minutes as you you head to the macarthur maze. it looks like something around ashby avenue. i sue a couple of wars with flashing lights. bay bridge toll plaza is backed up for 20 minutes. that looks normal as you drive through. livermore valley, though, livermore valley, though, my goodsness. witness 508. slow and 68ing on the backed up at the 580 ininterchanging into fremont. let's go back to the desk. >> all right. thank you, sal. san francisco police are investigating after officers shot and killed a man who they had contact with earlier in the day. yesterday afternoon, the 32- year-old man approached officers at 16th and mission and asked what type of guns they carried. police say he also asked about ammunition and if they had ever shot and killed someone. then yesterday evening, police say the same man was in the parking lot of the mission

police station. officers told him it was a restricted area and he walked away. but as they were leaving they saw him again, standing in the driveway. >> went to approach him to tell him again, you can't be here. he went to his waistband where there was the butt of a gun and drew. >> the officers opened fire, shooting the man three times. he died at the hospital. police chief greg suhr says the man's gun turned out to be a replica but didn't have the orange tip to show it's fake. he admits officers' safety is heightened around the country in recent months. >> we are as aware of it as anybody. officers are looking out for one another all of the time. we have a job to do and we're gonna get it done. chief suhr says within a few days, he will hold a town hall meeting to review what happened as he does after any officer- involved shooting. last year, four people died in nine police shooting incidents

in san francisco. happening today, the trial is now underway for the surviving brother accused carrying out the boston marathon bombing. 21-year-old dzhokhar tsarnaev is in a boston courtroom under tight security. prosecutors say dzhokhar tsarnaev and his older brother planted two bombs near the finish line of the marathon in april of 2013. three people were killed. 264 others were hurt. about 1200 potential jurors have been summoned. jury selection could take several weeks. a number of victims are expected to testify. several people that i am now very close with will be testifying. i want to be there to support them. it's been chaining me -- changing me since it happened. i expect it will continue to do that. >> there are reports that talks on a possible plea deal hit a snag after federal prosecutors refused to take the death penalty off the table. the entire trial could last up to four months.

7:05. in a couple of hours, a storm assistance center will open in san mateo county. that center will lep the hundreds of people -- help the hundreds of people affected by last month's storm. this trailer park in redwood city was really hit hard. people are still cleaning up weeks later. some homeowners say the damage cost estimated in the thousands of dollars. >> it doesn't get any better. >> it's really horrible what happened to us. it is what if is. >> the flooding was caused when a canal overflowed behind the park. the city is trying to figure out how to fix that problem. the assistant center is at the parking garage at 329 miller avenue in south san francisco. meantime, some students at newark memorial high school will be in different classrooms. the school is repairing flood damage that happened over the holidays. a water main broke last month flooding some parts of the school up to two feet of water.

floors and walls and books and other parts of six classrooms were damaged. engineers are trying to fifth out what caughted -- are trying to figure out what caused the rupture. $4million has been set aside to pay for repairing that 15-year- old building. a chp dispatcher used social media to locate a man who fell off a cliff. the highway patrol says the man and his 11-year-old son were hiking near lake berryessa when the father fell off the cliff yesterday. the son called 911. but the gps and the phone couldn't pinpoint exactly where they were. well, the dispatcher went on facebook and he found a post there where the father identified the trailerrer where the two -- the trail where the two would be hiker. the chp rescued the two. the father is in the hospital with serious injuries. an informational meeting is being held tonight regarding the possible implosion of

candlestick park. the proposer of a shopping center says implosion would be a fast and inengs sphynxive way -- inexpensive way to demolish the ballpark. there is now a petition with more than 120's signatures. tonight's meeting is being held at st. paul of the shipwrecked church in san francisco. expanded bus service begins today between san jose and cupertino. vta is increasing weekday and saturday service online 323 between de anza college and downtown san jose. other changes include a brand- new sunday service and two new stops along the line. 7:08. in case you missed it, some big changes are about to take place on the golden gate bridge. coming up in 20 minutes, what's happening and why it's gonna shut down the landmark bridge

and deliver his annual state of the state address in the assembly chamber. the governor a expected to call on lawmakers to exercise restraint and spending, despite california's new-found $2 billion surplus. >> when the governor took office we had a $26 billion deficit. unemployment was over 12%. worst credit rating in the nation. since then, we're added 1.34 million jobs. our enemployment rate has dropped to 7.2%. >> other distinction for governor brown, at 76, he's the old estd est governor from the country. cam ma'am law hair race will be -- kamala harris will be sworn in. she's creating a bure three will focus on crimes against children. the bureau will focus on issues such as deterring school truancy and tackling what she calls the flawed foster care

and adoption system. soon to be mayor of oakland, libby schaaf is joining us. good morning to you. thank you for joining us. >> thanks so much for having meal. >> the first thing you are gonna do when you become mayor of oakland. when you sit down at the desk inside the office, what is the first thing you are going to tackle? >> the most important thing on my list of things to do, it's a long one, is to hire a great city administrator. you are only as good as your team. and oakland has lacked consistent leadership in these key roles. that's a really important thing, not just for the city but for the organization of the city. >> a lot has been talked -- with the protests going on, we've seen a lot of vandalism going on to local businesses. some businesses have even just seen vandalism continue with oakland police officers being right there and letting it happen. how do you address -- this with one of the more disturbing

ones, how do you address -- draw the distinction with regard to free speech as well as handling vandalism? >> i made a post on my facebook page about how disgusted i was about vandalizing the city's christmas tree. i got more likes and positive comments on than just about anything. there's a very clear line between free speech and peaceful protesting and the type of vandalism we've seen. those are not protesters. we've got to do a better job of proactively preventing that type vandalism. i'm really proud of the oakland police department for their professionalism and for their strategic approach to dealing with these protesters because we've not seen the type of kind of agitation that happened, for example, in berkeley. i want people to know that we're very serious about keeping those vandals accountable. we have been bringing charges. we've arrested more people in

oakland than any other city. we'll continue to do that. i'm gonna continue to hold our police feet to the fire to improve their tactics so that we can prevent that type of vandalism. the other thing i'm doing is reaching out to business es and making sure that i really value the business community in oakland. >> oakland has a lot of potential when it comes to that. you talked about the dialogue with the businesses but also if we can go back quickly to what's been going on recently, are you planning on any dialogue with the protesters out there as well as police to kind of address this issue as a hole? it's kind of interkerkted in my -- interconnected in my eyes. do you start a dialogue? how do you go about doing that? >> absolutely. this nation is engaged in a critical conversation about racism and i embrace and i will be an active not just participant in the conversation but really looking for concrete actions to take so that oakland

is not just reacting to the problems that have been raised but that we are seeing a leader. as you probably know, we're one of the first cities to have all of aur officers wear chess cameras. that's been valuable. but oakland is full of many stakeholder groups and i intend to reach out and be connected and really be a great listeners to all of them. >> the other big issue is our sports team, whether the as are gonna be moving onto another city, if the raiders are gonna stick around. what is the latest in terms of the situation. what are you planning on doing to keeping both of those teams here if that's your plan? >> absolutely. i've been very clear. i'm an oakland girl. born and raised here. i grew up with the teams. i'm very committed to keeping the tales. we have a deadline coming up at the end of january, we're working with a new development and investor team that's very promising. i've been very clear.

i want to keep both teams. i don't want to pit one team against the other and i want to work proactively with the county because we're co-owners of that property. any successful development project depends upon us coming to the. you will see a new three-way partnership coming up soon. >> and we have a few seconds left. i want to bring in a view who typed into our facebook page and he's concerned about the road conditions in oakland. i mean, they are not the greatest, right? he's concerned about whether there's gonna be any cut in public funding for public works. what will be done to address that? >> one of the things i'm gonna be looking at is reorganizing how we deal with transportation in oakland. we've got some raggedly roads in the city. it's not just ruinth quality of life. it's costing us money in the long-term. you will see me make a very aggressive capital plan that have will a really solid plan for addressing those potholes. >> all right. libby schaaf certainly has a

lot to address in the coming weeks. let's check in with sal. how does the east shore look? >> pretty good. if you are driving in to oakland from richmond, it will take you a bit. this is a look at the carquinez bridge to the macarthur maze. taking 30 minutes. definitely back to pre-holiday levels. starting off the year with the first -- the first little traffic day definite year as you come by ashby, there's something on the shoulder that's slowing traffic. that's not doing that well. you can see it's on the shoulder but people are slowing down past it. bay bridge toll plaza, as you come up to the toll plaza, it's about a 15, 20-minute delay. someone reminded me that a lot of the tech people are in las vegas for the convention. as a matter of fact, we can move the commute here to 101

and 280 and 85. that that -- looks as crowds as they normally do. 7:18. let's go back to steve in the weather center. sal, i just came in the newsroom and said high to you. haven't seen new two weeks. >> i know, right? >> i know, right? [laughter] >> glad you are back, man. >> you, too. good morning. just posted on facebook golden gate weather services talks about midwinter dry spells which we in right now. it's vet -- very common, folks. it happens all of the time. the average is about 19 days. if you want to read about that, sometimes they can be seven days. sometimes they can go on for 30. last year it went on forever and day. this is not uncommon. we used to see that tule fog set up. we would have extended periods of dry weather. let's hope this is only one of

york, washington down to the deep south and the inner mountain region. 34 ukiah. 25 two bits up in tahoe. 26 reno. 40s and 50s in southern california. but san diego looking for a high of 74 today and 70 in santa cruz today. we had the weak little system. the cold air still in place. it's getting modified a little bit. warmer weather starts today and it will continue tuesday probably into wednesday. santa clara valley, i think san mateo coast and santa cruz coast will be the warnest near 70 for them. i'm going mid-60s to upper 60s for others. about 20, 30 miles an hour for some. a couple of 60s farther east. coast and bay start to warm up. santa cruz, 70 degrees. it will be even warmer on tuesday, wednesday and then we'll see a lot of high clouds and cooler temperatures but i don't them we'll see any rain. people are already getting worried. >> i can't believe you are

residential space. raiders and chargers have expressed interest in moving to the los angeles area. any move would need approve from three quarters of all nfl owners. 7:24. people all over the country mourning the loss of this man, beloved espn sports anchor stuart scott. he died yesterday at the age of 49 after a long battle with cancer. it was devastating to hear even though you knew it was coming. he was well known for his colorful personality and the way he said booya! last year he was honerred for his -- honored for his fight at the espy award. >> when you die, it doesn't mean you lose. you beat cancer with how you live and why you live and the manner in which you live.

[ applause ] >> that was one of the -- i will never forget seeing him there. chemotherapy and radiation treatment kept him off the air off and on as he battled cancer. he leaves behind his parent, three siblings and two beautiful daughters. there were moments of silence held at sports events including at the nfl wild card games, the mavericks in cleveland and several college basketball games. maniantmanathletes -- manathletes have gone on -- many athlete have gone on twitter. a call on the cowboys in the 4th would have given the lions the play. moments before the call was announced, the ref said there was no penalty. another ref at another angle didn't think the call warranted

are showing you slow traffic on 85 northbound and on 101 way back from almost but not quite to 85 near the montague expressway. you will see slow traffic. 580 and 680 are slow. 680 is very are pretty slow out of pleasanton heading south. when you get to the bay bridge toll plaza, it's been a 20, 25- minute delay getting into san francisco. no major problems on the bridge, though. 7:33. back to the desk. >> thank you, sal. continuing coverage of a deadly police shooting in san francisco that happened in a police station parking lot. ktvu channel 2 reporter janine de la vega is live in the mission district to let us know what led up to the shooting and how the department is responding. good morning, janine. >> reporter: good morning, tori. this all unfolded in this police parking lot that you see here behind me in the mission district on valencia street. we've seen police officers coming into work this morning but the three who were involved

in the shooting. they won't be coming in today. they are on leave, which is standard in this situation. those three officers were leaving the mission station yesterday evening at 5:20 when they noticed a man standing in the parking lot restricted to the public. the police officers asked him to leave. he started to walk away but when they looked again, he was still in the driveway. he drew a gun from his waist band and the officers shot him, hitting him three times. he died at the hospital. this wasn't the first encounter that they had. >> this suspect apparently earlier today on 16th street approached other officers and inquired as to what kind of weapons we carry which the officers at the time found very curious. >> reporter: police say he also asked what kind of ammunition the officers carry and if they had ever been involved in a shooting. they say the weapon the man had was an air soft pellet gun that

used like a real gun. investigators plan to look for video evidence and witnesses and the chief plans to hold a customary town hall meeting to show what the replica gun looked like. er tofully. >> thank you, janine. we have more information about the police search for an assault suspect. the vallejo police are considering that suspect armed and dangerous. he's been identified as 21-year- old stacy hawthorne. police say on saturday, hawthorne was involved in a fight at a motel 6 in vallejo and ran into his room to get a gun. when police officers approached, police say hawthorne ran away with the gun, stole a car and tried to run over a police officer. he crashed the car, according to police through a locked gate, then ran away. if you have seen hawthorne or recognize him, call vallejo police. it is 7:35. two people died in a multi-car crash involving seven people in the east bay. it hatch -- happened just

after 7:15. three different cars collided but no word on what caused the crash. one person died at the scene. another died at a castro valley hospital. the other five were taken to the hospital with mine or to major injuries -- minor to major injuries. all lanes at the highway were closed for almost four hours. there are big changes coming to the golden gate bridge. and that will mean closing it to nearly everyone. it's scheduled to be shut down starting midnight saturday morning until 4:00 a.m. monday as crews install a moveable median barrier. right now, only small plastic pylons separate north and southbound traffic. they will be replaced by 3300 concrete unites that can be moved with what are being called yellow zipper trucks. the district said it tried to find the best way to limit and inconvenience. >> it's gonna be inconvenienced this week. we understand that.

we considered whether or not we should spread this work over the course of several weeks. it was gonna slow traffic to a trickle for so long. we decided to rip off the band- aid and do it. >> the bridge will be open to golden gate buses and the district is increasing ferry service. people walking or on bikes can use the east sidewalk to get from one end of the bridge to the other. but all parking lots, including the one at vista point will be closed. if you haven't already done it, it's time to take down your christmas tree. but have you ever wondered where they go after they left to the curb? tara moriarty joins us live from san francisco to show us what happened next. i thought they were just recycled. >> reporter: you might think they get composted. that's not the case. they get turned into biomass used to produce electricity. who knew? take a look at all of these guys. they are removing the plastic bags trying to get those off. those cannot be recycled.

they are chopping off the tree stands getting everything ready to be recycled. san francisco recology estimates there will be nearly 540 tons of christmas trees that get resickled. the trees are eventually trucked to tracy where they will be turned into biomass to generate electricity because their pine pitch makes the trees resistant to compost. we talk to a recology official this morning who said san francisco is the leader in all of north america when it comes to recycling. but we can still do better. >> they are doing a really good job of composting. they are -- there's coffee grinds and vegetable peeling. we have to take the other things in the refrick rater that we didn't get around from eating, we have to separate those from the plastic and get those in the compost bin. >> reporter: recology said leave your tree out on trash

7:42. president obama is back in washington, d.c. following his two-week hawaiian holiday vacation. but he won't stay put for long. the president is scheduled to hit the road on wednesday for a trip to michigan, arizona, and tennessee. the white house released a statement saying president obama looks forward to working with the new republican- controlled congress. however, the statement also said the president will not let congress undo protechs in the areas of wall street, healthcare and the environment. congress gets back to work with 58 new lawmakers in the house and 13 new senators. the republicans now have majorities in both the house and the senate. senator mitch mcconnell becomes

the new senate majority leader. he has vowed to hold a vote on the keystone oil pipeline and wants to roll back president obama's healthcare law and environmental policies. and tomorrow, the house is expected to re-elect john boehner to a third term but not without opposition from within his own party. as many as nine conner is va think tea party republicans say they no longer -- conservative tea party republicans say they no longer support him. 7:44. well, a small but vocal group spent the first weekend of 2015 calling for the creation of the 51st american state. they want to carve out 20 of california eafl -- california's 58 counties and call it the state of jefferson, from blassert north of the oregon porder.

go up about 1800, 2,000 feet. you will find temperatures warm up. that traps everything under that. a little breeze. higher elevations and also parts of san francisco still picking up a little bit of a breeze. hazy sun. it does look slightly warmer. partly cloudy skies to the north. but we'll be mostly sunny. 30s for some. we had the 20s. temperatures are coming up slightly. 40s for many to upper 40s and north bay, angwin at 49. you get up 1700 feet, almost 50 degrees and then below that, you kind a lot of 30s. that's what we call the cap. everything is capped off. it's just a sign of high pressure. it happen as lot in the winter time. we can get stretches a couple of weeks. we have dry weather. we just hope it doesn't extend past that. except for fairfield, north at 9, not much of a breeze. higher elevations some of the east bay hills. at the surface, not too bad. although in san francisco, still getting 10, 15 for some. so there is enough of a component of a breeze over towards the coast and that will mean some mild to warm

temperatures. more so tomorrow. but i mean, today is the transition day. the system looks good. unfortunately, it goes south to north. just really, really cold. 30, 40 below for some. i just posted on my facebook page, the outlook for the low temperatures this week in chicago. if you are traveling there on thursday, the low will be 14 below. just so you know. it's going to be a really cold week. not so much for us. everything goes up and over the ridge of high pressure. monterey down to 39 degrees. 25 in tahoe. reno at 26 degrees. 34 sacramento. fresno, partly cloudy for some to the north but patchy fog for us. a little bit warmer. there is your jet stream up visiting to the north. it goes way up and over. we don't expect much to happen here except slightly warmer temperatures. i think santa clara valley and also towards san mateo coast and santa cruz coast look to be the warmest here. but the dry pattern here continues. everything is come in. there could be light rain but i think the emphasis will be clouds and cooler more than

the police station last night after officers say a man threatened them with what turned out to be a fake gun. ktvu's janine de la vega will join us in just about three minutes with more on an unusual confrontation the man had with officers earlier yesterday. good morning, welcome to "mornings on 2." monday, january 5th. i'm dave clark. >> i'm tori campbell. quick look at weather and traffic. and steve joins us now. so getting a little bit of break from the really cold weather that we had earlier. >> i wanted to mention the san jose sharks are in winnipeg, where it's 15 below. >> 15 below. >> that's without the windchill. much of the country, all the way down to texas, dealing with some really cold, brutal temps. we're looking for a little bit of a warmup. if somebody is that cold, somebody has to be warmer. we will be. i mean, not as cold as last week. ridge of high pressure says nope. you are -- can't get in through here. it's allowing everything to go up and over. some of the temps, 30s, 40s to

near 50 degrees. still plenty of 30s to go around. each day they seem to be the lows coming up a little bit. alamo, 31. brentwood checked in at 39. la fayette in at 35. pittsburg holding at 40. there is a component of a another there lir or easterly breeze. it's been about 10, 15 in san francisco. you can see east, northeast, there is a little west near pier 1. but it's mainly an offshore breeze. in san francisco, much of the bay and the coast, temperatures will be on the way up. overall, partly cloudy to the north. but mostly sunny and mild to warm here. 60s to near 70. san mateo, santa cruz coast, maybe santa clara valley. i think more likely tomorrow but today it will be close for santa cruz. hazy and mild. windy east bay hills maybe towards part of the coast with the offshore breeze. 50s for some. mid- to upper 60s for others. here's sal with an update on the traffic. did i miss anything or has it been okay so far? >> it's been okay. but we definitely have a lot of

people returning to the work. that's clear. let's take a look at 80 westbound between the bridge and the macarthur maze about a 35-minute drive. it's been much worse on some days. especially when it was raining. it was like three times this level. this is the first time we've had it like this. we're seeing slow traffic on the 880 approach. seeing slow traffic on the bridge here and there. it's not all that bad. we're seeing improvement on the altamont pass. it seems like the traffic has shifted into dublin and 680 is slow as you drive through. so is the nimitz freeway. back to the desk. >> all right. thank you, sal. the san francisco police department will be taking a closer look at how a shooting unfolded inside one of their own parking lots. officers shot and killed a man after they say he threatened them with what turned out to be a fake gun.

janine de la vega joins us live from san francisco to tell us what the department has to say and how people in the neighborhood are reacting. good morning, janine. >> reporter: good morning, tori. this shook up people who live and work in this neighborhood. they tell me it was very tense last night. it concerns them that a shooting happened in a police parking lot. the encounter happened just as three officers were leaving the mission station just past 5:00 yesterday evening. they spotted a man standing in the parking lot which is clearly marked or police only. the police chief said the officers told the man to leave. he walked away and so did the officers. when they got close to the gate, the man was still there. the man drew a gun from his waistband. two of the sergeants grabbed their weapon and opened fire hitting him three times. he later died at hospital. the investigation revealed the weapon the man had was an air soft pellet gun. police have not released the man's identity but described him as a 32-year-old white man. police don't know why the man was there. but says he approached officers

earlier in the day asking what kind of weapons they carry. the officers involved are on leave which is standard procedure. the chief plans to hold a customary town hall meeting to real view what happened and to to what the replica gun looked like. tori? >> all right. thank you for the update. that is janine de la vega joining us live in san francisco. thank you. 8:05. in a couple of hours from now, a storm assistance center will open in san mateo county. this center will help the hundreds of people still affected by last month's storm. this trailer park in redwood city, it was really hit hard. people are still out there cleaning up weeks later. some of the homeowners we talked to say the damage estimates are in the thousands of dollars. >> hard for some. all of the time t doesn't get better. >> it's hard what happened. it is what it is. >> the flood was caused when a canal overflowed behind the park. the city is looking into how to

fix the problem. the assistance center is at the parking garage at 329 miller avenue in south san francisco. some of the students at newark memorial high school, they are gonna be in different classrooms today. the schools are fiing flood damage that happened over the holidays. water main run chumped last month, flooding partses of the school without up to two feet of water. flows, walls, books and other parts of six classrooms were damaged. engineers are looking for the cause of that water line break. the school board set aside $4 million to pay for repairing that 15-year-old building. 8:06. a quick-thinking chp dispatcher turned to social media to track down a man who had fallen from a cliff. the highway patrol says the man and his 11-year-old son were hiking near lake berryessa when the father touch belled off a cliff yesterday -- turn bell -- tumbled off a cliff.

the gps could in the pinpoint their exact location. so the dispatcher bent on facebook and -- went on facebook and found a post where the father named a trill where the two would be hiking. they were able to find the boy and his father. the father is hospitalized with serious injuries. 8:06. an informational meeting planned for tonight at the possible implosion of candlestick park. the developer of a proposed shopping center on the site says implosion would be a fast an inexpensive way to demolish the ballpark. but people who live in the area are worried about possible health issues. there is now a change.org petition to refuse a permit to developers to demolish it. the petition has 120 signatures. meeting will be held at 6:00 p.m. at st. paul of the shipwrecked church in san francisco. facebook's ceo mark zuckerberg is inviting you to join his new virtual book club. he says his 2015 personal

inauguration was held at sacramento's memorial auditorium. today, governor brown is combining duties. when take the oath of office and -- he will take the office and deliver his state of the state address. the governor is expected to call on lawmakers to exercise restraint and spending despite california's newfound $2 billion surplus. >> when the governor took office, we had a $26 million deficit. unemployment was over 12%. worst credit rating in the nation. since then we've added jobs, unemployment rate has dropped to 7.2%. >> at 76 years old, he's the oldest governor in the country. attorney general kamala harris will be sworn in today. she will announce today that she's creating a bureau within the state department of justice that will focus on crimes against children. the bureau will focus on issues such as deterring school truancy and tackling what she

safe. >> i want people to know that we also are very serious about keeping those vandals accountable. we have been bringing charges. we've arrested more people in oakland than any other city. and we're gonna continue to do that. >> she plans on engaging more with oakland businesses. there was a lot of potential in the city. but also wants to sit down with oakland sports teams, in particular the as and raiders and keeping them in town. >> i've been very clear. i want to keep both teams. i don't want to pit one team against the other and work more proactively with the county because we are co-owners of that property. >> schaaf also says you could be seeing a three-way partnership with the city, county and a private developer and possibly making a new stadium site very soon. she also says that during her speech this afternoon, she will address a capital improvements plan that's meant to address

omitting israel. harper comlins says the omission was made because of local customers. some would have found labeling israel unacceptable. harper collins is now apologizing. the company says it won't sell the atlas anymore and that all unsold companies are being destroyed. a santa clara company unveiling a way to log onto websites without using a password. the chipmaker intel is introducing what it calls true key t uses facial recognition technology to replace a password. you can download the app, register and take a photo and then true key uses that information to log you onto your favorite locations. they say it will be available to the public before the end of
