processing center. you will not see this type of line at all dmv locations today. today is the first day undocumented immigrants can apply for a driver's license and they need to go to one of four special processing centers around the state. janine de la vega will have more on the process and controversy involved. good morning. welcome back to ktvu channel 2 morning news. i'm tori campbell in for pam cook. >> let's talk about your cold weather. steve paulson is here. here's got a forecast. >> it's starting to drop a little bit more. there is a lot of 20s already. and a few sliding in here in the last 10 minutes. napa airport 2. santa rosa is in there. i will have to go back and find out when they have be that cold. there is a lot of 20s around.

it is very cold this morning as you probably already know. near kelseyville -- grayton 27. south san jose 28. and near santa cruz not on the water or anything 29. frost advisory out or freeze warning. it will be a slow recovery today. there is not much of a breeze but there is enough to keep the temps up a tiny bit. expect for patchy fog on the marin coast. it will be sunny today and chilly. lots of sunshine though. temperatures 50s for many. low to mid. here is tara now. i don't think she has had much to do. anything new? >> we do have one thing we could talk about and it's a traffic hazard in santa rosa. 101 northbound we have debris scattered in all of the lanes and it appears to be a wooden sawhorse. so make sure you live in the area you are aware of that. let's take a look at the san

mateo bridge. this is a look live. direction is westbound as you drive into foster city. no delays to report. up next a look at the mccarthur maze. those are folks that are traveling westbound toward the bay bridge where we have had absolutely no traffic this morning. and finally highway 4 those headlights are westbound traffic as you make the drive toward concord and on to 680. again no delays. let's head back to the desk. today is the first day in california that unqumed immigrants can apply for a driver's license and the demand is expected to be high considering this is something that many immigrants have been waiting for. janine de la vega is joining us live at a special center set up in san jose. how many people are out there? >> the line continues to slowly grow. i'm estimating about 30-35 people in line waiting at this

dmv office. it's specifically set up to handle processing these special driver's licenses and all of these people are finally excited to have this opportunity. the department of motor vehicle expects 1.4 million immigrants that are not in this country to apply for driver's licenses during the first three years. to prepare for process -- to prepare, four processing centers have been opened. applicants need to have documents to verify their identity. they will also need to provide a thumbprint and pass a written and behind the wheel driving test. we spoke with one man who got here at 3:00 this morning just to be the first in line. >> it's a lesson -- i stay here to take the license for me. . it is secure for me.

not as scary for the police when i want to drive. it's good for me. plenty of skeptics worried this would open the flood gate for more immigrants to come here illegally. this will make the road safer since undocumented workers will be required to have insurance and pass a drivers test. the licenses will look different than regular licenses and will only be valid for driving in california. they can't be used for federal purposes such as identification for boarding a plane and these people waiting outside in the cold still have about two more hours until this office opens up at about 8:00 a.m.. new this morning a police chase ended in a crash in the east bay. the alameda county sheriffs office says officers pursued a white van around 3:00 this

morning in hayward. the driver eventually crashed in oakland after hitting the center divider on 980 near 880. two people were in the van. they were not hurt. the sheriffs department is not saying how the chase started or if the driver will be facing any charges. a tense situation at an oakland bart station came to a peaceful conclusion last night. a man who was reported to have a gun at the 12th street bart station surrendered after a stand off with police. no one was hurt. trains did not stop at the 12th street station during the stand off earlier in the evening. >> that is the lowest number since 1971 in the city once known as the most violent cities in the country.

richmond police say there are several reasons for the drop in homicides including more health from the community in fighting crime and also the recent police crack down on violent street gangs. san francisco's bicycle coalition is starting the new year with a push for safer streets and call for more information about trouble spots for cyclists. katie utehs is in the city now at a location where bicyclists have deemed to be pretty dangerous. good morning, katy. >> reporter: good morning, tori. i think the cold is keeping a lot of the cyclists indoor today. but the wiggle on an average commute day is a busy area. heavily traveled for cycling commuters. the intersection of scott and fell which is already a problem area identified by cyclists because of that slick manhole cover you can see in the intersection. cyclists making the turn can hit it and flip as they have reported with this campaign to capture data across the city of problem areas.

more than 100 problem areas have been identified by the san francisco bicycle coalition. it's a group with some 10,000 members. the data identifies potholes, poorly timed traffic lights and other spots that may not capture the attention of city planners. for 2014 san francisco police reported 28 fatal vehicle collisions involving cyclists. three of which were with cyclists. that is down from one cyclist death the year before. the bicycle coalition will be reviewing all of the data compiled so far. and asking them to call out drivers for blocking the box or double parking. they want people to go on twitter, take pictures and hash tag their tweet. thaw you will see that people are not afraid to call out those that are parking in the

intersection or creating dangerous situations for cyclists. so we will move locations and try to check in with some cyclists if we can find them on this chilly morning commute and get a gauge from both drivers and cyclists on some of these issues. parking safety, driving safety important for everyone. >> certainly the case, thank you very much. the new year means a minimum wage is now higher in several bay area cities. in sunnyvale it went from $9 an hour to $10.30. in san jose it's also $10.30 an hour. up $0.15. san francisco it's $11.05. another minimum wage hike will take effect in may in san francisco raising it to $12.25 an hour. one week from tomorrow the golden gate bridge will close for a whole weekend. it's the first time that has ever happened preponderance the 52 hour closure starts at

midnight saturday january 10th. it will end at 4:00 a.m. monday january 12th. now that weekend closure is needed. they want to install a new movable median barrier designed to eliminate head on collisions. and the sidewalk on the bridge it will stay open to pedestrians and bicyclists. this years flu season is shaping up to be a nasty one. the number of flu cases across the u.s. has reached epidemic levels. flu cases have been reported in 36 states. so far only one flu death has been reported in california. and that is in the southern part of the state. the rise in cases is so dramatic in some areas hospitals are having a hard time keeping up with all the patients. >> i have never seen the level of number of in patients. i don't recall having ten or more in patients at any given

time with influenza. >> one reason the flu season is so bad this winter, this years vaccine is not as effective against the most common strain of the virus but despite that health experts recommend everyone six months and older get the flu shot saying it's not too late. the number one thing to defend yourself is wash your hands as much as you can. time is 6:11. a deadly new years day crash that happened in oakland. what investigators are doing now after an under age driver was arrested on suspicion of dui. >> but firsts stuck on a ski lift. the weather conditions that forced dozens of people to spend hours trapped on new years eve. >> here's a live look at the san mateo bridge. traffic shook pretty good. we will take a look at your other bay area roadways. >> many of you listen, you don't watch. take a look at the screen. an area near you is in the 20s.

welcome back to the morning news. some uber and lift drivers are mad the ride share company raised prices new years eve. the drivers tell the examiner the price hikes scared off potential customers. some of the drivers say they made less on new years eve than they make on a typical saturday night. uber had warned the that

customers could pay more than $100 for a short trip. drivers also blame the ride share companies for not managing the number of cars in service saying there were too many drivers out there looking for customers. 6:15. passengers who were hoping to celebrate the new year out on lake tahoe spent the night stranded on a boat. the coast guard says the tahoe queen ran aground with 200 people on board just minutes into the new year. a tug boat pulled it into the dock but that took two hours and it was 20 degrees outside. the coast guard is investigating whether low water levels due to the trout was a factor. the same boat ran aground back in august prompting rescuers to evacuate 300 people on board. dozens of skiers in central california spent new years eve trapped midair for several hours. owners of china peak resorts say strong winds knocked their only operating chair lift out of service when a cable got knocked off its line.

more than 40 people were stuck for up to three hours. they were rescued one by one and brought safely to the ground. >> probably hear about one or two evacuations perhaps for the entire city of california. so highly unusual. >> people who were rescued praised the ski patrol for the way they handle the situation. they were all given a free day of skiing and a $50 gift card for a free visit. seismologists are quickly watching southern california after two quakes hit new years day. the first one a magnitude 5.1 that struck off the humboldt county coast. the second quake a magnitude 3.0 happened yesterday afternoon seven miles outside of santa rosa. there is no word of any serious damage out there. the people we talked to in the north bay say they never felt the quake near santa rosa. the tremor that hit near santa rosa was on the rogers creek

fault. >> i just felt my bed move. and i heard a little rocking. and then i didn't think it was an earthquake. i thought i was just dizzy. >> it was a quake. now the last time the rogers creek fault produced big earthquakes, that was back in the late 1960s. seismologists predict there is a 30% chance of a bigger quake over the next 30 years. it is 6:17. second day of the new year. and you know not officially a holiday like yesterday but tara you're saying it's still very quiet out there. >> it is. you know i probably had one or two incidents on the cad at any given point. that is the chp website. there is not a lot going on out there. the commute is looking really good. hopefully a lot of people had the day off. at the bay bridge, this is a

beautiful shot of the morning. folks headed into san francisco are experiencing no delays so far. this is usually the time we have the metering lights go on at the toll plaza. finally 280 at the 880 split down in the south bay the headlights are folks heading northbound. again no delays. it is 6:18 let's check in with steve. thank you tara. we have clear skies. a little bit of patchy fog up on parts of the north coast. we've had fog form yesterday about it 7:00, 8:00. we'll see if that happens. very dry air mass. frost advisory is over us. freeze warning. a cold, cold morning. take a look at these lows. up in the riviera. 26 bolder creek. dublin 27 degrees. marsh creek and morgan hill territory at the t there near clayton 28 degrees. and near santa cruz not on the

wharf but not far outside of town i did see a 29-degree reading as well. the breeze tailing off really helps even though there is a puff of one for some. walnut creek says 26. 37 half-moon bay. and sfo 39. 29 sebastopol. 29 in petaluma. antioch is 30. brentwood at 33. 20s for gilroy. it is close for others and 29 menlo park. a little chill in the morning air. now things have really tailed off. there is still enough of a breeze. there is some of that patchy fog coming back to the sonoma and marin coast.

come back. >> i see a little brown up there. >> yeah. we will get some rain. 6:21. there is a warning for all pet owners this morning concerning wild mushrooms. the much needed rain had brought plenty of mushrooms to the bay area. while they are not all dangerous to humans, many are extremely poisonous to pets. and you might not even know your pet is sick since symptoms could take up to three days to develop. veterinarians say if your pet eats a mushroom, you should bring that pet in right away. >> and you see those mushrooms all the time. >> they do. they are popping up all over the place. a legendary political figure has died. coming up in 16 minutes how former new york governor mario cuomo is being remembered. >> potential peace talks between north and south korea. what kim jong un is saying about restarting discussions.

welcome back to the morning news. the greek ferry boat that caught fire is now being towed to italy. the badly damaged ferry was towed within sight of the coast. so far at least 11 people have been confirmed dead from that

fire. 477 people were rescued but dozens are still unaccounted for. italian authorities will inspect the ferry boat once it arrives in port. just a short time ago indonesia made an announcement. 30 bodies from the air asia crash have been recovered in the java sea. the recovery mission includes 65 ships, 14 planes, and 19 helicopters. a u.s. navy ship found several bodies this morning but bad weather out there is really hindering the recovery efforts. 162 people were on the plane when it crashed last weekend. in the meantime a funeral was held in indonesia for the only victim identified so far. during this comber religious service the victim was described as a devoted wife and loving mother. the mourners prayed and chanted during the ceremony. the woman was on the plane with her husband, their ten-year-old daughter, and her mother-in-

law. the leader of north korea kim jong un says he is open to peace talks with south korea. the korean peninsula is still technically in a state of war. the korean war ended in a truce rather than a formal peace treaty. south korea proposed restarting discussions and in a televised new years message, north korea's leader said for the first time that he is open to talks. >> we will make every effort to advance dialogue and cooperation. >> in his speech kim jong un slammed the u.s. calling it an aggressive country. he also criticized joint american and south korean military drills. a security firm is telling the fbi that the sony hack has been wrongly blamed on north korea. according to north, the malware is too detailed and full of insider information to be anything other than an employee driven hack. a security analyst says the fbi

to 6 miles an hour. there is still a hint of an offshore breeze. once you get going it should be okay by the coast. look at that patchy fog has returned north of marin county. the water temps have finally gone below 60. they are still in the 60s. still running a little bit on the warm side. san diego it's 42 degrees. 12 up in tahoe. it will be a chilly day. highs staying mainly in the 50s for many or upper 40s. here is tara with an update. i know she is tweeting things out so she doesn't have much to do. >> oh yeah and you called me a premadonna. yeah you're a premadono. i'm seeing out of all of the cameras we have here. this is the westbound direction on the right hand side of your screen as you make your way toward the caldecott. up next is a look at the bay bridge toll plaza where traffic is flowing nicely into san francisco. and finally 237 this is in the milpitas. traffic on the right hand side of your screen are the taillights. no delays. it's 6:32 let's head back to the desk. it is a cold january 2nd this morning. a lot of people in the bay area are waking up to temperatures below freezing. and one of the coldest cities is walnut creek. it stayed under 30-degrees during the night. cara liu is out there in downtown walnut creek this morning. bundled up. and how are you dealing with the cold? >> well the photographer keith and i are doing our very best to stay warm. staying in the truck as much as possible. if you take a look behind me we

are at 29 degrees. it's been that way for the last two hours at least. now quieter than normal right here in downtown since it is the end of a holiday week. the honda dealership we take a look outside, the windows, the hoods of the car on the lot every one of them frosted over. an indication how low the temperatures dipped. we talked to those getting their morning coffee about one strategy to stay warm. one lady says she plans to stay indoors as much as possible. >> i'm heading up to tahoe the rest of the day. hopefully everyone else is too in this cold weather. it should be a good day up there. >> reporter: and that freeze warning in effect for the east bay valleys until 9:00 a.m. this morning. if you have to be let's send it back to you in the studio.

>> all right cara liu live in freezing walnut creek. thank you. time is 6:34. meantime a 23-year-old man is in jail. he's charged with the attempted murder of two south san francisco police officers. we first told you about this yesterday during mornings on 2. we were out there live. ivan gomez was captured several hours after he fired shots. police fired back but no one was hurt. still not clear what led up to that exchange of gunfire early yesterday morning. in the meantime two east palo alto police officers say they narrowly escaped being hurt after someone fired shots at them. it happened early yesterday morning while the officers were patrolling the area near oakwood drive. fortunately the bullets missed the officers. police later chased the gunfire to a nearby house. eight people are detined. general motors is recalling

more vehicles because of faulty ignition switches. the the list son your screen. vehicles include some silver are does, suburbans, tahoes. gm dealers will inspect and replace the ignition lock. we have a follow up to a deadly crash. chp found a toyota scion blocking the ramp early new years morning. a young woman in the front passenger seat was pronounced dead at the scene. the driver was booked into the santa rita jail under the suspicion of vehicular

6:41 and happening today for the first time ever undocumented immigrants can now apply for driver's licenses in california. a new state law allows anyone that can prove their identity and residency in california to apply for a driver's license. the licenses will be issued look different and only valid for driving in california. they cannot be used for federal purposes such as identification to board a plane. still many immigrants say it will be a relief not to have to worry about getting stopped by police and having their car impounded because they don't have a license. >> too exciting to not be afraid when you see a cop behind you or beside you. it's more important to feed my family than pay a ticket.

>> designed to help undocumented workers and the only processing center in northern california. a new higher gas prices. after weeks of paying less at the pump, californians will have to shell out more money. noel wackier in the newsroom to explain why gas prices are on their way up again. we've been enjoying the lower prices. >> yeah. don't enjoy them too much. it's because of the new cap and trade fee. that is a fee that started on january 1st. it's based on emissions. republicans lobbied against this new cap and trade fee and some democrats wanted to delay it because they wanted to give drivers more time to understand the potential price hike.

critics fear it will slow production which could lead to higher prices. but the up pseudoto this program is some fees will go to communities hardest hit by oil production pollution. at the end of 2014 gas prices were at a six-year low and although this is is not officially called a tax, it does have the same impact of raising gas price. we talk to a few people that are filling up. >> it's not just our problem, it's a global problem. so they should find a solution instead of trying to resolve it with the citizens you know. trying to tax us with taxes and taxes.

[ inaudible ] it will also pay for an expansion of the smart grid and the hiring of more customer service workers. your time is 6:45. san jose's new mayor sam liccardo isn't wasting time tackling what could be his biggest challenge as a leader of the bay area's biggest city. liccardo was up early yesterday riding along with police officers as they patrol san jose. the city's police union was liccardo's biggest political opponent. >> i don't expect that the hard feelings are going to resolve any time in the next few days or weeks between the police union and the city hall. we have a lot of work to do. it will take negotiation and hard work. >> mayor liccardo still vows to

welcome back to the morning news. time is 6:54. hundreds of people gathered yesterday at oakland's fruitvale bart station for a peaceful demonstration remembering oscar grant. yesterday's vigil was exactly six years after bart police officer johannes mehserle shot and killed oscar grant of hayward at this same bart station. oscar grant's mother says what happened to her son happens far too often to other young african american men in america. >> we are going to have to come up with a way to hold officers accountable for their actions. and to focus on retraining officers before they make decisions to shoot and kill when it's not necessary to

shoot and kill. >> now a jury convicted former bart police officer johannes mehserle of involuntary manslaughter for oscar grant's death. mehserle testified he accidentally killed grant after grabbing his gun instead of his taser. the u.s. senate is demanding answers about controversial police surveillance technology. the technology centers on the sting ray system. it acts like a cell phone tower and obtains account information on cell phones. the federal government has allowed local police departments such as oakland to use it. the senate judiciary committee sent a bipartisan letter to homeland security and the fbi wanting to know what privacy protections are in place. the fbi recently changed policy broadening the circumstances in which a search warrant is not needed to use the technology.
