gasia. >> and i'm frank. ktvus tom vacar is live at the golden gate bridge toll plaza where preparations for the closure at mid-night are underway. tom? >> reporter: word to the wise. take a bus, take a ferry, or take another route. this bridge closes in six hours. crews have been preparing all day to close the world's famous and storied brim to end decades of carriagage from 128 head-ons that claimed 16 lives. >> right now, everyone is excited. we're eager to get started and we're all waiting to get going. >> reporter: for the weekend here, usually the brim district's board of director's meeting room, you will find the nerve center for the entirebration. >> the command center is made up of all of the partner agencies, a place where everyone can communicate through the weekend. the road closures and the work going on. the scheduling and the engineering aspects of the job. all of the different contractors can speak together. >> reporter: almost two dozen

agencys in all will closely coordinate the efforts to keep the unexpected from happening in the first place. the critical function leading up to the mid-night shutdown, road closures and detours. >> some of the closures will get set up around 10:00 p.m. especially in marin county. the closure of highway 101. >> the public is not allowed to use the closed roads. many construction and service vehicles will be. so say stay off of the roadways, especially if you hike or bike on the bridge. >> and they will be contacted by law enforcement and they can receive a citation for being on the roadway. >> reporter: the bridge with the new anti-- the new life saving barriers will open up monday. >> if we can open them up sooner than monday morning, we will do that. >> reporter: and dune in for late-night coverage of the evens leading up to the closure of the golden gate and all weekend for a close look at all

killed. the brothers claim to be responsible for the charlie hebdo massacre. >> from a print company to a supermarket, it was another violent day in france. two separate hostage standoffs ended with three suspected terrorists killed. the first hostage standoff northeast of paris led to the killing of brothers. the suspects in the charlie hebdo massacre. they wanted to die as martyrs. a few hours later, a man and woman stormed a kosher market taking hostages. police killed the men but his reported girlfriend is on the run. the two are believed to be responsible for the killing of a french policewoman on thursday. in this standoff, four hostages died and four others were hurt. the top cop was satisfied. >> with great talent, calm and coolness, they made it possible to have the hostages freed. >> reporter: the three men killed were all connected and

part of the same jihaddist group. president obama said the u.s. stands with france. >> and we stand for freedom and hope and the dignity of all human beings. >> reporter: in france, air and ground travel was disrupted. here in the u.s., the government issued a travel alert following today's events. gasia? >> thank you. and in san francisco's union square, they're remembering victims of the terror attacks. the vigil is expected to run until 8:00 tonight. we have a crew there and we'll have that for you coming up on the 10:00 news. >>. and i in san jose, police are looking for two teenagers accused of killing a man and wounding another at a night club on new year's day. the san jose police believe 19- year-old lei and 18-year-old ngyun are involved in the shooting death of alexander nguyen at the rain lounge near mclaughlin avenue. the shooting happened around 12:30 in the morning around january 1st. the police arrived to find two

men with gunshot wounds. the second victim was taken to the hospital where he was later released. the suspects are considered armed and dangerous. with state revenues up, many are calling for more spending on higher education and social safety net programs in california. as ken pritchett reports, governor brown's new $113 billion budget plan announced just today he's focusing on paying down debt and avoiding future deficits. >> as you see here, mostly red. >> reporter: armed with charts and graphs, he pointed to the troubles times of the past and delivered a balanced budget plan today. >> and we can keep it that way, but it will require self- discipline and real broadens -- prudent. >> reporter: k-12 education is the real winner, $8 billion more trigeffered with higher tax revenues -- triggered with higher tax revenues. they say a $120 million increase is not enough and will result in tuition hikes.

>> the 120 million is not jump change. it's real money and some parts of the budget didn't get an increase. >> in france and across the state, people protested a lack of funding to restore social safety net programs cut during the recession. some of the voices heard in the halls of the capitol today. >> most people don't realize we're living below poverty levels. >> reporter: cuts to ssi, welfare, to elderly blind and children should be restored now that california's budget is healthier. >> and one thing is cut. it affects your housing, the ability to afford nutritious food. >> we have quite a safety net. $123billion. that is pretty substantial. >> reporter: brown said there is so much money to go around his budget, fiscal restraint welcomed by republican lawmakers. >> all in all, i would think it was a great budget, a good starting place.

the real challenge will be holding the legislative democrats to not building too much on it. >> reporter: this was the governor's budget proposal. there will be much negotiation between now and june as lawmakers craft their own version of the budget, which the governor can accept or reject n. sacramento, ken pritchett, ktvu channel 2 news. many homed the budget surplus would provide relief for college students. the governor held firm and didn't offer the university of california the increase it requested as ktvus rob roth explains, that is setting the stage for possible tuition hikes at uc as early as this fall. >> reporter: graduate students are still in winter break. but, we found rebecca, a jr. at the library today. she said the possibility of a 5% tuition hike in the fall is unnerving. >> the most troubling thing is how am i paying for food and rend and gas. my funds are allotted to

tuition instead. >> reporter: and this works part time on campus and said that any increase will add to a $30,000 loan debt. >> and, you know, it's very -- joe student in the university of california campuses are caught in the middle of a high- stakes battle between governor brown and uc regents. brown's budget proposal offers a $120 million increase for uc and $100 million less than the university, what it says it needs. uc regents voted to raise tuition up to 5% a year for the next five years. that prospect led to days of protests if calvin included 24- hour-a-day vigils inside wheeler hall. >> and going to uc berkeley hard. but, in times of finances -- >> the uc president issued a statement today saying, quote, we're disappointed that the governor did not include sufficient revenue to expand

in southern california. health officials have not released the victim's age or gender. the flu virus is now widespread in 46 states. jury selection started in san francisco in the corruption trial of two police officers. federal prosecutors are handling the case. officers richard yick and arshad razick are facing charges in connection with a raid of a single-room occupancy hotel in 2011, leading to allegations they were stealing money and property. last month, the federal jury convicted two people of wire fraud and conspiracy. as part of the same case. the suspect arrested for monday's arson at the homemade famous in the mrs. doubtfire movie appeared before the judge the first time. the suspect identified the female and pleaded not guilty to charges including attempted murder, arson, criminal threats, and residential burglary. the famous home in the mrs. doubtfire movie belongs to dr.

b.a.r.t. trains have stopped running. it's a late night bus shuttle tested as part of a pilot program now. as paul chambers tells us, if it makes financial sense, it could last. >> reporter: it's a place of many bars and restaurants. throughout the bay, there is a lot of people on the streets and when night falls, a lot of people make a mad dash to the east bay. if they want to get home, their options are limited. >> i can't stay open. the employees have to rush to get the b.a.r.t., the bus because they close at 12. >> and at midnight. they would not have a way home. if they took b.a.r.t. or other transportation, san francisco is in the place that a lot of people drive-thru. >> reporter: officials are addressing the need of a late- night service by teaming up with ac transit to provide express bus service from b.a.r.t.'s mission of 24 street station in san francisco to the pittsburgh bay station in the east bay with several stops in between. >> and the stops, sort of starts after midnight and runs

until 2:30 in the morning. >> and that is important to have people that are out and just having a good time, not have to drive late at night. >> reporter: as part of the one- year pilot program, b.a.r.t. is education inning the frequency of the existing transbase service from san francisco to richmond's b.a.r.t. station in the oakland bay fair b.a.r.t. >> the reason they don't run trains around the track is they need to do maintenance; however, they're considering going on the trains longer for the bus service if there is a need for it. >> the people wanting to get back home late night, if they ride the bus, we're going to make the case that we'll be able to hopefully make the investments we need to be able to run late-night trains in the future. >> reporter: for a firsthand knowledge, the b.a.r.t. members will hop aboard at this station and take the bus across the bay home. with the cost of $4.20, it's cheaper than the alternative. in san francisco, paul chime bares -- paul chambers, ktvu. and it's not the rain we're hoping for, but if you like a cooler feel to the night,
