>> reporter: the golden gate bridge is back in business after being shut down over the weekend for safety improvements. we'll show you what's new -- next. the latest on the investigation into the terrorist attacks in france and how police are responding this morning. >> reporter: there are picket lines outside of kaiser hospitals all across california this morning, including this one in san francisco as mental health professionals stage a week-lodge strike. the issue they are trying to highlight that they say is putting patients at risk. get on the bridge now that a new moveable median barrier was installed over the weekend. tara moriarty is there and coming up in minutes, she will tell us how things are going. welcome to "mornings on 2." >> good morning. i'm dave clark. let's talk about weather and traffic. did you run into any fog? >> i did. a little bit of fog around the walnut creek. >> same here. >> steve, how is it looking? >> for some it's very foggy. for others, hardly any at all. if you don't have the fog, it may not take long to warm up. a lot of high clouds streaming overhead. a weak system brushing extreme northern california with light rain up near the oregon border and crest the city. a few 30s on the temperatures but it's the fog advisory out to the valleys and also in the bay, oakland airport, san francisco, not all of but parts of san francisco and sfo have some fog. it's really foggy for some especially up to the north. winter spare the air, 11th day in a row. the beat goes on.

it looks like there will be a lot more this week as well as we don't see much of a change until the weekend. 30s for a couple of. low 40s and then cold and foggy pattern. 40s including san mateo, foster city and la honda. there's light rain up to the north. it won't do much for us. fog, sun, mild. temperatures, though, 50s to the north. low to mid-60s to the south. here is sal with an update on your traffic. i haven't heard too much. >> there are a couple of things going on but one of the major stories is the golden gate bridge is open again, steve, avbeing -- after being shut down. tara moriarty is live with more. >> reporter: you will not notice too much of a change as

you make the drive across the bridge. there is a different story when you are merging as you are coming into san francisco out of the waldo tunnel. no longer left to right but right to left as you approach the span. now, construction crews put a $30 million barrier more than 11,000 feet long designed to prevent head-on collisions. zippers trucks will be used to help manage traffic flows. >> one of the workers said we're getting close to opening it. so i waited and then he came and said, well, it will be about an hour. but being the crazy person, i am, i waited an hour and was the first person going across. >> reporter: so far, so good. you are starting to get a little bit better look at it, now that the sun is coming up. the fog doesn't seem to be lifting too much. but we'll be sure to stay here

throughout the morning and let you know if there are major hiccups. reporting live from the golden gate bridge, tara moriarty, ktvu channel 2 news. back to you sal. to check the rest of the commute, let's begin on interstate 80 westbound. you can see a lot more traffic. we're expecting this week to be busier than last week as some violations have finally run up for some of the lucky people who had extended vacations. this week everyone seems to be going going out to the bay bridge toll plaza, it's more crowded than it was last week. it's backed up for 25, 30 minutes getting in san francisco. we've had a couple of major commutes around the bay. 580 is sold out from the altamont pass. most of it is stop-and-go traffic. 68 is slow as you drive through. traffic will be slow in the south bay. as we take a look at highway 4, it's very. and 680 is getting into the act. it's backed up from 242 to highway 24. i also want to mention highway

29 at oakville cross road in napa county. police are dealing with a fatal accident there. 7:04. back to the desk. >> all right. thank you, sal. paris and many part of france remain on high alert today following last week's deadly attacks. this is new video of security forces at a jewish school in paris. france has ordered 10,000 troops into the streets to protect tense siv sites, 17 people died in the attacks which began last wednesday with a massacre at the charlie hebdo newspaper. the new york city police department is on high alert after a repeated threat from isis. investigators say someone has re-released a september 2014 message that tells followers to rise up and kill intelligence officers, police officers, soldiers and civilians. the threat specifically named the united states, france,

australia, and canada as targets. in an internal memo, nypd employees were told to remain alert and consider tactics at all times while on patrol, especially in light of the attacks in france. the white house is planning to address the recent attacks at a conference next month. the meeting will highlight toque and international efforts to prevent extremists and their supporters from radicalizing recruiting and inspiring others in the united states and elsewhere to carry out violent attacks. 7:06. new this morning, dozens of political prisoners have been freed from cuban jails. a top u.s. official said their weekend release of the 53 political prisoners was part of last month's historic deal between the united states and cuba. the unidentified prisoners were held by the castro government because they backed political and social reforms in cuba. happening right now here in the bay area, thousands of

kaiser permanente mental health workers are on strike across california. ktvu's alex savidge is live in san francisco where workers are walking picket lines right now. you can see on your screen and they say they are sending a wakeup call to the top management of kaiser. good morning, alex. >> reporter: good morning. mental health professionals are calling on keyser to hire more help to deal with what they are calling a severe staffing shortage. they put patients at risk. starting today, you will see picket lines like this one outside of kaiser all across california. you are looking at the scene here outside of the facility in san francisco on geary boulevard where you can see dozens of people taking part in this action. a toteal of 2600 -- total of 2600 mental health professionals will be taking part of this strike. psychologists, therapists and social workers will be walking off the jobs. they are calling on the provider to offer patients what they say should be timely and

quality mental healthcare. kaiser management denies there is a shortage. but union members are saying that some patients often wait as long as two months for followup appointments and they believe that can prolong recovery. >> a lot of times when they come in, they are understandably angry because they had to wait so long for an appointment and then when i tell them i can't see them for another three weeks, they are even more upset. we want to change that. >> we've increased a number of therapists in california by 25%. in contrast, our membership has grown 8% during that same time. we're hiring therapists at three times the rate that our membership is growing. >> reporter: last year, california fined kaiser $4 million over accusations of long wait times to see mental health professionals and workers say the situation has been made even worse with the affordable care act because it's met a huge influx of more than 300,000 mental health

patients. kaiser's menth health professionals are represented by the union that union has spent the past four years trying to negotiate a contract. that's why we've come to this point here. mental health professionals and other workers have taken to picket lines across the bay area. you will find picket lines outside of facilities in san francisco, santa rosa and san jose today and various other hospitals, dave, as we move throughout the week. >> all right. alex savidge, we'll talk to you later. 7:09. a somber event planned for later today in san francisco's hayes valley at the site of a quadruple homicide friday night. four young men were shot and killed. they were sitting in a stolen car that was double parked near la bu na and page -- laguna and page street. a march and vigil is set to start at 6:00 a.m. at the african-american culture

complex in fulton. family members and residents plan to join in. no suspects have been identified or arrested as of yet in the case. the san francisco man accused of running the black market website silk road, he's due to go on trial this week in new york. new york city prosecutors say that ross william ail brick ran the site where cocaine, heroin and other drugs were sold to more than 100,000 customers. he's also accused of trying to protect his operation by asking others to kill those who were a threat to his business. jury selection is set for tomorrow. albrich has pled not guilty. later this morning, president obama is scheduled to unveil proposals to protect consumer data. the white house says the president will propose a law to require companies to notify consumers about data breaches within 30 days. he will also ask congress to

pass new protections for data gathered about students on the website. the speech at the federal trade commission is set for 9:00 a.m. our time. it's a preview of the state of the union address which is a week from tomorrow. some las vegas casinos may be upping the ante on california's high-speed rail. nevada is considering a proposal to link its planned desert express with the california high speed rail line in los angeles county. the extension across 60 miles of desert to palmdale has been backing casinos. nevada officials say the link could help the $6 million project to get more federal funding. backers also say it could also help attract private investors to the high-speed rail line between san francisco and l.a. a lot of people off the road and maybe do this instead. a weekend concert in the south bay. it featured chris brown, it

five years ago today we first saw the devastating images of the earthquake in haiti. today, 80,000 people are still living in camps that were meant to the temporary. there are questions about what's happened to billions of dollars donated to help haiti rebuild. u.s. agency for international development budgeted $97 million for housing but only 900 homes have been built so far. a bill by oakland congresswoman barbara lee signed last month will require better reporting of how that aid is spent. 7:15. divers have now located both black box recorders from the airasia flight that crashed last month into the java sea. they retrieved one of the recorders. the other cook voice recorder is still under water. it's wedged under heavy pieces of the wrecksage. the two devices are expected to play a big role in determining why the plane went down. in another development, some

investigators believe the plane may have exploded before it crashed into the water. others are disputing that. so far, the bodies of 48 of the 162 people on board the plane have been recovered. the u.s. attorney general is not saying if they will pursueful any charges against david petraeus. there are accusations that he gave his assistant and former mistress, paula broadwell, access to classified investigation. when the affair between petraeus and broadwell was exposed in 2012, petraeus was forced to resign. now, he desees giving broad -- denies giving broadwell access to his cia e-mail. eric holder downplayed a report that a federal investigation is complete and says no decision has been made about charges. >> at the appropriate time, the proper people within the justice department will make determinations as to what, if

any, action should occur. >> now, eric holder is due to step down from his post as soon as the senate confirms a new attorney general. 7:16. a new report says the use of banned choke holds by new york city police is alarming. a report by the new police inspector general has found gaps in discipline and raises questions about officer training. the report is being released today. it is the first report issued by the inspector general's office which was created in the wake of public outcry over the july death. eric garner. the office studied ten random cases of suspected chokeholds. an investigation is underway in elba, new york. after three-fourth grade girls plotted to kill a teacher because she killed too much. their planned weapon, hand sanitizer. the girls were planning to sanitizer on different items

the teacher would touch and the problem is the 250e67er is highly allergic to -- teacher is highly allergic to hand sanitizer. and that is north of rochester and new york. >> i was wondering where that was. >> yes. how is it looking, sal? >> looking pretty good. in case you haven't heard, the golden gate bridge has reopened. no traffic troubles on the span. but we're going to some other commutes now. gonna show you highway 24, westbound, and you can see westbound 24 traffic is not that bad. it's a little bit slow as you come up to orinda, but we've noticed by the way that this week is a little bit more crowded than it was last week. when you get to the bay bridge toll plaza, you will find it sold out, sort of. i like to use that word. but you can see there is not a lot of room at the toll plaza. it's going to be very slow. this is interstate 880 in oakland. and that traffic is moving along very nicely. and we've also been looking at

the south bay. the biggest freeway there in the south bay is 880. now, you take a look at the golden gate bridge and yeah, it's foggy there. but there's that now moveable median barrier. gonna have to take a while to get used to it. at 7:18, this is the south bay, i'm telling you. 85 is just not good. we've seen a lot of miner fender-benders. most are not causing extra slow traffic. but be careful. wouldn't it be terrible to get into an accident on the way to work on a monday. that would be terrible. any time would be terrible. >> yes. >> you are right. >> very thick fog around, around john daly and skyline could be tough. >> thank you. good info. >> that's from our observer antonio who will be doing weather some day on tv. he's 13. sharp as a tack. i spent all morning walking on this one. good morning. we have low clouds below that. north bay valley -- although the fog has decided to visit livermore, the livermore airport, when i say that, somebody from livermore said there's no fog here. i know. it's a big area. a lot can happen. we to have advisories out. some of that fog, though, working its way over the strait. you get in the fog, it's cold. the temperatures are hard to -- tough to get out of the 50s if if you are stuck in the fog. there are signs maybe this saturday or sunday we could get a system in here. although, i wish all of the forecast models were in sync on that. they are not. they are already starting to back off on the intensity. we'll mention it for now and saturday and sunday. it does not look like a lot. the problem is, the 10 and 15- day outlooks keep saying wet, wet, wet. but two, three days late, the outlooks keep saying wet, wet,

wet. they keep pushing it. a lot of high clouds. walnut creek is in there. santa rosa, san jose 42. 40s for everyone. redwood city, 41. 48 los gatos. that's above los gatos. gilroy 40s along with morgan hill. they were 39. almost everybody checking in in the 40s. a little bit of rain. really? yeah, a little bit. not much. crescent city says light rain. water temps getting cold. still mild for others. san francisco, buoy, 54. that's the coldest i've seen. after the system clears the area today, you can see high pressure is. 18 below up in bismarck. 3 below in minneapolis. 19 chicago but the active weather has brought warmer temperatures down to parts of the deep south. but it turns to snow on the back side of that from cincinnati. then there's the mix of rain and snow. north to boston and it's turned to snow again. 28 in tahoe.

the seattle seahawks. packers had a come-from-behind against the dallas, cowboys. aaron rodgers led the charge. packers took a 26-21 lead in the fourth quarter. cowboys took over. on 4th down, tony romo threw a pass to dez bryant. he appeared to come down with a great catch on the 1 yard line. tried to get in the end zone. the packers challenged the call. it was ruled an incomplete pass, giving green bay the ball back and the win. kind of a reversal of the call last week that many say helped the cowboys win. the colts beat the broncos 24- 31. andrew luck threw for 265 yard and two touchdowns. the colts play the new england patriots for the championship. colts were only road team to win. speedo has a new spokesperson. >> my name is jergen schmidt.

those ground delay programs start in about a half an hour. let's move along to the peninsula, 101 traffic is slow as you drive through. i want to mention the south bay commute is not good. 85, 280, 101, almost everywhere you look it will be slow. give yourself extra time. it's 7:33. back to the desk. >> sal, thank you. the golden gate bridge is back open. it's ready for rush hour after crews installed the median barrier on the bridge. traffic is flowing nicely. you can see the new moveable barrier is in place designed to prevent head-on collisions. it replaces the pylons that used to divide traffic. we talked with a woman last night when said she was the first driver to cross the bridge when it reopened. >> one of the workers said, you know, we're getting close to opening it. so i waited and then he came and said, well, it will be about an hour. but being the crazy person, i

am, i waited an hour and was able to be the first person to go across. >> good for her. another difference, the approach to the bridge from the marin side, drivers you will merge right to left instead of left to right. 7:34. this morning, the chp says it's working to identify and arrest people who were involved in an illegal sideshow that shut down interstate 880 in oakland. police say yesterday afternoon, a group of cars completely stopped traffic and were spinning doughnuts on the northbound stretch of the highway near the hegenberger expressway. officers showed up and were pelted with rocks and bottles. the chp arrested a 19-year-old from hayward and impounded his ford mustang. investigators are reviewing video to identify more people. five people are recovering after being shot at a san jose nightclub over the weekend. >> get town! get down! >> the violence happened during

an event featuring chris brown. janine de la vega joins us from san jose to tell us what clubgoers and place are now saying. good morning, janine. >> reporter: good morning, tori. police detained several people, the night of the shooting for questioning. as far as we know, no arrests have been made in this case. you know, people left the nightclub here. the fiesta nightclub so fast that some people even left behind their shoe, their keys. there is a lot of garbage on monterey highway. they all came to see chris brown perform. witnesses say they waited hours for him to come onto stage and two minutes into the song, shots were fired. [bleep] fts. [ sound of gunfire ] >> reporter: video of the shooting has been posted. clubgoers say they saw chairs being thrown and they heard

gunshots. they started ducking for cover and then a second round was fired. [ sound of gunfire ] >> brown was whisked off stage by a security team. when officers arrived, they found four people shot. they were rushed to the hospital. a fifth shooting victim walked into the hospital a short time later. their identities have not been released. a bartender described the scene inside. >> no. i thought it was something related to the music. all of a sudden -- i think it was two gunshots. after there was more. >> reporter: clubgoers question why weren't metal detectors and more security for a celebrity like chris brown. brown is scheduled to be back in san jose in march this time performing the s.a.p.

center. >> tori? >> thank you, janine. we have new information for you this morning about even tighter security in paris after last week's deadly terrorist attacks. brian flores in the newsroom to tell us more about where they are sending french troops. good morning. >> good morning to you. millions of people marchled the streets of paris calling for unity. security remains a top priority for french officials. police and french troops are deployed at several locations in the hope of preventing another attack. >> want to go new video. a military spokesperson tells the a.p. that 900 troops are spread out in paris alone. earlier, france had ordered 10,000 troops to patrol all over france. we also understand up to 4700 of those troops were tent to protect 717 jewish schools throughout the country. in the meantime, vig yiles and marches continue in paris. thisian outside of the kosher market attacked last week.

hollande. also today, french president hollande attended a synagogue to show support. all right. thank you. 7:39. here in the bay area, thousands gathered at civic center plaza in san francisco to pay their respects to the victims of the deadly attacks. there was a moment of silence followed by the crowd singing france's national anthem. the names of the 17 victims were read out loud. friends and family say the rallies are bringing a sense of comfort. >> it's very comforting in these very difficult days for french citizens to be here and to know we have so many friends. see the french flag at city hall. this is so moving to me.

>> another woman we spoke to face timed her brother from the rally and said her brother used to work at the magazine charlie hebdo. she said it's nice to know people are showing support from around the world. one of the brothers who carried out the massacre lived across the hall from the so-called underwear bomber while the two attended arabic school in 2009. former neighbors said the two men would often visit the mosque together. a massive march in planned in berlin. but germany's justice minister is urging the group to cancel it. it comes after arsonists firebombed a german newspaper that reprinted the cartoons from the targeted french magazine. offices were seriously damaged. no one was hurt. several other german newspapers reprinted cartoons but were not

kids back to school today say they want to show the taliban that they will not give in to fear. back here at home, a 71- year-old woman in sacramento is facing very serious charges after a violent fight with her neighbor. police say two women started fighting at the st. francis manor senior living facility in sacramento friday night. investigators say a 70-year-old woman pulled out a knife and stabbed her 75-year-old neighbor before running from the scene. police say the two women had an ongoing dispute but wouldn't say what if is about. >> it doesn't look good for her. i'm sure she didn't plan this. i wouldn't think we would. >> the woman who pull out the knife was later arrested. she's booked into jail. the other woman is still in the hospital recovering but is expected to be okay. 7:55. animal rights activists are

last week we didn't that. we do have traffic very slow in that area. we also take a look at the bay bridge toll plaza, the traffic is moving along okay if you are driving westbound but there is a big delay reported and traffic is going to be slow. there's a report of a new overturned vehicle in marin county, northbound 101 at tiburon boulevard. a couple of cars got into it. there is an injury crash. the paramedics are on the way. northbound 101 near the tiburon boulevard exit. back to the desk. >> thank you, sal. we are now well into the first morning commute on the new improved golden gate bridge. that's after crews installed the moveable median barrier over the weekend. ktvu's tara moriarty joins us live from the span which opened hours ahead of schedule. how is the commute going. >> reporter: in the southbound direction, it's nine. in the northbound, it's a different story. it's bumper to bumper. these folks are completely stalled. it looks like up ahead, it's pretty foggy. can't tell exactly what's going

on. but we do see some emergency lights. if you are headed into marin county, know that you will be experiencing some delays this morning. now, the new barrier has a sleek design. we saw it on our way in. it's obviously a mott more sturdy than the yellow plastic barriers we've grown accustomed to. construction crews put in the $30 million barrier designed to prevent head-on collisions. zipper trucks will shift the barrier to manage the traffic flows. ktvu spoke to a woman who was the first driver to cross. >> it was kind of eerie to go across. it's like, okay, where is all of the people? where are all. cars? are they gonna pull me hoeferrer for peaking -- pull me over for being on? >> reporter: instead of going left to right, now it will go right to left. the speed limit in that section has been lowered from 55 miles an hour to 45 miles an hour. now, as it is standard, you will see the four-lane,

firefighters fell through the floor and became trapped in the basement. they were rushed to the hospital with serious injuries just. just a short time ago, the contra costa county fire department tweeted, our thoughts and prayers are with aur brothers and sisters with sacramento fire after an early- morning fire. victims of a quadruple homicide will be remembered later today at a somber event in san francisco's hayes valley neighborhood. four young men were shot and killed friday night as they sat on a stolen car double packed at the corner of laguna. a march is set to start at the african-american art and culture complex on fulton street. family members of the victims plan to join community leaders and residents and march to the shooting scene. no suspects have been identified or arrested in this case. 8:05. happening now, picture lines are up at several kaiser

permanente facilities around california, including right here in the bay area. alex savidge live in san francisco to tell us why mental health workers say they will be off the job all week. good morning, alex. >> good morning. union workers call this a crisis. they say a severe staffing shortage with kaiser is putting mental health patients at risk. that's why many of them have taken to the picket lines. this is the kaiser on geary boulevard. there will be similar picket lines all across california through utout the week -- throughout the week. a total of 2600 mental health professionals will be taking part in these strikes. they are calling for the health care provider to offer patients timely, quality mental healthcare. kaiser said there's no staffing shortage. union members say some members have to wait up to two months for followup appointments and

those suffering from depression can take longer. >> it's gotten to the point where it's just immoral. >> a lot of times when they come in, they are understandably ainge bri because they've had to -- angry because they have had to wait so long for an appointment. and when i tell them, i can't see them for another three weeks, they are upset. >> we've increased the number of therapists in california, for example, by 25%. in contrast, our membership has grown 8% during that same time. so we're hiring therapists at three times the rate that are membership is growing. >> reporter: last year, the state of california did fine kaiser $4 million over accusations of long wait times to see mental health professionals. workers say as well the staffing situation has been made worse by the intro tux of the affordable care act which -- introduction of the affordable care act which has

they were able to carry it out -- was exposed before they were able to carry it out. no charges are expected. sal, can you handle the fog with the commute? >> it's very foggy. as a matter of fact, we have fog on the golden gate bridge. there is also a crash on the golden gate bridge. i'm not sure if the fog had anything to do with it. but the very first commute morning of the new divider, we already have a crash reported there. northbound, you can see the traffic is slowing down coming out of san francisco and getting into marin county. it's reported northbound along the span and we're not sure of any other details. but you can see that if you are leaving san francisco for marin, it's slow. good thing the divider was there. before that when there was a crash, we were worried about a head-on. southbound 101 traffic looks okay. been is moderately heavy getting into san francisco with no major problems. i want to go back to marin.

into san francisco. 280 is pretty light. no problems getting into the west valley. 8:31. back to the desk. we have new information for you this morning about the tighter security in paris after last week's deadly terror attack. thousands of french army troops have been told to guard certain places in that country. brian flores is here to tell us more about where the troops are being sent. >> millions of people mar offed the streets of paris calling for unity. so far it's been very peaceful. but the main concern is security and police and even french troops are deployed in full force to several locations the want to go to new video in the newsroom of a french army troop guarding a jewish school in paris. a military spokesperson tells the a.p. 900 troops are spread out in paris alone. earlier, they ordered 10,000 troops to patrol all over france. 4700 of the troops and police

were sent to protect 717 jewish schools throughout the country. in the meantime, john kerry will be going to france on thursday. the announcement comes as the obama administration faces sharp criticism for not sending a senior official for yesterday's unity. it was attended by 40 world leaders and more than a million people. word leaders locked arms with francois hollande to remember those who lost their lives. kertry at a press conference in indian defends u.s. actions following the attack. >> we've offered from the first moment our law enforcement, all of our efforts and i really think, you know, this is sort of quibbling a little bit in the sense that our assistant secretary of state was there and marched. our ambassador was there and marched. many people from the embassy were there and marched. >> pea are also getting -- we are also getting a first-hand look from a victim's standpoint during the attack at the kosher

firebombed a german newspaper that reprinted thear cartoons done by the charlie hebdo. no one was hurt. several other german newspapers also reprinted charlie hebdo cartoons but were not attacked. it's a story a lot of people are talking about this morning. shots were fired over the weekend at an event featuring chris brown. janine de la vega has the latest on the investigation. >> reporter: police have not released a suspect description of the shooter, they are actively investigating. the shooting happened right here on monterey highway, the club, the fiesta nightclub was packed saturday night and clubgoers waited overnight for chris brown to show up. he finally appeared at about 1:15 a.m. on stage and shortly after the shooting happened. [ sound of gunfire ] >> this is video of the shooting posted on social media soing brown's reaction to the
