in the deadly french terror attacks. the extra security now in place as france stays on high alert. ktvu channel 2 morning news continues. good morning. we are live at the golden gate bridge. you can see it is foggy. but you can see a lot of traffic moving along there just fine. the long planned movable median barrier now in place. you can kind of see it there through the fog. this is after the span shut down for the entire weekend. coming up in two minutes the changes to be aware for the morning commute. good morning. thank you for joining us monday, january 12th i'm pam cook. >> good morning, i'm dave clark. let's talk about weather and traffic. steve, you are going to be talking about fog quite a bit. >> no rain in sight. >> maybe saturday. but mr. chairman clark you are correct what is there is some

very foggy conditions. for others not too bad at all. we have a weak system brushing us with partly cloudy skies. but the fog will be the issue for the morning and hazy skies. spare the air out as well. mainly north bay valleys and includes a little creeping into parts of the east bay and around the bay and over some of the bridges and out to the delta. winter spare the air alert again. stable air is there. a layer of air above us. warmer. that traps everything below. 40s on the temps or a few low 50s for a few. half-moon bay was in there. some temperatures also toward the south bay. a lot of 40s. morgan hill to gilroy just flirting there. expect for the high clouds we will have hazy sunshine. that fog may make for a tough day. so thick morning fog. 50s for some. mid 60s for others. all right sal, the bridge is running there. any other updates?

>> we don't have anything major out there. we've had a couple minor. we will look at heavy traffic at the bay bridge toll plaza. it has backed up for a 20-30 minute delay. there are no major problems on the span getting into san francisco on westbound 80 there is a crash that has been pulled to the right hand shoulder. moving along and taking a look at interstate 880 north and southbound this traffic is moving along nicely. 580 looks good from san leandro as you wind your way into oakland. 580 and the livermore valley almost all of it is slow. i think we will have a little bit more of -- more traffic this week. it was put to my attention that some schools had last week off. southbound 680 also slow out of pleasanton. the golden gate bridge is open after being shout down so crews

can install a movable concrete and metal barrier. tara moriarty is joining us live from the span which opened hours ahead of schedule. >> that is right. remember those really flimsy yellow things that you you used to sort the traffic on the golden gate bridge? well, they are gone. that is what has been taken out and they have put in this new concrete barrier. it's kind of sleek. the new $30 million barrier is more than 11,000 feet long and designed to prevent head con collisions. zipper trucks will be shifting the barrier in order to manage traffic flows. ktvu spoke to a woman who waited an hour to be the first driver across. >> it was a little weird. you know. he said you can go and i'm like okay well, where are all the other cars? with people expecting to be open at 4:00, there is only crazy people like me waiting to be the first one on across. >> reporter: crews also

modified the merge in the southbound lanes of highway 101 on the waldo grade from the tunnel approaching the bridge. as is standard, you will see a four-lane southbound and two lane northbound configuration for the morning rush. when it gets a little lighter out, we will be sure to give you a good look at how traffic is looking this morning. live at the golden gate bridge i'm tara moriarty back to you. 6:04 is the time. paris and many parts of france remain on high alert following last week's deadly attack. france ordered 10,000 troops into the street to protect sensitive sites. 17 people died in the attacks which began last wednesday with a massacre at the newspaper charlie hebdo. brian flores will have more on all these new developments coming up at 6:30. according to a new report, one of the brothers who carried out the masker at the officers of

charlie hebdo lived across the hall from the so-called underwear bomber while the two attended an arabic language school in 2009. former neighbors told the wall street journal the two men would often visit the mosque together. the new york city police department is also on high alert after a repeated threat from isis. someone has relesioned a 2014 message that tells followers to rise up and kill intelligence officers, police officers, soldiers, anisyl januaries. the threat named the united states, france, australia, and canada as targets. nypd employees were told to remain alert and consider tactics at all times while on patrol. especially in light of the attacks in france. meantime the white house is planning to address the recent attacks at a conference next month. the meeting will highlight domestic and international efforts to preconvenient extremists and their supporters

from radicalizing, recruiting, and inspiring others in the united states anneals where to cory out violent attacks. happening now picket lines are going up at several kaiser facilities around california including here in the bay area. alex savidge is live at kaiser in san francisco one of the nine medical centers where mental health workers say they will be off the job all week. good morning, alex. >> reporter: good morning, to you. union workers are calling on kaiser to hire more help to deal with the staffing shortage that is putting mental health patients at risk. starting this morning you will find picket lines like this one outside of kaiser hospitals all across california. we are here across the facility this morning where things are just getting started. 2600 mental health professionals will be taking part in a week long strike. that includes psychologists, therapists, and social organizers walking off the job for five straight days. they are calling for the health care provider to offer patients

timely, quality, mental health care. some patients can wait as long as two months to have follow up appointments and that prolongs recovery. and for those suffering from anxiety and other mental conditions, delays in treatment can have tragic consequences. workers say they simply need more help but kaiser denies there is a shortage of mental health staff. >> we have increased therapists by 25%. and in contrast our membership has grown 8% during that same time. so we are hiring therapists at three times the rate that our membership is growing. >> that is absolutely not true. in best they are treading water. four years ago the staffing increases existed as the state demonstrated. and today the situation is worse. >> reporter: last year california fined kaiser $4 million for not providing timely services for mental

health patients. kaiser's mental health professionals are represented by the mental health unions. because of this work stoppage, some appointments will be rescheduled. many will have to be rescheduled. you will find picket lines outside of hospitals around the bay area including ones in san jose, santa rosa, and here in san francisco as well. the pike line just got started here and union workers tell us that this will be the largest strike by mental health professionals in u.s. history. >> all right a busy morning. time is 6:08. a somber event planned for later today in san francisco's hayes valley at the sight of a quadruple homicide. a march and prayer vigil is set to start at 6:00 p.m. a couple of blocks away at the

african american art and culture complex on fulton street. family members of the victims plan to join community leaders and residents and they will march to the shoot scene. investigators will put up signs in the neighborhood. they are asking the public to help track down the shooter. the san francisco man who is accused of being behind a black market website called silk road he's due to go on trial this week in new york. new york city prosecutors say that ross william albright ran the site where cocaine, heroin, and other drugs were sold to 100,000 customers. albright is accused of trying to protect his operation by asking others to kill people who pose a threat no his business. albright has pled not guilty. president obama scheduled to unvail proposals to protect consumer data. to notify consumers about data

breaches within third days. the speech at the federal trade commission is set for 9:00 a.m. our time. it's a preview of president obama's state of the union address a week from tomorrow. we are still talking about a south bacon set featuring chris brown that ended in gunfire. five people were shot. questions being raised about club security as the search for the shooter goes on. >> and it's been five years since a devastating earthquake struck haiti. the controversy surrounding millions of dollars in relief that has not been spent. >> we're off to a decent start although fog will be an issue on some commutes but not here on the sunol grade. it looks good. >> fog is a big story here this morning. not only north bay valley but around the bay. some sneaking into sfo. we'll van update on your monday

what happened to the millions of dollars to help rebuild haiti? so far only 900 homes have been built. a bill by barbara lee which was signed last month it will require better reporting of how that money is spent. divers have now found both black box recorders from the air asia flight that crashed last month with 162 people on board into the java sea. they have retrieved one of the black boxes. the flighted fall recorder. the other one the cockpit voice recorder it's still deep under water wedged under heavy pieces of the wreckage. the two devices are expected to play a big role in determining why the plane went down. the cause is still under investigation. although bad weather is believed to be a contributing factor. so far the bodies of 48 of the 162 people on board have been recovered. new this morning dozens of political prisoners have been

released from cuban jail. according to a senior u.s. official the release over the weekend of the 53 political prisoners was part of last months historic deal between the united states and cuba. the prisoners were held by the government for promoting political and social reforms in cuba. there is a new report coming out today that says the use of banned choke holds by new york city police is alarming. this is report is by the new police inspector general. it's on suspected cheek holds. again that report is being released today. it is the first report issued by the inspector generals office which was created after the public outcry over the july death of eric garner. the office studied ten random cases of suspected choke holds. berkeley place are searching for a group of teenagers that robbed a man at gunpoint. the victim was approached at

8:30 friday night. one of the teenagers pulled out a gun and commanded his property. when he refused one of the teens hit the man and fell his cell phone watching a san jose sharks game from home is about to get a lot more interactive. they have created an interactive sports fan. the technology is called butt kicker. 74 sensors have been installed at the sap center and using a device installed under your couch signals are sent to your house. but the in home experience might not end there. >> at a certain point i think you will see sensors on players. i know the nhl is not there yet. can you imagine a day when you play as a player? >> it's already awesome.

if they added that to it, it would be beyond awesome. >> the in home kits sell for $300. these devices are used at 4d neithers around the nation. several are used on rides at disney and international theme park but they could be coming to a home near you, a.m.. >> it is when you're on a ride or something like that. there is video games where the controller moves. you will hear a lot of yelling. >> yeah. and if you have surround round at your house it's kind of the same thing. >> but sal you are already screaming when you watch hockey. >> i'm screaming when i watch most sports. let's take a look at the commute. but more often than not especially football. i'm telling you. but that is a different story. westbound bay bridge that is backed up all the way out to the mccarthur maze. no major problems. there is a 25 minute delay get into san francisco. we are expecting this week to

be more crowded than last week. last week some people had vacation they were using up. this is a look at westbound 92 as you drive through the high- rise of the san mateo bridge. and steve and i have been the fog brothers this morning. 580 is not really effected by it. but you can see a lot of slow traffic through livermore. 680 is slowed out. all the way down to the sunol grade. it wasn't this bad last weekend. again we are expecting more people that are back in 2015. steve. >> yes. >> a lot of fog out there. and you know what, it's made it to sfo. oakland, sfo. there could be travel issues with that fog. we could use some rain. seriously. does not look promising.

the -- forecast models backing off on intensity a little bit and the rain line is some of it is a little farther to the north. some of it makes it to the south. higher clouds spilling over the top of this ridge. the lows are up for the most part but there is still a lot of upper 30s and 40s. the dense fog advisory is bleeding if you will. parts of concord reporting fog. i will tell you, i will share this with you. i was in walnut creek yesterday and it was foggy and cold. if you are stuck in that, it's hard for us to get out of the upper 50s for highs. we also have another spare the air alert out. 40s and 50s on the temps.

there are a few upper 30s but a lot of 40s here. there is hardly any breeze whatsoever. wood side, menlo park, they are usually on lock step here. 39 degrees. 49 belmont. 48 los altos hills. water temps. but monterey is 59. half-moon bay is 58. for january that is pretty warm. on the ocean temps that is just below the 60-degree mark. 18 below in bismarck. omaha at 10. a little warmer due to the south because there is a system moving through. that helps to bring the temps up. there is a mix. there is a fine line between rain and freezing rain. 30 in tahoe. 60 down in san diego. mostly cloudy in the morning.

fear. we won't do it. thank you. >> several celebrities also carried the signs and badges on the red carpet showing their solidarity. tonight is the first ever college football play offs national championship game. the second ranked oregon ducks will face number four ohio state buckeyes. the game is at at & t stadium until dallas. this is the first year that it kicks in. it replaces the bcs system. ohio state and oregon last played its system in the 2012 rose bowl. packers trailed the dallas cowboys until aaron rogers hit richard rogers for the go ahead touchdown in the fourth quarter. and then on fourth down cowboys quarterback tony romo threw a pass. dez bryant who appears to come down with a great catch but the

packers challenge the call and ruled an incomplete pass. in the afc the colts advance to the championship game by beating the denver broncos 24- 13. andrew luck threw for 265 yards, two touchdowns. the colts will play the patriots for the afc championship. a dangerous side show closed a freeway in oakland but the trouble does not end there. coming up in 15 minutes the attack on police that reportedly followed. >> and security remains tight in paris following last weeks deadly terror attacks. how troops are being called in to protect sensitive locations. >> good morning. we are still looking at a commute here are traffic is looking good on 280 northbound getting up to highway 17. not a bad commute. you can see traffic looks goods all the way up to the west valley. >> the weather looks good unless you are in that fog. there is fog on the bottom. we'll talk about a fog advisory.

might take that down to the san mateo bridge. a lot of partly cloudies and mostly cloudies over us. it looks like arcadia and crescent city. really the fog is the big story here. kind of holding in check are the 40s. there has been a few upper 30s. the fog advisory goes out to the valley and parts of the east bay. 41 seems rather popular. fairfield is in there. napa and novato. there is your morning super tech that. there is one 30. petaluma. very weak system so only light rain. after today we will have hazy skies and fog. but temperatures will be bumping up south bay. kind of held in check by the north bay. 50s for some. mid 60s for others. all right sal, i know we have the fog but any traffic related issues? >> we have a couple things. one of the things i want to

tell you is that there is more people on the road this week. some people some schools had last week off and you can see by some of the early commutes that ended the bay bridge that we still have a little ways to go. i think this week as we look at the east shore freeway you see traffic is going to be okay here as we come through. as a matter of fact, the traffic here on 80 westbound is taking about 258 minutes to get through the corridor between the carquinez bridge and the mccarthur maze. not bad but it is getting slower. and those metering lights are on. it's about 25 minute delay there getting into vein. i want to mention that traffic is going to be slow and the livermore valley on westbound 580 super slow. slower than we had last week. 680 southbound is very slow. contra costa county highway 4 is a mess coming out of pittsburg. it's 6:32 the golden gate

bridge is open again after being shut down this weekend so crews could install a movable concrete and metal bare year. tara moriarty is joining us live. >> reporter: things are running really smoothie. you will not notice the change. [ inaudible ] >> sorry we had a little problem with tara. that is a nice shot of the new removable barrier. >> tara had a chance right along there. she will show you the special trucks that is used to put be down the movable barriers. but again they are in place now and they actually opened the golden gate bridge six hours early. so it is open. if you are going out there, just be aware there is fog out there as well. we will get back to tara in a little bit. and then there was this.

congresswoman nancy pelosi cut the ribbon on one of the new zipper trucks. this is all part of yesterday's ceremony to celebrate the new bridge's safety feature. and among the attendees is one of the survivors of a head on crash on the golden gate bridge. ktvu brian flores is in our newsroom to talk about french troops that are being sent in. brian. >> reporter: there remains a heavy security presence in paris. not only are police involved but troops are being sent to sensitive areas. they ordered 10,000 troops into the streets. security forces have been assigned to protect 717 jewish schools. despite three attackers that were killed, a threat remains present which is why the country is taking precautions. as you recall 17 people died in

the attacks which began last wednesday with a massacre at the newspaper. the widow of one of the kosher market attackers is believed to have crossed into syria on thursday. meantime u.s. secretary of state john kerry will be going to france on thursday. the announcement comes as the obama administration faces tough criticism for not sending a senior official to the rally until paris yesterday. it was attended by 40 world leaders and more than a million people. in a sign of solidarity, world leaders locked arms to remember those that lost their lives. kerry says the criticism is quibbling and he defends u.s. action following the attack. the president and our -- on

france says the rallies are bringing a sense of comfort. >> it is very comforting in this very difficult day for french citizens to be here and to know that they have so many friends. and you see the flag on city hall. this is so moving to me. >> another woman we spoke to face timed her brother from the rally and says her brother used to work the magazine and has close friends who still work there. she said it's nice to know people are showing support from around the world. a massive march is planned in berlin, germany through today in response to the attacks. germany's justice minister is urging the group to cancel it. it comes after they fire bombed a german newspaper. offices at the morgan post were seriously damaged.

mental health care workers are on strike all over the state. good morning, alex. >> reporter: good morning, to you. union workers call this a crisis. severe staffing shortage is hurting mental health patients that is why they have taken to the picket lines this morning similar picket lines will be set up throughout the day today. a total of 2600 mental health professionals will be taking part. that includes psychologists, therapists, and social workers. they are calling for the health care provider to offer timely, quality, mental health. kizer denies there is a

staffing shortage. workers say the delay is real. >> it's parallel to the va scandal. kaiser is cooking the books. from our perspective it's worse than the va scandal. we have found direct links connected the dots to patient care. >> we are looking at increasing convenience. but to do all of this, we need the help of our therapists and mental health care workers. >> the mental health professionals are represented by the union of health care workers that have spent the past four yes trying to negotiate a contract with kaiser management and staffing levels have been the main sticking point there. last year the state of california fined kaiser $4 million over accusations of

welcome back to the morning news. the chp is working to identify and make arrest of people involved in an illegal side show in oakland that shut down interstate 880. yesterday afternoon a group of cars completely stopped traffic. they were spinning doughnuts on northbound 880. officers say when they showed up they were hit with rocks and bottles. chp arrested a 19-year-old man from hayward. they impounded his ford mustang. investigators are still checking video shot during the side show to identify even more people. it is one of the most trending stories this morning. police are look for answers surrounding a nightclub shooting in san jose. this all happened during an event featuring r & b sicker chris brown. janine de la vega has more on the case which is getting a lot of attention on social media. janine. >> reporter: yeah, pam, it sure is. we have reached out to police

for an update this morning. we have not heard back. at this point they have not released a suspect description. the fiesta nightclub it was packed on saturday night. people waited over night for singer chris brown to show up. we are told he finally appeared at 1:15 a.m. on stage and shortly after the shooting happened. [ music ] >> this is video of the shooting posted on social media showing browns reaction to the gunshots. security whisked him away off stage. he was only on stage for two minutes in the middle of singing a song when the shooting happened. chaos erupted and a second round of shots were fired. club goers started ducking for cover and running out of the building. when officers arrived they found four people shot. they were rushed to the hospital and then a fifth

shooting victim walk into the hospital soon after. we spoke to a witness who was there. >> i just saw metal chairs like being thrown or kind of hit people. and then all of a sudden you know shots were fired i guess and then that is when we just started ducking down and kind of heading out the front door. >> police have not released the identity of the victims but say they are all expected to survive. offices are still investigating a motive for the shooting and looking for who is responsible. club goers say they were patted down by security but some wonder why they did not wear metal detectors or more security. this was the second time in less than five months a shooting occurred during an event featuring brown. that incident was captured on cell phones. it happened in west hollywood. brown is scheduled to be back in san jose performing this time at the sap center. our time is 6:46.

let's take a look at the bay bridge toll plaza. traffic is busy as you drive through. just a lot of slow traffic here before you make it on to the bridge. the slowest traffic in the bay area is 580. altamont pass 580 and 680. this is much more crowded than it was last week. there is no other way to put it there is more people out there. southbound 880 is also a little bit heavy as you drive to fremont. let's go to steve. >> all right sal, thank you, sir. a very good morning on this monday. some areas get the fog, others don't. we got this picture from we built this city on twitter. some areas it's socked in. for others it's working its way around. so that fog advisory favoring north bay valleys out to the valleys as well. it's kind of working its way

senior living facility friday night. investigators say a 70-year-old woman pulled out a knife and stabbed her 75-year-old neighbor before running from the scene. police say the two women had an ongoing dispute but they would not say what it's about. >> it doesn't look good for him. i'm sure she didn't plan this. i wouldn't think that she would. >> now the woman who pulled the knife was later arrested and booked into jail. the other woman is still in the hospital recovering but is expected to be okay. your time is 6:55. crude oil prices keep falling today. the price of a barrel of oil is now near $47. that is the lowest in six years. golden sacks now believes it will drop to $41 before spring. however some experts are warning that could be the point that u.s. shale oil producers stop drilling. because they wouldn't make enough money to cover their cost. the lower crude oil prices are behind that continuing drop in

gasoline prices. u.s. average price is $2.20 a gallon. it's down almost $0.27 in the past three weeks. as usual san francisco has the highest average price in the nation. it's now $2.76. that is $0.25 lower than it was at this time last month. the average for the rest of the bay area is about $2.61. there are reports that general motors will mount a new challenge to tesla in 2015. gm is expected to unvail the all new electric chevrolet bolt. the bolt will be able to go 200 miles on a single charge and sell for about $30,000. analysts say the bolt name is leakily to create some confusion because chevy has a hybrid called the volt. gm says the name could change. two lucky people in the bay area may be holding a winning
