tonight the police chief posted a meeting. >> reporter: we're told the man moved here from danbury connecticut to pursue some new opportunities, but according to those three suicidal notes something happened. it was in a dark place, so hope faded, and then he orchestrated his killing. a church can provide compassion for those proceeds by suicidal thoughts. tonight, this church in san francisco's mission district was used to provide details of a suicide. a sympathetic chief described the shooting of matthew hoffman . he said hoffman confronted police in the mission parking lot and was asked to leave. instead, he turned and faced the officers. >> the officers see a but of a gun, he pulls the weapon cobb pointed at the officers. the two sgts. fire their weapons 10 times.

>> reporter: the weapon turned out to be a pellet gun, is bright orange markings covered. the sergeants were forced to pull a trigger on a man who they thought had a real gun. >> they are second-guessing themselves. should the have seen something they each didn't see? they navigated a life-and-death situation and then find out it's not a real gun. >> reporter: hours before the shooting, hoffman approached the officers asking about their weapons and ammunition. audit encounters, the chief said , that didn't raise suspicion. it wasn't until after the shooting and a check of his cell phone that they connected the dots. three suicide notes including one addressed to the officers saying they did nothing wrong, that they ended the life who was too much of a coward to do it himself. >> this is really hard on the cops. you have been in a life-and- death situation, and you survived. then you find out that you took

somebody's life -- mr. hoffman is not a criminal, but he planned this whole thing. now the officers have to live with the fact that they took somebody's life. it's hard on them. >> reporter: critics at tonight's meeting questioned whether there was another way to handle this, but the chief insisted there wasn't. he also detailed this alert from officials in connecticut. an officer there received disturbing texts from hoffman back in february. he asked them what would happen if he pointed a fake gun and a cop? an indication that this was something he had been planning. >> heather holmes in san francisco. new videos of a two alarm fire in a grow house and alejo. -- in the alejo. the fire broke out shortly after 6:00. the building was in

automotive shot, but when crews put out the flames, they found dozens of marijuana plants inside. the fire started inside the building, but the cause is unknown. no injuries were reported. now to san ramon. another marijuana grow. there was no fire, but hazmat team was called in. people were concerned that you 10 canisters might explode. amber lee is at that home just west of interstate 680 and san ramon and tells us this is an unusual bust in the neighborhood not known for drugs.>> reporter: this is a comfortable neighborhood where homes run more than $1 million. today one home became a crime scene. a small quiet street and san ramon. uneventful until a tip about a possible marijuana grow at a single-family home brought police here this morning. >> it is a shot. >> reporter: a shock to see

police, fire, and hazmat teams enter the home. a neighbor tells me a couple has lived here for years. investigators say one son has a record. >> they researched the residence and found that the owners son is on probation. >> reporter: they found and removed items such as grow lights and equipment used to make honey oil, a derivative of marijuana. similar but more potent than hash oil.>> they use butane tanks, and that butane is what is hazardous. that is why the hazmat was called out. >> reporter: police say they arrested 31-year-old ahmad suleman who was home alone. he is accused of running a drug lab in the garage. >> the devices were fairly sophisticated. there were quite a few. i would consider this a sophisticated operation. >> reporter: police say they

did not recover firearms nor was there a large amount of cash. we did see investigators removed items including an oven. >> it's quite alarming. >> reporter: police say suleman is being held at the jail where there will be no bail because they say he violated probation. police are not say why he is on probation. a doctor was shot and killed today at a military hospital in texas. reports of an active shooter at the va facility caused tense moments, but in the end, the gunmen killed himself. the shooting happened this afternoon at fort bliss in el paso. the military hasn't identified the doctor or the gunmen. the shooting triggered a lockdown. a major generates -- general says the army is taking the lead in the investigating action -- investigation.

outside the ceremony. the group was upset over the evacuation of the san jose homeless encampment known as the jungle. the group wants more help with housing and a legal area for homeless people to camp. oakland's new mayor, libby schaaf arrived early for the first rollcall of the morning and will continue meeting with officers until midnight. she said she wants to meet with all the men and women on each shift to let them know she supports them. she says her priority is to build a better relationship between the police department and the community so they can work together. and alameda county judge sentenced to numb sisters for swaddling favors -- babies too tightly. the sisters appeared in a courtroom today and received five years of probation and were ordered to take a year- long child abuse awareness course. it to numb sisters ran the livermore preschool and daycare

where they swaddled seven babies with tight knots for long periods of time. prosecutors say the sisters put the babies in a potentially dangerous situation. >> for the first time in history, the golden gate bridge will be closed for an entire weekend so the crews can install movable median barrier. the barrier is designed to prevent head-on collisions. during the closure, the super trucks will be tested. the trucks can adjust the concrete and steal segment of the barrier to open and close lanes depending on traffic patterns or the time of that day -- day. the bridge will be closed saturday and sunday and will reopen on monday morning at 4:00 unless they finish early. drivers familiar with the golden gates have been known to reduce -- refer to the center lane to suicide lanes because of how easily traffic can cross over and crashed. when it does happen, it can be catastrophic.

crossed the centerline, hit his car, and slammed into an suv, injuring three women inside, leaving one of them paralyzed. this is the first time garretson has seen footage from that day. >> that could have been me. >> reporter: garretson says he feels lucky. a split second made the difference between walking away and living with injuries for the rest of his life. >> everyday i see distracted drivers on that bridge in that center lane, and i cringe for what will ultimately happen again. i am a huge advocate of this barrier going up. >> reporter: it took years of debate, but a movable barrier going up this weekend is meant to prevent the same kind of accident from happening again. for this regular commuter, the barrier can't be put in soon enough. >> why did we wait so long? why do we allow things like this to be mired in red tape

-- ferarra says he enjoys drinking, but says he is not a binge drinker. >> i don't overdo it. not according to me. >> reporter: the cdc reports that an average of six people die every day in the united states of alcohol poisoning and that three quarters are not binge drinking college students but men between 35 and 64. >> i am not surprised. >> reporter: abby medcalf, a psychologist who treats addicted patients, says binge drinking is not uncommon among middle-aged men. >> when you don't have tolerance, you are not really amazing how much you can drink. you can drink quite a bit before you treat -- feel drunk. then it is too late.>> reporter: a binge is five drinks for a man, four for a woman in two hours.

the effects can come on quickly. >> one of the big factors is to have people with you who are watching who will help you. >> you go to the bar, and you are not there necessarily to drink, your there to have fun and be with friends. but drinking comes along with that. >> reporter: the cdc says that if binge drinking can be eliminated, the number of deaths from alcohol poisoning could be dramatically reduced. rob roth channel 2 news. the first meeting about the sale of bay area hospitals will be held tomorrow in santa fe. the sale of the hospital's was approved and is creating a backlash from union workers who worry that the hospital's tradition of serving the poor will not be carried out.

a groundbreaking in fresno for california's high-speed rail project. it has been all concept until now, but construction starts. the project shuttles passengers between the bay area and southern california in less than three hours. ken pritchett live in san francisco. >> reporter: this is the trans bay transit center here in san francisco, were construction is well underway and should be ready well before high-speed rail arrives, if that happens. with the signing of a symbolic rail by gov. brown in fresno, ground was broken on high-speed rail. >> this linksys from the past to the future, from the south to fresno and forth. this is truly a california project bringing us together today. >> reporter: the first tracks won't go down for years. the initial construction will only stretch a short distance

to madero. the list of critics as long. some heckled the groundbreaking today.>> they voted for $45 billion for the entire system. now it's $68 billion for a shorter distance, and they are using commuter lines. it is not what the people voted for in the first place.>> reporter: gov. brown says he had his doubts. >> i was quite -- not quite sure where we were going to get the rest of the money. but don't worry about it. we're going to get it. >> reporter: if the money is found, it's destination is the trans bay transit center and the rail station already under construction. >> we built the underground rail levels in phase 1, the train box. that is where high-speed rail will come in, underground, to the transit center.

>> reporter: when phase 1 is completed 2017, bus service will begin. phase ii will involve a 1.3 mile extension. when that is completed, caltrain could then use the new trance-based station with easy access for high-speed rail later sharing caltrain's tracks. >> we will be finished before high-speed rail. >> reporter: funding for the $2.6 billion phase ii is being worked out with completion targeted around 2024, years before high-speed rail what arrived. >> 35 years, and they tell us we still have 15 years to go. i'm going to try to cut a few corners and get it going. >> reporter: the current target for targets -- passengers to arrive in san francisco is 2029. a san jose councilmember has announced support for toll lanes on a freeway in the south bay. valley transit authorities considering adding toll lines on highway 85 between

interstate 280 and highway 87. a congressman says he wants to see two of the four lanes become toll and high occupancy lanes. there is so much growth in silicon valley that action is needed now for the future, he says. >> we are building 3000 units here, 2500 there. this will bring in thousands of new jobs. >> other highways already have toll plans and similar plans are being considered for highway 101. new flights today because a passenger demand. southwest airlines offering nonstop flights every day to dallas and baltimore. there are also daily return flights from both those cities.

redwood city officials getting the word out that there is help for people recovering from storms last month. redwood city and the group rebuilding together hosted a meeting tonight. it focused on helping people from two flooded mobile home parks get assistance to pay for repairs. residents of those two parks were ordered to evacuate because of possible health risks caused by the standing water. state water officials said the californians managed to cut back on water use by almost 10% . the water resources control board says overall water use went down by 9.8% in november compared to the same period a year ago. that's just about halfway to the goal that jerry brown had set of reducing water usage 20%. here is a look at how some water district spared. north marin, cutback the most, almost 40%. san francisco conserved almost 8%.
