2 inch was not surprise me in the least near from ukiah down to monterey. we have two systems to go. the one today/tonight and the one on friday. that looks weaker. clouds, showers. then it turns to rain. 50s, 60s on the temps. the rain moves in later tonight into tomorrow. kind of a very unsettled pattern into wednesday. thursday is a little bit of a break. weak system on friday. we'll get a break on the weekend. maybe until christmas -- maybe.

welcome back to "mornings on 2." time is 8:26. happening today, some southwest airlines workers plan to protest with picket lines at airports around the country including san jose. it's an informational picket line. baggage handlers will pass out leaflets to passengers. they are upset about the slide and on-time performance by southwest airlines. for years, the airline had the best on-time record of the major u.s. airlines. workers say that overbooked flights have created more delays. workers are also upset about contract negotiations and a lack of pay raises over the past four years. southwest says the protest will

not affect their flights. there is a new twist to the story about a new york teenager who said he earned a fortune in the stock market. now he tells the new york observer he made up the whole thing. he's even hired a public relations firm to help him as he admits his lie turned into international news. islam says he's never bought or sold stocks but has been done stimulating tladding with his high school investment club. he also said his father wanted to disown him when the story came out. his brother and sis -- his mother and sister are not speaking to him. this is a very well-known public school in new york city. it -- it's very hard to get into and once you get in, you are kind of on the fast track for really good colleges. >> what a story. >> yeah. another police protest in

it will sweep in. give us a couple of rounds of rain. the front will move in. it's getting very close. already along the mendocino coast, parts of sonoma county. i think give us moderate to heavy rainfall rates. some of the rain picking up in marin county. you don't need it because of what happened last night. there was some heavy totals around, sausalito, tiburon, larkspur, san anselmo had very heavy rain. there will be more heavy rain tonight. not just in the north bay. i'm just favoring the north bay. it will be widespread amounts. healdsburg, windsor, maybe a little bit in the russian river. doesn't take much in this type of a pattern. it looks like the rain will pick up right off san francisco. also around san jose, sara toe ga, back over towards -- say you raw -- saratoga over to the

also slow traffic on 580 trying to get up to the macarthur maze. it's not completely light. some commutes have become light early, though, let's move alond and take a look at -- along and take a look at the bay bridge. look at the 880 ramp. that's light. kind of unusual for the bay bridge to be slow. but the 880 approach to be light as you drive through. we're also looking at the south bay here. you can see traffic on the map system is showing slow traffic on 101 all the way to mountain view but 85 is lighter than usual. so is 280. we'll see as the next days come up. we'll start to see more of this light traffic. back to the desk. we have continuing coverage this morning of yesterday's hostage standoff in sydney, australia where three people were killed, including the gunman. now, he's been identified as 50- year-old man haron monis, a self-described muslim cleric who police think was acting alone. police knew him self-because he had a long criminal background that included being an accessory to the murder of his

ex-wife. now, yesterday, we talked to his ex-wife's godfather who happens to live here in the bay area. ktvu's tara moriarty, live in our newsroom now with more of our interview with him. >> well, the godfather says the family had concerns about his behavior for a long time. they say he was controlling, jealous and became abusive, ultimately helping kill her. yesterday, we spoke to the man who has lived in hayward. he says her marriage to man haron monis crumbled after the birth of their second child. last april, she was killed, stabbed more than a dozen times. her body set on fire. man haron monis was charged with being an accessory to her murder and release on bail. kalik said he never should have been set free. >> if he was still in jail, those innocent victims, you know, wouldn't have died, you know, they should have locked him up and threw the key away.

>> kalik said man haron monis became an extremist after div virussing his goddaughter. he had four or five passports. told people he was an egyptian but was an iranian. live from the newsroom, tara moriarty, back to you. >> thank you. 8:36. meantime, this very large memorial of flowers is just growing at the cafe where the standoff took place. we're find out more about the two hostages killed. tori johnson was the manager of the cafe. he was killed when he grabbed the suspect's gun and the gun went off. it was that gunshot that made the police storm the cafe. 38-year-old katrina dawson was killed while shielding her pregnant friend from the gunfire. back here at home, a protest is set for tonight in berkeley ahead of a planned march to the rescheduled city council meeting. now, last week's city council

meeting was canceled. the demonstrators are upset about the birkly police response over the recent protests. tonight's meeting is at 7:00 p.m. it will be at longfellow middle school's auditorium on derby street. the protests will begin at 5:00. meantime, a peaceful protest was held last night in oakland right here. hundreds of people gathered at lake merritt and held a candlelight vigil. it was organized by high school students as well as community members. there were different there as young as 5 years ole. organizers wanted it to be a demonstration that focused on young people and not violence or vandalism. >> nobody is gonna change the world for me. i have to do it myself. if that means marching in the rain, making posters, signs, fliers, i'm gonna do it. >> the organizers say they think this is -- they feel this

is building up to be another civil rights movement. they say people are fed up and they need to a way to voice their opinions without destroying buildings or hurting people. earlier yesterday, there was another demonstration in oakland, it led to the arrest of 25 people. that one happened during a protest at police headquarters in oakland. large group of people blocked off the area around the police headquarters, chained themselves to the door. this man climbed the flagpole. put up a flag with pictures of people killed by police. organizers say they wanted to shut down the oakland police headquarters. 8:38. a federal judge has ordered oakland's city attorney to turn over dozens of disputed police department documents. the judge ruled an independent court-appointed investigator can review the documents the city attorney a claimed were protected by attorney-client privilege. they include discipline imposed against members of the oakland police force.

this was the latest ruling tied to the court order reforms that claim as a result of the riders police corruption scandal in oakland. san francisco will make a sales pitch to the u.s. olympic committee at a meet until redwood city to try to become the nation's candidate for the 2024 summer games. this will be the fourth time san francisco has tried to bring the summer olympics to the bay area. boston, los angeles and washington, d.c. are also making bids. u.s. officials are expected to choose early next year which city will represent the united states in the international bidding process. the international olympic committee will pick the ultimate winner in 2017. san francisco police are searching for a man who robbed a bank while wearing a santa claus kos supe. it happened saturday on sutter street around 1:00 in the afternoon. investigators say he handed the teller a note demanding money and said he had a gun. no one saw a gun and no one was

the death toll keeps growing at a school.

132 children were killed. taliban gunmen started to shoot randomly at the school. more than 700 children attend the school which is run by pakistan's military. a spokesman for the taliban says seven suicide bombers were sent to the school compound with orders to kill older students. >> the spokesman said the attack was revenge for a recent operation by the pakistan military to clear out the taliban in the area along pakistan's border with afghanistan. pakistani troops shot and killed all of the attackers. nobel peace prize winner malala said she's heartbroken about today's attack on a school in pakistan. she said innocent children have no place in in horror such as this. the 17-year-old was shot in the head two years ago punishment for speaking out for girls right to edge -- education.
