n. i'm tori campbell. jerry brown was sworn in for an unprecedented fourth term in office. brian flores followed the governor's speech and joins us in the newsroom. >> the governor touched upon his rich history with the state, with his first two terms 40 years why ago but also comparing his father's term as governor shaped where we are at today. >> upon which i'm about to enter. >> thank you for your leadership. >> that was go governor brown being sworn in. he touched upon several topics during his inaugural address, including crime, education. in his speech he proposed three goals, one to increase electricity created by renewable resources by 50%. the second to reduce by 50% the petroleum used in cars and

double the efficiency of buildings. >> this exciting. it's bold. it's absolutely necessary if we're have to any chance of stopping catastrophic changes to our climate system. >> governor brown called upon republicans and democrats to continue to be fiscally responsible. he applauded the state budget being balanced. he said the state will save $2.8 billion in the rainy-day fund. he also talked about the state's education system saying school districts are expected to see a 39% increase in funding. as for higher education, he said there must be changes to that also. >> well, excellence is a their business. affordability is their empertive. as i said before, i will not make the students of california the default financeiers of our colleges and universities. >> there are several challenges ahead for the governor including continue funding of the affordable care act which he anticipates will cost millions as more people sign

up. later this afternoon, the governor will swear in two supreme court justices. krueger served as a opportunity assistant u.s. attorney general. she's the first african- american american on the panel seven justices since 2005. the appointments give california one black, one will latino and three asian justices. kamala harris will be sworn in as well. she's set to announce she's creating a bureau within the state d of justice that -- state department of justice. the bureau will address truancy and tackling what she calls the tragically flawed foster care and adoption system. another plunge in the price of oil is driving stocks

sharply lower in afternoon trading. energy stocks slumped as the price of crude briefly dipped below $50 a barrel. noble energy lost 9%. the dow is currently down 354 points. that's 2 s&p. the s&p is down 40. ent doing coverage now on -- continuing coverage on a deadly shooting outside of a police station. officers shot and killed a man bhom they had contact with earlier in the day. police say yesterday afternoon, the 32-year-old man approached officers at 16th and mission and asked what time of guns they carry. he also asked about ammunition and if they had ever shot and killed someone. yesterday evening, police say the same man was in the parking lot of the mission police station. officers told him it was a restricted area and he walked

away. as they were leaving, they saw him again standing in the driveway. >> went to approach him to tell him again, you can't be sheer. he went to his waistband where there was the butt of a gun and drew. >> the officers evened fire, shooting the man three times. he died at the hospital. police chief greg suhr says the man's gun turned out to be a replica but didn't have the orange tip to show it's fake. he admits officers' safety is heightened in recent months. vallejo police are continuing their search for an assault suspect considered armed and dangerous. he's been identified as 21-year- old stacy hawthorne. police say on saturday, he was involved in a fight at a motel 6 in vallejo and ran into his room to get a gun. when approached by officers, police say he ran off with the gun, stole a car, and tried to run over a police officer. he crashed the car through a locked gate, then ran away. if you have seen hawthorne or recognize him, you are asked to

call police. an informational meeting is being held tonight regarding the possible implosion of karndle stick park. the -- candlestick park. a developer says it would be a fast and in expensive way to demolish it. there's a change.org to refuse a permit to demolish candlestick through implosion. tonight's meeting is at 6:00 can p.m. at st. paul of the shipwrecked church in san francisco. a storm assistant center is open in san mateo county. the center will help the hundreds of people affected by last month's storm. some areas around the county were hit very hard. people are still cleaning up weeks later. the assistant center will help provide low-interest loans to take care of damaged properties. >> these are loans for homeowners, renters, as well as

businesses. homeowners can borrow money to repair their home, replace their personal property, that includes a car. at a rate of under 2%. >> the assistant center is at the municipal parking garage at 329 miller avenue in south san francisco. it will be open today and tomorrow. some students at newark memorial high school will be in different classrooms today as the school repairs flood damage that happened over the holidays. a water main ruptured last month flooding parts of the school with up to two feet of water, floors, walls, books and other parts of six classrooms were damaged. engineers are looking for the cause of the water line break. the school board set aside $4 million to pay for repairing the 15-year-old building. jury selection is underway in the trial of the accused boston marathon bomber. 21-year-old dzhokhar tsarnaev was in the courtroom in boston under tight security security. this phase of the trial could take weeks because of the huge

number of potential jurors involved. >> reporter: it's been nearly two years since the boston marathon bombing sent shock waves across the country. and now the accused bomber will finally face his trial. dzhokhar tsarnaev was 19 years old when prosecutors say he built and planted two pressure cooker bombs at the finish-line with his brother, who is now dead. dzhokhar tsarnaev faces 30 federal charges and pleaded not guilty to all of them. prosecutors say the trial could last up to four months. first up is jury selection which starts monday and is expected to last several weeks. about 1200 potential jurors have been summoned and that group needs to be narrowed down to 12 jurors and six alternates. >> big issue for the attorneys here is to weed out those who may be holding that back or being what they call a stealth juror trying to get on because

that would completely undo you the -- you undo the trial. >> reporter: prosecutors argue that changing the location would deny bombing victims a chance to see justice carried out. some of those victims are expected to testify and many others plan to be there to witness the trial. >> several people that i am very close with will be testifying. i want to be there to support them. it's been changing me since it happened and i expect that it will continue to do that. >> massachusetts abolished capital punishment three years ago but because this is a federal case, prosecutors can can argue for the death penalty and say they will if dzhokhar tsarnaev is found guilty. kelly writhe, fox news. buckingham pam list is denying allegations that prince andrew took part in a section ring involving under aged girls. the british media identifies

the accuser as virginia rogers. she made the lawsuit against jeffrey epstein. the suit claims that epstein forced roberts to have sex with prince andrew on several locations dating back to 1999 when she was only 17 years oeldz. oeldz-- old. some kaiser permanente workers are planning a series of walkouts over patient care. the union that represents mental health workers says kaiser is failing to provide timely care for its patients. this video is from november when kaiser nurses staged a strike over patient care issues. about 2600 union workers say they will walk the picket lines in san francisco, san jose, oakland, and other locations. in just a few hours, the bay area's third largest city will have a new mayor. libby schaaf, what she told us before being sworn in. will you snead your hat and

it thousands of people will be trashing their christmas trees now that the holidays are over but many bay area cities, including san francisco will recycle them for free. tara moriarty tells us the up -- the unexpected use for the trees. >> reporter: toss the tinsel, take off the ornaments and kick the tree to the curb. this year, recology of san francisco will put about 540 tons of trees through the wood chipper. >> we all know that children will go to school and learn how to recycle and come home and teach their parents. this fits into that, too, you know. >> reporter: you might think the discarded trees get composted or used as mulch but they wind up getting used for electricity. >> it's difficult to compost electricity. they have a pine pitch to them and have natural properties that resist composting. but they are very good as a biofeel. >> reporter: recology officials want to remind you to remove

the tree stems before you throw them to the curb and also if your tree is more than 6 feet hall, chop it in -- tall, chop it in half. customers can leave their trees on the curb until january 16th. >> people will doing a really good job of composting. they are vegetable peeling and the coffee grounds. we have to take the stuff in the refrigerator around the mold yil bread or moldy strawberries in the bags, we have to separate those from the plastic and get those in the compost bin. >> reporter: if you bought a flocked tree, the chemicals make it unineligible. if you want to go green, next year the way to go is a green it tree. tara moriarty, ktvu channel 2

he's scheduled to hit the road on wednesday for a trip to michigan, arizona and tennessee. the white house released a statement saying president obama looks forward to working with the new republican-droeled congress. the statement -- controlled congress. the statement also said he will not let congress undo protections particularly in the area of healthcare, wall street reform and the environment. congress gets back to work this week as well with 58 new lawmakers in the house and 13 new senators. the republicans now have majorities in both the house and senate. of senator mitch mcconnell becomes the new million leader and he has vowed to hold a vote on the keystone oil pipeline. and when congress resumes tomorrow, john boehner is expected to be re-elected to a third term. but not without opposition within his own party. as many as nine conservative and tea party republicans say they no longer support him.

the price of oil briefly dipped below $50 a barrel for the first time in five years. its evidence mounted the world will be oversupplied with oil this year. that's dragging down stocks. taking another look at the big board, the dow is down 322, 1.8%. a generous diner who has been leaving money around the country is back in the area. the mystery diner visited tacolicious in the mission district and left a $2,000 tip.

the tip will be split up among the staff. the mystery diner visited several other restaurants about a year ago. there's still no confirmation on the tipper's identity but there's speculation it's jack selby, the former vp at paypal. changes are coming to the golden gate bridge. the bridge is scemmed to be shut down midnight until 4:00 a.m. monday as crews install a moveable median barrier. they will be replaced by 3300 concrete units that can be moved with special trucks. the bridge will be open this weekend to golden gate transit buses and as well as pedestrians and cyclists. district is increasing ferry service. there is a new sign the st. louis rams could be moving back to southern california. team owner plans to build an 80,000-seat nfl stadium in inglewood. according to the l.a. times, it would be start of the development that already
